The study performed literature survey and research on the actual condition of cultural facilities for planning a reasonal architectural plan of being prearranged Gwangcheon cultural art center erection at the old central district of Gwangcheon-Eup(town) in Hongseong-Gun(County), Chuncheongnam-Do(province). It was verified that the law and regulations related with cultural art facilities did not make clear statement of the concept of cultural art center and classified it as a public performing place of a kind of performance facilities. The types of cultual facilities could be classified as performance facilities, libraries, regional cultural welfare facilities, cultural promotion and instruction facilities and they were studied respectively. The main functions of cultural art center was studied with art enjoyment function and art creation function. Through the research on the actual condition of cultural facilities, it was found that there were 12 cultural welfare facilities in Hongseong-Gun(county) however there was no cultural facilities in Gwangcheon-Eup(town) except 1 libraries. So the building of Gwangchoen cultural art center is needed. The location Propriety analysis is conducted and proved appropriated. On the basis of the above studies, the direction of planning, conception of Plan and facilities program were conceived and finally the architectural plans were proposed.

Nowadays many academic libraries have considered and some have implemented the just-in-time(access) approach to collection development especially of scholarly journals. The adaption of the scholarly electronic journal based on access paradigm has brought a number of advantages and disadvantages to academic libraries. Electronic journals have promised rapid delivery of the latest research to the desktop through the ubiquitous platform of the Internet. But the promise of the e-journal is not yet a reality, and there are many misconceptions about what is actually available today. The objective of this paper is to analyse the probabilities of digital achilles tendon of scholarly journals resulting from a decline of purchase power, absence of selection(evaluation) criteria, superfluities and abuses of impact factor, access paradigm and halo effects, mismatching of demand-supply, md insufficiency in subject gateway functions.

The small multi-jointed robots for most education are developed with the way of firmware. But the firmware may be very difficult to develop as gradually increasing throughputs and control routines. Due to limit of firmware we try to use on RTOS, but hard to adapt on the small multi-jointed robots. It would be hard to install RTOS into the small multi-jointed robots because of the size capacity of RTOS, and lack of libraries for control of the particular hardware. Moreover, even its RTOS with many functions causes its to make overheads scheduling, TCB (Task Control Block), and task states. Also to keep maintenance of RTOS, it is composed of components for the whole structure of my proposed RTOS. Additionally, We provided with libraries of servo motor and sensor control and developed RMS (Rate Montonic scheduler) to handle tasks on real time and reduce overheads. Therefore, It is possible to work the fixed priority and task preemptive way. We show one example of the multi-jointed robot installed with my proposed RTOS, which shows to obstacle avoidance and climbing up the slope.

The necessity of computerizing the Central National Library of Korea has been widely recognized. The purpose of this research is to develop Korean Machine Readable Cataloging system as a first step toward an integrated library system and suggests the ways of utilizing the MARC file in Korean libraries as well as in the Central National Library. In this paper the following studies are included: 1. An analysis of the functions and current procedures of the Central National Library 2. Development of a standard record format for KOR MARC 3. Production and utilization of KOR MARC files 4. Identification of problems in developing KOR MARC system In conclusion, the following recommendations are made: 1. Standardization of the internal code and input/output equipments should be proceded for hangul and chinese data processing. 2. The libraries planning or having accomplished computerization process should be cooperative in standardizing and distributing bibliographic data bases including KOR MARC tapes. 3. Training of competent librarians and strong support from the government are required for a successful implementation of the Library's computerization project.

The first part of this paper clarified the importance of teacher's role in activating the school library. In the second pan, the major of this paper, the state of the art of school libraries and the perception of teachers managing school libraries without librarian certificate were investigated by questionnaire. The questionnaire to middle school and high school was planed to survey the functions, the management problems, and the improvement of school library. The followings were analyzed in more detail ; the characteristics of school library teacher, the actual condition of the library, the recognition on school library of teachers and principals, the promotion plans fer library use, and the solution for management problems.

Academic libraries presently are confronting the issues of organizational viability and relevance. Academic libraries are not the sole owners of the information gateway. The purpose of this study is modeling of university library's information service for effective implication of its role in order to ensure organizational viability and relevance in internet environment. New information service model of university library needs to be design according to four Principles. Firstly, building of web based library petals. Secondly, provision of web front-end with hybrid functions. Thirdly, provision of information literacy program Fourthly, extension resource sharing.

Robot Operating System (ROS) has been a prominent and successful framework used in robotics business and academia.. However, the framework has long been focused and limited to navigation of robots and manipulation of objects in the environment. This focus leaves out other important field such as speech recognition, vision abilities, etc. Our goal is to take advantage of ROS capacity to integrate additional libraries of programming functions aimed at real-time computer vision with a depth-image camera. In this paper we will focus on the implementation of an upgraded vision with the help of a depth camera which provides a high quality data for a much enhanced and accurate understanding of the environment. The varied data from the cameras are then incorporated in ROS communication structure for any potential use. For this particular case, the system will use OpenCV libraries to manipulate the data from the camera and provide a face-detection capabilities to the robot, while navigating an indoor environment. The whole system has been implemented and tested on the latest technologies of Turtlebot3 and Raspberry Pi4.

There are increasing needs for complex information services for user of cultural heritage institution recently. And the concept of "Larchiveum", merging of functions of libraries, archives and museums, is suggested in United States and researches associated with this concept are progressed on Korean information science. At present, however, the larchiveum has not been materialized, and hence researches focus on theoretical frameworks. Therefore, this study establishes plans for an analysis with planning of institutions that libraries, archives and museums are remodeled into larchiveum. Methodologically, the research processes of existing larchiveum spatial planning are specified. More realistic implementing measures for larchiveum spatial planning are suggested through utilization of related law & guidelines as analysis tools.

In this study, we tried to analyze the relative importance of features for various functions provided by Discovery. We identified a total of 36 assessment items in five categories including contents, search function, serendipity, interactivity, and ease of use based on literature review. In order to objectively evaluate the relative importance of each evaluation element, an AHP technique was adopted. As a result, 'Easy of use' received the highest weighted value among the five categories, followed by 'contents', 'search function', 'interactivity', and 'serendipity'. In addition, among all the 36 assessment items, 'Quality of data for central index' had higher weighted value. These findings can be used as basic data to adopt a discovery tool for libraries.

The new service of Korean public library, ASK_a service model suggests a new management practice in collaborative digital reference services. The model has three functions: input transaction, process transaction, and output transaction. The best form for input is the web form. The best form for process is a model with a hybrid type of public libraries(hierarchical and lateral type). The output suggests the archiving policy for gathering the query-answer data. The core of this model is providing an advanced information service to its users through cooperation with public libraries and external manpower.
