재결서 분석을 통한 어선-비어선간 충돌사고에 관한 연구 (A study on the collision between fishing vessel and non fishing vessel using the analysis of written verdict)

  • The analysis of the written verdicts in recent five years was conducted to obtain preventive measures of collision between fishing vessel and non fishing vessel. As a result, a collision much happened in offshore trap for fishing vessel and below 5,000 tons of small and medium class for non fishing vessel. A person involved in a marine accident occupied 68% in sixth class deck officer and small boat operator for fishing vessel and 29% in third class deck officer for non fishing vessel. 90% of the collision happened in a underway by operating state and 84% in sight of one another by visibility state. The systemic radar training was required since 47% of the collisions was occurred on the condition of radar operation in fishing vessel. The main cause of poor lookout was a intensive fishing and poor lookout on movement by radar for fishing vessel and one man watch system and no recognition of one another by radar for non fishing vessel. This result is expected to contribute for the decrease of collision.

전문성 향상을 위한 어선항해사 면허시험 개선 방안 (A study on the improvement for expertise of the Korean fishing vessel officer license examination)

  • In this study, an improvement plan was derived by statistically analyzing the system and current status of tests in Korea and survey of seafarers perception in order to improve the expertise of the Korean fishing vessel officer examination. Recently, about 70% of marine accident occurs from fishing vessels. Therefore, it's necessary to improve the examination to reduce marine accidents. As a result, it was identified that an average of 29,265 applicants have applied over the past four years, and among them, 1,833 people have applied for fishing vessel licenses, accounting for 6.3% of the total. According to the result of explanation and response of 115 people, they responded that practical utilization was low, each operation waters has different requirements and it's necessary to improve the contents of the questions for the specialty subject. In addition, inappropriate questions were found in previous exams. To reduce marine accidents caused by human error and to improve the professionalism of fishing vessel officers, it is necessary to adjust the test criteria and ratio with characteristics of fishing vessels and in the long run, institutional improvements such as the distinction between test subjects and licenses are needed.

한국과 뉴질랜드 어선 해기사 면허제도 비교 분석 (Comparison and analysis of Marine Officer License System for Fishing Vessels between Republic of Korea and New Zealand)

  • This study aims at comparison and analyzing of marine officer license system for fishing vessels between South Korea and New Zealand. It is urgently required to establish Republic of Korea-New Zealand mutual certification system for marine officers who are on board ships within applicable area given that New Zealand will force foreign fishing vessels within New Zealand area to reflag from 2016 in accordance with the amendment of Fisheries Act. Secondly, to compare and analyze systems between two countries will contribute to the preparatory work related to ratification STCW-F convention as New Zealand already have completed law amendment to adapt the convention. Maritime law of New Zealand, Seafarers Act and Ship Personnel Act of Republic of Korea were compared and analyzed as references. The result showed that an improvement to corresponding level to the international convention and development of safety training by vessel type, and job descriptions according to the license class are needed to Republic of Korea system. Furthermore, it is suggested to prepare specialized training for deckhands as required in STCW-F convention and standard fishing vessel officer training record for designated institute of education. Therefore institutional complementarity and framework is required as it is expected that the nations of fishing in piscary demand to reflag Korean deep-sea fishing vessels or to ratify the STCW-F convention.

최근의 어선 해기 인력 수급 실태에 관하여 (On the Actual Conditions of Manpower Supply in Seaman's Competency Certificate of Fishing Vessel Recently)

  • The aim of this paper is to represent about the actual conditions of manpower supply in seaman's competency certificate of fishing vessel. Data used here were based on Korea Seafarer's Statistical Year Book(2007~2011) issued by Ministry of Land, Transport, Maritime Affairs and Alma Mater of employed Seafarer's issued by Korea Seafarer's Welfare & Employment Center, and concerned various laws. The results are as follows : 1. The demanding officers(DO) in the present fishing vessels as minimum boarding standard of Ships Officers Act figured up 5,929 persons totally. Those are divided into officers of 2,988 persons and engineers of 2,941 persons. 2. Comparing DO with now boarding officer members, incase of Coastal & near-ocean fishing vessels exceeded approximately 11.5%(478 persons), but Ocean-going fishing vessels were short supply about 26.7%(477 persons). 3. In spite of ships officers' lacking in Ocean-going, boarding officers until now are only 3.5%(133 persons) annually of alma members in various fisheries schools.

부산수산대학(釜山水產大學) 승선계학과(乘船系學科) 졸업생(卒業生)의 취업실태(就業實態)와 전망(展望) (The Present Status and Prospects for Employment of Graduates from Ship-Boarding Departments in National Fisheries University of Pusan)

  • The authors investigated the present status of employment of graduates from ship-boarding departments, Department of Fishing Technology, of Marine Engineering in National Fisheries University of Pusan from 1974 to 1988 by communication of every kind. The prospects of the graduates were studied on the bases of the present status of employment The results obtained can be shown as follows ; 1. In Department of Fishing Technology, the number of graduates who are engaged in major field is 562 (81%) among total members of graduates 693, and fishing vessel officer and fisheries company officer is 308(55%), 215(38%) respectively among the above members of employment in major field. 2. In Department of Marine Engineering, the number of graduates who are engaged in major field is 468(74%) among total members of graduates, 634, and engine and machinery field officer, merchant vessel officer is 331(71%), 89(19%) among above members of employment in major field respectively. 3. Developement of deep sea fisheries and industry of engine and machinery seems to graduates easy to get their jobs in major field.

