Urban Flood Vulnerability Assessment Based on FCDM and PSR Framework

  • Flood is a major threat to human society, and scientific assessment of flood risk in human living areas is an important task. In this study, two different methods were used to evaluate the flood in Ulsan City, and the results were comprehensively compared and analyzed. Based on the fuzzy mathematics and VIKOR method of the multi-objective decision system, similar evaluation results were obtained in the study area. The results show that due to the large number of rivers in Ulsan City and the relatively high exposure index, the whole city faces a high risk of flooding. However, fuzzy mathematics theory pays more attention to the negative impact of floods on people, and the adaptability in the Nam-gu District is lower. In contrast, the VIKOR method pays more attention to the positive role of the economy and population in flood protection, and thus obtains a higher score. Both approaches demonstrate that the city of Ulsan faces a high risk of flooding and that its citizens and policymakers need to invest in preventing flood damage.

  • 최근 기후변화로 영향으로 재해의 양상이 다양화 및 대형화되고 있다. 이에 우리나라는 안전한 치수계획을 세우기 위해 수자원장기종합계획에서 홍수위험도 평가를 위해 홍수피해잠재능(Potential Flood Damage, PFD)의 개념이 도입되었다. 하지만, PFD의 문제점이 제기되면서 다양한 연구들이 진행되어왔다. 선행연구 대부분 PFD 인자를 수정·보완하거나 인자를 새로 추가하는 연구들이 진행되었다. 본 연구는 위험성 인자를 내포하고 있는 홍수위험지도를 사용하여 기존의 치수안전도 평가방법을 개선하고, 대상지역인 영·섬진강권역을 중심으로 평가하고자 한다. 본 연구에서 제시한 평가방법은 위험성 요소 및 잠재성 요소 분석, PFD 및 홍수방어수준 분석, 치수안전도 평가로 크게 3가지로 제시하였다. 본 연구에서 제시한 개선된 평가방법은 각종 치수안전도 평가 및 치수계획 수립시 활용될 것으로 기대된다.

PSA기법을 이용한 원자력시설의 핵심구역 파악 (Vital Area Identification of Nuclear Facilities by using PSA)

  • The urgent VAI method development is required since "The Act of Physical Protection and Radiological Emergency that is established in 2003" requires an evaluation of physical threats in nuclear facilities and an establishment of physical protection in Korea. The VAI methodology is developed to (1) make a sabotage model by reusing existing fire/flooding/pipe break PSA models, (2) calculate MCSs and TEPSs, (3) select the most cost-effective TEPS among many TEPSs, (4) determine the compartments in a selected TEPS as vital areas, and (5) provide protection measures to the vital areas. The developed VAI methodology contains four steps, (1) collecting the internal level 1 PSA model and information, (2) developing the fire/flood/pipe rupture model based on level 1 PSA model, (3) integrating the fire/flood/pipe rupture model into the sabotage model by JSTAR, and (4) calculating MCSs and TEPS. The VAT process is performed through the VIPEX that was developed in KAERI. This methodology serves as a guide to develop a sabotage model by using existing internal and external PSA models. When this methodology is used to identify the vital areas, it provides the most cost-effective method to save the VAI and physical protection costs.

Development of flood hazard and risk maps in Bosnia and Herzegovina, key study of the Zujevina River

