하천변 산림경관벨트 산림경관기본계획 수립에 관한 연구 -경북 상주시를 중심으로- (A Study on the Forest Landscape Master Plan for Riverside Forest Landscape Belt - Focusing on Sangju-si, Gyeongsangbuk-do -)

  • Recently, the importance of forest landscape as a visual resource has been increased, so it is emphasized that the necessity of forest landscape management through 'Forest landscape management master plan' and 'National Forest landscape belt'. As such, this study aims to suggest a method for forest landscape management plan considering visual landscape analysis and regional landscape resources in case of Sangju-si, Gyeongsangbuk-do. Accordingly, this study has investigated regional landscape resources and surveyed existing forest conditions of target area. In order to analyze the characteristics of visual landscape, landscape control points are selected through viewshed analysis. And, Forest landscape plan is suggested 3 areas considering comprehensive analysis of forest landscape resources survey and characteristics of visual landscape:the landscape resource management area, the landscape resource restoration area and the landscape resources exploit area.

강원도 치유의 숲 조성 기본계획 수립에 관한 연구 (A Case Study on the Healing Forest Development Plan of Kangwon Province)

  • This study carried out to establish a master plan about healing forest in Gangwon-do focusing on healing road and visitor center. The site of this study was approximately 721 ha of mountain in Imgye-myeon, Gangwon-do, and the master plan was established through analysis of humanities-social and natural environments. The healing forest was developed 6 healing trails(10.5 km), devided by 3 steps, and each healing trail was designed to make rest area, wooden bridge, and open space. Also, visitor center, the core place of healing forest, was devided to several spaces as health measurement room, AV room, etc. and was planed for audio-visual education room for visitors.

  • 한국에서의 유비쿼터스 기술의 적용은 U-City를 중심으로 확대되고 있는데, 앞으로는 U-Territory, U-Land 구축차원에서 U-Forest에 대한 정책적인 지원 및 체계적인 추진이 필요한 시점이다. 따라서 본 연구에서는 U-Land와 U-Forest의 개념을 산림의 생산, 관리, 이용, 유통을 효율적으로 하기 위하여 유비쿼터스 기술을 활용하여 가치 있는 국가자원, 건강한 국토환경, 쾌적한 녹색공간을 구현하는 것으로 정의하고, U-Forest에 대한 전략을 수립하기 위해 산림기본계획과 k-Forest, FGIS 사업을 고찰하였으며, 이들과 연계한 서비스 모델의 도출을 제안하고, 단위서비스모델을 도출하였다. 또한 U-Forest 기본계획 수립의 필요성을 제시하고, U-Forest 기본계획 수립 시에 포함되어야 할 사항들을 제안하였다.

Forestry Administration and Forestry Research in Korea

  • Korea is a small country with extremely high population density. Industrialization of the nation resulted GNP per capita of over 2,000$ in 1986 with an inevitable by-product, high level of pollution in many areas. Forest land is now acknowledged as not only a wood production site but also an origin of much more important intangible values, water and clean air, soil conservation, and recreational and scenic values. Mostly devastated forest land from Korean War has been recovered under the strong afforestation drive from the government. The first Forest Development Plan was mostly reforestation phase and the second Forest Development Plan is foundation establishment phase. The third and later Plans are to enlarge economical forest and to maintain sustatined yield phase. Forestry administration as well as forest research certainly played a great role in successful accomplishment of two Forest Development Plans. For effective planning and accomplishment of the third Forest Development Plan close cooperation among policy makers, forest managers and research workers are mostly required.

산림경관계획 수립방안에 관한 연구 (A Study on Establishing Forest Landscape Management Plan)

  • 국내에서는 2007년 경관계획제도가 시작되었다. 산림관리의 장기성과 광범위성을 생각하면 산림경관 관리의 계획적 접근은 필수불가결한 일이나 산림경관계획은 거의 수립되지 못하고 있다. 계획 수립에 필요한 식견의 부족도 하나의 원인으로 판단된다. 산림의 특성이 최대한 발휘될 수 있는 계획 수립을 위해 산림경관요소의 도출과 산림경관계획 작성 시 고려해야 할 사항을 제안하였다. 산림경관요소(산림경관유형)는 4개의 중분류(지형자원, 수자원, 식생자원, 인문자원)와 12개의 소분류(지형자원:능선 파노라마, 기암봉우리와 암릉, 수자원:폭포, 계곡과 계류, 호수와 도경, 식생자원:수관층 풍경, 주능선의 철쭉, 능선사면의 단풍, 초본군락의 꽃밭, 임내풍경, 숲길풍경, 인문자원:시설물)로 구성되었다. 산림경관계획 작성 시 제안사항으로 유형별 계획 단계의 경관권역계획 작성 시 산림의 6개 기능의 검토 필요성과 요소별 계획단계에서는 주능선, 계절감, 산림수변, 암석자원 경관관리계획 수립 필요성을 제안하였다.

국내 산림정책과 지속가능발전목표(SDGs)간의 연관성 분석 (Analysis on the Linkage between SDGs Framework and Forest Policy in Korea)

  • This study analysed the linkage between national forest policy in Korea, namely the $5^{th}$ National Forest Master Plan, 2016 Korea Forest Service Performance Management Plan, the $3^{rd}$ National Sustainable Development Plan, and UN Sustainable Development Goals (SDGs). The 7 strategies of the $5^{th}$ National Forest Master Plan were related to 11 Goals of SDGs, and 5 strategies of 2016 Korea Forest Service Performance Management Plan were associated with 7 areas of SDGs, and 4 strategies within $3^{rd}$ National Sustainable Development Plan were linked to 7 Goals of SDGs. Among 87 national forest indicators compiled from three respective forest-related policies of Korea, 45 national indicators were related to 18 SDGs indicators. This indicates that 52% of national indicators of Korean forest policy are reflecting the language of SDGs. However, seeing from SDGs perspective, only 18 out of 241, which accounts for 7.8% of SDGs indicators are related to national indicators. The findings imply that a number of national forest-related indicators do not meet the diverse dimension of SDGs which provides potential areas for forest to contribute. Based on the findings, following recommendations were suggested: 1) the term used in forest policy should be aligned to SDGs targets so that it can be embedded in national policies, and 2) indicators should be further contextualized as well as in its assessment system. Lastly, it suggests for leveraging 3) '5 Processes of sub-national climate change adaptation plan' and the core concept of REDD+ MRV which could provide fundamental background for implementing SDGs framework to national forest policy.

