다른 여타의 나라와 마찬가지로 한국의 방송법과 방송규제 시스템의 중심은 TV 방송이라 할 수 있다. 이는 TV방송이 다른 매체보다 민주주의 정치 구현을 위해 필수 불가결한 수단인 여론 형성에 봉사하는 중차대한 기능을 수행하기 때문이라 할 수 있다. 이에 헌법상에서 논의되는 방송의 자유에 대한 고찰을 시도함과 동시에 국가의 방송규제의 법리에 대한 세부적 논의를 전개 하였다. 이 글의 목적은 헌법질서 하에서의 방송의 자유와 방송규제에 대한 의미를, 표현의 자유의 관점에서 살펴보고자 하였다. 이를 위해 미국과 독일에서의 방송의 자유와 그 규제 법리에 대한 검토를 하였다.

본 연구는 세월호 사건 보도를 둘러싸고 청와대 및 KBS 사장의 방송 보도 및 편성 개입 사실이 폭로된 상황에서 방송 자유를 구현하기 위한 지상파 공영방송인 KBS의 보도 및 편성 책임의 주체가 누구인지에 대해 분석하였다. 이를 위해 선행연구, 방송관련서적, 각종 언론 관련 저널(노보 포함) 및 보도 기사, 방송관련 법령(헌법, 방송법 등), 판례, KBS 편성규약 등의 문헌연구를 진행하였다. 방송보도 및 편성 책임의 주체를 KBS법인, KBS사장, 편성책임자로 임명된 자, 제작실무자 등 네 분류로 분석하였다. 편성권 독립 및 언론의 자유에 관한 선행 연구 및 방송법 규정을 분석해 본 결과, 공공재의 성격을 띠는 지상파 방송은 국가와 국민의 진정한 이익을 위해 봉사해야 하며, 이를 실천할 수 있는 자가 방송 편성 및 보도 제작의 주체가 되어야 함을 확인하였다. 결론적으로 방송 자유를 수호할 수 있는 방송보도 및 편성의 주체는 구조적으로 정권의 외압에 취약한 방송사 사장이 아니라 방송을 취재, 제작하는 실무자 및 편성책임자라 할 수 있다. 공영방송사 사장의 역할은 방송편성의 적임자를 방송편성책임자로 선임, 그의 자율 편성을 보장해야 하며, 편성책임자는 편성규약에 의거 취재제작실무진들의 자율적인 방송제작을 보장해 줘야 하는 것으로 확인되었다.

본 연구는 현재 한국 사회에서 크게 성장 중인 인터넷 방송의 모습을 탐구한다. 기술이 발달함에 따라, 기존의 시청자들 개인이 스스로 방송하게 되는 인터넷 방송 시장이 새롭게 태어났다. 국내에서 가장 대중적인 인터넷 방송플랫폼은 Afreeca TV로, Broadcasting Jockey(BJ)들이 자신의 채널에서 고유의 콘텐츠로 다양한 장르의 방송을 하고 있다. 근래의 혼란스러운 한국 사회와 맞물려, 시사/정치의 장르도 인기가 점점 높아진 장르로 변하고 있다. 구체적으로, 본 연구는 시사/정치 부분에서 유명한 BJ 망치부인을 사례를 중심으로 분석하여, 그녀의 채널의 특징, 의견, 시청자들과 소통 방법이 한국 사회에서 언론의 자유에 대해 어떠한 시사점을 던지는 지 등을 분석한다. 이를 통해, 인터넷 방송이 음모론 혹은 토론의 장이 되는지에 대해 입체적으로 탐구하고, 더 나아가 인터넷 방송의 청사진에 대해 토론한다.

본 연구는 자원의존이론에 근거해 방송사의 소유구조(공영/민영)와 재원구조(고광고 의존/저광고 의존)가 기자들이 느끼는 취재보도의 자유도와 언론자유를 제약하는 주된 요인, 직무의 자율성 만족도, 편집 편성 정책 만족도에 미치는 영향을 방송사 기자에 대한 인식조사를 통해 실증적으로 확인했다. 그 결과 방송사의 소유구조와 재원구조는 모두 기자들이 느끼는 취재 및 보도의 자유도 인식에 영향을 미치는 것으로 확인됐다. 반면 자율성에 대한 만족도는 재원구조만 영향을 미쳤고, 회사의 편집 편성 정책에 대한 만족도와 언론 자유를 제약하는 요인에 대한 인식은 소유구조가 영향을 미치는 것으로 확인됐다. 이같은 결과는 광고수익 의존도가 기자들의 취재보도에 영향을 미치며, 특히 공영방송은 정부나 정치권력과 광고수익 의존도가 동시에 영향을 미치고 있다는 사실이 확인됐다는 점에서 의의가 있다.

