  • Haze or fog is a common natural phenomenon. In foggy weather, the captured pictures are difficult to be applied to computer vision system, such as road traffic detection, target tracking, etc. Therefore, the image dehazing technique has become a hotspot in the field of image processing. This paper presents an overview of the existing achievements on the image dehazing technique. The intent of this paper is not to review all the relevant works that have appeared in the literature, but rather to focus on two main works, that is, image dehazing scheme based on atmospheric veil and image dehazing scheme based on dark channel prior. After the overview and a comparative study, we propose an improved image dehazing method, which is based on two image dehazing schemes mentioned above. Our image dehazing method can obtain the fog-free images by proposing a more desirable atmospheric veil and estimating atmospheric light more accurately. In addition, we adjust the transmission of the sky regions and conduct tone mapping for the obtained images. Compared with other state of the art algorithms, experiment results show that images recovered by our algorithm are clearer and more natural, especially at distant scene and places where scene depth jumps abruptly.

  • Daily measutements of visibility on 09 LST have been made at a rural site in Chong-won, Chong-book since 1991 to find out a possible influence of emissions of anthropogenic pollutants and water vapout in urban and rural environments. Daily visibility data collected over four-year period were compared with the available visibility and air quality data obtainde from other stations. Detailed examinations of our data showed that the frequency of fog occurrence (visibility .leq. 1 km) at a rural site (KNUE) was at least three times higher (77 days per year) than the frequency of fog both in Chong-ju city (19 days) and at the Air Force Base(AFB) in the rural area. We interpret that the higher frequency of fog at KNUE was due to abundant water vapour in the Mieho River (upstream of the Keum River) area. In Chong-ju city, fog usually continued for a relatively long duration, while it dissipated simewhat faster in the rural environment due to higher solar radiation in the countryside area. The number of misty (.leg. 6 km) days (including foggy days) at KNUE were 235 days as compared with 135 days at the AFB and 67 days in Chong-ju city. In turn the number of days with low visibility (less than 6 km) at KNUE was about 64% per year. Since the moisture alone in a calm morning does not produce a visibility impairment, there must had abundant condensation nuclei including anthropogenic air pollutants. Air pollution was examined, for instance, average values of TSP for November and December 1993 were 115 and 116.mu.g/m$^{3}$, respectively. We conclude that the above mentioned environmental conditions with moisture are favourable for the formation of fog and mist in the rural sampling site at KNUE. Additionally, we found at least 10 days of acid fog at KNUE in September 1994 alone. Measured pH values in the acid for water were in the range of 4.36 .sim. 5.01 with the mean value of 4.51 Our observations suggested that strikingly acid fog do occur occasionally even in the rural environment.

  • Seasonal threshold values for fog detection over the ten airport areas in the Korean Peninsula have been derived, using the satellite-observed data of polar-orbit (Aqua/Terra MODIS) and geostationary (GOES-9) during two years. The values are obtained from reflectance at 0.65 ${\mu}m$ $(R_{0.65})$ and the difference in brightness temperature between 3.7 ${\mu}m$ and 11 ${\mu}m$ $(T_{3.7-11})$. In order to examine the discrepancy between the threshold values of two kinds of satellites, the following parameters have been analyzed under the condition of daytime/nighttime and fog/clear-sky, utilizing their simultaneous observations over the Seoul Metropolitan Area. The parameters are the brightness temperature at 3.7 ${\mu}m$ $(T_{3.7})$, the temperature at 11 ${\mu}m$ $(T_{11})$, and $T_{3.7-11}$ for day and night. The $R_{0.65}$ data are additionally included in the daytime. The GOES-9 thresholds over the nine airport areas except the Cheongju airport have revealed the accuracy of 60% in the daytime and 70% in the nighttime, based on statistical verification as follows; FAR, POD and CSI. However, the accuracy decreases in the foggy cases with twilight, precipitation, short persistence, or the higher cloud above fog.

  • Detecting moving objects from a video sequence is a fundamental and critical task in video surveillance, traffic monitoring and analysis, and human detection and tracking. It is very difficult to detect moving objects in a video sequence degraded by the environmental factor such as fog. In particular, the color of an object become similar to the neighbor and it reduces the saturation, thus making it very difficult to distinguish the object from the background. For such a reason, it is shown that the performance and reliability of object detection and tracking are poor in the foggy weather. In this paper, we propose a novel method to improve the performance of object detection, combining a haze removal algorithm and a local histogram-based object tracking method. For the quantitative evaluation of the proposed system, information retrieval measurements, recall and precision, are used to quantify how well the performance is improved before and after the haze removal. As a result, the visibility of the image is enhanced and the performance of objects detection is improved.

  • It is difficult to use a recognition algorithm of an image in a foggy environment because the color and edge information is removed. One of the famous defogging algorithm is haze removal by using 'Dark Channel Prior(DCP)' which is used to predict for transmission rate using color information of an image and eliminates fog from the image. However, in case that the image has factors such as sunset or yellow dust, there is overemphasized problem on the color of certain channel after haze removal. Furthermore, in case that the image includes an object containing high RGB channel, the transmission related to this area causes a misestimated issue. In this paper, we purpose an enhanced fog elimination algorithm by using improved color normalization and haze rate revision which correct mis-estimation haze area on the basis of color information and edge information of an image. By eliminating the color distortion, we can obtain more natural clean image from the haze image.

