Purpose: This study was conducted to understand the public awareness of landslide and check dams in 2015-2020 using the big data platform 'Hyean' and to confirm the utilization of this platform in disaster prevention areas. Method: The total amount, number of detection by period by media, and affirmative and negative trends of a search for 'landslide' and 'check dam' in 2015-2020 were analyzed using a keyword search of 'Hyean.' Result: There is significant lack of public awareness of check dam compared to landslide, and the trend is more noticeable in the conspicuous gap of data amount between the news and SNS media. The number and the timing of the search for 'landslide' coincided with the actual occurrence of landslide, while the detection of 'check dam' was less related to it. Relatively affirmative preception for the check dam is inferred, but it was difficult to confirm accurate statistical affirmative and negative trends in the disaster prevention field using 'Hyean.' Conclusion: Unlike the experts who expect positive public awareness of check dam, the statistic results show that the public awareness of the check dam as an effective countermeasure against landslide was extremely low. Active promotion of erosion control projects should be carried out first, and a balanced sample survey should accompany online and periodic field surveys. Since there is a limit to grasping the effective perception in the field of disaster prevention area using 'Hyean', it should be very cautious to establish local/governmental policies using it.
As wildfires are difficult to predict, real-time monitoring is crucial for a timely response. Geostationary satellite images are very useful for active fire detection because they can monitor a vast area with high temporal resolution (e.g., 2 min). Existing satellite-based active fire detection algorithms detect thermal outliers using threshold values based on the statistical analysis of brightness temperature. However, the difficulty in establishing suitable thresholds for such threshold-based methods hinders their ability to detect fires with low intensity and achieve generalized performance. In light of these challenges, machine learning has emerged as a potential-solution. Until now, relatively simple techniques such as random forest, Vanilla convolutional neural network (CNN), and U-net have been applied for active fire detection. Therefore, this study proposed an active fire detection algorithm using state-of-the-art (SOTA) deep learning techniques using data from the Advanced Himawari Imager and evaluated it over East Asia and Australia. The SOTA model was developed by applying EfficientNet and lion optimizer, and the results were compared with the model using the Vanilla CNN structure. EfficientNet outperformed CNN with F1-scores of 0.88 and 0.83 in East Asia and Australia, respectively. The performance was better after using weighted loss, equal sampling, and image augmentation techniques to fix data imbalance issues compared to before the techniques were used, resulting in F1-scores of 0.92 in East Asia and 0.84 in Australia. It is anticipated that timely responses facilitated by the SOTA deep learning-based approach for active fire detection will effectively mitigate the damage caused by wildfires.
Forest fires are representative natural disasters resulting from dramatic global climate change in these modern times. When forest formation is insufficient due to forest damage caused by fire, secondary damages such as landslides occur during the winter thawing period and heavy rains. In most countries, only a limited area is managed as CCTV-centered monitoring systems for forest management. For the landslide prediction, markers containing 3D spatial coordinates were located on the slopes of the danger areas in advance. Then 3D mapping and angle of repose were obtained by periodic drone imaging. The recognition range and angle of view of markers were defined, and a new method for predicting signs of landslides in advance was presented in this study.
The omnidirectional surveillance camera uses the object detection algorithm to level the object by unit so that broadband surveillance can be performed using a fisheye lens and then, it was a field experiment with a system composed of an omnidirectional surveillance camera and a tracking (PTZ) camera. The omnidirectional surveillance camera accurately detects the moving object, displays the squarely, and tracks it in close cooperation with the tracking camera. In the field test of flame detection and temperature of the sensing camera, when the flame is detected during the auto scan, the detection camera stops and the temperature is displayed by moving the corresponding spot part to the central part of the screen. It is also possible to measure the distance of the flame from the distance of 1.5 km, which exceeds the standard of calorific value of 1 km 2,340 kcal. In the performance test of detecting the flame along the distance, it is possible to be 1.5 km in width exceeding $56cm{\times}90cm$ at a distance of 1km, and so it is also adaptable to forest fire. The system is expected to be very useful for safety such as prevention of intrinsic or surrounding fire and intrusion monitoring if it is installed in a petroleum gas storage facility or a storing place for oil in the future.

Remotely sensed data provide valuable information on land monitoring due to multi-temporal observation over large areas. Especially, high resolution imagery with 0.6~1.0 m spatial resolutions contain a wealth of information and therefore are very useful for thematic mapping and monitoring change in urban areas. Recently, remote sensing technology has been successfully utilized for natural disaster monitoring such as forest fire, earthquake, and floods. In this paper, an efficient change detection method based on texture differences observed from high resolution multi-temporal data sets is proposed for mapping disaster damage and extracting damage information. It is composed of two parts: feature extraction and detection process. Timely and accurate information on disaster damage can provide an effective decision making and response related to damage.
