Eleven Tropical Cyclone (TC) intensity guidance models in the western North Pacific have been validated over 2008~2014 based on various analysis methods according to the lead time of forecast, year, month, intensity, rapid intensity change, track, and geographical area with an additional focus on TCs that influenced the Korean peninsula. From the evaluation using mean absolute error and correlation coefficients for maximum wind speed forecasts up to 72 h, we found that the Hurricane Weather Research and Forecasting model (HWRF) outperforms all others overall although the Global Forecast System (GFS), the Typhoon Ensemble Prediction System of Japan Meteorological Agency (TEPS), and the Korean version of Weather and Weather Research and Forecasting model (KWRF) also shows a good performance in some lead times of forecast. In particular, HWRF shows the highest performance in predicting the intensity of strong TCs above Category 3, which may be attributed to its highest spatial resolution (~3 km). The Navy Operational Global Prediction Model (NOGAPS) and GFS were the most improved model during 2008~2014. For initial intensity error, two Japanese models, Japan Meteorological Agency Global Spectral Model (JGSM) and TEPS, had the smallest error. In track forecast, the European Centre for Medium-Range Weather Forecasts (ECMWF) and recent GFS model outperformed others. The present results has significant implications for providing basic information for operational forecasters as well as developing ensemble or consensus prediction systems.

The Numerical Weather Prediction (NWP) models determine the future state of the weather by forcing current weather conditions into the atmospheric models. The NWP models approximate mathematically the physical dynamics by nonlinear differential equations; however these approximations include uncertainties. The errors of the NWP estimations can be related to the initial and boundary conditions and model parameterization. Development in the meteorological forecast models did not solve the issues related to the inevitable biases. In spite of the efforts to incorporate all sources of uncertainty into the forecast, and regardless of the methodologies applied to generate the forecast ensembles, they are still subject to errors and systematic biases. The statistical post-processing increases the accuracy of the forecast data by decreasing the errors. Error prediction of the NWP models which is updating the NWP model outputs or model output statistics is one of the ways to improve the model forecast. The regression methods (including linear, polynomial and scaling regression) are applied to the present study to improve the real time forecast skill. Such post-processing consists of two main steps. Firstly, regression is built between forecast and measurement, available during a certain training period, and secondly, the regression is applied to new forecasts. In this study, the WRF real-time forecast data, in comparison with the observed data, had systematic biases; the errors related to the NWP model forecasts were reflected in the underestimation of the meteorological data forecast by the WRF model. The promising results will indicate that the post-processing techniques applied in this study improved the meteorological forecast data provided by WRF model. A comparison between various bias correction methods will show the strength and weakness of the each methods.
PURPOSES : This study is to investigate the relationship of socioeconomic characteristics and road network structure with traffic growth patterns. The findings is to be used to tweak traffic forecast provided by traditional four step process using relevant socioeconomic and road network data. METHODS: Comprehensive statistical analysis is used to identify key explanatory variables using historical observations on traffic forecast, actual traffic counts and surrounding environments. Based on statistical results, a multiple regression model is developed to predict the effects of socioeconomic and road network attributes on traffic growth patterns. The validation of the proposed model is also performed using a different set of historical data. RESULTS : The statistical analysis results indicate that several socioeconomic characteristics and road network structure cleary affect the tendency of over- and under-estimation of road traffics. Among them, land use is a key factor which is revealed by a factor that traffic forecast for urban road tends to be under-estimated while rural road traffic prediction is generally over-estimated. The model application suggests that tweaking the traffic forecast using the proposed model can reduce the discrepancies between the predicted and actual traffic counts from 30.4% to 21.9%. CONCLUSIONS : Prediction of road traffic growth patterns based on surrounding socioeconomic and road network attributes can help develop the optimal strategy of road construction plan by enhancing reliability of traffic forecast as well as tendency of traffic growth.