남산도시자연공원내 생물서식공간 조성에 관한 연구 (A Study of Creating a Biotope in Namsan Urban Natural Park)

  • This study was aimed to propose the plan of creating a biotope reflecting an ecological education as well as its function as the habitats of amphibian in Namsan Urban Natural Park in Seoul. There were Cheonil mineral spring area which was located on the southern side of Namsan, wetlands which was already created on the east valley(800$m^2$) and a buffer area of the circumference(1,100$m^2$) as the biotope sites. Major fields of this study include a survey of the staus, a basic plan, a master plan; a survey of this site was focused on topography, water system, existing vegetation, wildbird, amphibian, trail; a detailed plan was focused on flow plan, planting plan, facility plan. Existing vegetation was classified into 8 types; Pinus densiflora forest, Pinus densiflora planted area, Prunus sargentii-Quercus spp. forest, Pinus rigida forest, Robinia pseudoacacia forest, artificial green space, wetlands, south beltway. There were Pinus densiflora planted area and Prunus sargentii-Quercus spp. forest as major vegetations of this site. 14 species and 33 individuals of wildbirds appeared, Rana temporaria ornativentris and Hynobius leechi were investigated in the wetlands.In particular, habitats of amphibian were divided eco-zone, buffer-zone and restore-zone, and habitats and facilities which would be suitable for the characteristics of each space were planned. As a result, environment elements of good habitats including spawn wetlands of amphibian, harbor of amphibian, water plant of wetland, wild shrubs forest, ecological landscape forest, wetland observation trail, fence of wetland protection and ramp by pebble and log were created at the site. The amphibian biotope of Namsan is rated high as an important space for conserving biodiversity. Accordingly, continuous monitoring of this biotope as a urban habitat is required as the environment changes.

농촌의 산림경관 유지를 위한 개선방안 연구 (A Study on forest landscape improvement in rural area)

  • The purpose of this study is to find a way to improve damaged forest in rural area in terms of both landscape . quality and regulation. Mountain and forest cover 65% of total land in Korea, and the shortage of areas for developing housing, road and facilities made us to use forest area for above purposes. This led various types of damages on the sensitive rural landscape visually and ecologically. There are rules and regulations for decreasing damaging effect by constructions on forest area, but it was not so effective because theses rules focused on quantitative issues only. This study will consist of three phases, 1. analyse landscape damage types by development tendencies in forest area 2. find diminution plan on each damage types 3. set improvement on rules and regulations both qualitatively and quantitatively. This study will meet the goal of improving and managing rural and forest landscape by providing objective standards, rational procedure and amelioration plan.

인천 도시생태숲 조성 기본계획 (Master Plan for Incheon Urban Eco-forests)

  • This study was carried out to create a master plan for an urban eco-forest, including concepts of forest restoration, forest management, and nature education. The concept of an urban eco-forest is different from the original eco-forest, which pursues the conservation of native species in their habitats, using the resources of special plants, etc. The study site was a hill (128m) managed as an urban natural park. Citizens have usually used the park for fitness purposes, as a place for outdoor exercise early mornings on weekdays and holidays. The result of a questionnaire survey showed that the users knew about the eco-forest, and they wanted to participate in the nature education programs. The flora and actual vegetation were weak about conservation of native species on the site. The framework of the plan consisted of development of the ecological forest and forest restoration, and allowed for recreation and the experience of nature, according to the concepts of the urban eco-forest. The landscape was divided into the experience zone of biodiversity, the experience zone of a valley ecosystem, the forest restoration zone, and the recreation and experience zone in nature. Based on this framework, detailed programs and theme areas were planned, as were forest restoration models and planting plans.

도심내 실개천 조성을 통한 생물서식처 복원방안 - 서울시 강남구 청담근린공원을 사례로 - (Biotope Restoration for a Brooklet Creation in Urban -Focusing on the Cheongdam Neighborhood Park -)

  • This study was conducted to propose the plan of creating a brooklet reflecting an water-friendly space as well as its function as the habitats of wildbird in Cheongdam Neighborhood Park in Seoul. Major fields of this study include a survey of the staus, a basic plan, a master plan, a execution; a survey of this site was focused on topography, water system, trail, existing vegetation, wildbird; a detailed plan was focused on flow plan, planting plan, facility plan. Existing vegetation was classified into 5 types; Quercus mongolica-Q. acutissima forest, Robinia pseudoacacia forest, Populus${\times}$albaglandulosa forest, artificial green space, urban area. 11 species and 49 individuals of wildbirds appeared in 2004(3~4month). The plan of creating a brooklet were divided passive-zone, eco-zone, and dynamic-zone. Environment elements of each space including a mountain stream, ecological pond, marshland, ecological landscape forest, wildbird observation trail, waterway etc. The brooklet of Cheongdam Neighborhood Park is rated high as an important space for wildbird biodiversity. Accordingly, continuous monitoring of this biotope as a urban habitat is required as the environment changes.
