Parameter Estimation for Nash Model and Diskin Model by Optimization Techniques (최적화 기법을 이용한 Nash 모형과 Diskin 모형의 매개변수 추정)

  • This study examines the applicability of the Nash model and the Diskin model, which are linear and nonlinear runoff models, respectively, by applying optimization techniques to the parameter calibration of the two models. Nonlinear programming which is one of traditional optimization techniques and Genetic Algorithm which has been actively applied recently are used in this study. The Nash and Diskin models which use the calibrated parameter with a flood events are applied to a different flood event in Soyang Dam basin. The results obtained from the parameter calibration show slight discrepancy depending upon the flood events. It has been found in the comparion between the observed hydrograph and the hydrographs obtained from the parameter calibration that the Diskin model can better simulate the observed hydrograph than the Nash model can, especially, for the peak flow. This can be analyzed that the Diskin model which is a nonlinear runoff model is better off in simulating the nonlinear characteristic of the rainfall-runoff process.

Effects of Sand Supply and Artificial Floods on Periphyton in the Downstream of a Dam (Yangyang Dam, Korea) (모래 공급과 인공 홍수가 양양댐 하류하천의 부착조류에 미치는 영향)

  • Dam construction in a river can change its hydrological pattern and trap sediments, which results in ecological changes in the downstream. It is a common phenomenon in the downstream of dams to have decreased sediment flow and increased periphyton. Artificial floods and sediment application are suggested as mitigation practices in order to simulate natural process of flood; transporting sediment and sloughing periphyton off. In this study the effects of artificial floods on periphyton were examined by applying sand artificially and discharging water from a dam (Yangyang Dam, Korea). The study area has been suffering from turbidity problems caused by shore erosion of the dam. The accumulation of inorganic sediments and increase of periphyton on the river bottom are the major factors of habitat deterioration in the downstream reaches. Artificial flood and artificial addition of sand was performed in summer and the effects were measured. Piles of applied sands were washed off easily by discharge and it enhanced the periphyton sloughing effect. The removal efficiency of periphyton was 50 ~ 80% within the 2 km reach from the dam. In conclusion artificial floods and sand application can be a good mitigation measure for the habitat rehabilitation after a dam construction in streams.

  • This study simulated the flood inundations of the Nakdong River catchment running through Yangsan, a small city located in the south eastern area of Korea by using the depth averaged two-dimensional hydrodynamic numerical model. The numerical model employs the staggered grid system including moving boundary and a finite different method to solve the Saint-Venant equations. A second order upwind scheme is used to discretize the nonlinear convection terms of the momentum equations, whereas linear terms are discretized by a second order Leap-frog scheme(Cho and Yoon, 1998). The numerical model was applied to a real topography to simulate the flood inundation of the Yangsan basin in Yangsan. The numerical result for urban district was visualization for three dimension. These results can be essentially utilized to construct the three dimensional inundation map after building the GIS-based database in local public organizations in order to protect the life and property safely.

Flood Inundation Analysis in Urban Area Using XP-SWMM (XP-SWMM 모형을 이용한 도심지역 침수해석)

  • Current domestic research is to demonstrate the effectiveness and efficiencies of flood prevention measures through one-dimensional numerical analysis and this study's object is to help water managers to make the efficient decisions by applying the two-dimensional urban run off model XP-SWMM model in the flooded area and comparing with the flood prevention measures. Statistics were analyzed, based on the data collected from Cheongju Weather Service from 1967 to 2011 for 45 years. 50 years Flood frequency simulations of water flow capacity analysis of the target area for flooded areas $539,548m^2$, inundation depth 1.0 m, was analyzed by inundation time of 48 minutes. When comparing with the constructions of bypass road and underground storage facilities to increase the water flow capacity of A1 small drainage areas as flood protection, if you install a batching target underground detention basin with a capacity of $13,500m^3$, it is expected that the flood by rainfall with frequency of 50 years will be resolved completely. In preparation for extreme weather in the future flood mitigation measures, underground storage tank installation is considered a better efficient way.

Integration Model for Urban Flood Inundation Linked with Underground Space Flood Analysis Model (지하공간 침수해석모형과 연계한 도시침수해석 통합모형)

  • An irregular cell-based numerical model was developed to analyze underground space flooding. In this model, the flow characteristics in underground space were computed by link-node system. Also, the model can simulate the underground flood flow related to the influence of stairs and wall-structures. Empirical discharge formula were introduced to analyze weir-type flow for shopping mall, and channel-type flow for subway railroad respectively. The simulated results matched in reasonable range compared with the observed depth. The dual-drainage inundation analysis model and the underground space flood analysis model were integrated using visual basic application of ArcGIS system. The developed model can help the decision support system of flood control authority for redesigning and constructing flood prevention structures and making the potential inundation zone, and establishing flood-mitigation measures.

