In recent, flood inundation damages by hydraulic structure failures have increased drastically and thus a variety of countermeasures were needed to minimize such damages. A real-time flood inundation prediction technique is essential to protect and mitigate flood inundation damages. In the context of real time flood inundation modeling, this study aims to develop a grid based two-dimensional numerical method for flood inundation modeling using globally-available DEM data: SRTM with $90m{\times}90m$ spatial resolution. The newly-developed model guarantees computational efficiency in terms of geometric data processing by direct application of DEM for flood inundation modeling and also have good compatibility with various types of raster data when compared to a commercial model such as FLUMEN. The model, which employed the leap-frog algorithm to solve shallow water and continuity equations, can simulate inundating flow from channel to lowland and also returning flow from lowland to channel by comparing water levels between channel and lowland in real time. We applied the model to simulate the BaekSan levee break in the Nam river during a flood period from August 10 to 13, 2002. The simulation results had good agreements with the field-surveyed data in terms of inundated area and also showed physically-acceptable velocity vector maps with respect to inundating and returning flows.
유량예측은 효과적인 홍수관리 및 수자원 계획을 위한 매우 중요한 재난방지 접근법이다. 현재 기후변화로 인한 집중호우가 나날이 증가하고 있어 막대한 기반시설 손실과 재산, 인명 피해가 발생하고 있다. 본 연구는 미국 테네시주 Hickman County의 Vernon에 있는 Piney Resort의 최근 홍수사례분석을 통해 최대 강우 시나리오에서 유량예측에 대한 강우의 기여도를 측정했다. Piney River 유역내 USGS 두개의 관측소(03602500, 03599500)에서 20년(2000-2019) 동안의 일별 하천 유량, 수위 및 강우 데이터를 수집했고, Long Short Term Memory(LSTM)을 사용하였다. 또한, Tensorflow, Keras Machine learning frameworks, Python을 이용하여 14일로 구별된 유량 값을 예측하였다. 또한, 모델이 2021년 8월 21일의 범람 이벤트를 예측할 수 있었는지를 결정하는 데 사용되었다. 전체 데이터(수위, 유량 및 강우량)가 포함된 LSTM 모델은 일부 강우 모델을 제외하고 지속성 모델보다 우수한 성능을 보였으며, 강우자료만 이용하여 유량예측을 하는 것은 충분하지 않음을 나타냈다. 결과는 LSTM 모델은 0.68 및 13.84m3/s의 최적 NSE 및 RMSE 값을 나타냈고, 가장 낮은 예측 오차로 예측 최대유량은 94m3/s로 나타났다. 향후 강우 패턴에 대한 다양한 분석이 이루어진다면 효율적인 홍수 경보 시스템 및 정책을 설계하는 관련 연구에 도움을 줄 것으로 판단된다.
본 연구에서는 도달시간이 짧은 중소하천유역에서 돌발홍수 발생시 강우에 따른 하천의 수위변화를 신속하고 간편하게 예측하는 홍수예경보 모형을 제시하고 그 적정성을 중랑천 유역에 대해서 검토하였다. 이를 위하여 먼저, 제방안전도 평가와 침수위험구역 조사를 통해 홍수방어목표지점으로 선정하였다. 강우량 및 관측지점수위와 홍수방어 목표지점 수위와의 상관성 분석을 하였으며, 이로부터 홍수방어목표(예보지점)지점의 수위변화를 예측할 수 있는 회귀모형을 산정하였다. 이 때 기초자료로서의 실제강우 조건에 따른 실측 수위자료는 그 범위와 조건의 수가 너무 작음으로, 이를 대신하여 다양한 강우시나리오별 유출분석을 통하여 홍수위들을 산정하고 이를 상관성 분석의 모집단 자료로 사용하였다. 산정된 회귀모형으로부터 적정 선행예보시간에 대한 수위를 산정하고 기상보정계수를 고려하여 예측수위를 보정 결정하는 방안을 제시하였다. 예측수위가 주위보수위(Flood watching level; 계획홍수량의 50 %의 수위)를 초과하는 경우에 예경보를 수행할 수 있는 시스템을 구성하였으며, 실제 호우사항에 대하여 그 적용성을 검토하였다.
