북한 산림 황폐화 실태와 복구를 위한 남·북한 협력방안 연구 (A Study on the Status of Forest Degradation in North Korea and the Cooperative plan between South and North Korea for the Restoration)

  • 본 연구는 '북한 산림 황폐화 실태와 복구를 위한 남·북한 협력방안 연구'이다. 즉, 북한지역의 심각한 산림 황폐화 현상에 '산림복구'를 위한 정책적 시사점을 도출할 수 있도록 목표로 한다. 이러한 이유는 북한의 산림 황폐화는 한반도의 국토 이질화 현상과 더불어 홍수·가뭄·토양 유실을 유발하여 식량난을 가중시키며 미래 남북한 통일 이후를 상정하였을 때 북한의 산림복구 비용은 시간이 지날수록 환경·경제적인 문제가 크기 때문이다. 따라서 본 연구의 구성은 북한지역의 산림 황폐화 원인과 실태를 고찰하며 북한지역의 산림 정책전략에 대한 분석을 통해 남·북한의 산림정책에 대한 차이점과 공통점을 비교함으로써 본 연구의 정책적 함의를 도출하는 것이다.

  • South Korea is divided into five ecoprovinces and sixteen ecoregions. The criteria for ecoprovince classification are ecosystem connectivity and cultural homogeneity. Ecoregions are classified by cluster analysis. The variables used in the analysis are latitude, longitude, seasonal mean temperature, and seasonal precipitation. The large forest fires occurred in the specific ecoregions including Kangwon coastal ecoregion, WoolYoung coastal ecoregion, Hyungsan Taehwa coastal ecoregion, Upper Nagdong river basin ecoregion and Southeastern inland ecoregion. The largest forest fire in the korean history occurred in Kangwon coastal ecoregion in the year 2000. The fire devastated the forestland over 25,000ha. Korea Forest Service, Ministry of Environment, Province Kangwon and NGO organized an investigation committee for the restoration of the burnt area. The committee suggested restoration principles and also forged a restoration strategy of the Kangwon burnt area.

홍콩의 채석장 식생복원공법에 관한 분석 (Analysis on the Quarry Restoration Methods in Hong Kong)

  • The agency which is responsible for work related to the restoration of vegetation on the quarry in Hong Kong is the Geotechnical Engineering Office of Civil Engineering and Development Department (CEDD). CEDD's environmental management system was certified as ISO 14001 : 2004 in 2006 and diverse instructions and technical documents about the restoration of the quarry were published and used for the performance of work and the implementation of the project. The restoration of the quarry is being carried out to respond to short-term and long-term goals. The general instructions for the restoration of vegetation says that a plant, when selected, should be self-sustainable with minimum maintenance required, have a high growth and survival rate, be tall enough to cover the rock slope faces, and preferably produce colourful flowers. These instructions prescribe the vegetation introduction technology, planting seasons, structural material of the vegetation works, maintenance and management, tree nursery operation, means of water supply, etc. This report introduced the outline of work on restoring vegetation carried out at Anderson Road, Shek O, Lam Tei, Turret Hill, Lamma, all large-sized quarries. In addition, it additzed Anderson Road's master plan. It is hoped that the Hong Kong examples so introduced are referred to in terms of institutional and technical considerations related to the nation's project for restoring quarries.

수변구역 산림의 수질정화기능 증진 (II) -­문제점과 대책을 중심으로­- (Enhancement of Water Purification Functions of Watershed Basin (II) -­With a Special Reference to the Point at Issue and Counterplans­-)

  • This study synthesizes previous research accomplishments with analysis of problems and counterplan for the riparian forest zone management and ongoing research strategy is suggested. If a part of budgets for water use allotments is supported for forest watershed owner, this policy for the forest owner could encourage the forest management of watershed. Integrated riparian forest management guideline in city and county needs to be established for the implementation of government guidelines. Base on the guideline, working plans of city and county could be evaluated. Public Forest Tending Work for stream water quality and quantity conservation should be enlarged for forest watershed and forest area management in five big river watersheds. Forest watershed should be managed with a connected system for a pollutant reduction strategy in urban and industrial areas.

