An Economic Evaluation Study of Office Remodeling and Green-remodeling Projects : A Simulation Approach to a Rental Office in GBD, Seoul (생애주기를 고려한 오피스 건물의 리모델링과 그린리모델링의 경제성 평가 연구 : 서울시 강남업무지구의 임대오피스 사례)

  • Due to a waste of energy in korea, about 525,000 which are 75 percent of total buildings are at least 15 years old buildings that need remodeling. There are two current remodeling systems. One is a remodeling system to reduce a waste of resources from the reconstruction. The other is a green-remodeling system aimed to energy savings and reducing environmental costs. This study is to analyze quantitatively these current systems with respect to the cost-benefit caused by the life cycle and suggests the political and institutional implications through the interpretation of the results. For a quantitative analysis, we analyzed reducing maintenance costs and rent benefits with simulation by using opportunity costs, construction costs, plan costs and supervision costs as expense variables and using the reduced floor area ratio, institutional incentives, energy, water resources and certified emission reduction(CER) as benefit variables. As a result of the empirical study, the green-modeling was more beneficial in the field of environment such as the energy savings, however, the final benefits of remodeling which has no green building certification costs but more floor area ratio incentives were more economical. The green-remodeling system focused on reducing environmental costs and energy savings needs a equatable institutional incentive system.

A Study on the Actual Conditions of the Utilization of Closed Schools in Gyeongnam Area (경남지역 폐교의 활용실태에 관한 연구)

  • The purpose of this study is to present the basic data for the active use of closed schools by analyzing the actual conditions of closed schools in Gyeongnam area. As a method of this study, we examined the population change in Gyeongnam area through the literature survey and the internet site survey, and grasped the characteristics of the policies related to the closed school. Through the homepage survey of the local education financial alerts, we analyzed the contents, location, period after the closure, land area, and total floor area of the closed schools that have been in use or invaluable as of March 2017. As the results, In the case of self-utilization, the utilization rate of educational facilities was overwhelmingly high. In the case of lease utilization, the utilization ratio was higher in the order of education facilities, income increase facilities, and cultural facilities. Overall, 62.8% of the closed schools are located in the base towns (urban areas). The average of the period after the closure was 16.2 years, the land area average was $9,291.1m^2$, and the total area average was $1,153.8m^2$.

  • This study explores changes of industrial scales and building activities in the semi-industrial area of Seoul's Seong-su, responding to the shifts of industrial structures and policies in the Korean society. The purpose of this study is to investigate patterns of construction activities of factory buildings in the Seong-su semi-industrial area by analyzing changes in industrial facilities. As a result of the analysis, the change of the factory building area come out from the recent survey implies the possibility of entrepreneurial inflow as much and the new constructions and some remodeling cases which are characterized by complexity seem to correspond to the industrial structure. However, it is unreasonable to believe that this phenomenon is a mainstream movement involving small-scale factory buildings and companies. This is because there are aspects that are not included in this movement, such as changing the use of buildings without accompanying physical changes. On the other hand, compared to various movements of individual companies in response to the industrial structure, the physical plan suggests a limited alternative centering on the floor area ratio and the building area ratio. This means that the efforts to attract and grow the power of knowledge based-industry through the designation of the Industrial Development Promotion District in part of the case sites, overlook the natural change through remodeling and reuse of existing buildings. In addition, considering the fact that the production space of industrial use can be greatly influenced by the behavior of users compared to general buildings such as residential and commercial, it is necessary to pay attention to various phenomena occurring in the area more locally than the uniform supply policy. Based on these findings, this study contributes to illuminate the legal system related to building act in the Seong-su semi-industrial area and the potential direction of architectural suggestions in related policies and researches.

A Study on the Spread of Apartments Using the Correlation Analysis among Housing Statistics Indices (주택통계 지표간의 상관분석을 이용한 아파트 주거 확산에 관한 고찰)

  • This study is to find some clues about background or causes of the mass supply of apartments in Korea in terms of correlation analysis using 30 indices extracted from the representative housing statistics data. Some findings include that the supply ratio of apartments is deeply related to 'average floor area ratio' and 'the construction amount of Dagagu housing and Dasedae housing' from the perspective of housing flow. Instead, from the perspective of housing stock, the supply amount of apartments is strongly related to 'housing redevelopment construction' and 'housing construction by public sector'. These indices are involved deeply in the spread of apartments, however, because the indices that used in the analysis are mutually highly related and the indices related to housing policy or system are absent, a critical index for the spread of apartments was not found.

A Study on Related System of Building Greening in Japan (일본의 건축물 녹화 관련제도 연구)

  • In recently, building greening to improve the urban environment is a very important areas. Thus, in order to promote the building greening is needed for the arrangement of its related system. In this study, analyzed the related system in Japan and the results obtained are as follows. Related system in Japan are to promote the spread of compulsory and dissemination of guidance. And to promote the spread of dissemination of guidance are to allowed a system to be included in green area of the site required, plans to loan the costs of greening, plans to subsidize the cost of greening, tax reduction and exemption, incentive on floor area ratio, plant supply and other technical guidance system. In conclusion, in order to promote the building greening note the related system of Japan and our related system should be arranged.