The accuracy of load forecast is very important from the viewpoint of economical power system operation. In general, the weekdays' load demand pattern has the continuous time series characteristics. Therefore, the conventional methods expose stable performance for weekdays. In case of special days or weekends, the load demand pattern has the discontinuous time series characteristics, so forecasting error is relatively high. Especially, weekdays near the thanksgiving day and lunar new year's day have the mixed load profile characteristics of both weekdays and weekends. Therefore, it is difficult to forecast these days by using the existing algorithms. In this study, a new load forecasting method is proposed in order to enhance the accuracy of the forecast result considering the characteristics of weekdays and weekends. The proposed method was tested with these days during last decades, which shows that the suggested method considerably improves the accuracy of the load forecast results.
In this study, a brief overview on a WMO/WWRP program - The Observing System Research and Predictability Experiment (THORPEX) and discussions on perspectives and potential benefits of Asian countries are provided. THORPEX is aimed at accelerating improvements in the accuracy of 1 to 14-day high-impact weather forecasts with research objectives of: 1) predictability and dynamical processes; 2) observing systems; 3) data assimilation and observing strategies; and 4) societal and economic applications. Direct benefits of Asian countries from THORPEX include improvement of: 1) forecast skills in global models, which exerts positive impact on mesoscale forecasts; 2) typhoon forecasts through dropwindsonde observations; and 3) forecast skills for high-impact weather systems via increased observations in neighboring countries. Various indirect benefits for scientific researches are also discussed. Extensive adaptive observation studies are recommended for all high-impact weather systems coming into the Korean peninsula, and enhancement of observations in the highly sensitive regions for the forecast error growth is required to improve forecast skills in the peninsula, possibly through international collaborations with neighboring countries.
The characteristics of the dual-Doppler wind retrieval method based on a three dimensional variational (3DVAR) conception were investigated from the following four points of view; the sensitivity of the number of iteration, the effect of the weak constraint term, the effect of the smoothness term, and the sensitivity of the error mixing ratio of the radial velocities. In the experiment, the radial velocities relative to the Gosan and Jindo radar sites of the Korea Meteorological Administration (KMA) were calculated from the forecasting of the WRF (Weather Research and Forecast; Skamarock, 2004) model at 1330 UTC 30 June 2006, which is the one and half hour forecast from the initial time, 1200 UTC on that day. The results showed that the retrieval performance of the horizontal wind field was robust, but that of the vertical wind was sensitive to the external conditions, such as iteration number and the on/off of the weak constraint term. The sensitivity of error mixing ratio was so large that even the horizontal wind retrieval efficiency was reduced a lot. But the sensitivity of the smooth term was not so large. When we applied this method to the real mesoscale convective system (MCS) between the Gosan and Jindo radar pair at 1430 UTC 30 June 2006, the wind structure of the convective cells in the MCS was consistently retrieved relative to the reflectivity factor structure. By comparing the vertical wind structure of this case with that of 10 minutes after, 1440 UTC 30 June 2006, we got the physical consistency of our method.
The main objectives of this study are to introduce Global Seasonal forecasting system version5 (GloSea5) of KMA and to evaluate the performance of ensemble prediction of system. KMA has performed an operational seasonal forecast system which is a joint system between KMA and UK Met office since 2014. GloSea5 is a fully coupled global climate model which consists of atmosphere (UM), ocean (NEMO), land surface (JULES) and sea ice (CICE) components through the coupler OASIS. The model resolution, used in GloSea5, is N216L85 (~60 km in mid-latitudes) in the atmosphere and ORCA0.25L75 ($0.25^{\circ}$ on a tri-polar grid) in the ocean. In this research, we evaluate the performance of this system using by RMSE, Correlation and MSSS for ensemble mean values. The forecast (FCST) and hindcast (HCST) are separately verified, and the operational data of GloSea5 are used from 2014 to 2015. The performance skills are similar to the past study. For example, the RMSE of h500 is increased from 22.30 gpm of 1 week forecast to 53.82 gpm of 7 week forecast but there is a similar error about 50~53 gpm after 3 week forecast. The Nino Index of SST shows a great correlation (higher than 0.9) up to 7 week forecast in Nino 3.4 area. It can be concluded that GloSea5 has a great performance for seasonal prediction.

The customer side operation is getting more complex in a smart grid environment because of the adoption of renewable resources. In performing energy management planning or scheduling, it is essential to forecast non-controllable resources accurately and robustly. The PV system is one of the common renewable energy resources in customer side. Its output depends on weather and physical characteristics of the PV system. Thus, weather information is essential to predict the amount of PV system output. However, weather forecast usually does not include enough solar irradiation information. In this study, a PV system power output prediction model (PPM) under limited weather information is proposed. In the proposed model, meteorological radiation model (MRM) is used to improve cloud cover radiation model (CRM) to consider the seasonal effect of the target region. The results of the proposed model are compared to the result of the conventional CRM prediction method on the PV generation obtained from a field test site. With the PPM, root mean square error (RMSE), and mean absolute error (MAE) are improved by 23.43% and 33.76%, respectively, compared to CRM for all days; while in clear days, they are improved by 53.36% and 62.90%, respectively.
The sunspot area is a critical physical quantity for assessing the solar activity level; forecasts of the sunspot area are of great importance for studies of the solar activity and space weather. We developed an innovative hybrid model prediction method by integrating the complementary ensemble empirical mode decomposition (CEEMD) and extreme learning machine (ELM). The time series is first decomposed into intrinsic mode functions (IMFs) with different frequencies by CEEMD; these IMFs can be divided into three groups, a high-frequency group, a low-frequency group, and a trend group. The ELM forecasting models are established to forecast the three groups separately. The final forecast results are obtained by summing up the forecast values of each group. The proposed hybrid model is applied to the smoothed monthly mean sunspot area archived at NASA's Marshall Space Flight Center (MSFC). We find a mean absolute percentage error (MAPE) and a root mean square error (RMSE) of 1.80% and 9.75, respectively, which indicates that: (1) for the CEEMD-ELM model, the predicted sunspot area is in good agreement with the observed one; (2) the proposed model outperforms previous approaches in terms of prediction accuracy and operational efficiency.

Precipitation prediction during flood season has been a key task of climate prediction for a long time. This type of prediction is linked with the national economy and people's livelihood, and is also one of the difficult problems in climatology. At present, there are some precipitation forecast models for the flood season, but there are also some deviations from these models, which makes it difficult to forecast accurately. In this paper, based on the measured precipitation data from the flood season from 1993 to 2019 and the precipitation return data of CWRF, ANN cycle modeling and a weighted integration method is used to correct the CWRF used in today's operational systems. The MAE and TCC of the precipitation forecast in the flood season are used to check the prediction performance of the proposed algorithm model. The results demonstrate a good correction effect for the proposed algorithm. In particular, the MAE error of the new algorithm is reduced by about 50%, while the time correlation TCC is improved by about 40%. Therefore, both the generalization of the correction results and the prediction performance are improved.
