A modeling system is constructed by integrating an one-dimensional unsteady flow simulation model and a hydrologic model to simulate flood flows in drainage channel networks of paddy field districts. The modeling system's applicability is validated by simulating flood discharges from a paddy field district, which consists of nine paddy fields and one drainage channel. The simulation results are in good agreement with the observed. Particularly, in the verification stage, the relative errors of peak flows and peak depths between the observed and simulated hydrographs range 8.96 to 10.26 % and -10.26 to 2.97 %, respectively. The modeling system's capability is compared with that of a water balance equation-based model; it is revealed that the modeling system's accuracy is superior to the other model. In addition, the simulations of flood discharges from large-sized paddy fields through drainage channels show that the flood discharge patterns are affected by drainage outlet management for paddy fields and physical characteristics of the drainage channels. Finally, it is concluded that to efficiently design drainage channel networks, it is necessary to analyze the results from simulating flood discharges of the drainage channel networks according to their physical characteristics and connectivities.

A one-dimensional flood routing model was formulated to simulate the flood flow of drainage sub-canal using the continuity equation of paddy field and the momentum and continuity equation of drainage sub-canal. The model was applied for evaluating the hydraulic characteristics of drainage sub-canal at large-sized paddy fields. The model applicability was evaluated with field data and the simulated results were in good agreement with the observed data.
Disaster mitigation, especially as a concept similar to damage mitigation caused by heavy rainfalls and flood is closely related to long-term development plan. This plan of an harbor area where is located in lower region is established and carried under consideration of disaster mitigation concept such as internal drainage and so on. Flood damage is somewhat predictable in accordance with height, stream and rainfall characteristics of the region. Therefore it is necessary to establish national and urban plan under consideration of this fact. But this consideration of existing regulation and institution is insufficient and improvement of regulation and institution is needed. This consideration of disaster mitigation fields is regulated declaratively and inclusively in national plan which is established in broad region, and specifically and detailedly in urban plan which is established in narrow region. The program to improve regulation and institution is proposed in order to consider disaster mitigation fields as a level of this plan.
Tidal land reclamation provided water resources and land for agriculture and contributed stable crop production. However, climate change by global warming disrupts the hydrologic circulatory system of the earth resulting in sea level rise and more frequent flood for reclaimed arable land. Recently, Suyu reclaimed paddy field in Jindo-gun experienced prolonged inundation after heavy rainfall and there is a growing risk of flood damage. Onsite survey and flood analysis using GATE_Pro model of Korea Rural Corporation were conducted to investigate causes of flooding. To perform the analysis, input data such as inflow hydrograph, the lowest elevation of paddy field, neap tide level, management level of Gunnae estuary lake at the time of the flood were collected. Flood analysis confirmed that current drainage facilities are not enough to prevent 20year return period flood. The result of analysis showed flooding more than 24hours. Therefore, flood mitigation alternatives such as sluice gate expansion, installation drainage pumping station, refill paddy land, and catch canal were studied. Replacing drainage culvert of Suyu dike to sluice gate and installing drainage pumping station at the Gunne lake were identified as an effective flood control measures. Furthermore, TM/TC (SCADA) system and expert for gate management are required for the better management of drainage for estuary dam and flood mitigation.
In this study, we evaluated flood risk by applying calculation fomula considering practical risk calculated by inundation analysis information through 2D inundation analysis, suggested a plan that provides a standardized information system. Generally, we evaluated flood risk to people and classified four degrees by using inundation depth, velocity, Debris Factor and Flood Hazard Rating relationship because current flood risk assessment method based inundation depth and area was considered to not fully reflect the actual risk to people on flood. We simulated overflow and levee break scenarios according to 500 year and 200 year floods, respectively, by using Flumen which is a 2D flood inundation model for Geumho river basin in Daegu. The result of this study could contribute to inform practical risk information to people in expected flood area. This study can be useful for the fields of disaster estimatingsuch as information analysis, evaluation, planning by offering Risk information based on standardized information system.

