A nematode species belonging to the genus Cosmocephalus was collected from the stomach of 2 common gulls, Larus canus. The common gulls were found dead on the seaside of Gangneung City, the Republic of Korea. The worms were identified and classified by light (LM) and scanning electron microscopy (SEM) on the basis of important taxonomic characters. The nematodes were characterized by a body length 9.1-9.3 mm (males) and 15.5-15.9 mm (females) and cordons recurrent in anterior direction and anastomosing laterally at about the level of anterior quarter of the buccal cavity. The salient bicuspid deirids were located on the posterior to the cordons. Lateral alae were well-developed, extending from the level just posterior of deirids to the level about middle of the body. LM and SEM observations identified the worms as C. obvelatus. This is the first reported case of C. obvelatus infection in common gulls in Korea.

1953년 12월 23일 불법 외국어선 단속 및 영해경비를 목적으로 창설된 해양경찰은 2014년 4월 16일 발생한 세월호 사건을 계기로 국민안전처 해양경비안전본부로 개편되었다. 이 과정에 정보 수사업무는 '해상에서 발생한 사건에 관한 수사 정보'를 제외하고 경찰청으로 이관되었다. 그러나 정보활동에 대한 정의가 명시되지 않았으며 활동범위와 관할이 불분명하여 논란이 지속되고 있다. 이러한 인식하에 본 연구에서는 정부조직법 개정으로 개편된 해양경비안전본부의 정보기능에 대해 법적, 제도적 측면을 분석하고 경찰청, 일본 해상보안청, 미국 해양경비대 등 국내 외 치안기관과의 비교분석을 통해 그 한계를 도출하고 개선방안 제시를 목적으로 하였다. 연구 결과를 요약하면, 첫째 법적인 측면에서 "정부조직법" 본문에 정보활동에 대한 수권 근거가 없었으며, 임무를 규정한 조직법이 없었고, 작용법 역시 근거가 미약하였다. 둘째, 제도적 측면에서 "정부조직법" 부칙에 규율된 '해상에서 발생한 사건에 관한 정보'의 개념이 불분명하며, 경비 안전 오염방제 업무는 '해양에서'로, 정보업무는 '해상에서 발생한 사건'으로 각각 이원화 되어 직무와 정보활동의 범위가 일치하지 않았다. 또한, 직제 및 인력이 대폭 감축되어 유기적이고 조직적인 정보활동이 곤란하였다. 경찰청은 "정부조직법"에 '치안에 관한 사무'가 명시되어 있으며, 조직법과 작용법을 통하여 수권직무를 지원하는 정보활동범위를 '치안정보 수집, 작성 및 배포'로 규정하여 담당직무와 정보활동의 범위가 일치하고 있었다. 일본이나 미국 해상치안기관 역시 정보기능이 설치되어 있으며 조직의 임무에 부합하는 정보활동을 하고 있었다. 중국, 일본 등 인접국가들은 해양에서의 우위를 확보하기 위하여, 중국은 해경국을 신설하였으며, 일본은 해상보안관에게 도서지역에서 경찰권을 행사할 수 있도록 관련법령을 개정하는 등 해양집행력을 강화하고 있으며 이를 뒷받침하기 위해 분야별로 전문화된 정보기능을 유지, 발전시키고 있었다. 해양주권수호 및 해양안전의 안정적인 집행력을 확보하기 위해 해양경비안전본부의 정보기능에 대해 법적근거를 명확히 갖추고 직제와 기능을 강화함과 동시에 인력을 보강하고 전문적인 교육 및 관리 체제를 갖추기를 제안한다.