어선에 종사하는 초급 해기사의 직업 지향에 관한 연구 (A Study on the Occupational Orientation of the Junior Ship Officer in Fishing Vessel)

  • In contemporary society, many fishery industries face a serious problem of having an insufficient number of junior ship officers and engineers. Even though many fishery high schools in Korea made significant effort to produce many talented junior officers and engineers, but after graduation, the students are reluctant to get a job on the fishing vessels. Furthermore, Korean government also invested a large amount of money to train students for ocean-going and costal & near-ocean fishing vessels. However, despite the government's great effort on the training program and education, only a few students wish to work on the fishing vessels. In this article, the author tried to find answers for various questions such as what are the factors that the student prefer, where the student to want to get a job in fishery industries, and how student feel about working at fishing vessels. Furthermore, the author also analyzed the differences between high school student group and Korea Institute of Maritime and Fisheries Technology(KIMFT) student group about occupational orientation by utilizing SPSS statistical program. Additionally, the author surveyed the current onboard status of job position of the high school and KIMFT alumni. This study's results and data will be used for aiding further stimulation and advertisement of job position in fishing vessels and continued daily lives on board.

불법어업 단속제도에 관한 연구 (A Study on the Unlawful Fishery Control System)

  • The fisheries resource in waters under the jurisdiction of Korea is being endangered by unlawful fishery. The Korean government exerted great efforts to establish the public order of water, but the number of the exposed unlawful fishing violations has increased for last 10 years. The system to guide fisheries regulatory noncompliance of Korea is limited to the use of fishing guidance patrol boats. For strength of monitoring and surveillance systems, the government needs to phase in Vessel Monitoring System. But there are some studies for that. The defects of present monitoring practice can be drawn from the facts described above. The qualification of the fishery control official one of most important element of fishing control system, is defined as any officer who is charging on fishing. For clear law enforcement the qualification should require considerable experience and knowledge. Korean coast guards have problems on guiding unlawful fishing violations because of the absence of administrative authority by comparison with the fisheries guiding officer, who has both authorities on administration and jurisdiction. To draw some judicial problems this research presents a analysis on the fishing control system. The research suggests the improvements to compensate the defects.

어선원 기초안전교육 교육과정 및 제도 개선에 관한 연구 (A Study on the Improvement of the Basic Safety Training Course and Regulation for Fishing Vessel Seafarers)

  • The basic safety training for fisheries is being conducted to cope with an emergency situation and prevent the maritime accidents. A new joined person must be educated the safety training and a refresher must be completed the refresher training course every 5 year in according to the STCW-F and seafarers' Act. In order to achieve the objectives of marine safety training, it is necessary to distinguish the trainees by ship's type and the courses should be implemented in consideration of safety equipment of fishing vessels. However, since the classification criteria of seafarers' Act are unclear, the officer of fishing vessels which is over G/T 25 tons has been trained through the same course and curriculum for merchant ship's seafarers. About 80 % of domestically registered fishing vessels are small size ships(less than 100 tons) and there is not many safety equipment required by law. In case of marine accidents such as collision, the small vessel losses its buoyancy and stability caused by damage of hull. despite fisheries fall into the sea during fishing work in bad weather on the deck, there was no safety equipment by law. So fisheries must be trained by a safety training course suitable for fishing vessel. The purpose of this study is to develope the suitable course for fisheries by analysis current curriculum and rules. so suggested the basic safety training course for fisheries and institutional improvement.

수산계 대학 어선항해사 지정교육기관 교과편성 분석 (Analysis on Curriculum of Fisheries Universities for Fishing Vessel Officer)

  • This research analyzes whether the curricula of the designated educational institutions which cultivate fishing vessel officers are properly coordinated to fulfill the requirements of an international convention and the designated compulsory courses. It also compares these with the educational curriculum published by the designated educational institutions in 2013 with the STCW-F Convention and IMO Model Course. The outcome of this research shows the curricula operated by the designated institutions fulfills the standard of The Ministry of Maritime Affairs and Fisheries. However, some of them do not meet the requirements of the STCW-F Convention and IMO Model Course. The compulsory coursework for marine technicians comprise 21 to 34 credits, compared to the 64 compulsory credits approved by maritime university. For the last five years (2008-2012), 555 out of 833 graduates have earned marine technician licenses, which accounts for 62% of the total. In preparation for ratifying the STCW-F Convention and in accordance with IMO Model Course and the minimum requirements of STCW-F Convention in the near future, improvements to the curricula are recommended.
