  • The system of The Volunteer Fire Brigade is the Civil autonomic one which was set up from The Chosun Dynasty and has been active. Having suffered from several dificulties from Japanese control in the Chosun Dynasty, The Volunteer Fire Brigade was established by the enactment 1958 Fire Law and we have had it up to this time. The Volunteer Fire brigade played an important role in the period of the past Fire fighting personnel and equipment which we did not have. It has carried out the assistance of the Fire extinction, the early extinction of a fire in the rural region, the extinction of the forest fire, and lots of social volunteering actions etc. but, today's Fire fighting system has made the surprising developments, such as the improvement of national economic power, the increase of knowledge about the safety of the people, the openness of The Fire Fighting Department of Korea. I will try to check out the role of The Volunteer Fire Brigade which filled up the lacking part the fire fighting in the past and make the measures which can activate in these days, looking for the new field of the movement.

  • In this study, we carried out the emissions analysis of CO and $non-CO_2$ for the age-classes of various pine trees(Pinus koraiensis, Pinus densiflora, Pinus rigida Mill., Pinus thunbergii Parl.) to estimate of emission factors of the crown layer and surface layer in the forest fire. We used the thermal characteristic analyzer cone heater and NDIR analyzer in order to measure amount of emission. As a result, the major emissions of Pinus koraiensis were $CO_2$ and $CH_4$ and that of Pinus thunbergii Parl. was only CO. The major emissions of the most of pine trees were NO and $N_2O$. The $CO_2$ emission of Pinus thunbergii Parl. was the highest about as $7.26{\times}10^{-2}{\sim}1.63{\times}10^{-1}g$ and next came Pinus densiflora, Pinus koraiensis, Pinus rigida Mill.. And the CO emission of Pinus thunbergii Parl. was about $5.14{\times}10^{-3}{\sim}6.58{\times}10^{-3}g$ and followed by Pinus densiflora, Pinus koraiensis, Pinus rigida Mill.. The emissions of $CH_4$, NO, and $N_2O$ showed small differences between species and the emission of $CH_4$ was $8.37{\times}10^{-5}{\sim}2.55{\times}10^{-4}g$, and NO was $6.65{\times}10^{-5}{\sim}2.0{\times}10^{-4}g$ and $N_2O$ was $1.42{\times}10^{-4}{\sim}2.09{\times}10^{-3}g$ in all species. Particularly, the emission of Pinus thunbergii Parl. was the highest in all pine trees except $CH_4$.

  • The combustion characteristics of surface forest fire fuels was analysed using variable external irradiation level. The characteristics such as ignition time, ignition temperature, critical heat flux and mass loss rate were measured. Fuel samples were exposed to incident heat fluxes from 8 to $50\;kW/m^2$. For the measurement of various combustion characteristics, the size of specimen holder was $100\;mm{\times}100\;mm{\times}12\;mm$ and the fuel samples grinded by electric mill were the fallen leaves of Quercus variabilis and Pinus densiflora. As results, the occurrence of ignition is possible to the heat flux more than $9\;kW/m^2$. The fuel of Pinus densiflora keeps its high temperature longer than that of Quercus variabilis during the combustion process. The results of measurement shows that the maximun and average mass loss rate of Quercus variabilis larger than that of Pinus densiflora.

  • To obtain relative effectiveness in fire resistance among fire retardant chemicals, oxygen indices were determined for 3.5 mm thick, three-ply, meranti plywoods, treated with 5 commercial chemicals and water and then press-dried, through Up and Down method following oxygen index test of ASTM D 2863-77. The oxygen indices obtained were 28.4 for ammonium sulfate, 26.9 for monoammonium phosphate, 43.4 for diammonium phosphate, 30.1 for borax-boric acid, 32.4 for minalith, and 25.5 for water. Therefore, diammonium phosphate was found to rank first in fire-retardant effectiveness, followed by minalith, borax-boric acid, ammonium sulfate, and monoammonium phosphate in turn, judging from the fact that highly flammable materials are likely to have a low oxygen index.

  • This study was conducted for searching the functional feeding groups, and community stability of the macroinvertebrate on forest fire area of Uljin-gun. The samples were collected from 2 sites of control area and 2 sites of experimental area during 2007 to 2009. The identified species were 89 belonged to 47 families, 16 order, 6 class, and 4 phylum in control area. And 84 belonged to 43 families, 16 order, 6 class, and 4 phylum were identified in experimental area. As a result of changes in species and individuals of E.P.T. taxa investigated in experimental area by year, Ephemeroptera was 21 species, $2,434.6inds./m^2$, Plecoptera was 3 species, $199.8inds./m^2$, and Trichoptera 14 species, $540.2inds./m^2$ in 2007. And in 2009, Ephemeroptera was 9 species, $296inds./m^2$, Trichoptera was 4 species, $44.4inds./m^2$, and Plecoptera was none, showing that species and individuals belonging to E.P.T. taxa decrease rapidly every year. Community analysis by year, in 2008 when the water system started to be influenced by the fire directly, it showed a trend that H' and RI decreased in the experimental area. Functional feeding group by year, it showed a trend that species and individuals of GC type which is a functional group picking up and eating FPOM (fine particulate organic matter) from deposits in the bottom of water or benthic areas and performs an important function of material circulation in ecosystem decrease every year. Community stability by year, an environment of water system in forest fire area started to be somewhat destroyed, from 2008, it is shown that both species in I area which have great ability of resistance and recovery and species in III area which live in relatively stable water system decreased a little.

  • The objective of this study was to analyze the changes of crown fire hazard possibility from the effects of forest tending works (FTW) in Pinus densiflora stands in Korea. The study sites were located in Youngju (FTW) and Bonghwa (Control) areas. Ten representative sample trees were destructively felled at each areas to analyze the crown fuel characteristics. The results of this study showed that crown fuel moisture content in Youngju and Bonghwa areas were 103.6% and 104.4%, respectively. The needles and twigs with less than 1cm diameter accounted 50.3% of the total crown fuel load in Youngju area and 62.0% in Bonghwa area. On the other hand, it was observed in Youngju that the canopy bulk density was $0.11kg/m^3$ lower but have 1.3 m higher average canopy base height therefore having a possibility of lower crown fire hazard as compared to Bonghwa that had higher canopy bulk density and lower canopy base height.
