A Study on the Policy Alternatives for Intelligent National Territorial Disaster Prevention in Preparation for Future Disaster (미래형 재난에 대비한 국토방재 지능화 정책대안 고찰 연구)

  • The possibility of a super-large disaster is increasing due to changes in national territory, urban space and social environment, extreme weather conditions due to climate change, and paralysis of national infrastructure due to natural disasters. In this study, in order to support the systematic establishment of national territorial disaster prevention strategies for future disasters, alternatives to intelligent national territorial disaster prevention policies for future disasters were considered. Changes in the national environment related to future disasters, domestic and foreign prior studies and policy trends related to national disaster prevention, and studies related to the national disaster management system were investigated, and institutional and technical policy alternatives were derived. As a policy alternative, it was suggested that the creation of a self-adapting national territory for future disasters should be systematized and continuously supported through a technically intelligent decision-making support system.

  • This study analyzes the current status of Korea's legal system was a disaster in the rural region and to identify problems. There are many problems in rural region despite the specificity and uniqueness of the area significantly as compared to the city did not receive such consideration as to distinguish the area as part of the institutional election strategy. Through this study, we analyze the problem more effectively and to respond proactively to the disaster in the rural region. And it sought a solution to the problem and its legal system.

Exploration on Disaster Nursing Education in Korea (한국의 재해간호교육 실태)

  • Purpose: The disaster occurs increasingly on the earth and nurses are requested to call out to on-sites or help emergency situation. This descriptive study was done to explore the disaster nursing education in Korea. Method: Data was collected from 116 nursing undergraduate program and 93 colleges responded, and analyzed frequencies and percentiles. Results: There was no institution offering Disaster Nursing titled course. Emergency Nursing was mostly combined with disaster nursing. More half (52.7%) did not deal disaster nursing concept at all, from which half had no plan to open in the near future. The lack of teaching manpower was shown. Recommendation: To meet the nursing need in disaster situation, disaster nursing competencies should be included in nursing major subject at the basic education level to be a registered nurse in Korea.

  • The disaster preparedness system in Korea has been developed in spite of many obstacles, but there are still many problems for response to various kinds of disasters in 21th century. Disaster response system in Korea was focused on policy, administration, hardwares in the past. But in the future it is necessary to change the system to adapt the global needs about the human based disaster response system and capacity to assist the international disaster by official assistance and research for that field. Because nearly all the disasters are associated with the safety, welfare, injury, disability and survival of human, health disaster preparedness and response system should be a important part in the whole disaster system considering the common value of human right to disaster preparedness for human.

  • This research develops a methodology for standard design of spatial Database utilizing the disaster ethnography. Especially, the disaster response operation is sensitive to the size of the disaster, location, damage situation, resource a variability, etc. Moreover, there are many unknown and unexpected factors that will affect the disaster response strategy. But, the future Crisis Management Systems is needed that past disaster teaching. In another words, from now on the response systems need to prepare several scenarios and spatial data and manual etc. before the disaster. Then, this research is the experimental research which examined the relationship between the disaster-ethnography and the GIS spatial data of disaster.

A Study on Future Transportation Policy Based on the Smart Highway Project (스마트 하이웨이 사업에 따른 미래 교통정책의 변화에 관한 연구)

  • The paper presents the future transportation policy based on the smart highway project in korea. The backgrounds and the principal findings in this study were obtained through domestic and overseas literature surveys. The domestic and overseas transportation policies were also compared and analyzed using various case studies. As a result, the future transportation policy in Korea was concluded within the limit conducted in this paper. Research results demonstrated that the future transportation policy should be reflected and accompanied by various social developments. The social benefits from the future transportation policy should also be distribute equally to social individuals, rather than small limited groups. That is, the recent global slogan of green growth is an example of a future transportation policy since it is for all social individuals, not for a limited small group.

