A Study on Current Status and Improvement Tasks of Records Classification in Government-funded Research Institutes (정부출연연구기관의 기록분류 현황과 개선과제)

  • The purpose of this study is to find out the level of the classification system of the government-funded research institutes and to search the future direction of the classification scheme of these research institutes. As a result of analyzing the classification system and regulations of the 23 government-funded research institutes, it is found that the regulations of the records management of most institutions are basically based on other regulations before Public Records Act. In addition, there are not many institutions in which the record production system that reflects the Public Records Act is introduced, and the production and classification of the records are performed separately, and the classification scheme in which the organization classification and the functional classification are mixed is often used only as a reference tool for setting retention period. To overcome this situation, it is necessary to improve the regulation, classification scheme and system. The revision of the law at the national level and establishment of records management regulations at the institutional level should be made. A special classification scheme for 'research' which is a core function of the research institute should be designed and this classification scheme must be applied from the registration stage of records. The fact that the record management obligation is ignored and the production records are not properly managed is to deny the value of the research field records by themselves. I hope that the records management of government-funded research institutes will be moved in place as soon as possible and practical issues will be communicated to academia and good ideas for better development will be returned to the field of practice.

A Study on the Applications using Open GIS Component

  • This paper described some applications using Open GIS Component that was called MapBase. There were 4 applications : KSDI(Korea Spatial Data Infrastructure) funded by MOIC(Ministry of Information and Communication), National Plants Resource Management System supported by Korea Forest Service, 7-Underground Facilities Management System of Cheongju funded by MOCT(Ministry of Construction and Transportation), and National Disaster Management System supported by MOGAHA(Ministry of Government Administration and Home Affairs. Because they wanted to access heterogeneous spatial database, it was necessary to select MapBase as their base methodology. The main feature of MapBase was component S/W which provided the interoperability and reusability among GIS applications as well as non-GIS information system through common specification. In this paper, we showed some applications' architectures and functions to increase understanding MapBase. That would help you to make application using MapBase.

Spin-offs from space technology to cultural life

  • In this paper, we examine the points of similarity and difference between Korea, Japan, and the USA in terms of the spin-off effects of space technology on cultural life. In Japan and the USA, spin-off effects of space development research by government funded research centers are diffusive while in Korea they are interruptive. Spin-offs of research results impact cultural life via technology transfer and commercialization in businesses. This is because the Korean aerospace industry has progressed largely based on an overall system, but the promotion of internal parts and sub-systems, which can trigger technological development and spin-off effects in manufacturing, has been neglected. In the case of the KARI, the government funded research center, we argue that it is necessary for KARI to devote more resources to transfer (or promote spin-offs of) space technology to small and medium-sized businesses and other industries.

  • Despite the fact that the construction industry demands a good quality of skilled labors, most of the labors have been nurtured through apprenticeship, without a systematic education. Despite Institutions has been conducted government-funded education and training programs, the number of new workers released through the educational institutions is not up to the demand of the construction sites, and only few construction workers take government-funded education program. This study analyzed the current status and problems of government-funded education and training, to derive problems and illustrates key improvements in the education system. The improvement measures were presented to improve the cost-side difficulties analyzed by major problems and improvements. As a result, this study aids to activate government-funded education and training.

A study on the professional mobility of researchers in Korean government-funded research institutes (활용중심의 연구인력 유동성 현황 연구 : 우리나라 이공계 출연(연)을 중심으로)

  • This paper presents an emerging concept, professional mobility in S&T innovation system, that focus on the utilization of highly qualified researchers without recruiting. In this paper we divided the utilization of external researcher into four types: (1)visiting/post-Doc/guest researcher, (2)collaborating research student, (3)part-timer or trainee and (4)foreign researcher. From 2002 to 2005 in 19 Korean government-funded research institutes, while total researchers have increased by 13.3%, external researchers have decreased from 39.2% to 35.7%. In 2005, visiting and foreign researchers were only 6.5% of total external researchers. It may indicate that the innovation capability of Korean research institutes is on the quite limited situation compared to foreign research institutes. The financial and institutional support programs for promoting the professional mobility are also insufficient in Korean S&T innovation system.

