The technique of high speed machining is widely studied in machining field. Because the high efficiency and accuracy in machining can be obtained in high speed machining. Unfortunately the development of tool for high speed machining is not close behind that of machining tool. So in this study, we made 4 types flat end mill for obtaining data according to tool shape. Especially, we concentrated in helix angle and number of cutting edge. First we confirmed cutting condition by several experiments and measuring cutting force, tool life, tool wear and chip shape according to cutting length. In results, we acquired the fact that 45 degree helix angle and six cutting edge tool is suitable for high speed machining.

Depot have a lagged behind structure in the side of building up the view. With this reason, people have been recognized depot as hatred facility causes to have car noise, air pollution. In the other hand, depot become a underground and complex facility as a higher-value added building, and moreover, it need to understand the environment that depot structure have a specific field condition to apply green roof system. 1) Analysis proper waterproofing material and root barrier apply to depot need root penetrating test method 2) Suggest root barrier and waterproofing material relate to maintain and construction for green roof system 3) Construction condition for depot have crack movement of structure by vehicle vibration and root penetrating force by plant growth

The flow around a circular cylinder was controlled by attaching O-rings to reduce drag force acting on the cylinder. Four experimental models were tested in this study; one smooth cylinder of diameter D (D=60mm) and three cylinders fitted with O-rings of diameters d=0.0167 D, 0.05D and 0.067 D with pitches of PPD=2D, 1D, 0.5D and 0.25D. The drag force, mean velocity and turbulence Intensity profiles in the near wake behind the cylinders were measured for Reynolds numbers based on the cylinder diameter in the range of Re$_{D}$=7.8$\times$10$^3$~1.2$\times$10$^{5}$ . At Re$_{D}$=1.2$\times$10$^{5}$ , the cylinder fitted with O-rings of d=0.0167D in a pitch interval of 0.25D shows the maximum drag reduction of about 5.4%, compared that with the smooth cylinder. The drag reduction effect of O-rings of d=0.067D is not so high. For O-ring circulars, as the Reynolds number increases, the peak location of turbulence intensity shifts downstream and the peak magnitude is decreased. Flow field around the cylinders was visualized using a smoke-wire technique to see the flow structure qualitatively. The size of vortices and vortex formation region formed behind the O-ring cylinders are smaller, compared with the smooth cylinder.der.

It is desirable to have a way to predict the pressure drag due to various appendages attached to stern. As a mathematical model for these, a sphere and a singularity behind it, both in the uniform flow can be considered. We may use the Butler's sphere theorem to find the Stokes' stream function when the resulting flow is axisymmetric, and then the extended Lagally's theorem to get the force upon the sphere due to the singularity. Assuming the separation distance between the sphere and the singularity is small, the leading order approximation for the force is obtained and it is found out that if the separation distance and the square root of the strength of the dipole are of the same order, the effect of the image of the dipole with respect to the sphere is the most important.

The technique of high speed machining is widely studied in machining fields, because the high efficiency and accuracy in machining can be obtained in high speed machining. Unfortunately the development of tool for high speed machining in not close behind that of machine tool. In this study, several types flat endmill is prepared for obtaining data according to tool shape. Especially, we concentrated in helix angle, number of cutting edge, rake angle and relief angle. Machinability is measured by cutting force, tool life, tool wear, chip shape and surface roughness according to cutting length. 3-axis cutting forces are acquired from the invented tool dynamometer for high speed machining. Particularly, we found out that the axial cutting force waveform has a good relation with tool wear features. By above results, it is suggested the endmill tool with $45^{\circ}$ helix angle, 6 cutting edge, $-15^{\circ}$ rake angle and $12^{\circ}$ relief angle be suitable for high speed machining
A numerical study based on a delayed detached eddy simulation (DDES) is conducted to investigate the aerodynamic mechanism behind the suppression of vortex-induced vibrations (VIVs) of twin box girders by central grids, which have an inhibition effect on VIVs, as evidenced by the results of section model wind tunnel tests. The mean aerodynamic force coefficients with different attack angles are compared with experimental results to validate the numerical method. Next, the flow structures around the deck and the aerodynamic forces on the deck are analyzed to enhance the understanding of the occurrence of VIVs and the suppression of VIVs by the application of central grids. The results show that shear layers are separated from the upper railings and lower overhaul track of the upstream girder and induce large-scale vortices in the gap that cause periodical lift forces of large amplitude acting on the downstream girder, resulting in VIVs of the bridge deck. However, the VIVs are apparently suppressed by the central grids because the vortices in the central gap are reduced into smaller vortices and become weaker, causing slightly fluctuating lift forces on the deck. In addition, the mean lift force on the deck is mainly caused by the upstream girder, whereas the fluctuating lift force is mainly caused by the downstream girder.
This paper attempts to assess the Basel Committee's bank supervisory standards and capital adequacy rules, and thereby rethink whether global convergence in banking regulation is desirable. To that end, it seeks to address the impetus for the creation of the Basel Committee, and explore driving forces behind the internationalization of bank regulatory and supervisory standards. Following the historical and theoretical analysis of the internationalization of bank regulatory standards, the movement toward global standards in banking is reviewed. More importantly, this paper seeks to explore the origins of the Basel Accord on bank capital adequacy. To do so, it largely relies on current theories on the process of negotiating the capital adequacy standards in the areas of political science and international political economy. At this point, this study takes a position as a break against the force of international market failure logic that has enjoyed an exceptionally positive reception among economists, political scientists, and legal experts. Nonetheless, it does not intend to freeze the international coordination and cooperation of banking regulation. Given the understanding of the politics behind the creation of the Basel Accord, this paper evaluates the Basel Accord of 1988 and the new capital adequacy framework(Basel II), and then moves beyond the assessment of the capital adequacy standards In doing so, this study draws lessons from Basel in search of a just world order in the global finance.

