A central facility concept for nuclear microreactor maintenance and fuel cycle management

  • Commercial deployment of nuclear microreactors presents an opportunity for the industry to rethink its approach to manufacturing, siting, operation and maintenance, and fuel cycle management as certain principles used in grid-scale nuclear projects are not applicable to a decentralized microreactor economy. The success of this nascent industry is dependent on its ability to reduce infrastructure, logistical, regulatory and lifecycle costs. A utility-like 'Central Facility' that consolidates the services required and responsibilities borne by vendors into one or a few centralized locations will be necessary to support the deployment of a fleet of microreactors. This paper discusses the requirements for a Central Facility, its implications on the cost structures of owners and suppliers of microreactors, and the impact of the facility for the broader microreactor industry. In addition, this paper discusses the pre-requisites for eligibility as well as the opportunities for a Central Facility host site. While there are many suitable locations for such a capability across the U.S., this paper considers a facility co-located with the Vogtle Nuclear Power Plant and Savannah River Sites to illustrate how a Central Facility can leverage the existing infrastructure and stimulate a local ecosystem.

대형선망어업의 축소 동향과 경영대응 방향 (Trend of Reduction and Direction of Management Response in the Large Purse Seine Fishery)

  • This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.

전동열차 편성량수 설계를 위한 최적화 시뮬레이션 (An Optimizing Simulation for Designing the Numbers of Electric Train Car)

  • 수도권 광역철도는 운영 범위의 공간적 확대 및 신설 건설, 급행전철 도입 등 다양한 환경 변화에 직면하고 있으며 이는 이용수요 변화의 원인이 된다. 또한 시간대별 이용수요는 열차운행 특성(운행횟수, 편성량수 등) 뿐만 아니라 광역철도 이용자 서비스 평가 지표 중의 하나인 차내 혼잡도에도 영향을 미친다. 이에 본 연구는 철도의 효율적 운영을 위한 측면에서 열차 편성량수의 최소화와 운영비용, 이용자 서비스간의 관계를 파악하여 최적의 열차편성 조정 대안을 도출하고자 하였다. 시스템 다이나믹스(System Dynamics) 시뮬레이션 프로그램인 Powersim을 활용하여 편성량수 최적화 시뮬레이션을 구현하였으며 그 결과 경부선은 현 운행시에도 한계혼잡도(150%)를 초과하는 역이 일부 존재하여 현행 유지함이 최적이라고 분석된 반면 경인선, 과천선 등의 경우 편성량수를 2~4량 감소시켜도 한계혼잡도를 초과하지 않아 적용 가능할 것으로 분석되었다. 또한 장항선 구간(천안~신창)은 경부선과 동일하게 현재 1편성 10량으로 운행되고 있으나 4량 운행시에도 혼잡도가 크게 증가 하지 않으므로 천안~신창구간의 단거리 셔틀운영방안에 대한 검토가 필요할 것으로 판단된다.

해상 구조 봉사단체의 비교 연구 (A Comparative Study on Marine Rescue Volunteer Organizations)

  • 광활한 바다에서 발생하는 해상 사고를 정부기관의 제한된 자원만으로 대응하기 어렵기 때문에 해상 안전관리에는 적극적 민간 참여가 요구된다. 이 연구에서는 재난 안전관리 거버넌스에 대한 고찰을 바탕으로 한국과 미국, 일본, 영국의 해상 구조 봉사단체를 비교하여 한국의 해상 구조 봉사단체 발전 방안을 제안하였다. 선진 해상 구조봉사단체들은 오랜 역사적 전통을 가지고 있으며, 전국의 관할 해역을 포괄할 수 있는 조직네트워크를 구축하여 자주적으로 운영한다. 주요 일상 활동에 해상 구조와 함께 대중 해상 안전교육, 기금모금이 포함된다. 각 국가의 해상 안전관리 책임 행정기관과 협력관계를 맺고 있으며, 이는 제도적으로 보장되고 있다. 기부금을 주요 재원으로 하며 구성원은 주로 시민 자원봉사자이며 부분적으로 비용에 대한 보상을 받는다. 한국의 해상 구조 봉사단체 발전을 위해서는 '민간자율구조대'의 소속감 강화, 대중교육과 기금모금 사업 정착, 법령 개정을 통한 제도적 뒷받침 등이 필요한 것으로 나타났다.

  • The WCPFC CMMs related to tropical tunas have been strongly restricting fishing capacity and operating activities of main fisheries, especially purse seine fishery. In terms of changes in fishing trend by implementing relevant measures of FAD set, the number of FAD set by Korean purse seine fleet showed a decreasing pattern with the lowest level of FAD set proportion among major distant water fishing nations. With regards to the FAD closure, there was no significant change in fishing effort but a drop in catch, especially bigeye tuna during the period of FAD closure. Moreover, it showed closely similar trends between the number of FAD set and bigeye tuna catch. In terms of measures related to the high sea area including a ban on fishing on the HSP and limitation of fishing days on the high sea by flag state, proportions of catch and effort on the high sea had sharply declined after implementing those measures. As relevant measures are expected to be strengthened, it should pay attention to change of coastal nations policies and focus on improving fishing efficiency of unassociated school set with multi-pronged efforts.