The Effect of High Performance Work System on Research Performance: The Moderated Mediation Effect of Perceived Organizational Support (고성과작업시스템이 연구성과에 미치는 효과: 조직후원인식의 조절된 매개효과)

  • Purpose - The purpose of this study is to reveal the effect of a High Performance Work System(HWPS) on research performance. In addition, this study examines the mediation effect of Innovation Commitment(IC) and the moderated mediation effect of Perceived Organizational Support(POS), and seeks to reveal the antecedents and boundary variables that affect research performance. Design/methodology/approach - The level of analysis is at the individual level. A survey was collected from researchers at government-funded research institutes in the Daejeon and Sejong areas. 265 questionnaires were used in the final statistical analysis. Confirmatory factor analysis was performed using the AMOS 21. Correlation analysis, regression analysis, and bootstrapping by Process Macro were performed using the SPSS 19. Findings - As a result of the study, HWPS has a positive effect on IC, and IC has a positive effect on research performance. Through this results, it was found that IC mediates the relationship between the HPWS and research performance. In addition, POS positively moderated the mediating effect of HPWS on research performance through IC. Research implications or Originality - First, IC can be increased through a HPWS. Second, the effect of the HWPS on individual research performance through IC provides implications that the HWPS can be effectively applied not only to general companies but also to research organizations. Third, the boundary effect of POS was revealed. Fourth, research performance was measured through objective quantitative indicators rather than subjective.

An Empirical Simulation for the Relevance of Alternative Systems to Unemployment Insurance in Korea

  • Using the simulated data set which is based upon the data set merging Economically Active Population Survey(EAPS) and the Supplementary Survey (SS) in 1998-2001, this paper examines the relevance of alternative programs Unemployment Insurance Savings Account (UISA) and Pension-funded Unemployment Benefit (PUB) - to unemployment insurance system in Korea. Estimating the relative size of unemployment benefit and IA balance under a specific type of UISA or PUB by simulation, this paper yields the two main results. First, replacing UI by UISA with the same benefit being maintained would be beneficial in terms of search efficiency in general, although its effectiveness is a little doubtful as for the non-regular workers. Second, the PUB is better than UISA as an alternative to UI, and also works relatively well even for the non-regular workers.

  • This paper describes current work regarding two EC funded projects, MUTED and HELIUM3D whose objective is to produce an autostereoscopic display system which is well suited to domestic television applications. Both of these projects have common roots in a previous EC funded project (ATTEST) and both employ laser illumination and viewer head tracking.

A Study on the Effects of the Policy Funding Program Provided to the Small and Medium Sized Enterprises in Gangwon-Do (강원도 중소기업 정책자금지원제도의 성과분석)

  • To alleviate financing difficulties of small and medium sized enterprises (SMEs), the government and municipal governments are providing a variety of SME policy funding programs. This study introduced the policy funding program of Gangwon-do and quantitatively analyzed the financial performance of companies supported by the Gangwon-do SME policy fund in the year 2014. Specifically, we compared the financial ratios for three years, from 2013 to 2015, between funded firms and non-funded firms. In addition, we applied a regression analysis to see if the policy funding program contributed to profitability (the operating profit growth and return on equity), stability (the interest coverage ratio and debt-to-equity ratio), and growth (the asset growth and sales growth) of the funded firms. The empirical results show that the firms that received the policy funds did not show any improvement compared to non-funded firms in terms of profitability, stability, and growth. This suggests that Gangwon-do should improve the policy funding program, that currently provides only an interest amount of 2-4% of the corporate loan principal, without any strategic selection criteria for the target funded firms, and without any follow-up management system, after support.
