E-learning Standardization Roadmap Based on the Future E-learning Scenarios (미래 e-러닝 시나리오에 기반을 둔 e-러닝 표준화 로드맵)

  • The objective of this research is to propose a e-learning standardization roadmap based on the future scenarios. First of all, a e-learning standardization committee was organized to collect ideas on the visions of the future e-learning, in which experts from the technological, educational, and standardization field were invited. They made a great contribution to the success of this research by furnishing us with valuable advices and feedbacks. The first step of the research was to survey the current e-learning standardization proposals suggested by some of standard organizations in and out of the country. We developed three 2015 scenarios for e-learning in elementary and secondary education, in university education, and in life-long education respectively by using a top-down roadmap development strategy. In the second step, we drew a new e-learning standardization roadmap v2 out of the future scenarios by gap analysis between the current and the future e-learning standardization elements. These future e-learning scenarios and e-learning standardization roadmap are very helpful to teachers or educational policy makers for understanding future e-learning and e-learning standardization.

A Study on the Perception of Librarians and Library Users on the Future Direction of Public Library Development (미래 공공도서관 발전 방향에 대한 사서 및 이용자 인식 조사)

  • This study empirically analyzed how users and librarians perceive the roles and functions of the future public library through a survey and suggested what should be considered in establishing the future direction of the development of future library. As a result of the analysis, both librarians and users aware that contents were the most important aspect in the operation of future public libraries. In addition, users perceive the importance of information services higher than librarians, which shows that future public libraries require to develop and offer various information services. In contrast, the adoption of the latest information technology showed relatively low awareness of its importance in future public libraries. Therefore, the use of content and the provision of various channels and tools to satisfy information needs were perceived as more important than the adoption of information technologies.

Evolution of Limits to Growth Studies and its Implications on Concept and Strategy of Sustainable Development (성장의 한계 논의의 전개와 지속가능발전에의 함의)

  • Purpose of this paper is to review series of Limits to Growth studies from its original Rome Club Report published in 1972 to the most recent one in 2012 by Jorgen Randers and finds its implications on concept and strategy of sustainable development. For this purpose first, this paper reviewed series of Limits to Growth studies in details with focus on scenarios used in simulation of world model. Second, response to the original Limit to Growth was reviewed and to see validity of its scenario based simulations, simulated results of interest variables and actual historical data up to the year 2010 was compared. Third, structure and key arguments in both studies, Limit to Growth studies and Our Common Future was explained and compared. Finally, implications of the Limit to Growth studies on concept and strategy for sustainable development was discussed. Based on the comparison, this paper argued that even if the term sustainable development was not used in the Limit to Growth at all, concept and strategies for sustainable development implied in the Limit to Growth are more clear and specific than those of Our Common Future. Since Limit to Growth studies were simulation based ones that produce detailed behaviors on interest variables, it clarifies more clearly the abstract concept of sustainable development and thus, provides specific guidelines for the direction of sustainable policy which has been suffering long from vagueness of concept of sustainable development.

  • The core technologies of the 4th Industrial Revolution, such as artificial intelligence, the Internet of Things, the cloud, big data, and mobile networks, are inspiring major changes and innovations in the defense sector worldwide. The United States, China, and Russia are pursuing defense research and development strategies that seek to maintain their leadership on the battlefield in the future through the overwhelming superiority of defense science technology. Defense science and technology concentrate on the development of challenging new disruptive technologies to efficiently respond to future battlefield environments, where the immediate process of determining the outcome of a war will lead to combat power. In this paper, we first look at the development strategies of the 4th Industrial Revolution in major countries and describe the latest trends in defense science and technology accordingly.

  • The world has faced with various environmental problems such as climatic change, global pollution, and depletion of natural resources. Conventional economic development continues not only to intensify the magnitude of the problems but also to damage growth potential of future generations. Therefore, recent manufacturers are highly required to accommodate themselves to sustainable development that aims at preventing the loss to the future generations. Moreover, the manufacturers are under heavy pressure from various environmental regulations. This paper proposes green bill of material (Green-BOM) which conforms to the environmental regulations to restructure eco-friendly manufacturing system. Green-BOM is useful for managing green product and process information to satisfy several environmental regulations by recording energy consumption, recycle rate, volatile organic compounds (VOCs), substance information, and so on.

