Improving Potential Flood Damage for Basin Flood Mitigation Safety Level (유역 치수안전도를 위한 홍수피해잠재능의 개선)

  • 홍수피해잠재능(Potential Flood Damage: PFD)은 면 개념을 도입함으로써 치수단위구역의 치수특성 및 사회경제적인 가치를 함께 평가할 수 있도록 고안된 지수로 이미 여러 유역에서 시행되고 있는 유역종합 치수계획 사업에서 사용되고 있으나, 몇 가지 중요한 문제점이 꾸준히 제기되어 왔다. 본 연구에서는 우선 다음과 같은 이론적 문제점을 검토하였다. PFD는 처음 제안될 당시 (이하 기존 PFD) '잠재성'과 '위험성'라는 두 가지 요소가 곱해지는(multiplicative) 형태로 구성된 후 '위험성' 요소 안에 '가능성'과 '방어능력'이 더해지는 (additive) 형태를 취하고 있었다. 그러나 본 연구에서는 (이하 수정 PFD) '피해대상', '피해가능성', 그리고 '방어취약성'이 모두 곱해져야 이론적으로 타당함을 제시하였다. 기존 PFD는 '방어취약성'이 0의 값, 즉 홍수에 대한 완전방어를 의미하는 값에 가까워져도 PFD 값이 0에 수렴하지 않는 반면, 수정 PFD는 위의 경우 홍수 피해잠재능이 0에 수렴하는 것을 요소별 시나리오 모의를 통해서 확인할 수 있었다. 두 번째로 본 연구에서는 PFD를 이용하여 유역의 목표치수안전도 설정 방안을 제시하였다. PFD의 물리적인 의미가 무차원화 된 피해량 임을 전제로, 피해대상으로부터 목표방어율을 설정한 후 이에 해당하는 목표방어취약성을 계산하는 절차를 전개하였다. 추후 이 방법을 실제 자료에 적용하여 검증하는 연구가 이어져야 할 것이다.

  • Various characteristics of creek were not considered in designing creek for a long time. As result of that, a lot of reverse functions have been present in creek. In this study, a presentation of creek damage was investigated and differences river form creek design standards were analyzed. The damage of creeks accounts for 37.3 percent of total damage of rivers over the last 6 years. Besides, government should spend more money in restoring creeks. Considering that maintenance rate of domestic creeks is 37 %, counterplan should be prepared to prevent the damage of creeks. There are many kinds of causes in destroyed creek round. Specially, most damage was secondary that was caused by increase of flood elevation according to decrease in conveyance, local scour around structures, and failures because of inappropriate structures such as bridge, culvert, crossbeam, and drop in creek. These destroy types are in bend area. However, current creek design standards do not suggest solutions to prevent damages. Currently, there are no standards for bridge, and appropriate hight and width of culvert. Standards for crossbeam and drop could not reflect characteristics of creek. Therefore, it is need to improve the creek design standards for appropriate design and construction. That could improve flood control and prevention of creeks.

  • Common hydrological problems of developing countries include poor data management, insufficient measuring devices and ungauged watersheds, leading to small or unreliable data availability. This has greatly affected the adoption of artificial intelligence techniques for flood risk mitigation and damage control in several developing countries. While climate datasets have recorded resounding applications, but they exhibit more uncertainties than ground-based measurements. To encourage AI adoption in developing countries with small ground-based dataset, we propose data augmentation for regression tasks and compare performance evaluation of different AI models with and without data augmentation. More focus is placed on simple models that offer lesser computational cost and higher accuracy than deeper models that train longer and consume computer resources, which may be insufficient in developing countries. To implement this approach, we modelled and predicted streamflow data of the Asa River Watershed located in Ilorin, Kwara State Nigeria. Results revealed that adequate hyperparameter tuning and proper model selection improve streamflow prediction on small water dataset. This approach can be implemented in data-scarce regions to ensure timely flood intervention and early warning systems are adopted in developing countries.

