This study is aimed at suggesting optical communication equipment that can deliver high quality video information in high speed, to efficiently handle the flood and water pollution in the river basin. This system is cheaper than existing equipment, and can monitor optical Internet as well as the condition of equipment. Generally, the communication equipment to prevent flood is installed in an unmanned control box and operated by the flood control office situated at the fiver mouth in a long distance section. Therefore, it is hard to promptly cope with communication interruptions, which occur by the cutting or aging of the optical cable. Under the circumstances, this study suggested an efficient system that can deliver high quality video information in high speed (Optical Transmission Convert System) by using optical fiber. The system also solves problems by making use of automatic protection switching (APS) when an accident happens. Its real-time monitoring function gives notice of the problem-occurring points. The system is expected to be widely used in various areas such as intelligent traffic systems.

New Zealand suffers from regular floods, these being the most common source of insurance claims for damage from natural hazard events in the country. This paper describes the origin and distribution of the largest floods in New Zealand, and describes the systems used to monitor and predict floods. In New Zealand, broad-scale heavy rainfall (and flooding), is the result of warm moist air flowing out from the tropics into the mid-latitudes. There is no monsoon in New Zealand. The terrain has a substantial influence on the distribution of rainfall, with the largest annual totals occurring near the South Island's Southern Alps, the highest mountains in the country. The orographic effect here is extreme, with 3km of elevation gained over a 20km distance from the coast. Across New Zealand, short duration high intensity rainfall from thunderstorms also causes flooding in urban areas and small catchments. Forecasts of severe weather are provided by the New Zealand MetService, a Government owned company. MetService uses global weather models and a number of limited-area weather models to provide warnings and data streams of predicted rainfall to local Councils. Flood monitoring, prediction and warning are carried out by 16 local Councils. All Councils collect their own rainfall and river flow data, and a variety of prediction methods are utilized. These range from experienced staff making intuitive decisions based on previous effects of heavy rain, to hydrological models linked to outputs from MetService weather prediction models. No operational hydrological models are linked to weather radar in New Zealand. Councils provide warnings to Civil Defence Emergency Management, and also directly to farmers and other occupiers of flood prone areas. Warnings are distributed by email, text message and automated voice systems. A nation-wide hydrological model is also operated by NIWA, a Government-owned research institute. It is linked to a single high resolution weather model which runs on a super computer. The NIWA model does not provide public forecasts. The rivers with the greatest flood flows are shown, and these are ranked in terms of peak specific discharge. It can be seen that of the largest floods occur on the West Coast of the South Island, and the greatest flows per unit area are also found in this location.
The objective of this study was to investigate the applicability of new vegetation revetment techniques. The applicability of revetments was confirmed with respect to flood safety as well as environmental consideration. The safety against flood was examined through an in situ experiment at Dong-moon Stream located in Paju and a laboratory experiment. The environment-friendly characteristics of revetments were analyzed by using the results of a 2-year in situ monitoring. It was found that the revetments investigated in this study had a safety capability against floods and high vegetating capability. Application ranges of design factors were suggested for each revetment developed in this study.
Reservoir turbidity flows degrade the efficiency and sustainability of water supply system in many countries located in monsoon climate region. A decision support system called RTMMS aimed to assist reservoir operations was developed for the real time monitoring, modeling, and management of turbidity flows induced by flood runoffs in Daecheong reservoir. RTMMS consists of a real time data acquisition module that collects and stores field monitoring data, a data assimilation module that assists pre-processing of model input data, a two dimensional numerical model for the simulation of reservoir hydrodynamics and turbidity, and a post-processor that aids the analysis of simulation results and alternative management scenarios. RTMMS was calibrated using field data obtained during the flood season of 2004, and applied to real-time simulations of flood events occurred on July of 2006 for assessing its predictive capability. The system showed fairly satisfactory performance in reproducing the density flow regimes and fate of turbidity plumes in the reservoir with efficient computation time that is a vital requirement for a real time application. The configurations of RTMMS suggested in this study can be adopted in many reservoirs that have similar turbidity issues for better management of water supply utilities and downstream aquatic ecosystem.
In river with bar, the characteristics of its physical conditions have a close relationship with bar morphology. In this paper, a monitoring approach of bar transformation in the Han River Estuary is presented using RADARSAT/SAR Images. The estuary is divided into North and South Korea and its area is blocked by CCL(Civil Control Line). Satellite remote sensing, therefore, is uniquely suited to monitoring bar transformation. Based on SAR signatures for bars, bar transformation is investigated from 2000 to 2005, and monitoring of suspended-silt transportations from terrestrial runoff is tried to understand the morphology during the events of severe rain storm. SAR data did not reveal clearly the bar locations because of most of data acquisitions during high tides from 6.8 m to 9.0 m. Even though the problem, it could be said that in the estuary vegetated area and natural levees are developed well, but bars and shifted after an event like a flood. It is also showed that suspended solids such as silt transported through the estuary could contribute highly to a sedimentation environment around Incheon.

