The authors had presented two previous papers[1,2] on Helicopter/Rotorcraft develoment in Europe and US. Meanwhile, the next generation rotorcrafts, currently under development in US and Europe, have new configurations (tilt-rotor, coaxial, compound) of rotor-type vertical takeoff/landing rotorcrafts to overcome the disadvantages of traditional helicopters. For developing these new types of rotorcrafts, the upgraded conceptual design/comprehensive programs are required. In US and Europe, they are already developing new program tools with their technologies and database obtained during more than last half centuries. For us, many academia, research institutes and industrial engineers have experienced and developed core technologies on rotorcrafts (aerodynamics, structural analysis, flight dynamics, and noise analysis etc.) comparable to US and Europe during last couple of decades of developing helicopters and various configurations of rotorcrafts. In this paper, the pros and cons of conceptual design/comprehensive tools currently used in US and Europe have been summarized. Furthermore, the possibilities and problems to develope our own design and analysis tools have been studied.

Bullets flying with a light from the back are called "tracers". Tracers are ignited by the combustion gas of the propellant and emit bright light that allows the shooter to visually trace the flight path. Therefore, tracers mark the firing point for allies to assist shooters to hit target quickly and accurately. Conventional tracers are constructed with a mixture of an oxidizing agent, raw metal, and organic fuel. Upon ignition, the inside of the gun can be easily contaminated by the by-products, which can lead to firearm failure during long-term shooting. Moreover, there is a fire risk such as forest fires due to residual flames at impact site. Therefore, it is necessary to develop non-combustion type luminous material; however, this material must still use the heat generated from the propellant, so-called "thermoluminescence (TL)". This study aims to compare the TL emission of Dy3+, La3+ and Ho3+ doped MgB4O7 phosphors prepared by solid state reaction. The crystal structures of samples were determined by X-ray diffraction and matched with the standard pattern of MgB4O7. Luminescence of various doses (200 ~ 15,000 Gy) of gamma irradiated Dy3+, La3+ and Ho3+ (at different concentrations of 5, 10, 15 and 20 %) doped MgB4O7 were recorded using a luminance/color meter. The intensity of TL yellowish (CIE x = 0.401 ~ 0.486, y = 0.410 ~ 0.488) emission became stronger as the temperature increased and the total gamma-ray dose increased.
Land Surface Temperature (LST) is one of the useful parameters to diagnose the growth and development of crop and to detect crop stress. Unmanned Aerial Vehicle (UAV)-based LST (LSTUAV) can be estimated in the regional spatial scale due to miniaturization of thermal infrared camera and development of UAV. Given that meteorological variable, type of instrument, and surface condition can affect the LSTUAV, the evaluation for accuracy of LSTUAV is required. The purpose of this study is to evaluate the accuracy of LSTUAV using LST measured at ground (LSTGround) under various meteorological conditions and growth phases of garlic crop. To evaluate the accuracy of LSTUAV, Relative humidity (RH), absolute humidity (AH), gust, and vegetation index were considered. Root mean square error (RMSE) after minimizing the bias between LSTUAV and LSTGround was 2.565℃ under above 60% of RH, and it was higher than that of 1.82℃ under the below 60% of RH. Therefore, LSTUAV measurement should be conducted under the below 60% of RH. The error depending on the gust and surface conditions was not statistically significant (p-value < 0.05). LSTUAV had reliable accuracy under the wind speed conditions that allow flight and reflected the crop condition. These results help to comprehend the accuracy of LSTUAV and to utilize it in the agriculture field.
In this study we introduce a new method for high-spatial-resolution continuous wave (CW) aerosol lidar that has a high spatial resolution in the near field and a low spatial resolution at long distances. A normal lidar system uses a nanosecond-pulse laser and measures the round-trip TOF between the aerosol and laser to obtain range resolution. In this study, however, we propose a new type of spatially resolving aerosol lidar that uses laser-scattering images. Using a laser-light-scattering image, we have calculated the distance of each scattering aerosol image for a given pixel, and recovered the short-range aerosol extinction. For this purpose, we have calculated the distance image and the contribution range of the aerosol to the given one-pixel image, and finally we have calculated the extinction coefficients of the aerosol with range-resolved information. In the case of traditional aerosol lidar, we can only obtain the aerosol extinction coefficients above 400 m. Using our suggested method, it was possible to extend the range of the extinction coefficient lower then several tens of meters. Finally, we can remove the unknown short-range region of pulsed aerosol lidar using our method.