Trends of Nursing Research on Disasters in Korea (재난관련 국내 간호연구 동향 분석)

  • Purpose: This descriptive study was conducted in order to investigate the research trends of past nursing studies related to disasters in Korea, and to identify the direction of future research. Methods: Fifty studies conducted from July 1995 to June 2014 were analyzed according to general characteristics, disaster phase, disaster type, and research theme based on the four areas and 10 domains of the ICN Framework of Disaster Nursing Competencies. Results: The majority of studies were designed using quantitative methods (29). In disaster type, 12 studies explored natural disasters, and 14 explored manmade disasters. Disaster responders were the subject of 31 studies. In relation to research topics, the majority of studies were in the area of preparedness competencies of the ICN Framework (26). The studies were concentrated in the domain of education and preparedness (24). Conclusion: The total number of studies on disasters had increased over the years, while the topics failed to deal with all domains of the ICN Framework. The results indicate that the future direction of nursing research on disasters is to be vitalized through the flexibility of research design, systematic approach based on global perspectives, research on emergency responders and vulnerable people, and research relating to community-based disaster nursing.

Disaster Preparation of Visiting Nurses in Public Health Centers (보건소 방문간호사의 재난대비 및 재난간호핵심능력 영향요인)

  • Purpose: The purpose of this study was to identify the factors influencing personal disaster preparation and disaster nursing core competency among visiting nurses in public health centers. Methods: A descriptive survey study was adopted. A convenience sample was taken from 277 subjects in three regions. Data were analyzed by descriptive statistics, t-test, ANOVA, correlation, Pearson correlation coefficient and multiple regression. Results: The mean personal disaster preparation and disaster nursing core competency scores were 11.13 and 76.87, respectively. Personal disaster preparation was statistically significant by experience of disaster victims and disaster management guideline. Disaster nursing core competency was statistically significant by participation in future disaster recovery. As a result of multiple regression analysis, personal disaster preparation accounted for 14.9 of the variance by experience of disaster victims and disaster management guidelines; disaster nursing core competency accounted for 8.9 of the variance by perception of disaster nursing. Conclusion: Although visiting nurses are ill-prepared for disaster, global natural and man-made disasters can occur regardless of time and place. Disaster education and training should therefore be included in nurses' fundamental education.

  • The forecasting, mitigation and preparedness of the natural disaster impacts require relevant information regarding the disaster desirable in real time. In the meantime it is requiring the rapid and continuous data and information generation or gathering for possible prediction and monitoring of the natural disaster. Since disasters that cause huge social and economic disruptions normally affect large areas or territories and are linked to global change. The use of traditional and conventional methods for management of the natural disaster impact can not be effectively implemented for intial data col1ection with the further processing. The space technology or remote sensing tools offer excellent possibilities of collecting vital data. The main reason is capability of this technology of collecting data at global and regional scales rapidly and repetitively. This is unchallenged advantage of the space methods and technology. The satellite or remote sensing techniques can be used to monitor the current situation, the situation before based on the data in sight. as well as after disaster occurred. They can be used to provide baseline data against which future changes can be compared while the GIS techniques provide a suitable framework for integrating and analyzing the many types of data sources required for disaster monitoring. Developed GIS is an excellent instrument for definition of the social impact status of the natural disaster which can be undertaken in the future database developments. This methodology is a good source for analysis and dynamic change studies of the natural disaster impacts.

The Development of VR based Application for Realistic Disaster Prevention Training (현실감 있는 재난재해 예방 교육을 위한 VR 기반 앱 개발)

  • The Korean peninsula has been known as an area that is free of volcanic disasters. However, recent observations and research results of volcanoes in Far East Asia, including Baedu Mountain and Japanese volcanoes, show that the Korean peninsula is no longer a safe area from volcanic disasters. Since 2012, the Korean government has been developing an IT-based construction technology, VDRS (Volcanic Disaster Response System), for effective volcanic disaster response system. The main users of VDRS are public officers in central or local governments. However, most of them have little experience and knowledge about volcanic disasters. Therefore, it is essential to develop education contents and implement training on volcanic disaster response for effective response in a real disaster situation. In this paper, we deal with the development of a mobile application based on virtual reality (VR) for realistic volcanic disaster response training. The objectives of training are the delivery of knowledge and experience for volcanic disasters. First, VR contents were generated based on spatial information. A 3D model was constructed based on a Digital Elevation Model (DEM), and visualization models for meterological effects and various volcanic disaster diffusion effects were implemented for the VR contents. Second, the mobile application for the volcanic disaster response training was implemented. A 12-step story board is proposed for volcanic disaster experience. The application was developed with the Unity3D engine based on the proposed story board to deliver knowledge of various volcanic disasters (volcanic ash, pyroclastic flows, volcanic mudflow etc.). The results of this paper will be used for volcanic disaster response and prevention training and for more realistic training linked with augmented reality technology in the future.