  • The study is to provide the guidelines for the classification of residential zoning System in Seoul which reflect district characteristics. To this end, we first identify the problems the residential areas of Seoul are facing, and set up the policy goals and guidelines for refinding the zoning system for residential areas. Also, this study reviewed density control in he classification of residential zoning system, based on the guidelines of density, which included height, ratio of total floor to ground area, and land distribution.

  • The risk of a fire in a building is closely related to the usage of the building. In particular, all fires that occur in a building are not risky to safety of human life, and it is associated with the combustion area and the increase of total floor area of the building. Therefore, this study focused on safety of human life in terms of the statistics of fire with considering the aspect of growing fires and analyzed the statistical data of fire for 10 years. As for the analysis on fire, the time of occurrence by usages of buildings, frequency of occurrence and the ratio of casualties etc. were analyzed. It is expected that results of this study could be used for evaluations on a variety of parts in terms of design, construction and maintenance of buildings.

Preliminary ALARA residual radioactivity levels for Kori-1 decommissioning and analysis of results and effects of remediation area

  • The effects of nearby residents and the public by the residual contamination from the decommissioning of nuclear facilities should comply with the dose criteria, and whether additional remediation action is necessary from the ALARA perspective must be determined. Therefore, we analyzed the requirements of ALARA action levels and performed preliminary ALARA evaluation. The ratio of residual contamination concentration to DCGL was calculated for the basement fill and the building occupancy mode. The results showed that the additional remediation actions below DCGL are not justified. In addition, we analyzed the effect of remediation area. It was noted that the increase of the remediation area showed a positive correlation with the Conc/DCGL value in the basement fill mode. On the other hand, in the building occupancy mode, since the floor area of the building is the target of remediation and has the effect of increasing the same as the evaluation area of the building occupants, but due to the difference in the amount of increase, the Conc/DCGL showed a negative correlation. We expect the approach and method of ALARA evaluation can be utilized for concrete cost-benefit calculation during the decommissioning or at the time of remediation.

Study on the Utilization of Sawdust Bedding Barn for Dairy Cows II. Comparision of utilization efficiency of the different depth of sawdust bedding for dairy cows (착유우의 톱밥발효우사 이용 연구 제2보 :착유우 톱밥발효우사의 톱밥상 처리방법에 따른 이용효과 비교)

  • This study was carried out to investigate the effect of depth of sawdust bedding and ground material in dairy cattle barn. Treatment included the concrete floor with a 10cm or 30cm sawdust and the earth floor with a 30cm sawdust. Eighteen cows were assigned to 3 pens with 16.5㎥/head bedding area. The results obtained were as follows : 1. The temperature of sawdust bed was highest in the earth floor with 30cm sawdust, and the moisture content of sawdust bed was highest in the concrete floor with 10cm sawdust bed. 2. Cows defecate feces 9.2, 8.7 and 9.3 times a day in 10cm sawdust on concrete floor(10S+C), 30cm sawdust on concrete floor(30S+C) and 30cm sawdust on non concrete floor(30S+ NC) respectively. In average, they excreta 9.1 times/day(85.8%) in the sawdust beds and 1.5 times/day(14.2%) in the feeding alley. 3. The ratio of daily water amount deposited vapor to total water amount deposited in sawdust beds was 74.0%, 61.5% and 47.1% in 10S+C, 30S+C and 30S+NC respectively. 4. N.P.K contents in the sawdust beds were higher for 10S+C compared with other treatments. 5. When 30cm of sawdust was applied on the earth ground NO$_3$-N contents in the sawdust bed was 37.7, 14.1 and 15.0ppm in depth of 30, 60 and 90cm under the ground, respectively, indicating some possibility of water pollution.

An Asbestos Risk Assessment and Areal Distribution of Asbestos Containing Materials in Public Buildings (석면함유 공공 건축물의 위해성 평가 및 면적 분포 특성)

  • Objectives: This study, aims to examine the distribution characteristics of asbestos-containing building materials; risk assessment and area of distribution of asbestos-containing building materials depending on year of construction; building materials; types of building materials; and usage in public buildings in order to create fundamental data for safe management of public buildings. Methods: The asbestos investigation was conducted by an asbestos research institution from March to May 2014, targeting 41 public buildings which were subject to asbestos investigation in South Chungcheong-do Province. With respect to 381 presumed asbestos-containing materials, an investigation was conducted into whether they contained asbestos, asbestos type, content, year of construction, and use in the building were examined, and a risk assessment was performed. Results: Asbestos-containing building materials were used in 35 buildings(85.4%). Among them, 31(88.6%) were public buildings. Asbestos was detected in 73% of 381 suspected asbestos-containing materials, which were mostly ceiling materials (85.2%). The older the buildings, the more they showed a tendency to have a significantly higher risk assessment score. The ratio of average area with asbestos-containing building materials to total floor area was 57.6%, 44.1%, and 17.8% for buildings built in the 1980s, 1990s, and 2000s, respectively. This showed a tendency to be significantly higher with the age of the building. Conclusions: From the results above, it can be concluded that with the age of the buildings, the risk assessment score and the ratio of average area with asbestos-containing building materials to total floor area became significantly higher. Given the concern about the exposure to asbestos of residents and civil petitioners, safety management of older public buildings and measures for dismantling and removal of asbestos-containing building materials should therefore be urgently established.