This study aims to analyze safety reports received through the recently added SMS safety self-report in the Air Force's "integrated air control management" system, identify hazards, present improvements by region (base), and lay the foundation for future data-based safety management. To identify risk factors, it was first classified by base based on data classified into 16 groups in the autonomous reporting system, and second classified in detail based on the type and description. Risk factors were analyzed for the most reported control cooperation (306) items, and improvements were derived by dividing risk factors into information sharing, regulations, procedures, education, training, and equipment items based on the analysis results. It was confirmed that risk factors and specific improvements vary by base (12), which is important data that can present statistical analysis and the direction of safety management in the flight control field by base (region). In addition, since there is no data-based risk factor analysis study for each specific base (region), it can be used in the future as basic research data for data-oriented safety management.

Interactive terrain visualization is an important research area with applications in GIS, games, virtual reality, scientific visualization and flight simulators, besides having military use. This is a complex and challenging problem considering that some applications require precise visualizations of huge data sets at real-time rates. In general, the size of data sets makes rendering at real-time difficult since the terrain data cannot fit entirely in memory. In this paper, we suggest the effective Real-time LOD(level-of-detail) algorithm for displaying the huge terrain data and processing mass geometry. We used a hierarchy structure with $4{\times}4$ and $2{\times}2$ tiles for real-time rendering of mass volume DEM which acquired from Digital map, LiDAR, DTM and DSM. Moreover, texture mapping is performed to visualize realistically while displaying height data of normalized Giga Byte level with user oriented terrain information and creating hill shade map using height data to hierarchy tile structure of file type. Large volume of terrain data was transformed to LOD data for real time visualization. This paper show the new LOD algorithm for seamless visualization, high quality, minimize the data loss and maximize the frame speed.

Under the leadership of the National Institute of Meteorological Sciences (NIMS), the first domestic autonomous flight-type weather modification experimental drone for fog and lower-level cloud seeding was developed in 2021. This drone is designed based on a multi-copter configuration with a maximum takeoff weight of approximately 25 kg, enabling the installation of up to four burning flares for seeding materials and facilitating weather observations (temperature, pressure, humidity, and wind) as well as aerosol (PM10, PM2.5, and PM1.0) particle measurements. This research aims to introduce the construction of the drone and its recent applications over the past two years, providing insights into the experimental procedures, effectiveness verification, and improvement directions of the weather modification drone-based rain enhancement. In particular, partial confirmation of the experimental effects was obtained through the fog dissipation experiment on December 10, 2021, and the lower-level cloud seeding case study on October 5, 2022. To enhance the scope and rainfall amount of weather modification experiments using drones, various technological approaches, including adjustments to experimental altitude, seeding lines, seeding amount, and verification methods are necessary. Through this research, we aim to propose the development direction for weather modification drone technology, which will serve as foundational technology for practical application of domestic rain enhancement technology.
The Fundamental purpose of the Warsaw Convention was to establish uniform rules applicable to international air transportation. The emphasis on the benefits of uniformity was considered important in the beginning and continues to be important to the present. If the desire for uniformity is indeed the mortar which holds the Warsaw system together then it should be possible to agree on a worldwide liability limit. This liability limit would not be so unreasonable, that it would be impossible for nations to adhere to it. It would preclude any national supplemental compensation plan or Montreal Agreement type of requirement in any jurisdiction. The differentiation of liability limits by national requirement seems to be what is occurring. There is a plethora of mandated limits and Montreal Agreement type 'voluntary' limits. It is becoming difficult to find more than a few major States where an unmodified Warsaw Convention or Hague Protocol limitation is still in effect. If this is the real world in the 1980's, then let the treaty so reflect it. Upon reviewing the Warsaw Convention, its history and the several attempts to amend it, strengths become apparent. Hijackings of international flights have given rise to a number of lawsuits by passengers to recover damages for injuries suffered. This comment is concerned with the liability of an airline for injuries to its passengers resulting from aviation terrorism. In addition, analysis is focused on current airline security measures, particularly the pre-boarding screening system, and the duty of air carriers to prevent weapons from penetrating that system. An airline has a duty to exercise a high degree of care to protect its passengers from the threat of aviation terrorism. This duty would seemingly require the airline to exercise a high degree of care to prevent any passenger from smuggling a weapon or explosive device aboard its aircraft. In the case an unarmed hijacker who boards having no instrument in his possession with which to promote the hoax, a plaintiff-passenger would be hard-pressed to show that the airline was negligent in screening the hijacker prior to boarding. In light of the airline's duty to exercise a high degree of care to provide for the safety of all the passengers on board, an acquiescene to a hijacker's demands on the part of the air carrier could constitute a breach of duty only when it is clearly shown that the carrier's employees knew or plainly should have known that the hijacker was unarmed. A finding of willful misconduct on the part of an air carrier, which is a prerequisite to imposing unlimited liability, remains a question to be determined by a jury using the definition or standard of willful misconduct prevailing in the jurisdiction of the forum court. Through the willful misconduct provision of the Warsaw Convention, air carrier face the possibility of unlimited liability for failure to implement proper preventive precautions against terrorist. Courts, therefore, should broadly construe the willful misconduct provision of the Warsaw Convention in order to find unlimited liability for passenger injuries whenever air carrier security precautions are lacking. In this way, the courts can help ensure air carrier safety and prevention against terrorist attack. Air carriers, therefore, would have an incentive to increase, impose and maintain security precautions designed to thwart such potential terrorist attacks as in the case of Korean Air Lines Flight No.858 incident having a tremendous impact on the civil aviation community. The crash of a commercial airliner, with the attending tragic loss of life and massive destruction of property, always gives rise to shock and indignation. The general opinion is that the legal system could be sufficient, provided that the political will is there to use and apply it effectively. All agreed that the main responsibility for security has to be borne by the governments. I would like to remind all passengers that every discovery of the human spirit may be used for opposite ends; thus, aircraft can be used for air travel but also as targets of terrorism. A state that supports aviation terrorism is responsible for violation of International Aviation Law. Generally speaking, terrorism is a violation of international law. It violates the soverign rights of the states, and the human rights of the individuals. I think that aviation terrorism as becoming an ever more serious issue, has to be solved by internationally agreed and closely co-ordinated measures. We have to contribute more to the creation of a general consensus amongst all states about the need to combat the threat of aviation terrorism.