  • High mortality and slow growth of seedling generally occurred in tray due to cold, foggy weather and severe seedling blight. Mechanical transplanting is hampered, farmers having economic loss. A sustainable method for raising mat type seedling is necessary. Experiments were conducted on disease control and seedling growth in dry seasons. Fungicides treated/untreated seeds were sown 120-130g in each tray containing pulverized fine grain loam/sandy loam soils. Seed covered with a thin layer of soil and irrigated. It was polythene covered (PC) for 72h and then every night along with 2/3 sprinkler irrigation (SI) per day. Untreated seedlings infected 53-93%. Pyraclostrobin, Azoxystrobin and Azoxystrobin+Difeconazole treated seeds/sprayed (72h) seedlings had no disease. Seedling height was 11.7-13.2 cm with compact and thick root mat at 25 days. Seeds treated at 0.2-0.3% (18-20h) showed no disease but severely in untreated seeds in all locations. Seedling height (13.8 cm), leaf age (3.7) and root number (8.5) were better when NPK were applied at 3-4-3 g/tray. Spraying of urea (1%) in addition with MOP, theovit and $ZnSo_4$ at 0.6-0.6-0.2% on 7 and $15^{th}$ days was also effective. PC showed significant growth (29.1-34.5%). Root mat was not good in flooded irrigation (FI). Disease was higher in SI (66.7-97.3%) than FI (0.7-3.7%) in untreated seeds regardless of polythene use. The protocol would be effective for raising mat type seedling in cold environment.

  • Cloud/fog water was collected at Daegwallyeong, a typical clean environmental area, by using an active fog sampler during the foggy period in 2002, The pH ranged from 3,7 to 6,5 with a mean of 5,0, but the pH calculated from average concentrations of $H^+$ was 4.4. $SO_4^{2-},\;NO_3^-\;and\;NH_4^+$ were predominant ions with average concentrations of 473,3, 463,3 and $576,0\;{\mu}eq/L$, respectively, This showed that cloud/fog water was slightly acidified, but the concentrations of major pollutants were as high as those for polluted area, suggesting effect from long range transported pollutants, Samples were categorized into four groups (E, W, S, N) by applying 48-h back trajectory analysis using the Hybrid Single-Particle Largrangian Integrated Trajectory (HYSPLIT) model. Concentrations of seasalt $(Na^+\;and\;Cl^-)$ were the highest for group E, indicating large input of seasalts by air masses transported from the East Sea. The concentrations of $SO_4^{2-}$ were slightly higher in group W but the difference was not significant. However, the concentrations of $NO_3^-$ were significantly higher in group W than those in other three groups, The median values of cloud/fog water pH for group N and W were below 4,5, which is significantly lower than median values in group E and group S, This suggests that the acidifying pollutants were transported from the Asia continents and Seoul metropolitan area cause acidification of the cloud/fog water in Daegwallyeong.

  • In this study, meteorological characteristics concerning the occurrence of fog are analyzed using 4-years $(2000\~2003)$ data at Chuncheon and the probability of prediction is investigated. From the analysis of meteorological characteristics, the fog at Chuncheon occurred before sunrise time and disappeared after that time and lasted for $2\~4$ hours. When fog occurred, on the whole, wind direction was blew the northerly and wind speed was below 2.1m/s. Especially, about $42\%$ of foggy day fell on the calm $(0\~0.2\;ms^{-1})$ conditions. The difference between air temperature and dew point temperature near the surface were mainly less than $2^{\circ}C$. For the lack of water surface temperature, the water surface temperature was calculated by using Water Quality River Reservoir System (WQRRS) and then it was used as the surface boundary condition of MM5. The numerical experiment was carried out for 2 days from 1300 LST on 14 October 2003 to 1300 LST on 16 October 2003 and fog was simulated at dawn on 15 and 16 October 2003. Simulated air temperature and dew point temperature indicate the similar tendency to observation and the simulated difference between air temperature and dew point temperature has also the similar tendency within $2^{\circ}C$. Thus, the occurrence of fog is well simulated in the terms of the difference between air temperature and dew point temperature. Horizontal distribution of the difference between air temperature and dew point temperature from the numerical experiment indicates occurrence, dissipation and lasting time of fog at Chuncheon. In Chuncheon, there is close correlation between the frequency of fog day and outflow from Soyang reservoir and high frequency of occurrence due to the difference between air and cold outlet water temperature.

  • Typical Retro-reflectors installed on road have problems such as limiting a driver's visibility at night when it is foggy or rainy. On the other hand, LED illuminated studs, called cat's eye system, extends a driver's visibility under these conditions. In this paper, we present a design of the LED cat's eye system using solar energy that can sustain vehicles with about 30-ton weight and is compliant with the IP68 code for water proof as IEC standard 60529. In addition, we propose a scheme of designing a LED driving circuit consuming low power to take into accounts cold weather or rainy season with limited sunlight. This LED cat's eye studs is currently installed and used on expressway and bike route nationally as well as overseas.

  • Surveillance cameras in national border and coastline area often occur the video distortion because of rapidly changing weather and light environments. It is positively necessary to enhance the distorted video quality for keeping surveillance. In this paper, we propose an adaptive video enhancement algorithm in the various environment changes. To solve an unstable performance problem of the existing method, the proposed method is based on Retinex algorithm and uses enhanced curves which is adapted in foggy and low-light conditions. In addition, we mixture the weighted HSV color model to keep color constancy and reduce noise to obtain clear images. As a results, the proposed algorithm improves the performance of well-balanced contrast enhancement and effective color restoration without any quality loss compared with the existing algorithm. We expect that this method will be used in surveillance camera systems and offer help of national defence with reliability.
