Economic Value Analysis of Document Delivery Services at Foreign Journal Supporting Center by the Parameter Estimates of Bass Diffusion Model (Bass 확산모형 추정에 의한 외국학술지 지원센터 원문복사서비스의 경제적 가치 분석)

  • The purpose of this study is to estimate economic value of document delivery services(DDS) at foreign journal supporting center in K University library. For this study, Bass diffusion model, which is widely used in forecasting, especially new product and new service forecasting, was adopted. User survey was also carried out from September 10 to 20, 2007. As a result, useful value(UV) of DDS is estimated about not less than 2,000,000,000 won, and willingness to pay(WTP) is estimated about less than 2,000,000,000 won. This study, economic value analysis at foreign journal supporting center, was limited to DDS, and used methodology for the study is also limited to UV and WTP. Demographic analysis(i.e., sex, age, occupation, educational level) for UV and WTP is also conducted.

  • The purpose of this study is to analyze user satisfaction on scholarly journals and document delivery services(DDS) at foreign journal supporting center, which is founded at K University in 2007. The number of 72 users answered the quality of scholarly journals, and 69 users answered for the DDS survey. For the scholarly journal survey, up-to-date, usability, and expertness were asked, and fastness of DDS and easiness of application procedures were asked for the DDS survey. This study reveals that overall users using or visiting foreign journal supporting center are satisfied with the quality of scholarly journals and DDS.

  • The purpose of this study is to analyze the statistics of document delivery services(DDS) in 2007 and to suggest improved Plan at foreign journal supporting center which is established at K University library in 2006. This study is based on the monthly collected statistics of DDS from February 20 to October 31, 2007. Analysis is performed for the various aspects of DDS services and improvement plan is provided through the acquired knowledge in the process of watching daily routine.

  • It's desirable to implement the network of school libraries based on the department of city or regional education. The digital library supporting center is an integrated information system implemented by the department of city or regional education for supporting school libraries. Busan Metropolitan Department of Education for the first time implemented a digital library supporting center, supported by digital libraries & the digital library supporting center project proceeded by the Department of Education and KERIS. This study at first is to present basic technologies applied in implementing a digital library supporting center and foreign country cases, and then to introduce information system of Busan Metropolitan Department of Education.

  • Many countries, including Korea, have established and operated various startup supporting programs to revitalize youth entrepreneurship. This study aims to identify the current status and characteristics of the major startup supporting programs currently operated in Korea and propose development plans for future startup supporting programs through analysis of the startup supporting systems of major countries. By analyzing the success factors of domestic and foreign startup supporting systems, we suggested improvements that can be operated more effectively in the areas of financial support, selection process, education and mentoring, networking, publicity and branding, and follow-up management by operated startup supporting programs. In addition, improvements for performance evaluation indicators of startup supporting programs were suggested and limitations of the study were presented.

Review of Domestic and Foreign Technology Trends for the Development of Exploring Alternative Candidate Algorithms (대체후보물질 탐색 알고리즘 개발을 위한 국내·외 기술동향 조사 연구)

  • Background: The need to develop alternative chemicals is increasing worldwide due to the strengthening of global chemical regulations and consumer safety awareness in the marketplace. Objectives: We aimed to review domestic and foreign technology trends for exploring alternative candidate algorithms that can be used to develop safer alternatives to strengthen global market competitiveness and protect public health in the future. Methods: We searched the current status of research trends, companies related to the development of alternative chemicals in domestic and foreign countries. For this, we referred to research papers and websites by companies and institutes related to such alternatives. Results: Among the domestic and foreign research trends, more studies in South Korea were focused on predicting molecular-based physicochemical properties and toxicity than were reporting on research exploring alternative candidates. Three web-based databases and six tools were being developed. More studies in other countries predicted information to consider in alternative development than reported on research exploring alternative candidates, and four web-based databases and three tools were being developed. Among the companies related to the development of alternative chemicals, 286 alternatives classified as 'EVALUATED ALTERNATIVE' in MARKETPLACE accounted for the most significant proportion in Europe on a continent basis, and the largest number in the United States (US) on a national basis. In South Korea, only significant companies were registered. Conclusions: In this study, it was found to be necessary to provide public technology support platforms to explore alternative candidates considering various aspects in order to support alternative development. In conclusion, exploring alternative candidate algorithms could contribute to the response to the global trends in the chemical industry and to supporting companies and researchers developing safer alternatives in the future.

