The risk assessment model for dam and levee is applied to a river where two adjacent dams are located in the upstream of the watershed. "A" dam is proven to be safe with 200-year precipitation and unsafe with PMP condition, whereas "B" dam to be safe with 200-year precipitation and PMP condition. The computed risk considering the uncertainties of the runoff coefficient. initial water depth and relevant data of the dam and spillway turn out to be equivalent results in Monte-Carlo and AFOSM method. In levee risk model, this study addresses the uncertainty of water surface elevation by Manning's equation. Monte-Carlo simulation with the variations of Manning's roughness coefficient is calculated by assuming that it follows atriangular distribution. The model can be used for preparing flood risk maps, flood warning systems, and establishing nation's flood disaster protection plan.

This studies were established to find out the characteristics of frequency distributiom for the number of occurrence and magnitude, probable flood flows according to the return periods, design floods, and design frequency factors for the studying basins in relation to the risk levels which can be correlated with design return period and the life of structure in the non-annual exceedance series. Eight watersheds along Han, Geum, Nak Dong and Seom Jin river basin were selected as studying basins. The results were analyzed and summarized as follows. 1. Poisson distribution and Exponential distribution were tested as a good fitted distributions for the number of occurrence and magnitude for exceedance event, respectively,at selected watersheds along Han, Geum, Nak Dong and Seom Jin river basin. 2.Formulas for the probable flood flows and probable flood flows according to the return periods were derivated for the exponential distribution at the selected watersheds along Han, Geum, Nak Dong, and Seom Jin river basin. 3.Analysis for the risk of failure was connected return period with design life of structure in the non-annual exceedance series. 4.Empirical formulas for the design frequency factors were derivated from under the condition of the return periods identify with the life of structure in relation to the different risk levels in the non-annual exceedance series. 5.Design freguency factors were appeared to be increased in proportion to the return periods while those are in inverse proportion to the levels of the risk of failure. Numerical values for the design frequency factors for the non-annual exceedance series ware appeared generally higher than those of annual maximum series already published by the first report. 6. Design floods according to the different risk levels could be derivated by using of formulas of the design frequency factors for all studying watersheds in the nor-annual exceedance series.
In identifying flood vulnerable areas, three methods are generally deployed: the geomorphology method which is based on topographic features; the past evidence method based on observed data of past actual floods; and, prediction of flood areas through hydrologic models. This study aims to improve the prediction model of the geomorphology method through the application of fuzzy method in GIS modeling. The generally used GIS method of superimposing thematic map layers assumes crisp boundaries of the layers, which results in either risk-averse solutions or risk-taking solutions. The introduction of fuzzy concepts to processing of evaluation criteria (DEM, slope, aspect) solves this problem. As the result of applying the fuzzy method to a test site in the west Nak-Dong river, similar flood vulnerable areas were predicted as when using the conventional Boolean criteria. The resulting map, however, showed varying degree of uncertainty of flooding in these areas. This extra information is deemed to be valuable in taking phased actions during flood response, leading to a more effective and timely decision-making.

Flooding events often result from extreme precipitations driven by various climate mechanisms, which are often disregarded in flood risk assessments. To bridge this gap, we propose a climate-mechanism-based flood frequency analysis that accommodates the direct linkage between the dominant climate processes and risk management decisions. Several statistical methods have been utilized in this approach including the Markov Chain analysis, K-nearest neighbor (KNN) resampling approach, and Z-score-based jittering method. After that, the impacts of climate change are associated with the modification of the transition matrix (TM) and the application of the quantile mapping approach. For this study, we have selected the Nam River Basin, South Korea, to consider the heterogeneous impacts of the two climate mechanisms, including the Tropical Cyclone (TC) and non-TCs. Based on our results, while both climate mechanisms have significant impacts on future flood extremes, TCs have been observed to bring more significant and immediate impacts on the flood extremes. The results in this study have proven that the proposed approach can lead to a new insights into future flooding management.

Floods are the most common natural disasters and are annually causing severe destructions worldwide. Human activities, along with expected increased extreme precipitation patterns as a result of climate change enhance the future potential of floods. There are proven evidence that infrastructure based responses to flood disaster is no longer achieving optimum mitigation and have created a false sense of security. Nature-based solutions(NBS) is a widely accepted sustainable and efficient approach for disaster risk reduction and involves the protection, restoration, or management of natural and semi-natural ecosystems to tackle the climate and natural crisis. Adoption of NBS in decision-making, especially in developing nations is limited due to a lack of sufficient scenario-based studies, research, and technical knowledge. This study explores the knowledge gap and challenges on NBS adoption with case study of developing nation, specially for flood management, by the study of multiple scenario analysis in the context of climate, land-use change, and policies. Identification and quantification of the strength of natural ecosystems for flood resilience and water management can help to prioritize NBS in policymaking leading to sustainable measures for integrated flood management.