유럽 등 세계 곳곳에서 이슬람 무장단체(IS)나 자생적 테러 및 국제 테러조직이 다양한 방법으로 철도교통시설에서 폭발물 테러를 발생시켜 "테러와의 전쟁"을 벌이고 있다. 우리나라가 미국의 중동지역에서의 전쟁에 협력하는데 대해 이슬람권 국가들이 반한 감정을 갖고 있고, 이슬람 무장단체(IS)는 2015.9.9 이후 우리나라를 4번이나 테러 대상국으로 지목했다. 또한 북한은 핵 실험, 미사일 발사 실험으로 국제사회에서 고립 당하고 남 북한 간 긴장을 고조시키며 우리의 중요인사 및 시설에 대한 테러 위협을 하고 있다. 이와 같은 테러가 철도교통시설에서 발생하는 것을 예방 및 차단하지 못할 경우 많은 인명 및 재산피해, 사회혼란, 국 내외적으로 테러 대응 정책실패에 대한 정부의 신뢰 하락으로 관광객 감소, 외국의 투자기피, 자본이탈 등 국가적 위기 상황이 발생할 수도 있을 것으로 예상 된다. 본 연구에서는 철도경찰의 철도보안검색 등의 업무를 바탕으로 국민보호와 공공의 안전을 위해 철도보안검색 강화를 위한 정책적 대응 방안을 제안하고자 함에 목적이 있다. 그 방안으로 첫째, 철도경찰의 인력증원 및 일반경찰과 업무 관할권 조정 둘째, 철도 보안검색의 단계적 확대 셋째, 철도의 중요시설 보안시스템 강화 넷째, 철도안전법 보완 다섯째, 동남아 등 각국의 불법체류자 단속 강화 여섯째, 보안검색요원의 인권침해 예방과 전문화대책 일곱째, 보안검색 및 테러예방 홍보와 테러 발생 시 신속한 대응을 위한 관련 기관들의 선제적 주기적 협력 방안 등이 필요하다.

방화(arson)는 심각한 범죄중의 하나이다. 이것은 과거에 비해 높은 증가율을 나타내고 있고 현대사 회에 와서는 방화의 원인이 다양화, 전문화되어가고 있다. 본 논문에서는 경찰청 자료인 '범죄분석'을 토대로 최근 5년간의 방화범죄의 실태와 경향을 파악하였다. 그리고 일반시민을 대상으로 셜문조사를 실시하여 시민틀의 방화의식구조와 방화범최 통계결과와의 연관성을 비교, 검토하였다. 위 분석 자료를 토대로 외국의 방화 대웅 방향을 검토하여 우리 나라에서 방화범죄대옹올 위해 필요 한 사항 들을 유추하였다.

The purpose of this study is to present the form of Korean policeman's headgear which is endowed with traditional Korean characters and a creative property that has distinctive from other headgears. The investigation was carried out through the researh of policeman's headgears in foreign countries such as United Kingdom France Belgium Italy germany and Japan. The dom-estic investigation was carried out through the Focused Group Interview and analysis on the domestic policeman's service and headgear. Lastly the research into the characteristic of Korean traditional headgear's from was carried out. Consequently two types of policeman's head-gear hat and cap were newly developed and the system of practical use was suggested. The results of this study were as follows: 1. Through the use of traditional and formal elements of Korean ancient headgears korean policeman's headgears were improved in distinc-tion and dignity. 2. Through the use of unisexual form police-man's headgears were improved in uniformity. 3. Through the use of transformal accessories policeman's headgear were improved in simplified system. 4. Through the use of newly formed and lighten weighted materials policeman's head-gears were improved in functionability.

This study aims to provide divers with improved safe diving practices by analyzing reports on scuba diving casualties that recently occured in Korea, Japan and USA. The result of this study should be notified to all the divers in Korea for the purpose of preventing the diving accident. All the data were collected through the diving accident reports of various sourses, which include KUA(Korea Underwater Association) technical committee, the accident statistical data of National Maritime Police Agency, articles of domestic and foreign scuba diving magazine, accident reports of various newspaper, annual report on decompression illness and diving fatalities by DAN(Diver Alert Network), various type of data on diving accident from local as well as national seminars, and medical treatment data of diving accident.