산림재해지 복구를 위한 주요 수종의 입지 및 재해 저항 특성 분석 (Characteristics Analysis of Site Condition and Disturbance Resistance of Tree Species for Damaged Forested Land in South Korea)

  • We recently witnessed increasingly more natural disturbances on forested land. On the other hand, only limited number of nursery grown tree species are available for restoration projects. At the same time, so little on the disturbance resistance of species has been studied that a selection of right species for right site condition becomes very difficult. This study is a compilation of the site specificities and disturbance resistance of each species native to South Korea. Each species was surveyed for 11 items related to site specificities, and 12 items related to disturbance resistance including the resistance to snow damage. This study was conducted for 161 tree species from 44 families : 21 evergreen conifer species, 2 deciduous conifer species, 18 evergreen broad-leaved species, 118 deciduous broad-leaved species, and 2 monocotyledon species. This study suggests that native species in South Korea show resistance to all types of natural disturbances except drought.

토석채취지의 복구 실태 분석 II (Analysis of the Restoration Actual Conditions on the Quarries II)

  • 이 연구는 채석장의 실태조사를 통하여 토석채취 후 합리적이고도 완벽한 복구를 실시하기 위한 기초 자료를 제공하기 위하여 전국의 18개 토석채취장을 대상으로 조사한 결과는 다음과 같다. 농어촌정비사업에 따른 토석 채취 후 산지복구지는 대부분 조경적 녹화가 이루어지고 있다. 또한 복구공사 후 유지관리가 이루어지지 않아 식재한 나무가 고사하거나 비탈면녹화가 제대로 되지 않아 여름철에는 강우에 의한 표층토양의 유실 및 붕괴로 이어지고, 복구녹화공사를 실시한 비탈면은 황폐화되고 있는 실정이다. 따라서 자연친화적이고 완벽한 복구녹화공사를 실시하기 위해서는 비탈면녹화를 실시하기 전에 현장의 토질특성, 지질특성 등에 대해서 조사하고 그곳에 적합한 복구공법에 대하여 면밀히 검토해야 한다. 아울러 계획된 복구공법의 적용에 있어서도 복구비를 절감할 수 있는 공법의 적용이 필요하다. 조사 결과 토석채취지의 경우 토질이 토사질 또는 리핑암, 풍화토가 대부분으로 이러한 지역은 복구녹화가 완벽하게 이루어질 수 있는 조건이 되므로 여기에 적용하는 공법도 가능하면 간단하면서도 복구녹화가 충분히 될 수 있는 공법의 선정이 중요하다. 아울러 복구녹화계획 및 검토시에는 반드시 산지복구를 전공으로 하는 전문가의 의견을 청취함으로써 그 지역에 가장 적합한 복구녹화공법의 선정 및 완벽한 복구녹화가 가능하게 될 것으로 사료된다.

백두대간 생태축 복원사업 2년 후 산림미기상, 식생 및 토양특성 변화 모니터링 (Ecological Monitoring on Changes in Microclimate, Vegetation and Soil Properties after 2 Years in Restoration Project Sites Linking the Ridgeline of Baekdudaegan)

  • 산림청은 도로로 단절된 백두대간 생태계의 연속성을 복원하기 위해 2011년부터 생태축 복원사업을 추진하고 있으며, 본 연구는 초기단계에서 복원사업 이후 생태적 변화를 모니터링 하기 위해 2012년과 2013년 완공된 이화령, 육십령, 벌재, 총 3곳의 생태축 복원사업지와 각각 주변임분의 산림미기상, 식생 및 토양특성 변화를 비교, 분석하였다. 백두대간 생태축 복원사업에는 우리나라 능선부 대표식생인 소나무가 주로 조림되었고 사업준공 2년이 지난 지금 아까시나무, 물오리나무 등 상층수종이 주변 임분에서 이입되고 있었다. 당초 파종 또는 식재되었던 초본식물 종수의 변화는 연구대상지 중 이화령에서 가장 심하게 변화하였는데(25종 유입), 달맞이꽃, 개망초, 돼지풀, 미국나팔꽃, 기생초, 그늘사초 같은 외래식물의 유입이 증가하고 있어, 이에 대한 후속관리가 시급한 것으로 판단되었다. 이는 이화령이 다른 사업지에 비해 토양산도, 유기물, 전질소함량 등 토양의 화학적 특성이 열악하고(P<0.05) 주변임분과의 온도, 상대습도와 같은 산림미기상의 차이가 심하게 나타났다(P=0.001). 본 연구는 백두대간 생태축 복원사업 준공 후 2년차 결과를 비교한 것으로, 비록 초기단계 복원 모니터링이지만, 자연복원의 방향을 예측하는데 있어 중요하게 활용될 수 있을 것으로 기대한다.