운반작업의 영향요소분석을 통한 덤프트럭의 운반속도 산정방법에 관한 연구 (A Study on the Estimating of the Dump Truck's Travel Speed Based on Analysis of Factors Affecting Earthmoving Operation)

  • 댐, 고속도로, 공항, 플랜트, 빌딩, 상하수도 처리장과 같은 많은 건설공사의 운반 작업이라 함은 프로젝트의 요구조건에 맞게 지면의 형상과 조건을 변형시키기 위하여 일정량의 토사를 운반하는 작업을 의미하며 흙 운반 작업의 정확한 이동시간의 계산은 작업의 생산성을 결정하고 궁극적으로 작업을 수행함에 있어 비용 효과적 인 장비배치를 위해 필수적인 요소라 할 수 있다. 그리고 덤프트럭을 활용한 운반 작업은 설계가 대비 평균 6%의 비용을 차지하고 있어 덤프트럭을 이용한 운반 작업은 공사비 관리 측면에서 중요한 비용 인자로 구분되어 관리해야 할 것이다. 따라서 본 연구에서는 현재 공사가 진행 중인 현장의 덤프트럭 주행속도의 자료 수집을 통하여 각 도로유형별 주행 속도에 영향을 미치는 요소를 파악하고 해당 도로유형별 영향요소를 고려한 도로유형 별 적정 주행 속도 산정에 관한 방법을 제시하고자 한다.

어업구조조정 정책 방향에 관한 연구-외국사례 연구를 통한 분석 (A study on Policy Direction for Restructuring of Korean Fisheries-Case Analysis of Selected Countries)

  • Well-deviced buyback programs may be detrimental to achieve sustainable fisheries. However, it is not difficult to find undesirable examples that the result of buyback program have no impact on fish stocks or the sustainability of the fishery. This paper discusses the problems and policy directions for successful restructuring of Korean marine fisheries through comparative analysis of selected cases from five main countries including Japan, Norway, Italy, Taiwan and Australia. From the analysis, this study demonstrated that Korean buyback program just pursue the reduction of boat number but passed over alleviation of the real ability in fishing industry. Although there were clear decrease of fishing effort in a certain parts of fisheries and some evidences of advancement in efficiency, it seemed hard to continue these effects because the Korean policy lacks consistency and coherence of systematic restructuring. To summary, four things are recommended for successful application of Korean buyback program; first is to establish the obvious goal of the program, second is to introduce downsizing in both fleet capacity and engine power, third is to conduct other management tools simultaneously to help resource restoration, and last, but not the least is to induce voluntary participation of fishermen providing opportunity to pursue their mutual interest.

Multi-Dimensional Hybrid Design and Construction of Skyscraper Cluster -Innovative Engineering of Raffles City Chongqing-

  • Designed by star architect of Moshes Safdie, Raffles City Chongqing includes a total of 6 mega high-rise towers 250 to 380 m tall, a sky conservatory, a 5-storey high shopping mall and a 3-storey basement car parking. Located at the confluence of the Yangtze and Jailing Rivers, the site for the project is imbued with a significance that is immediately symbolic, both as a sign of Chongqing's important past and as a vivid indicator of the city's thriving present and future. The design for the project to be situated at this gateway takes as its governing idea the image of powerful sails upon the water. The outer facades of the project's eight towers - the transparent surfaces that will face the water to the north - are meant to recall a fleet of ancient Chinese ships, with their huge rectangles of white canvas filled by the wind. This is a $1.13million\;m^2$ mega scale integrated project of office, retail, hotel, service residence and high-end residence with the transportation hub and traffic circulation at various levels of the project. This paper presents the multi-dimensional hybrid design, engineering and construction of this mega scale project. The innovations and the cutting-edge technology used in this project are introduced and discussed benchmarking the design and construction of the skyscraper cluster in a major city like Chongqing of China.

경제적인 그룹교체보전을 위한 최적 예비품 재고수준의 결정 (Optimal Spare Provisioning for Group Replacement Policy)

  • 본 논문에서는 그룹교체 정책과 예비품 재고정책을 동시에 고려하여 최적화하는 방안을 제시한다. 일반적으로 보전정책들은 예비품의 재고가 늘 가용하다고 가정하고 있으나 예비품의 재고 확보 여부에 의해 보전활동은 영향을 받을 수밖에 없다. 동일한 여러 유닛들이 동시에 운용될 때 이용되는 그룹교체정책을 바탕으로 이를 지원하기 위한 최적 재고수준을 결정한다. 일정한 개수의 유닛이 고장 나는 시점에서 그룹교체를 수행한다. 예비품의 재고는 일정 횟수의 그룹교체를 할 만큼 주문하여 유지한다. 보전비용과 재고비용 등 운용비용을 최소화할 수 있는 최적의 그룹교체 주기와 재고수준을 구한다.

혼합 직렬형태 자동반송시스템의 설계 (Design of the Hybrid Tandem Configuration Automated Guided Vehicle Systems)

  • This paper is concerned about the hybrid tandem configuration as the design of the automated guided vehicle system(AGVs). The hybrid tandem configuration is that the manufacturing system is divided into several non-overlapping zones, workstations of each zone are linked by network configuration including loop. That is, the manufacturing system is divided into several non-overlapping small size networks, and at most two automated guided vehicles can be available in each network. The transit point is located at proper point between adjacent networks. The parts are transported to workstations in other network through the transit points. One of the objective functions in dividing into the hybrid tandem configuration is to minimize the maximum travel time of the divided networks, and other is to minimize the total travel distance of parts moved to workstations in other networks for the next processing. The model formulation is presented, and a numerical example is shown. Also, the performances of system for the hybrid tandem, tandem and network configuration are compared through the simulation. The results of this research will contribute to the development of material handling systems in the manufacturing system. Also, it will be applied in determining the transportation area of transportation vehicles and the number and size of the transportation fleet in the transportation problem of logistics management.
