A linkage of emissions trading schemes among Korea, China and Japan demonstrates overall increase in gross domestic product (GDP). However, it also demonstrates reductions in household consumption, and the impact of integration could be very unbalanced between the countries. In particular, the reductions in domestic marginal costs are high in both Korea and Japan. Therefore, household consumptions in the two countries decrease despite increases in GDP because Korea and Japan will be purchasers of emissions rights. China, on the other hand, will experience the opposite. The unbalanced impacts on real household consumptions are intensified when emission credits are allocated via paid auctions instead of free allocation. This was demonstrated to be the case because the circumstances of three countries are intensified when using a paid emissions credit allocation scheme, and their differences could potentially hinder the cooperation between the three countries. Under the free allocation scheme, the emission trading schemes' unbalanced impacts on consumption could be mitigated, but unavoidable negative impacts of free allocation schemes are also serious. Based on the analysis results, Korea, China, and Japan will individually face complicated impacts if their carbon markets are integrated. Although the GDP of three countries will increase as a result of carbon market integration, the benefits of integration will surely be unbalanced, and the three countries will experience negative impacts in terms of actual consumption or employment. In particular, increases in income and consumption, reductions in employment, and energy dependence by credit purchasers (Japan and Korea) and production reduction and possibility of offshoring faced by revenue producing countries (China) could serve as a barrier to carbon market integration. To maximize the positive influences of carbon market integration while reducing the risks of negative side effects, the development and application of complimentary policy tools, such as import duties or discounts for emissions credits, are required.

Measuring the similarity of given samples is a key problem of recognition, clustering, retrieval and related applications. A number of works, e.g. kernel method and metric learning, have been contributed to this problem. The challenge of similarity learning is to find a similarity robust to intra-class variance and simultaneously selective to inter-class characteristic. We observed that, the similarity measure can be improved if the data distribution and hidden semantic information are exploited in a more sophisticated way. In this paper, we propose a similarity learning approach for retrieval and recognition. The approach, termed as LDA-FEK, derives free energy kernel (FEK) from Latent Dirichlet Allocation (LDA). First, it trains LDA and constructs kernel using the parameters and variables of the trained model. Then, the unknown kernel parameters are learned by a discriminative learning approach. The main contributions of the proposed method are twofold: (1) the method is computationally efficient and scalable since the parameters in kernel are determined in a staged way; (2) the method exploits data distribution and semantic level hidden information by means of LDA. To evaluate the performance of LDA-FEK, we apply it for image retrieval over two data sets and for text categorization on four popular data sets. The results show the competitive performance of our method.

Linux environment that is commonly used at embedded systems supports various file systems as Ext2, FAT, NTFS, etc. The file system that is equiped on the embedded system is mostly implemented on mini hard disk or flash memory. The types of the file system of the system make an effect on the performance of a application programs. The factors of file system performance on a same media are block read, block write and block free time. On these factors, block read and block free time are not so different according to the type of file systems. This paper evaluates the performance benchmark of file systems supported by linux about block allocation and write performance. The results obtained from various experiments shows the characteristics of each file system.

An effective allocation of requested number of processors to newly incoming tasks in two-dimensional (2D) mesh interconnection networks is very important for achieving the desired high performance and resource utilization. It also needs to guarantee the complete recognition of the free submeshes based on contiguous and available processors with minimum overhead. An efficient task allocation algorithm for 2D meshes is presented in this paper. By employing a new approach for searching the one-dimensional array, the proposed algorithm can find the available submesh without the scanning of the entire 2D array unlike earlier designs. As a result, the new algorithm can significantly reduce the task allocation time. Comprehensive computer simulation shows that the average allocation time and waiting delay are much smaller than earlier irrespective of the size of meshes. The hardware overhead is comparable to other algorithms.

The GTS(Guaranteed Time Slot) of the IEEE 802.15.4 standard, which is the contention free access mechanism, is used for low-latency applications or applications requiring specific data bandwidth. But it has some problems such as delay of service due to FIFS(First In First Service) scheduling. In this paper, we proposes a weight based GTS allocation scheme for fair queuing in IEEE 802.15.4 LR-WPAN. The proposed scheme uses a weight that formed by how much more weight we give to the recent history than to the older history for a new GTS allocation. This scheme reduces service delay time and also guarantees transmission simultaneously within a limited time. The results of the performance analysis shows that our approach improves the performance as compared to the native explicit allocation mechanism defined in the IEEE 802.15.4 standard.

This study derives quantitative data on how much the fiscal deficit of subway operation agencies can be reduced in the process of charging free rides for the elderly in metropolitan subways during peak periods. In smart card data, every trip of elderly is recorded except fares. Therefore, it is required to establish a methodology for estimating the fares of elderly passengers and distributing them to subway opertation agencies as income. This study builds a simultaneous dynamic traffic allocation model that reflects the assumption that elderly selects a minimum time route based on the departure time. The travel route of the elderly is estimated, and the distance-proportional fare charged to the elderly is calculated based on this, and the fare is distributed by reflecting the connected railway revenue allocation principle of the metropolitan subway operating agencies. As a result of conducting a case study for before and after COVID-19 in 2019 and 2020, it is analyzed that Seoul Metro's annual free loss of 360 billion won could be reduced 6~8% at the morning peak (07:00-08:59), and 13~16% at the morning and afternoon peak (18:00-19:59).
Hybrid radio frequency/free space optical (RF/FSO) wireless mesh networks have attracted increasing attention for they can overcome the limitations of RF and FSO communications and significantly increase the throughput of wireless mesh networks (WMNs). In this article, a resource assignment optimization scheme is proposed for hybrid RF/FSO wireless mesh networks. The optimization framework is proposed for the objective of maximizing throughput of overall hybrid networks through joint transmission slot assignment, FSO links allocation and power control with the consideration of the fading nature of RF and FSO links. The scheme is formulated as an instance of mixed integer linear program (MILP) and the optimal solutions are provided using CPLEX and Gurobi optimizers. How to choose the appropriate optimizer is discussed by comparing their performance. Numerous simulations are done to demonstrate that the performance of our optimization scheme is much better than the current case of having the same topology.
This paper provides an assessment of the potential economic impacts of the Vietnam-Korea free trade agreement on Vietnam, by using general equilibrium modeling. The results show that Vietnam-Korea FTA will increase aggregate welfare for both countries in the long run. The most important gains accrue from better allocation of resources consequent to trade liberalization. All the sectoral differences and changes are consistent with the trade profiles of the two countries, and the long-run results are more pronounced than those of the short-run. In comparison with other ASEAN countries, the CGE analysis suggests that Vietnam's agriculture exports to Korea would especially rise in the long run. However, there will be strong competition in this sector among ASEAN members. Thus, an earlier conclusion of a comprehensive FTA with Korea is expected to be a good strategy for Vietnam, so as to avoid the direct competition with ASEAN members in the future.