Applying KS-15 (Korea Sasang Constitutional Diagnostic Questionnaire) to the Japanese : a Pilot Study (단축형 사상체질 진단설문지(KS-15)의 일본인 적용 가능성 확인을 위한 예비연구)

  • The purpose of this study was to evaluate the possibility of applying Korea Sasang Constitutional Diagnostic Questionnaire(KS-15) for the Japanese. We analyzed the results of 50 Japanese participants who visited the local university hospital from October 2010 to July 2011 and their Sasang constitutions were diagnosed by a Sasang Constitutional specialist. Two items(14.3%) of total 14 items, except for BMI showed 0.4 or below in Kappa, 8 items(57.1%) were ranged from 0.4 to 0.6 and 4 items(28.6%) marked 0.6 or over. The concordance rate between the results of KS-15 and those of expert was 60% in total Japanese participants.(61.9% in Taeeumin, 60% in Soeumin, and 57.9% in Soyangin). The KS-15 could be suitable for supporting experts to diagnose the Sasang constitution of the Japanese. In order to increase usefulness, when subsequently applying KS-15 to foreign site, KS-15 should be properly adjusted in sociocultural characteristic.

A Study on the Management of Foreign Crew in Domestic Merchant Vessel (내항상선 승선 외국인선원의 관리에 관한 연구)

  • Cabotage means transportation of cargoes or passengers between two points within same country by vessel or aircraft which registered to foreign country. Cabotage regulation has justified by the protectionism in economic aspect and by national security in the defence of a country, thus most world's major countries including United States of America, Japan and European Union(outside EU) are executing cabotage. Even though Korean's controlled fleet ranked to 5th in the world, shortage and ageing of Korean domestic seafarers came to the restricted factor in the Korean domestic shipping. Resultingly Korean government permitted 530 Myanmarese and Indonesian seafarers to come on board in domestic vessel. In regarding to the Korean law, there are no direct relationship between boarding foreign crew in domestic vessel. However the baxic concept of cabotage will be spoiled by boarding foreign crew under the regulation of cabotage, so special treatment should be needed to cover the problems in coastal shipping arose form them. To minimize the problems derived from foreign crew, following actions are recommended; first, management skills of foreign crew are needed to overcome differences of communication and culture; second foreign crew supporting center should be established to counsel their difficulties; third, high level of manning companies should be promoted; forth, stabilized crew supply should be guaranteed by improving employment condition; finally, memorandum of understanding should be concluded between two countries to prevent seceders.

Discussion on Integrated Policies of Korean Multicultural Society: According to the Cases of Managerial Policies among Several Countries

  • Purpose - The multicultural society is a society where a variety of ethnic groups and cultures co-exist. Regarding Korean multicultural society, the public interest in the multicultural society and its problems are on a growing trend due to the increasing number of the multicultural families by international marriage and the foreign immigrant workers. Research design, data, and methodology - Models of the multicultural society policies have been divided into those of assimilation and multiculturalism, while they have been materialized into the models of discriminative exclusivism, assimilation and multiculturalism. Most countries are aiming at the model of either the multiculturalism or the assimilation focused on national managerial situations. Results - In the case of Europe where the multicultural society had been formed earlier than Korea, Islamic immigrants have been politically accepted in order for Europe to overcome the problem of population decrease caused by its low birth-rate. Also, in the case of the United States. Conclusions - Korean multicultural society policies are characterized mostly by supporting the multicultural families of international marriage. In this study, it is intended to present the characteristics of diversified immigrants and the possible directions of the polices on immigrant youth in accordance with each country's managerial policy.

National Strategic Planning For Facilitating the Development of New Drugs in the Korea Food and Drug Administration (국내 신약개발 촉진을 위한 식약청의 국가연구개발 사업 전략수립)

  • It is well understood that developing new drugs is one of the highest value-added businesses in a country; however, the current governments' spending in pharmaceutical research and development(R&D) is minimal in Korea. This paper suggests that different governmental bodies should take in charge of different stages of the R&D process in order to maximize the use of limited government research funding. First, during the initial phase of the drug development, including clinical trials, the Ministry of Education, Science and Technology is the most appropriate governmental organization to support the research. For later procedures such as supporting the industries for exporting developed drugs, legislative approvals, and building infrastructure for future clinical trials should be supported by the Ministry of Knowledge and Economy and the Ministry of Health and Welfare along with the Korea Food and Drug Administration(KFDA). The KFDA, which is the main governmental agency approving newly developed drugs in the market, will need to take a crucial responsibility in the initial phase of the pharmaceutical R&D by guiding the industries with timely and proper information. As a first step, it is recommended to set up and operate a center for supporting new drugs, so that the industries can facilitate the development of marketable drugs which meet customers' needs. Later, in order to expedite the process of exporting and getting approvals of the newly developed drugs from foreign countries, it is necessary to develop new approval system, which includes introduction of the Good Manufacturing Practice (GMP), mandatory validation system, and education program for supporting expertise. Lastly, the KFDA needs to take an active role in developing Korean pharmaceutical industries by communicating with other foreign governments with regards to the globalization of the Korean pharmaceutical industries. For example, as a follow up after the Free Trade Agreement(FTA), active discussion on GLP of Mutual Recognition Agreement(MRA) with the United States of America, should be seriously considered.