  • Floods represent extreme hydrological phenomena that affect populations, environment, social, political, and ecological systems. After the catastrophic floods that have hit Europe and the World in recent decades, the flood problem has become more current. At the EU level, a legal framework has been put in place with the entry into force of Directive 2007/60/EC on Flood Risk Assessment and Management (Flood Directive). Two years after the entry into force of the Floods Directive, Bosnia and Herzegovina (B&H), has adopted a Regulation on the types and content of water protection plans, which takes key steps and activities under the Floods Directive. The "Methodology for developing flood hazard and risk maps" (Methodology) was developed for the territory of Bosnia and Herzegovina, following the methodology used in the majority of EU member states, but with certain modifications to the country's characteristics. Accordingly, activities for the preparation of the Preliminary Flood Risk Assessment for each river basin district were completed in 2015 for the territory of Bosnia and Herzegovina. Activities on the production of hazard maps and flood risk maps are in progress. The results of probable climate change impact model forecasts should be included in the preparation of the Flood Risk Management Plans, which is the subsequent phase of implementing the Flood Directive. By the foregoing, the paper will give an example of the development of the hydrodynamic model of the Zujevina River, as well as the development of hazard and risk maps. Hazard and risk maps have been prepared for medium probability floods of 1/100 as well as for high probability floods of 1/20. The results of LiDAR (Light Detection and Ranging) recording were used to create a digital terrain model (DMR). It was noticed that there are big differences between the flood maps obtained by recording LiDAR techniques in relation to the previous flood maps obtained using georeferenced topographic maps. Particular attention is given to explaining the Methodology applied in Bosnia and Herzegovina.

DNAPL Removal Mechanisms and Mass Transfer Characteristics during Cosolvent-Air Flooding

  • The concurrent injection of cosolvent and air, a cosolvent-air (CA) flood was recently suggested for a dense nonaqueous phase liquid (DNAPL) remediation technology. The objectives of this study were to elucidate the DNAPL removal mechanisms of the CA flood and to quantify mass transfer rate coefficients during CA flooding. DNAPL removal mechanisms were examined by evaluating the effects of air flow rate and DNAPL solubility and visually documented at a pore-scale. Two serial processes, immiscible displacement and dissolution, were experimentally and visually documented during CA flooding. Mass transfer rate coefficients (K) were computed from the data showing PCE saturation versus time. Results showed that CA floods exhibited higher K values than cosolvent floods without concurrent air injection.   • Floods are the most common natural disasters and are annually causing severe destructions worldwide. Human activities, along with expected increased extreme precipitation patterns as a result of climate change enhance the future potential of floods. There are proven evidence that infrastructure based responses to flood disaster is no longer achieving optimum mitigation and have created a false sense of security. Nature-based solutions(NBS) is a widely accepted sustainable and efficient approach for disaster risk reduction and involves the protection, restoration, or management of natural and semi-natural ecosystems to tackle the climate and natural crisis. Adoption of NBS in decision-making, especially in developing nations is limited due to a lack of sufficient scenario-based studies, research, and technical knowledge. This study explores the knowledge gap and challenges on NBS adoption with case study of developing nation, specially for flood management, by the study of multiple scenario analysis in the context of climate, land-use change, and policies. Identification and quantification of the strength of natural ecosystems for flood resilience and water management can help to prioritize NBS in policymaking leading to sustainable measures for integrated flood management.

Flood analysis for agriculture area using SWMM model: case study on Sindae drainage basin

  • Globally, abnormal climate phenomena have led to an increase in rainfall intensity, consequently causing a rise in flooding-related damages. Agricultural areas, in particular, experience significant annual losses every year due to a lack of research on flooding in these regions. This study presents a comprehensive analysis of the flood event that occurred on July 16, 2017, in the agricultural area situated in Sindaedong, Heungdeok-gu, Cheongju-si. To achieve this, the EPA (United States Environmental Protection Agency) Storm Water Management Model (SWMM) was employed to generate runoff data by rainfall information. The produced runoff data facilitated the identification of flood occurrence points, and the analysis results exhibited a strong correlation with inundation trace maps provided by the Ministry of the Interior and Safety (MOIS). The detailed output of the SWMM model enabled the extraction of time-specific runoff information at each inundation point, allowing for a detailed understanding of the inundation status in the agricultural area over different time frames. This research underscores the significance of utilizing the SWMM model to simulate inundation in agricultural areas, thereby validating the efficacy of flood alerts and risk management plans. In particular, the integration of rainfall data and the SWMM model in flood prediction methodologies is expected to enhance the formulation of preventative measures and response strategies against flood damages in agricultural areas.