Set in constant increase and period current of lively technical development of railroad use and construction of cable stayed bridge railway bridge, one of bridge form of most suitable that think side police officer and the material enemy of bridge that use long rail, is increasing laying stress on the foreign countries. Main tower fixing department of this cable stayed bridge is consisted of main tower flange that support bearing plate, bay ring plate bearing plate, support end rib and diaphragm etc, as stress transmission mechanic that tensility of cable socket into normal force of main tower, and is used this time. These structural elements is very complex the structure and direction of load delivered from socket specially calbe particularly be different, and need FEM analysis that use Thick Shell element for suitable arrangement of mutual stress flowing grasping and absence that follow hereupon because all of the each support plate angle that suport this differ.

In this study, we examined the feasibility of considering the transverse edge effect of flat type linear induction motor as 2D finite element analysis (FEA) by changing the resistivity of secondary conductor. For this purpose, the 3D FEA analysis results were compared with the 2D FEA analysis results with the change of the resistivity of the secondary conductors. As a result, simply changing the resistivity could not accurately account for the transverse edge effect of LIM because of leakage components that could not be considered by 2D FEA.

연인원 3천만 명이 넘은 한국인 해외 여행객이 항공기를 이용하고 있다. 탑승객 중 기내 불법행위자가 급증하면서, 항공기 테러에 대한 불안감도 가중 되고 있다. 이러한 항공기 테러는 많은 인명피해를 야기하므로 현재의 항공보안 시스템상의 문제점을 분석하고 그 대안을 제시하는 것이 연구의 목적이다. 연구의 방법론으로는 항공기 테러의 현황과 현행 항공관련 법령과 테러방지법 등의 관련 규정들과 선행연구들을 검토하는 문헌적 연구방법론을 택하였다. 연구내용은 항공보안법과 테러방지법과 긴밀히 공조되지 못함과, 항공보안 인력양성의 문제점, 항공기 파손, 납치죄 등에 대한 처벌상의 문제점 등을 분석하였다. 연구의 결론으로는 공항에서의 위험화물과 기내 불법행위와 테러 위험 인물들을 사전에 찾아내는 보안업무, 항공기에 탑승하는 보안요원, 외사경찰, 정보기관 등의 역할과 개선방안, 처벌규정의 개선 및 법적인 사각지대와 흠결을 보완하는 대안을 제시하여 항공기 테러 방지를 통 한 항공보안 체계를 제시하였다. 시사점은 항공교통이 증가하는 현대 사회에서 항공보안을 위한 정책 수립과 개선입법에 활용 될 것이라고 전망된다.

중국의 새로운 해양정책법(Maritime Policy Law: MPL)은 중국해안경비대 등의 중국 해양경찰 기관들의 임무를 규제하고, 중국의 주권, 안보, 권리, 이해관계를 보호한다고 주장한다. [하지만] 중국이 본토 주위 및 남중국해에서 넓은 해역에 대한 권리를 주장하고 있다는 점에서, MPL은 훨씬 광범위하게 적용될 수 있다. 중국이 제기하는 대부분의 해양 주장이 국제법에 부합하지 않는다는 점을 고려하면, 이렇게 해양법 집행 관할권을 광범위하게 적용하는 것은 문제의 소지가 많다. MPL이 분쟁해역 또는 공해에서 외국선적 선박에 대한 관할권을 주장한다면, 이는 국제법 위반이다. 무력 사용에 관한 MPL의 많은 규정 역시, 해양법 집행 관할권의 사용에 관한 국제 규칙 및 기준을 위반한 것이며, 모든 국가의 영토 온전성이나 정치적 독립성에 반하는 위협이나 무력사용을 금하는 유엔헌장에도 위배된다. 중국은 MPL을 남중국해와 동중국해에서 불법적인 영토 및 해양 주장을 제기하기 위한 구실로 사용할 수 있으며, 다른 연안국의 배타적경제수역 내 자원 권리 행사를 방해하기 위한 구실로도 사용할 수 있다.