This paper describes several performances and nondestructive inspection for deterioration due to forest fires in overhead transmission lines. After discussing corrosion mechanism such as atmospheric and galvanic corrosion for aged ACSR conductors and its detection for them are presented. Through impedance analysis of a solenoid coil, it is shown that the eddy current sensor may be available to inspect severe fault or local corrosion. As the solenoid coil changes its impedance when the test conductor is inserted into the coil, it can be possible to measure deterioration degree caused by forest fires. Tensile strength, extension rate and sensor impedance are tested for some samples degraded by artificial fire. As increasing blazed period to some extent, the strength of aluminum strand begins to be reduced remarkably, while galvanized steel strand holds the similar strength to the initial value, despite of appearing a little loss of zinc layer. In general, it is shown that the sensor impedance would be increased while the tension load of conductor is reduced and the extension rate is contrarily increased. Therefore, the sensor output could exhibit the changes of mechanical performances, and would be used to detect such deterioration caused by forest fire in ACSR conductors built on the ridge of mountains. Finally, it was verified that the solenoid coil could be applicable to obtain any crucial inform for serious deterioration due to forest fires.
The Korea Aerospace Research Institute is responsible for supplying and supporting the utilization of imagery data from the Arirang satellite series for organizations affiliated with the Government Satellite Information Application Consultation. Most of them primarily utilize optical imagery, and there is a relative lack of utilization of Synthetic Aperture Radar (SAR) imagery. In this paper, as part of supporting the use of SAR images, we investigated SAR intensity-based change detection algorithms and their use cases that have been researched to determine SAR intensity-based change detection algorithms to be developed in the future. As a result of the research, we found that various algorithms utilizing intensity difference, correlation coefficients, histograms, or polarimetric information have been researched by numerous researchers to detect and analyze change pixels and the applications of change detection algorithms have been studied in various fields such as a city, flood, forest fire, and vegetation. This study will serve as a reference for the development of SAR change detection algorithms, intended for utilization in the Government Satellite Information Application Consultation.
Managing erosion control dams requires the annual average sediment yield to determine their storage capacity and time to full sediment-fill and dredging. The GeoWEPP (Geo-spatial interface for Water Erosion Prediction Project) model can predict the annual average sediment yield from various land uses and vegetation covers at a watershed scale. This study assessed the GeoWEPP to determine the annual average sediment yield for managing erosion control dams by applying it to five erosion control dams and comparing the results with field observations using ground-based LiDAR (light detection and ranging). The modeling results showed some differences with the observed sediment yields. Therefore, GeoWEPP is not recommended to determine the annual average sediment yield for erosion control dams. Moreover, when using the GeoWEPP, the following is recommended :1) use the US WEPP climate files with similar latitude, elevation and precipitation modified with monthly average climate data in Korea and 2) use soil files based on forest soil maps in Korea. These methods resulted in GeoWEPP predictions and field observations of 0 and 63.3 Mg·yr-1 for the Gangneung, 142.3 and 331.2 Mg·yr-1 for the Bonghwa landslide, 102.0 and 107.8 Mg·yr-1 for the Bonghwa control, 294.7 and 115.0 Mg·yr-1 for the Chilgok forest fire, and 0 and 15.0 Mg·yr-1 for the Chilgok control watersheds. Application of the GeoWEPP in Korea requires 1) building a climate database fit for the WEPP using the meteorological data from Korea and 2) performing further studies on soil and streamside erosion to determine accurate parameter values for Korea.
Forest accounts for almost 64 percents of total land cover in South Korea. For inventorying, monitoring, and managing such large area of forest, application of remote sensing and geographic information system (RS/GIS) technology is essential. On the basis of spectral characteristics of satellite imagery, forest cover and tree species can be classified, and forest cover map can be prepared. Using three dimensional data of LiDAR(Light Detection and Ranging), tree location and tree height can be measured, and biomass and carbon stocks can be also estimated. In addition, many indices can be extracted using reflection characteristics of land cover. For example, the level of vegetation vitality and forest degradation can be analyzed with VI (vegetation Index) and TGSI (Top Grain Soil Index), respectively. Also, pine wilt disease and o ak w ilt d isease c an b e e arly detected and controled through understanding of change in vegetation indices. RS and GIS take an important role in assessing carbon storage in climate change related projects such as A/R CDM, REDD+ as well. In the field of climate change adaptation, impact and vulnerability can be spatio-temporally assessed for national and local level with the help of spatio-temporal data of GIS. Forest growth, tree mortality, land slide, forest fire can be spatio-temporally estimated using the models in which spatio-temporal data of GIS are added as influence variables.
위성영상을 이용한 산불탐지기법은 단순한 화재의 유무뿐만 아니라 온도, 면적, 상태 등과 같은 다양한 정보를 얻을 수 있는 수준으로 개발되었다. 하지만 실제 적용결과에 있어서는 서로 다른 탐지결과를 보이기 때문에 어떤 탐지기법을 선택하고 기법에 사용되는 임계값들을 어떻게 결정해야 하는가라는 문제점이 발생한다. 본 연구에서는 의사결정기법을 이용하여 개별 탐지기법의 결과를 분석하여 최적해를 얻고자 하였다. 이를 위하여 국내에서 발생한 산불에 주요 탐지기법을 적용, 정확도를 평가한 후 의사결정기법을 적용하여 보다 정확한 결과를 얻는 연구를 수행하였다. 그 결과 단일 탐지기법에서 발생하는 오류(false alarm)을 일정부분 보완할 수 있었다. 하지만 충분한 실측자료가 부족하여 정확한 평가 및 검증에는 한계가 있었다.