Rainfall Forecasting Using Satellite Information and Integrated Flood Runoff and Inundation Analysis (II): Application and Analysis (위성정보에 의한 강우예측과 홍수유출 및 범람 연계 해석 (II): 적용 및 분석)

  • In this study(II), The developed rainfall forecast model was applied to the NakDong River Basin for the heavy rainfall on 6th to 16th of August in 2002. The results demonstrated that the rainfall forecasts of 3 hours lead time showed good agreement with observed data. The inundation aspect of simulation depends on actual levee failure in the same basin. Rainfall forecasts were used for flood amount computation in the target watershed. Also the flood amount in the target watershed was used on boundary condition for flood inundation simulation in a protected lowland and a river. The results of simulation are consistent with actuality inundation traces and flood level data of the target watershed. This study provides practical applicability of satellite data in rainfall forecast of extreme events such as heavy rainfall or typhoon. Also this study presented an advanced integrated model of rainfall, runoff, and inundation analysis which can be applicable for flood disaster prevention and mitigation.

Reframing Sustainability in Consideration of Climate Change and Natural Hazards: Focusing on the U.S. Natural Hazards Mitigation Trend and Case Analysis (기후변화시대 자연재해를 고려한 지속가능개발 개념의 재정립: 미국 방재동향 및 사례 분석을 중심으로)

  • The main purpose of this study is to reframe sustainability or sustainable development concept in the field of planning in consideration of climate change and natural hazards. The new concept is expected to provide a theoretical foundation for upcoming hazard mitigation measures addressing climate change. The first and main argument of the new concept is that environmental protection should be inclusive enough to address urban (or community) security from current natural hazards. The second is that the balance between structural and nonstructural mitigation measures is critical to cope more effectively with extreme natural hazards in the era of climate change and also with conflicts driven by three goals of sustainability--environmental protection, economic development, and social justice. The following studies, based on this new concept of sustainablity, are expected (1) to address new participation methods for the conflict resolution, (2) to explore detailed and substantive planning strategies and creative technical and institutional solutions for environmental protection, natural hazard mitigation, and conflict resolution. Two of APFM(the Associated Programme on Flood Management)'s three natural hazard risk criteria, Exposure and Vulnerability, may guide the exploration.

Real-Time Forecast of Rainfall Impact on Urban Inundation (강우자료와 연계한 도시 침수지역의 사전 영향예보)

  • This study aimed to establish database of rainfall inundation area by rainfall scenarios and conduct a real time prediction for urban flood mitigation. the data leaded model was developed for the mapping of inundated area with rainfall forecast data provided by korea meteorological agency. for the construction of data leaded model, 1d-2d modeling was applied to Gangnam area, where suffered from severe flooding event including september, 2010. 1d-2d analysis result agree with observed in term of flood depth. flood area and flood occurring report which maintained by NDMS(national disaster management system). The fitness ratio of the NDMS reporting point and 2D flood analysis results was revealed to be 69.5%. Flood forecast chart was created using pre-flooding database. It was analyzed to have 70.3% of fitness in case of flood forecast chart of 70mm, and 72.0% in case of 80mm flood forecast chart. Using the constructed pre-flood area database, it is possible to present flood forecast chart information with rainfall forecast, and it can be used to secure the leading time during flood predictions and warning.

  • In recent years, the risk of external flooding of major national facilities has increased significantly since 2000 due to the increase in local heavy rainfall events. For important domestic national facilities, it is necessary to analyze the risk of external flooding as flooding in major sites due to heavy rain can cause functional paralysis in major facilities and ultimately lead to massive trouble events. In order to manage the safety of main facilities and its related facilities at a high level, it is necessary to analyze the degree of disaster such as flood depth, flood flow rate, flood time and flood intensity when extreme floods (LIP) are introduced. In addition, the degree of vulnerability of these related facilities should be assessed and risk assessments should be reassessed through linkage analysis that combines the degree of disaster and vulnerability. By calculating a new flood hazard curve for the flood depth and flood intensity in major national facilities under the heavy rainfall conditions through this study, it is expected to be a basis for the waterproof design of important SOC facilities, flood prevention function design, advancement of flood prevention measures and procedures and evaluation of flood mitigation functions.

The Reducing Effects Analysis of Floods through Washland Construction in Hwapocheon Basin (화포천 유역의 천변저류지 조성을 통한 홍수 저감효과 분석)

  • The disaster with many casualties every year by floods, and the economic loss will occur in Korea. The establishment and the recovery measures are necessary. In this research, we analyzed the effect for reducing flood by making washland in flood season, where is used as the wetland in non-flood season in Hwapocheon basin of Nakdong River, Korea. We prepared draingage of inner basin for flood in the past because the water elevation of Hwapocheon is lower than the water elevation of the Nakdong River. On the other hand, now a days, drainage capacity of the expansion and change of the height of the embankment have limitations, because of the increase in torrential rains. In this study, HEC-RAS is used for the unsteady flow routing for the effectiveness analysis of flood level mitigation in flood season. This analysis was performed according to the scenarios of washland construction location and its scale.