The purpose of this paper is to study the concept of public interest in broadcasting, which has been approached only from a policy or legislative perspective in Korea, through analysis of the program content itself. To this end, this study focuses on French broadcasting, which has a long history of public service, has learned the concept of 'public interest' during its long growth process, and has specifically put this concept into practice through program production. Analysis of French TV programs that have been broadcast over the past 10 years categorizes the concept of public interest that French broadcasting has embodied into the following three categories. The first is the characteristic of 'freedom of speech: 'participation' and 'generality' in the public sphere' shown by discussion programs or talk shows. The second is the characteristic of 'transmission of cultural identity', which is shown even in entertainment programs. The third is the characteristic of 'social capital: spreading the value of social solidarity' shown in documentary or discussion programs. In addition, we examine how French broadcasting is implementing public interest at a time when digital media such as YouTube or Instagram are becoming the center of the media environment, and a digital public social media called 'Culture Prime' created by public institutions.

본 논문에서는 오행(五行)[1]의 상보성원리를 위상 간섭제거에 응용했다. 상생과 상극개념을 송신과 수신의 직접신호와 간섭신호에 대응시켰다. 오행(五行)(5 prime substances : 5 user networks)과 같은 네트워크 토폴로지(topology)를 제안한다. 전송된 신호의 할당 가능성을 조절 및 간섭 할당 방법을 잘 선택해, 최적의 대칭 DoF(degree of freedom)가 다른 채널동기 시간의 5 user 네트워크 달성이 가능함을 설명한다. 이론적으로는 5 user 네트워크가 무선 이동 채널 환경에 잘 match 된다는 결과를 보이고, 제안한 네트워크가 무선 네트워크 응용에 적용될 수 있음을 보여주는 다른 채널 동기 시간에 대해 대칭 DoF를 달성함을 보인다. 5 user 네트워크 토폴로지에서 modulo 3 성능을 이용하면 송신기 협력이 간섭 할당 방법으로 2/3의 DoF를 보다 쉽게 달성할 수 있다.

방송에서 공공성이 중요한 이유는 제반 사회에 존재하는 다원적 가치와 그것을 유통시키는 전파의 유한 희소성 때문이다. 방송 전파는 제한되어 있지만 다양한 사회적 가치는 자유롭게 유통되어야 한다. 이것이 방송 공공성의 핵심이다. 방송 공공성의 전제조건은 방송 규제기구와 방송사업자의 자율과 독립이다. 이 연구에서는 방송의 정치적 독립성 문제를 집중 검토하였다. 최근 MBC 피디 체포와 YTN 노조위원장 구속 사태는 아직도 한국사회에서 방송의 정치적 독립성이 심각한 문제임을 보여준다. 지난 2001년 출범한 통합방송위는 사회조합주의 방송 규제기구였다. 2008년 출범한 방송통신위는 국가기구에 가깝다. 공영방송과 방송통신위의 독립성을 강화하는 것이 현 단계 한국 민주주의의 핵심 과제다. 이 논문에서는 한국 방송에 대한 시민의 인식을 확인해 보기 위해 여론 조사를 실시했다. 결과를 보면 일반인과 전문가 집단 모두 현재 방송 독립성이 심각하게 침해받고 있다고 답했다. 본 논문에서는 수용자에 대한 조사 결과를 바탕으로 향후 방송의 독립성 유지를 위한 핵심 정책방향으로 사회조합주의 정책의 재구성 및 규제기구와 공영방송의 거버넌스 재편방향을 제안했다.

In this paper, we study the design of network coding for the generalized transmit scheme in multiple input multiple output Y channel, where K users wish to exchange specified and shared information with each other within two slots. Signal space alignment at each user and the relay is carefully constructed to ensure that the signals from the same user pair are grouped together. The cross-pair interference can be canceled during both multiple accessing channel phase and broadcasting channel phase. The proposed signal processing scheme achieves the degrees of freedom of ${\eta}(K)=K^2$ with fewer user antennas.

Although advertising plays an important role of information source for consumer, also advertising affect negative influence to the consumer and social system. Under the such a concept, this study reviewed the social responsibility of advertising and the freedom of expression including the foreign country's advertising regulation system as the theoretical background of advertising regulation. In addition, this study analyzed the case of the advertisement reviews by Korea Advertising Review Board(august 1, 2000, the business concerning prior deliberation of broadcast advertisements was entrusted to the Korea Advertising Review Board, a civilian self-regulatory body, by the Korean Broadcasting Commission) and Fare Trade Commission. As the result of data analysis, some problems of regulation system and codes are suggested and discussed as follows: (1) the high ratio of rejection (2) using the unnecessary foreign language (3) inconsistency application of deliberation standard.

This study investigated learners' perceptions of using self-generated listening materials based on Text to Speech. After taking an online training session to learn how to make listening materials for extensive listening practice outside the classroom, the learners were engaged in practice with self-generated listening materials for 10 weeks in a self-directed way. The results show that a majority of the learners found the TTS-based listening materials helpful to reduce anxiety toward listening and enhance self-confidence and motivation, with a positive effect on improving their listening ability. The learners' general satisfaction can be attributed to some beneficial features of TTS-based listening material, including freedom to choose what they want to learn, convenient accessibility to the material, availability of various native speakers' voices, and novelty of digital tools. This suggests that TTS-based digital listening materials can be a useful educational tool to support learners' self-directed listening practice outside the classroom in EFL settings.