Present and Future of Microbial Pesticides (생물농약(生物農藥)의 개발현황(開發現況)과 금후전망(今後展望))

  • Chemical pesticides have been re used for a long time to protect crops from diseases, insects, and weeds ; ample and secure supply of foods in present days would not be possible without them. However, concerns on the risk of using chemical pesticides rising steadily in recent years forced discard many of them and seek an alternate, environment-friendly control strategies. Microbial pesticide is regarded as one of the most promising methods because if properly developed, it will be effective, cheap, and environment-safe. Currently, about 180 microbial pesticides are under development throughout the world and at least 20 of them including B.t. and antibiotics are registered in Korea. This paper discusses some of the successful examples, intriguing problems, and future prospects of microbial pesticides.

  • Future sub-meter resolution LEO missions require simultaneous dual-polarization downlink and/or multiple channel downlinks in single polarization. Especially, dual-polarization is needed to cope with bandwidth limitation due to high speed data transmission. Current KARI 13m X-Band antenna system needs to be upgraded to cope with such downlink schemes. This paper describes brief discussions on engineering work regarding how to meet the new requirements with minimum impact on current system as well as C&M (Control and Monitoring) software.

  • As network has high speed and wide communication capability, users demand diverse and new software to satisfy their needs. To meet users needs, the softwares for multimedia or groupware or distributed virtual environments can communicate the widely distributed information fast and accurately. Even though the technology for this is under development, it is deficient to support the reliable computer communication. Distributed Object System aims, as the new paradigm of distributed system software development to overcome this problem, to obtain in distributed environment the easiness of development and management, expandability, reusability which object oriented technologies support by solving the complexity of communication processing through the object oriented methods. This paper aims to introduce distributed object system, its technological properties and the current status and trend of technology development related to its standardization. Additionally, with explaining the Replicated Shared Object System(RSOS) which is developed in our country as one of the distributed object systems, its future prospects and technical issues are discussed.

The Future of Republic of Korea Navy : Toward a Korean Way of Naval Strategy (미래 대한민국 해군력 역할과 발전)

  • This study is an attempt to look into the future role of the ROKN and to provide a strategic way forward with a special focus on naval strategic concept and force planning. To accomplish this goal, this research takes four sequential steps for analysis: 1) assessing the role and utility of naval power of ROKN since its foundation back in 1945; 2) forecasting features of various maritime threats to influence the security of Korea in the future directly or indirectly; 3) identifying the roles to be undertaken by future ROKN; and 4) recommending Korean way of naval force planning and the operational concept of naval power. This study seeks to show that ROKN needs comprehensive role to better serve the nation with respect to national security, national prosperity and development, and future battle-space management. To safeguard the national security of Korea, it suggests three roles: 1) national guard for the peaceful unification; 2) protector of the maritime sovereignty; and 3) suppressor to maritime threats. Three more roles are highlighted for national prosperity: 1) escort of the national economy; 2) guardian for national maritime activities; and 3) contributor to the world peace. These roles need to be closely connected with the role for the battle-space management. This paper addresses the need for a dramatic shift of the central operational domain from land to maritime in the future. This will eventually offer future ROKN a leading role for developing strategic concept and force planning rather than merely a supporting one. This study finally suggests 'balanced' strategy both in concept development and force planning. A balanced force planning is a 'must' rather than an 'option' when considering a division of function between Task Fleets and Area Fleets, constructing cutting-edge conventional forces such as Aegis destroyer, CVs, or submarines, and the mix of high-profile platform and low-profile when composing future fleets. A 'balance' is also needed in operational concept. The fleet should be prepared to fulfill its missions based on two different types of force operation i.e., coercive or cooperative application of the utility of naval force. The findings and recommendations of the study are relevant today, and will be increasingly important in the future to achieve various political goals required by enhancing the utility of naval power.