  • Flood inundation analysis system using GIS has been developed to simulate inundation in airport drainage areas. The model developed in this study has been synthetically presented and constructed the preprocess for database construction and input data preparing through a graphic user interface, GUI system and the postprocess processing graphically output resulted in mainprocess analysis model linked GIS(ArcView/Avenue). The mainprocess analysis model was simulated in real phenomenon caused by inflow of storm sewer system by simulation flooding due to backwater effect and surcharged flow in storm sewer system by simulating interaction coupling the overland flow analysis model and storm sewer system analysis model. In the future, the flood inundation analysis system developed in this study will be a great contribution to systematic decision-making for establishing the flood-mitigation management and facilities improvement plan to flooding damage in airport.

  • Recently the natural damage associated with flood disaster has been dramatically increased. Especially, inundation in the urban area causes serious damage to people and assets because of the concentration of infrastructure and population growth. The purpose of this study is to develop a new urban inundation model combining a storm sewer system model and a 2D overland-flow model for the estimation inundation depth In urban area caused by the surcharge of storm sewers. The movement of water in the studied urban watershed is characterized by two components, namely, the storm sewer flow component and the surcharge-induced inundation component. The model was applied to Goonja and Jangan catchments. Inundated depths were presented to demonstrate model simulation results. The simulation results can help the authority decide preventing flood damages by redesigning and enlarging the capacities of storm sewer systems in the inundation-prone areas. The model can also be applied to make the potential inundation area map and establish flood-mitigation measures as a part of the decision support system for flood control authority.

  • Structural flood defensive alternatives have been evaluated based on economic feasibility, riskiness of safety and sustainability. Social problems associated with structural flood defensive alternatives such as dams, flood control channels, etc. are currently issued. The evaluation items of policy presented in KDI(2001) are should be modified in order to resolve the social problems. Hence, this study conducted a questionnaire survey of public servants, researchers, and engineers to obtain how to determine evaluation items for policy assessment and to compute their weights in the analytic hierarchy process. This study also compared the weights of the items in KDI(2000) with the weights from the survey in this study. The policy assessment weight was estimated higher than KDI(2000). This result suggests that social awareness increases and the analysis of policy becomes important for selecting optimal structural defensive alternatives.

Prediction of Loss of Life in Downstream due to Dam Break Flood (댐 붕괴 홍수로 인한 하류부 인명피해 예측)

  • In this study, to estimate loss of life considered flood characteristics using the relationship derived from analysis of historical dam break cases and the factors determining loss of life, the loss of life module applying in LIFESim and loss of life estimation by means of a mortality function were suggested and applicability for domestic dam watershed was examined. The flood characteristics, such as water depth, flow velocity and arrival time were simulated by FLDWAV model and flood risk area were predicted by using inundation depth. Based on this, the effects of warning, evacuation and shelter were considered to estimate the number of people exposed to the flood. In order to estimate fatality rates based on the exposed population, flood hazard zone is assigned to three different zones. Then, total fatality numbers were predicted after determining lethality or mortality function for each zone. In the future, the prediction of loss of life due to dam break floods will quantitatively evaluate flood risk and employ to establish flood mitigation measures at downstream applying probabilistic flood scenarios.

  • The environmental damage caused by river-improvement and slope of incision cliff can dest habitations of animate nature and it takes long time for restoration. River system constructed with stability of flood control, fine biotope, harmony with surroundings should be need to protect and restore nature. Therefore, in this study, conduct comparative experiment in various methods which are stable hydraulically and develop vegetation on revetment of bank, stream bed protection and disaster prevention aspect.

  • 본 논문에서는 삼수원신안강모형(三水源新安江模型)으로 한국 위천유역에 대하여 홍수예보를 모의하였다. 결과 신안강모형(新安江模型)은 위천유역의 홍수를 비교적 정확하게 모의하였고 평균 모형 효율성 계수는 0.93이나 되었으므로 홍수예보를 적용하는데 적합하다. 신안강모형(新安江模型)은 습윤 반습윤지구의 축만유출(蓄滿流出)의 모형으로서 초기 토양함수량이 풍부한 흥수에 대해서는 정확도가 매우 높다. 그러므로 홍수예보를 하는데 있어서 신안강모형(新安江模型)이 광범한 실용가치가 있다고 예상된다.

  • The field survey of a tsunami damage is carried out to collect and obtain real data. There data can be used to make the countermeasures against possible tsunami attackings. In the survey, many data collecting techniques such as interviewing with local people, taking pictures of the inundated field, recording the location by the GPS, measuring the level and distance of the maximum flood level can be used for practical and effective survey.