Recently, the flood frequency and magnitude have increased due to heavy rainfall. Considering the present condition, a flood risk map has been published in many countries to raise awareness about flood damage to people. A flood inundation analysis model, which is used to publish the flood risk map, can be classified as river and inland inundation models according to the inundation cause. Although a variety of flood inundation analysis models are utilized both domestically and overseas, their usability is limited by the expensive price, except for the HEC-RAS model developed by U.S. Army Corps of Engineers (USACE). In the situation, the USACE has developed a 2-D HEC-RAS model that can be linked to the existing 1-D model. This model has been released as a beta version under the name, HEC-RAS 5.0. In this study, the HEC-RAS 5.0 model's features, usability, applicability, and accuracy were evaluated by comparing the performances on Gokgyo-cheon with the FLUMEN model, which is used for domestic flood risk mapping. The results of this study will contribute to river inundation analysis in many different ways after the HEC-RAS 5.0 model is stabilized.

This study aims to effectively respond to urban local rainstorms by classifying the risk against flood damage for each use district. The risk classification is based on sensitivity analysis of the socio-economic damage caused by local rainstorms in Changwon city, Korea by a Fuzzy model using data, such as the districts that provide institutional bases for land use, land prices, which estimate the property values, and floor area ratios, which measures the density and areas of flood damage. The analysis result indicated that flood damage in five districts of Changwon (Masan happo-gu, Masan Hoewon-gu, Sungsan-gu, Euichang-gu, and Jinhae-gu) is highest in the order of commercial areas, residential areas, industrial areas, and forests, which was attributed to high land price and floor area ratio of commercial areas. On the other hand, specific analysis in Masan Hoewon-gu and Sungsan-gu was different from the previous result, indicating that the risk against flood damage may vary according to the districts depending on their local conditions. The analysis from this study can be applied to future urban planning and be used as a guideline to estimate the potential flood damage. Overall, this study is meaningful in that it proposes an effective management of land use as a new resolution to mitigate of urban flood damage within a broader perspective of climate change and urbanization.

Although desire for living without hazardous damages grows these days, threats from natural disasters which we are currently exposed to are quiet different from what we have experienced. To cope with this changing situation, it is necessary to assess the characteristics of the natural disasters. Therefore, the main purpose of this research is to suggest a methodology to estimate the potential property loss and assess the flood risk using a regional regression analysis. Since the flood damage mainly consists of loss of lives and property damages, it is reasonable to express the results of a flood risk assessment with the loss of lives and the property damages that are vulnerable to flood. The regional regression analysis has been commonly used to find relationships between regional characteristics of a watershed and parameters of rainfall-runoff models or probability distribution models. In our research, however, this model is applied to estimate the potential flood damage as follows; 1) a nonlinear model between the flood damage and the hourly rainfall is found in gauged regions which have sufficient damage and rainfall data, and 2) a regression model is developed from the relationship between the coefficients of the nonlinear models and socio-economic indicators in the gauged regions. This method enables us to quantitatively analyze the impact of the regional indicators on the flood damage and to estimate the damage through the application of the regional regression model to ungauged regions which do not have sufficient data. Moreover the flood risk map is developed by Flood Vulnerability Index (FVI) which is equal to the ratio of the estimated flood damage to the total regional property. Comparing the results of this research with Potential Flood Damage (PFD) reported in the Long-term Korea National Water Resources Plan, the exports' mistaken opinions could affect the weighting procedure of PFD, but the proposed approach based on the regional regression would overcome the drawback of PFD. It was found that FVI is highly correlated with the past damage, while PFD does not reflect the regional vulnerabilities.

The objective of this study is to present countermeasures for mitigation of flood damage with inundation analysis considering the effect of inland and river flood and prediction of flood inundation area, depth and time against emergencies caused by abnormal flood and local torrential rainfall. In this study, 2-D inundation analysis was fulfilled on the basis of river flood analysis applying to HEC-HMS and FLDWAV model and inundation analysis applying to SWMM model for the area of Shineum-dong, Gimcheon-si. Also expected inundation depth and area about probable rainfall of 100 and 200 years frequency were suggested. If expected inundation depth and flooding area is presented on the basis of this inundation analysis considering the effect of inland and river flood, it would be an important preliminary data to establish structural and nonstructural countermeasures for flood prevention. Also if flood risk map is prepared based on the result of inundation analysis, it would be useful to evacuate residents in high-risk area and regulate road and vehicle.

This research is on the methodology of flood risk assessment using flooding characteristic values. Necessity of design magnitude for flood control considering floods was judged by plotting peak flow with respect to frequency and duration, and flooding magnitude was defined with 6 flooding characteristic values which were proposed to be significant factors when assessing flooding magnitude. Precipitation data used in the assessment modeling were applied by combining all the possible precipitation events. After overlapping the simulated results with precipitation matrix by flooding characteristic values, contour map was drawn, and Flooding characteristic contour graph for possible rainfall events were suggested in respect of all possible precipitation. Flooding characteristic contour graph for possible rainfall events was confirmed that reducing of damage magnitude of each flood characteristic value was figured out easily. The flood risk assessment methods suggested in this study would be a good reference for urban drainage system design, which only focuses on pipe conduit.