This thesis aims to estimate the rainfall runoff from paddy field in a small watershed during irrigation period. When the data observed at the proposed site are not available, the Monthly Runoff Equation of Korean Rivers which was derived from data observed under the following assumptions is used to study the water balance. a. Monthly base flow was assumed as 10. 2mm even if these is no mouthly rainmfall. b. Monthly comsumption of rainfall was ranged from 100 to 2OOmm without relation to the rainfall depth. However, the small watershed which consists mainly of paddy fields encounters severe droughts and accordingly the baseflow is negligible. Under the circumstances the author has developed the following equation called "Flood Irrigation Method for Rainfall Runoff "taking account of the evapotranspiration, precipitation, seepage, less of transportation, etc. R= __ A 7000(1 +F) -5n(n+1)+ (n+1)(Pr-S-Et)] where: R: runoff (ha-m) A: catchment area (ha) F: coefficient of loss (o.o-0. 20) Pr: rainfall (mm) S: seepage Er: evapotranspiration (mm) To verify the above equation, the annual runoff ratio for 28 years was estimated using the Monthly Runoff Equation of Korean Rivers the Flood Irrigation Method and the Complex Hydrograph Method based on meteorological data observed in the Dae Eyeog project area, and comparison was made with data observed in the Han River basin. Consequently, the auther has concluded that the Flood Irrigation Method is more consi- stent with the Complex Hydrograph Method and data observed than the Monthly Runoff Equation of Korean Rivers.
To assess the flood damages and to provide necessary information for preventing future catastrophe, it is necessary to appraise the inundated area with more accurate and rapid manner. This study attempts to evaluate the potential of satellite synthetic aperture radar (SAR) data for mapping of flood inundated area in southern part of Korea. JERS L-band SAR data obtained during the summer of 1997 were used to delineate the inundated areas. In addition, Landsat TM data were also used for analyzing the land cover condition before the flooding. Once the two data sets were co-registered, each data was separately classified. The water surface areas extracted from the SAR data and the land cover map generated using the TM data were overlaid to determine the flood inundated areas. Although manual interpretation of water surfaces from the SAR image seems rather simple, the computer classification of water body requires clear understanding of radar backscattering behavior on the earth's surfaces. It was found that some surface features, such as rice fields, runaway, and tidal flat, have very similar radar backscatter to water surface. Even though satellite SAR data have a great advantage over optical remote sensor data for obtaining imagery on time and would provide valuable information to analyze flood, it should be cautious to separate the exact areas of flood inundation from the similar features.

Understanding the area of the rice paddy fields is important, and suitable for it the remote sensing. SAR is effective to the monitor in Southeast Asia with the rainy season. The detection of the filled rice paddy fields by RADARSAT was tried in the north part of Bangkok Thailand, and in the Mekong river valley Cambodia, which ware the main rice production country in Southeast Asia. We get observation data by RADARSAT and fields all through a year around Bangkok. However, because the flood had occurred on the study area in 2002 observed, the detection only of the rice fields ware difficult.
The objective of this study is a comparison with simulation results of flood inundation by the construction techniques of river topography. For construction of river topography, the data used in this study are 1:5,000 topographic DEM, ASTER DEM and SRTM DEM provided by WMS. Also HEC-RAS and HEC-GeoRAS are applied to analyze of inundation depth and area. Flood inundations are simulated by 3 techniques in return periods and compared with the results. The results of this study are as follows; (1) Comparative analysis of the results shows that they have only a little difference in construction techniques of river topography at midsized catchment. (2) Flood inundations by ASTER DEM is to estimate larger than the other techniques in flood area (3) In case of SRTM DEM, the application can be expected to make use in the fields because of proper results in flood inundation analysis.
A mulberry field and 3 graftage nurseries in Puyo were flooded for 2 to 5 days in 1987 to investigate flood damage. The effect of fertilization upon fall yield in previously flood fields was also studied. The results were : 1. Graftage which received 2 days of flood were alive with decaying leaves submerged under water. Graftages submerged completely for 5 days died, whereas those whose top appeared above the water lived. Graftages which were knocked down by water and scratched by sand, following washing by a fire engine, died. 2. Mulberry trees flooded for 5 days were alive when tops were above the water. 3. Mud soil carried by the flood and deposited on the mulberry had a pH of 6.43, organic matter 2.4%, and available phosphorus of 124ppm. The original sandy soil of the mulberry field had a pH of 5.52, organic matter 0.3%, and available phosphorus of 467ppm. Mud, as a clayey soil with higth fertility, may play a role in soil building. 4. Mulberry from the flooded field showed 3.4% higher yield with additional fertilization than no fertilization. This suggests nitrogen a mobile element, was lost in the flood.