A numerical study was made of flow behind a circular cylinder in a uniform flow, where the cylinder was rotationally oscillated in time. The temporal behavior of vortex formation was scrutinized over broad ranges of the two externally specified parameters, i.e., the dimensionless rotary oscillating frequency (.110.leq. $S_{f}$.leq..220) and the maximum angular amplitude of rotation (.theta.$_{max}$=15 deg., 30 deg. and 60 deg.). The Reynolds number (Re= $U_{{\inf}D}$.nu.) was fixed at Re=110. A fractional-step method was utilized to solve the Navier-Stokes equations with a generalized coordinate system. The main emphasis was placed on the initial vortex formations by varying $S_{f}$ and .theta.$_{max}$. Instantaneous streamlines and pressure distributions were displayed to show the vortex formation patterns. The vortex formation modes and relevant phase changes were characterized by measuring the lift coefficient ( $C_{L}$) and the time of negative maximum $C_{L}$( $t_{-C}$$_{Lmax}$) with variable forcing conditions.s.tions.s.s.s.
Neuropathic pain is often refractory to intervention because of the complex etiology and an incomplete understanding of the mechanisms behind this type of pain. Glial cells, specifically microglia and astrocytes, are powerful modulators of pain and new targets of drug development for neuropathic pain. Glial activation could be the driving force behind chronic pain, maintaining the noxious signal transmission even after the original injury has healed. Glia express chemokine, purinergic, toll-like, glutaminergic and other receptors that enable them to respond to neural signals, and they can modulate neuronal synaptic function and neuronal excitability. Nerve injury upregulates multiple receptors in spinal microglia and astrocytes. Microglia influence neuronal communication by producing inflammatory products at the synapse, as do astrocytes because they completely encapsulate synapses and are in close contact with neuronal somas through gap junctions. Glia are the main source of inflammatory mediators in the central nervous system. New therapeutic strategies for neuropathic pain are emerging such as targeting the glial cells, novel pharmacologic approaches and gene therapy. Drugs targeting microglia and astrocytes, cytokine production, and neural structures including dorsal root ganglion are now under study, as is gene therapy. Isoform-specific inhibition will minimize the side effects produced by blocking all glia with a general inhibitor. Enhancing the anti-inflammatory cytokines could prove more beneficial than administering proinflammatory cytokine antagonists that block glial activation systemically. Research on therapeutic gene transfer to the central nervous system is underway, although obstacles prevent immediate clinical application.
This work numerically investigates the effects of Reynolds number ReD (= 100 - 150), cross-sectional aspect ratio AR = ( 0.25 -1.0), and attack angle α (= 0° - 90°) on the forces, Strouhal number, and wake of an elliptical cylinder, where ReD is based on the freestream velocity and cylinder cross-section height normal to the freestream flow, AR is the ratio of the minor axis to the major axis of the elliptical cylinder, and α is the angle between the cylinder major axis and the incoming flow. At ReD = 100, two distinct wake structures are identified, namely 'Steady wake' (pattern I) and 'Karman wake followed by a steady wake (pattern II)' when AR and α are varied in the ranges specified. When ReD is increased to 150, an additional wake pattern, 'Karman wake followed by secondary wake (pattern III)' materializes. Pattern I is characterized by two steady bubbles forming behind the cylinder. Pattern II features Karman vortex street immediately behind the cylinder, with the vortex street transmuting to two steady shear layers downstream. Inflection angle αi = 32°, 37.5° and 45° are identified for AR = 0.25, 0.5 and 0.75, respectively, where the wake asymmetry is the greatest. The αi effectively distinguishes the dependence on α and AR of force and vortex shedding frequency at either ReD. In Pattern III, the Karman street forming behind the cylinder is modified to a secondary vortex street. At a given AR and α, ReD = 150 renders higher fluctuating lift and Strouhal number than ReD = 100.