The objectives of this research have been focussed on 1) developing prediction techniques for the flash flood and landslide based on rainfall prediction data in agricultural area and 2) developing an integrated forecasting system for the abrupt disasters using USN based real-time disaster sensing techniques. This study contains following steps to achieve the objective; 1) selecting rainfall prediction data, 2) constructing prediction techniques for flash flood and landslide, 3) developing USN and communication network protocol for detecting the abrupt disaster suitable for rural area, & 4) developing mobile application and SMS based early warning service system for local resident and tourist. Local prediction model (LDAPS, UM1.5km) supported by Korean meteorological administration was used for the rainfall prediction by considering spatial and temporal resolution. NRCS TR-20 and infinite slope stability analysis model were used to predict flash flood and landslide. There are limitations in terms of communication distance and cost using Zigbee and CDMA which have been used for existing disaster sensors. Rural suitable sensor-network module for water level and tilting gauge and gateway based on proprietary RF network were developed by consideration of low-cost, low-power, and long-distance for communication suitable for rural condition. SMS & mobile application forecasting & alarming system for local resident and tourist was set up for minimizing damage on the critical regions for abrupt disaster. The developed H/W & S/W for integrated abrupt disaster forecasting & alarming system was verified by field application.
Up to now, a lot of houses, roads and other urban facilities have been damaged by natural disasters such as flash floods and landslides. It is reported that the size and frequency of disasters are growing greatly due to global warming. In order to mitigate such disaster, flood forecasting and alerting systems have been developed for the Han river, Geum river, Nak-dong river and Young-san river. These systems, however, do not help small municipal departments cope with the threat of flood. In this study, a real-time urban flood forecasting service (U-FFS) is developed for ubiquitous computing city which includes small river basins. A test bed is deployed at Tan-cheon in Gyeonggido to verify U-FFS. It is found that U-FFS can forecast the water level of outlet of river basin and provide real-time data through internet during heavy rain. Furthermore, it is expected that U-FFS presented in this study can be applied to ubiquitous computing city (u-City) and/or other cities which have suffered from flood damage for a long time.
An arbitrary representation of an urban drainage sewer system was devised using a geographic information system (GIS) tool in order to calculate the surface and subsurface flow interaction for simulating urban flood. The proposed methodology is a mean to supplement the unavailability of systematized drainage system using high-resolution digital elevation(DEM) data in under-developed countries. A modified DEM was also developed to represent the flood propagation through buildings and road system from digital surface models (DSM) and barely visible streams in digital terrain models (DTM). The manhole, sewer pipe and storm drain parameters are obtained through field validation and followed the guidelines from the Plumbing law of the Philippines. The flow discharge from surface to the devised sewer pipes through the storm drains are calculated. The resulting flood simulation using the modified DEM was validated using the observed flood inundation during a rainfall event. The proposed methodology for constructing a hypothetical drainage system allows parameter adjustments such as size, elevation, location, slope, etc. which permits the flood depth prediction for variable factors the Plumbing law. The research can therefore be employed to simulate urban flood forecasts that can be utilized from traffic advisories to early warning procedures during extreme rainfall events.
기후변화로 증가하는 홍수피해를 대처하기 위해 여러 예측 방법들이 개발되고 있다. 홍수예측의 가장 핵심 요소는 홍수예측을 위한 수문모델의 입력자료로 사용하는 강우에 대한 정확하고 신속한 예측이다. 기존의 레이더 강우를 이용한 Nowcasting 보다 더 많은 대응시간을 확보할 수 있는 중소규모의 기후모델인 WRF(Weather Research Forecast)-ARW(Advanced Research WRF)를 소개하고, 이를 한반도 중부지방의 청미천 지역에 적용하려 한다. WRF-ARW의 적용기간은 2006년 7월 11일부터 7월 23일까지이며 이 결과를 청미천 유역에 있는 강우 관측소들(생극, 삼죽, 설성)의 실제 강우관측소의 관측 값과의 비교에 의해 이 강우 사상에 대해 Thomson scheme(미세물리)와 Kain-Frisch scheme(적운형 매개변수)의 조합이 청미천유역에서 가장 적합한 기후물리 조합이며 Mean Absolute Relative Error를 통해 세 개의 강우관측지점이 0.45 이상의 값을 나타내었다.
