This study assessed the flood vulnerability of Jeju-do depending on climate change using VESTAP. The results showed that the flood vulnerability of Jeju-do in the future (2020s, 2030s and 2040s) will increase continuously compared to the present time (2010s). In particular, the flood vulnerability of Jeju-si is expected to be higher than Seogwipo-si prior to 2030s. Conversely, the flood vulnerability of Seogwipo-si is expected to be higher than Jeju-si after 2030. These analysis results confirmed the characteristics of flood vulnerability between Seogwipo-si and Jeju-si and the growth of flood vulnerability entirely within Jeju-do.
In this study, a new technique for evaluating the flood vulnerability of river banks is proposed. For this purpose, flood quantities of the basin were estimated based on the future climate change scenarios and the infiltration stability was evaluated by analyzing the infiltration behavior using SEEP/W which is a 2D groundwater infiltration model of the levee. The size of the river levee was investigated. The size of river levee was investigated by selecting the target area. The safety factor of the levee was analyzed considering the current flood level of the levee and the flood level considering the climate change. The factor needed to analyze the levee vulnerability was derived. We analyzed the vulnerability of the levee considering the change of the levee level according to the climate change scenarios. Levee Flood Vulnerability Index (LFVI) were used to evaluate the vulnerability of the levee.

Recently, flood has been increased due to climate change resulting in numerous damages for humans and properties. The main objective of this study was to suggest a methodology to estimate the flood vulnerability using Potential Flood Damage (PFD) concept. To evaluate the PFD at a spatial resolutions of city/county units, the 19 representative evaluation indexing factors were carefully selected for the three categories such as damage target ($F_{DT}$), damage potential ($F_{DP}$) and prevention ability ($F_{PA}$). The three flood vulnerability indices of $F_{DT}$, $F_{DP}$ and $F_{PA}$ were applied for the 162 cities and counties in Korea for the pattern classification of potential flood damage. It is expected that the supposed PFD can be utilized as the useful flood vulnerability index for more rational and practical protection plans against flood damage.

Climate change is intensifying storms and floods around the world. Where nature has been destroyed by development, communities are at risk from these intensified climate patterns. This study was to suggest a methodology for estimating flood vulnerability using Potential Flood Damage(PFD) concept and classify city/county about Potential Flood Damage(PFD) using various typology techniques. To evaluate the PFD at a spatial resolutions of city/county units, the 20 representative evaluation indexing factors were carefully selected for the three categories such as damage target(FDT), damage potential(FDP) and prevention ability(FPA). The three flood vulnerability indices of FDT, FDP and FPA were applied for the 167 cities and counties in Korea for the pattern classification of potential flood damage. Potential Flood Damage(PFD) was classified by using grouping analysis, decision tree analysis, and cluster analysis, and characteristics of each type were analyzed. It is expected that the suggested PFD can be utilized as the useful flood vulnerability index for more rational and practical risk management plans against flood damage.
In this study, a new methodology was proposed to evaluate the flood vulnerability of river levee and to investigate the effect on the levee where the water level changes according to climate change. The stability of levee against seepage was evaluated using SEEP/W model which is two-dimensional groundwater infiltration model. In addition to the infiltration behavior, it is necessary to analyze the vulnerability of the embankment considering the environmental conditions of the river due to climate change. In this study, the levee flood vulnerability index (LFVI) was newly developed by deriving the factors necessary for the analysis of the levee vulnerability. The size of river levee was investigated by selecting the target area. The selected levees were classified into upstream part, midstream part and downstream part at the nearside of Seoul in the Han river, and the safety factor of the levee was analyzed by applying the design flood level of the levee. The safety ratio of the levee was analyzed by applying the design flood level considering the current flood level and the scenario of climate change RCP8.5. The degree of change resulting from climate change was identified for each factor that forms the levee flood vulnerability index. By using the levee flood vulnerability index value utilizing these factors comprehensively, it was finally possible to estimate the vulnerability of levee due to climate change.

We constructed the regional flood risk and damage magnitude using hazard and vulnerabilities which are climatic, hydrological, socio-economic, countermeasure, disaster probability components for DB construction on the GIS system. Also we developed the Excess Flood Vulnerability index estimation System(EFVS). By the construction of the System, we can perform the scientific flood management for the flood prevention and optional extreme flood defenses according to regional characteristics. In order to evaluate the performance of system, we applied EFVS to Anseong-chen in Korea, and the system's stabilization is appropriate to flood damage analysis.
This Study aims to demonstrate how much flood vulnerability in urban area changed for the past 32 years by using the panel model. At the same time, this study strives to determine the primary factors and to construct an effective counter-plan by means of empirical research. After selecting research hypotheses based on considerations of issues concerning causes for urban flooding, their relevance is put to the test by conducting empirical research in individual case locations. This research verifies the four research hypotheses by using one-way error component regression model. In conclusion, this research has shown that urban land use and local characteristics act as significant flood determinants, with forests acting to reduce flood dangers. Moreover, constructing embankments can no longer represent a reliable flood control policy. The changes in future flood control policies need to incorporate local characteristics and to minimize natural destruction, so that humans and nature can coexist through environmentally friendly flood management policies.

In this study, spatial patterns of the urban flood vulnerability index in Seoul are examined by considering climate exposure, sensitivity, and adaptability associated with floodings for recent 5 year (2006~2010) period by the smallest administrative unit called Dong. According to the results of correlation analyses based on the IPCC(Intergovernmental Panel on Climate Change)'s vulnerability model, among many variables associated with urban flooding, rainwater tank capacity, 1-day maximum precipitation and flood pumping station capacity have statistically-significant, and relatively-high correlations with the number of flood damage in Seoul. The flood vulnerability map demonstrates that the extensive areas along Anyang and Joongnang streams show relatively high flood vulnerability in Seoul due to high sensitivity. Especially in case of Joongnang stream areas, climatic factors also contribute to the increase of flood vulnerability. At local scales, several Dong areas in Gangdong-gu and Songpa-gu also show high flood vulnerability due to low adaptability, while those in Gangnam-gu do due to high sensibility and climate factor such as extreme rainfall events. These results derived from the flood vulnerability map by Dong unit can be utilized as primary data in establishing the adaptation, management and proactive policies for flooding prevention within the urban areas in more detail.

The purpose of this study was to evaluate climate change vulnerability over the agricultural infrastructure in terms of flood and drought using principal component analysis. Vulnerability was assessed using vulnerability resilience index (VRI) which combines climate exposure, sensitivity, and adaptive capacity. Ten flood proxy variables and six drought proxy variables for the vulnerability assessment were selected by opinions of researchers and experts. The statistical data on 16 proxy variables for the local governments (Si, Do) were collected. To identify major variables and to explain the trend in whole data set, principal component analysis (PCA) was conducted. The result of PCA showed that the first 3 principal components explained approximately 83 % and 89 % of the total variance for the flood and drought, respectively. VRI assessment for the local governments based on the PCA results indicated that provinces where having the relatively large cultivation areas were categorized as vulnerable to climate change.
In this study, we propose a new method for evaluating the vulnerability to flooding river levee. The purpose of this study is to examine how to apply the factors necessary to calculate the proposed levee flood index. To do this, the safety flood level was analyzed by applying the planned flood level. The levee flood vulnerabilities index was calculated based on seven factors such as freeboard, levee crown section, levee section ratio, safety factor, raised spot length, Seepage line change degree, and critical velocity.