본 연구에서는 1998년 8월 12일 홍수가 발생했을때 충청북도 옥천, 보은 지역을 촬영 한 RADARSAT 위성영상을 이용하여 수계지역 추출 및 홍수지역 모니터링을 수행하였다. 이를 위해서 RADARSAT 영상에 대해 전처리를 수행하고, 전처리된 영상과 수치고도모형으로부터 생성된 경사도 자료를 이용하여 홍수발생시 수계영역을 추출하였다. 추출된 수계영역과 기존의 토지이용 현황도를 이용하여 침수지역의 현황을 분석하고, 토지이용별 침수면적을 산정하였다. 나아가 수치고도모형과 홍수시 수계를 이용하여 금강권 유역의 호우로 인해 증가된 유량을 간접적으로 산정하였다.

The rainfall estimates give sufficiently accurate information to map areas which have received the minimum rainfall necessary for outbreaks of pests such as locusts, thus cutting down the cost of searching for likely outbreak sites. At the other end of the scale, satellite rainfall estimates can be used to give timely warnings of changes in river levels and the likelihood of floods in large river catchments.(omitted)
Global climate change and urbanization have various demerits, such as water pollution, flood damage, and deterioration of water circulation. Thus, attention is drawn to Nature-based Solution (NbS) that solve environmental problems in ways that imitate nature. Among the NbS, urban wetlands are facilities that perform functions, such as removing pollutants from a city, improving water circulation, and providing ecological habitats, by strengthening original natural wetland pillars. Frequent monitoring and maintenance are essential for urban wetlands to maintain their performance; therefore, there is a need to apply the Internet of Things (IoT) technology to wetland monitoring. Therefore, in this study, we attempted to develop a real-time wetland monitoring device and interface. Temperature, water temperature, humidity, soil humidity, PM1, PM2.5, and PM10 were measured, and the measurements were taken at 10-minute intervals for three days in both indoor and wetland. Sensors suitable for conditions that needed to be measured and an Arduino MEGA 2560 were connected to enable sensing, and communication modules were connected to transmit data to real-time databases. The transmitted data were displayed on a developed web page. The data measured to verify the monitoring device were compared with data from the Korea meteorological administration and the Korea environment corporation, and the output and upward or downward trend were similar. Moreover, findings from a related patent search indicated that there are a minimal number of instances where information and communication technology (ICT) has been applied in wetland contexts. Hence, it is essential to consider further research, development, and implementation of ICT to address this gap. The results of this study could be the basis for time-series data analysis research using automation, machine learning, or deep learning in urban wetland maintenance.

The geumjunggu of the onchunchun which is the upper stream have been maintained as a too much picture to become a concrete lining about existing low flow channel and the reservoir water protecting banks for the reason of the flow of an upper stream steep slope and back of the shortage of the channel area in a suitableness interval. This research made a rating-curve to decide since to ensure against risks to the flood control through the undo of the rivers. And we found the speed of current of a nature undo interval and existing concrete interval and water level change out. A result from this natural disposition we must apply as a data for the research about the plan to be established in the rivers maintenance basis plan of onchunchun.