Application of Remote Sensing and GIS to Flood Monitoring and Mitigation

  • In 2002 Thailand was faced with severe flooding in the North, Northeast and Central parts of the country caused by heavy rainfall of the monsoonal depression which brought about significant damages. According to the report by the Ministry of Interior and the Ministry of Agricultural and Co-operatives, the total damages were estimated to be about 6 billion bath. More than 850,000 farmers and 10 million livestock were effected. An area of 1,450,000 ha of farmland in 59 Provinces were put under water for a prolonged period. Satellite imageries were employed for mapping and monitoring the flood-inundated areas, flood damage assessment, flood hazard zoning and post-flood survey of river configuration and protection works. By integrating satellite data with other updated spatial and non-spatial data, likely flood zones can be predicted beforehand. Some examples of satellite data application to flood dis aster mitigation in Thailand during 2002 using mostly Radarsat-1 data and Landsat-7 data were illustrated and discussed in the paper. The results showed that satellite data can clearly identify and give information on the status, flooding period, boundary and damage of flooding. For comprehensive flood mitigation planning, other geo-informatic data, such as the elevation of topography, hydrological data need to be integrated. Ground truth data of the watershed area, including the water level, velocity, drainage pattern and direction were also useful for flood forecasting in the future.

우리나라 물관리 체제의 혁신 (Restructuring of Water Governance Institution in Korea)

  • In Korea, water management policy had been successfully conducted until late 1980's. During the period, fundamental needs of human-being, such as requirements of drinking and irrigation waters and flood protection for living, had been satisfied. However, most of recent water problems occurred after the late 1980's such as water quality management and new water resources development, have been unresolved and accumulated. Because, our water governing institutions have become ineffective as water management issue has been changed gradually from fundamental human needs such as water supply and/or flood protection to complex/integrated issues, for example, river restoration. To solve those water problems accumulated, we needs a new paradigm of water governing institution such as setting up national water management committee and river basin committee, in order to coordinate water-related ministries' policies and establish national water resources planning in an integrated format.

하천 수위 예측의 불확실성을 고려한 강변저류지 횡월류부 길이 결정 기법 (Determine the Length of the Side-Weir of Side-Weir Detention Basin Considering the Uncertainty of the Water Level in River)

  • 하천 주변의 도시화와 이상기후 등으로 인해 기존의 하천 위주의 홍수방어는 한계를 보이고 있으며, 이에 따라 유역통합적인 홍수방어대책의 하나로 강변저류지 설치에 대한 요구가 증대되고 있다. 강변저류지를 치수대책에 포함시키기 위해서는 정량적인 홍수조절효과 산정이 필요하며, 이를 위해서는 강변저류지 홍수조절효과에 영향을 미치는 인자들의 불확실성을 줄이기 위한 노력이 필요하다. 특히 하천 수위 예측의 중요 변수인 하천 조도계수는 항상 불확실성을 포함하고 있으므로, 이를 고려한 설계방법이 필요하다. 따라서 본 연구에서는 상대적으로 설계자가 자유롭게 결정할 수 있는 설계인자인 강변저류지의 횡월류부 길이를 이용하여 하천 조도계수의 불확실성을 고려한 강변저류지 설계 기법을 제안하고자 한다. 이를 위해 HEC-RAS 부정류 수치모형을 이용하여 하천 조도계수와 횡월류부 길이 변화가 홍수조절효과에 미치는 영향을 검토하였고, 분석결과를 이용하여 하천의 수위 예측 불확실성을 고려한 횡월류부 길이를 결정하는 기법을 제시하였다. 본 연구에서 제시한 횡월류부 길이 결정 기법은 하천 수위 예측의 불확실성을 해결할 수 있기 때문에 강변저류지의 홍수조절효과를 좀 더 안전측으로 제시하는데 도움이 될 것으로 기대한다.