To mitigate the damaging impacts of floods, accurate prediction of runoff, streamflow and flood inundation is needed. Conventional approach of simulating hydrology and hydraulics using loosely coupled models cannot capture the complex dynamics of surface and sub-surface processes. Additionally, the scarcity of data in ungauged basins and quality of data in gauged basins add uncertainty to model predictions, which need to be quantified. In this presentation, first the role of integrated modeling on creating accurate flood simulations and inundation maps will be presented with specific focus on urban environments. Next, the use of machine learning in producing streamflow predictions will be presented with specific focus on incorporating covariate shift and the application of theory guided machine learning. Finally, a framework to quantify the uncertainty in flood models using Hierarchical Bayesian Modeling Averaging will be presented. Overall, this presentation will highlight that creating accurate information on flood magnitude and extent requires innovation and advancement in different aspects related to hydrologic predictions.
최근 기후변화로 인하여 빈발하는 수재해는 다목적댐의 운영 및 관리에 있어서 큰 부담으로 다가오고 있으며, 특히 2020년의 집중호우는 댐 관리에서의 홍수조절이 부각되는 계기가 되었다. 본 연구의 목적은 댐 관리자가 별도의 분석없이 홍수조절을 위한 용량과 목표수위를 간편하게 추정할 수 있는 방법론을 제시하는데 있다. 이를 위하여 일 단위의 댐 유입량과 방류량 계열에 빈도대응법을 적용하여 동일 재현빈도를 가지는 누적확률분포쌍으로 유도한 후 홍수유입량의 비율로 표현되는 홍수유입 대비 저류체적비 관계를 유도하고 그 특성을 분석하였다. 연구결과에 따라서, 소양강댐은 홍수유입체적의 45%, 충주댐은 홍수유입체적의 39%를 평균적으로 일시 저류함으로서 홍수조절에 기여하는 것으로 나타났다. 또한, 홍수유입 대비 저류체적비를 활용하여, 댐 홍수유입량을 기준으로 필요한 홍수조절용량과 목표수위를 간편하게 추정하기 위한 방법론과 도표를 제시하였다. 본 연구에서 제시된 방법과 기상청의 강우예측을 통하여 댐의 홍수조절을 위한 목표수위를 추정하는데 참고자료로서 활용 가능할 것으로 판단된다.
New Zealand suffers from regular floods, these being the most common source of insurance claims for damage from natural hazard events in the country. This paper describes the origin and distribution of the largest floods in New Zealand, and describes the systems used to monitor and predict floods. In New Zealand, broad-scale heavy rainfall (and flooding), is the result of warm moist air flowing out from the tropics into the mid-latitudes. There is no monsoon in New Zealand. The terrain has a substantial influence on the distribution of rainfall, with the largest annual totals occurring near the South Island's Southern Alps, the highest mountains in the country. The orographic effect here is extreme, with 3km of elevation gained over a 20km distance from the coast. Across New Zealand, short duration high intensity rainfall from thunderstorms also causes flooding in urban areas and small catchments. Forecasts of severe weather are provided by the New Zealand MetService, a Government owned company. MetService uses global weather models and a number of limited-area weather models to provide warnings and data streams of predicted rainfall to local Councils. Flood monitoring, prediction and warning are carried out by 16 local Councils. All Councils collect their own rainfall and river flow data, and a variety of prediction methods are utilized. These range from experienced staff making intuitive decisions based on previous effects of heavy rain, to hydrological models linked to outputs from MetService weather prediction models. No operational hydrological models are linked to weather radar in New Zealand. Councils provide warnings to Civil Defence Emergency Management, and also directly to farmers and other occupiers of flood prone areas. Warnings are distributed by email, text message and automated voice systems. A nation-wide hydrological model is also operated by NIWA, a Government-owned research institute. It is linked to a single high resolution weather model which runs on a super computer. The NIWA model does not provide public forecasts. The rivers with the greatest flood flows are shown, and these are ranked in terms of peak specific discharge. It can be seen that of the largest floods occur on the West Coast of the South Island, and the greatest flows per unit area are also found in this location.