Restoration effects influenced by plant species and landscape context in Young-il region, Southeast Korea: Structural and compositional assessment on restored forest

  • Despite it has been mentioned that the successful restoration in landscape level was achieved in the Young-il soil erosion control project, quantitative evaluation of restored plant communities (Alnus firma as introduced species and Pinus thunbergii as native species) was hardly founded. Light availability, litter and woody debris cover, and forest structure and composition were determined for 500 m2 band-quadrat in three forest types. Abiotic factors of Q. serrata stands, as reference forest, and A. firma stands were similar but not for P. thunbergii stands. There were no significant difference on mean stem density (stems ha-1, H = 3.6, p = 0.162), and the mean basal area of each stand had marginal significance (m2 ha-1, H = 5.7, p = 0.058) among stands as total basal area was higher with the order of A. firma (21.4 m2 ha-1), P. thunbergii (19.8 m2 ha-1) and Q. serrata (16.2 m2 ha-1). Restoration of vegetation structure was more effective in fast-growing and N-fixing A. firma, as introduced species plantation. However, result of MRPP, NMS ordination and ISPAN for herbaceous layer, not for tree and shrub species composition, indicated that restoration of ground vegetation was likely influenced highly from local environment. Propagule availability from landscape context such as connectedness to natural vegetation and management practices in restored isolated stands are available explanations for restoration effects and gaps between restored plantations and secondary oak forest.

부산시 황령산의 경관구조와 생태적 복원 (Landscape Structure and Ecological Restoration of Mt. Hwangryung in Pusan, korea)

  • An attempt to clarify the landscape structure of urban areas was carried out on Mt. Hwangryung located in the center of Pusan, southern Korea. By means of aerial photographs and field survey, a vegetation map including land-use pattern was made. Landscape structure was described by analyzing the vegetation map. Landscape element types were classified into secondary forest, introduced plantation, and other elements including urbanized area. almus firma and Pinus thunbergii communities, introduced plantation elements, formed matrix and some secondary forest elements and the other artificial plantations of small scale tended to distribute as small patches in such matrix. The number of patches per unit area in secondary forest elements was more than that in introduced plantation element. The result on patech size was vice versa. As the results of landscape ecological analyses, it was estimated that differentiation of patches recognized in community level would be related to artificial interference and those in sub-communities levels to natural process such as progression of succession. On the other hand, restoration plans in viewpoints of restoration and landscape ecology were suggested to improve ecological quality of Mt. hwangryung.

식생을 이용한 방풍책이 눈잣나무 유묘에 미치는 영향 (Effects of Windbreak Fences Composed of Natural Vegetation on Dwarf Siberian Pine (Pinus pumila) Seedlings)

  • In this study, the effects of windbreak fences composed of natural vegetation on one-year-old seedlings were analyzed to develop restoration methods for an endangered subalpine species, the dwarf Siberian pine (Pinus pumila (Pall.) Regel). One-year-old seedlings were planted in 2016 by sowing seeds that had been collected from the Daecheongbong area on Mt. Seoraksan, South Korea, in 2014. The area near Daecheongbong was selected as the experimental site, and treatment and control plots (2m×2m) were installed at the site. To analyze the effects of wind protection, windbreak fences were constructed in the treatment plots using hairy Korean rhododendrons (Rhododendron mucronulatum Turcz. var. ciliatum Nakai) from the surrounding area and weather stations were installed to investigate atmospheric temperature, humidity, and wind speed. In all control plots without windbreak fences, dwarf Siberian pine seedlings were killed by strong winds seven months after planting. In contrast, the average survival rate of the seedlings in treatment plots was 96.7% after seven months, 64.2% after two years, and 45% after three years, with most (85.3%) of the seedlings showing good initial root establishment. Accordingly, windbreak fences composed of natural vegetation are suitable for promoting the early establishment of seedlings in the restoration of dwarf Siberian pine stands.