This study was conducted to provide basic data for crop monitoring by comparing and analyzing changes in reflectance and vegetation index by sensor of multi-spectral sensors mounted on unmanned aerial vehicles. For four types of unmanned aerial vehicle-mounted multispectral sensors, such as RedEdge-MX, S110 NIR, Sequioa, and P4M, on September 14 and September 15, 2020, aerial images were taken, once in the morning and in the afternoon, a total of 4 times, and reflectance and vegetation index were calculated and compared. In the case of reflectance, the time-series coefficient of variation of all sensors showed an average value of about 10% or more, indicating that there is a limit to its use. The coefficient of variation of the vegetation index by sensor for the crop test group showed an average value of 1.2 to 3.6% in the crop experimental sites with high vitality due to thick vegetation, showing variability within 5%. However, this was a higher value than the coefficient of variation on a clear day, and it is estimated that the weather conditions such as clouds were different in the morning and afternoon during the experiment period. It is thought that it is necessary to establish and implement a UAV flight plan. As a result of comparing the NDVI between the multi-spectral sensors of the unmanned aerial vehicle, in this experiment, it is thought that the RedEdeg-MX sensor can be used together without special correction of the NDVI value even if several sensors of the same type are used in a stable light environment. RedEdge-MX, P4M, and Sequioa sensors showed a linear relationship with each other, but supplementary experiments are needed to evaluate joint utilization through off-set correction between vegetation indices.
In 2007, KSLV(Korea Small Launching Vehicle) that we made at Goheung National Space Center is going to launch and promotes of our space exploration systematically and 'Space Exploration Promotion Act' was enter into force. 'Space Exploration Promotion Act' article 3, section 1, as is prescribing "Korean government keeps the space treaties contracted with other countries and international organizations and pursues after peaceful uses of outer space." The representative international treaties are Outer Space Treaty (1967) and Liability Convention (1972) etc. In Liability convention article 2, "A launching State shall be absolutely liable to pay compensation for damage caused by its space object on the surface of the earth or to aircraft in flight. The important content of the art. 2 is the responsible entity is the 'State' not the 'Company'. According by Korean Space Exploration Act art. 14, person who launches space objects according to art. 8 and art. 11 must bear the liability for damages owing to space accidents of the space objects. Could Korean government apply the Products Liability Act which is enter into force from July 1, 2002 to space launching person? And what is the contact type between Korea Aerospace Research Institute(KARl) and Russia manufacturer. Is that a Co-Development contract or Licence Product contract? And there is no exemption clause to waive the Russia manufacturer's liability which we could find it from other similar contract condition. If there is no exemption clause to the Russia manufacturer, could we apply the Korean Products Liability Act to Russia one? The most important legal point is whether we could apply the Korean Products Liability Act to the main component company. According by the art. 17 of the contract between KARl and the company, KARl already apply the Products Liability Act to the main component company. For reference, we need to examine the Appalachian Insurance co. v. McDonnell Douglas case, this case is that long distance electricity communication satellite of Western Union Telegraph company possessions fails on track entry. In Western Union's insurance company supplied to Western Union with insurance of $ 105 millions, which has the satellite regard as entirely damage. Five insurance companies -Appalachian insurance company, Commonwealth insurance company, Industrial Indemnity, Mutual Marine Office, Northbrook Excess & Surplus insurance company- went to court against McDonnell Douglases, Morton Thiokol and Hitco company to inquire for fault and strict liability of product. By the Appalachian Insurance co. v. McDonnell Douglas case, KARl should waiver the main component's product liability burden. And we could study the possibility of the adapt 'Government Contractor Defense' theory to the main component company.
