An Approach of Cost-Benefit Analysis for GIS Project Evaluations (지리정보 사업의 비용편익 분석의 고찰)

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

Prototype Fabrication and Performance Evaluation of Metal-oxide Nanoparticle Sensor for Detecting of Hazardous and Noxious Substances Diluted in Sea Water (해수 중 유해위험물질 검출을 위한 금속산화물 나노 입자 센서의 시작품 제작 및 성능 평가)

  • To detect harmful chemical substances in seawater, we fabricated a prototype sensor and evaluated its performance. The prototype sensor consisted of a detector, housing, and driving circuit. We built the detector by printing an Indium-Tin-Oxide (ITO) nanoparticle film on a flexible substrate, and it had two detection parts for simultaneous detection of temperature and HNS concentration. The housing connected the detector and the driving circuit and was made of Teflon material to prevent chemical reactions that may affect sensor performance. The driving circuit supplied electric power, and display measured data using a bridge circuit and an Arduino board. We evaluated the sensor performances such as response (ΔR), the limit of detection (LOD), response time, and errors to confirm the specification.

Development of Hair Accessory Designs Using Royal Hair Ornaments (왕실 머리장식을 응용한 헤어 액세서리 디자인 개발)

  • The recent trend in younger generations of wearing traditional costumes or incorporating fusion hanbok into daily wear necessitates the development of modern hair accessories to complement hanbok. The purpose of this study is to develop practical and modern hair accessory designs inspired by royal women's hair ornaments that complement hanbok, and therefore expand the scope of fashion content development utilizing hanbok culture as well as meeting the demand for various experiences of traditional culture. This research studied the literature on traditional hairstyles and accessories of Queen Yeong and constructed models of these accessories for the purpose of empirical research. The production process first required creating a basic foundation of nylon mesh reflecting the silhouette of a traditional hairstyle, and then grafting a digital textile printed fabric using majestic and extravagant royal relics on top, thus employing the trompe l'oeil technique to ultimately give the impression of wearing traditional jewelry. As a result, a total of six hair accessory designs were completed, produced with hairbands, hair pins, and hair ties. In addition, the accessories are designed to be easily worn regardless of the wearer's hair style, and the stiff yet flexible nylon mesh effectively expresses the shape of a voluminous hairstyle and creates an optical illusion, blending into the hair. These research results present a unique aesthetic and cultural experience to the greater public seeking both daily entertainment and value from rarity.

Application and Performance Evaluation of Photodiode-Based Planck Thermometry (PDPT) in Laser-Based Packaging Processes (레이저 기반 패키징 공정에서 광 다이오드 기반 플랑크 온도 측정법(PDPT)의 적용 및 성능 평가)

  • With the increasing use of transparent displays and flexible devices, polymer substrates offering excellent flexibility and strength are in demand. Since polymers are sensitive to heat, precise temperature control during the process is necessary. The study proposes a temperature measurement system for the laser processing area within the polymer base, aiming to address the drawbacks of using these polymer bases in laser-based selective processing technology. It presents the possibility of optimizing the process conditions of the polymer substrate through local temperature change measurements in the laser processing area. We developed and implemented the PDPT (Photodiode-based Planck Thermometry) to measure temperature in the laser-processing area. PDPT is a non-destructive, contact-free system capable of real-time measurement of local temperature increases. We monitored the temperature fluctuations during the laser processing of the polymer substrate. The study shows that the proposed laser-based temperature measurement technology can measure real-time temperature during laser processing, facilitating optimal production conditions. Furthermore, we anticipate the application of this technology in various laser-based processes, including essential micro-laser processing and 3D printing.
