Study on the Waste Treatment Status and Characteristics in the Small Villages (농촌마을의 생활폐기물 처리실태 및 발생특성 연구)

  • In order to improve the waste management system for the unit of small villages, we visited 14 counties nationwide and investigated the present conditions of the farming and fishing villages on waste management. First, we selected one concentrated residential type village and one separated residential type village. Then we investigated the quantities and the characteristics of the domestic wastes generated from the 2 sample villages that we chose early on. The concentration of 7 heavy metals in open burned residuals was analyzed. The results are as follows: (1) We distributed the 799 questionnaires to public servants (83 Gun, 716 Myon) and 337 questionnaires to residents. In accordance with a result of questionnaire on the Volume-Based Waste Fee System, the rate of participated questionnaire was 70.3% from public servants and 31.8% from residents. (2) From the survey on two chosen villages, the generation of municipal waste was 48.6g/person/day in A Village, 54.3g/person/day in B Village. This amount was smaller than that of national average of 1.05kg because of excluding recyclable wastes and some of incinerated combustible waste. (3) The 14 counties entered the aged society. There were 2 aging societies, 8 aged societies and 4 super-aged societies. And the average ratios of Public financial independence and waste budget of financial independence were 16.1% and 17.9% respectively. These are lower than that of national average of 57.2% and 31.4%. This indicates that these factors seemed to be operated with the hindrance insettling Volume-Based Waste Fee System in the small villages.

Study on the Improvement of Gill Nets and Trap Nets Fishing for the Resource Management at the Coastal Area of Yellow Sea - On the Entrapping Behavior of Fishes into Trap Nets in the Water Tank Experiment - (서해구 자원관리형 자망ㆍ통발 어구어법 기술개발에 관한 연구 - 수조에서의 통발에 대한 어군의 입롱행동 -)

  • To investigate the entrapping behavior of blue crab, rock shell and green ling, which are mainly caught with the other trap nets in the coastal area of Yellow Sea, by the using duration of trap nets through the water tank experiment. We select the three kinds of trap nets which have different using duration such as new, 6 months and 12 months used one, and observe the entrapping ratio into the trap nets, respectively. In the mean while, in order to obtain the basic data for the estimate of mesh selectivity of the other trap nets, the entrapping behavior into the trap nets for green ling which has high activity compared to blue crab and rock shell, are examined to the three kinds of mesh size (35mm, 50mm and 65mm). The results are as follows ; 1. The mean entrapping ratio of blue crab by the using duration of trap nets in high with 4.4 fishes (44.0%) in the 6 months used one, become lower with 2.9 fishes (28.0%) in the new one, and with 2.0 fishes (20.0%) in the 12 months used one. 2. The mean entrapping ratio of rock shell by the using duration of trap nets in high with 7.3 fishes (36.7%) in the new one, and become lower with 7.2 fishes (35.8%) in the 6 months used one, and with 5.7 fishes (28.3%) in the 12 months used one. 3. The mean entrapping ratio of green ling by the using duration of trap nets in high with 3.4 fishes (34.0%) in the 6 months used one, and become lower with 3.0 fishes (30.0%) in the new one, and with 2.8 fishes (28.0%) in the 12 months used one. 4. The mean residual ratio of green ling by the mesh size of trap nets is high with 2.4 fishes (24.0%) in the 35mm mesh size, and become lower with 2.2 fishes (22.0%) in the 50mm mesh size and 2.0 fishes (20.0%) in the 65mm mesh size.

A Study on the Present Conditions of Conservation & Management of the Natural Monuments of Korea (국내(國內)의 천연기념물(天然記念物) 보존(保存) 관리(管理) 실태(實態))

  • This study is aimed at reviewed and analyzed in order to suggest the improved plans related to natural monuments. The summary of this study is as followings; First, Replacing the current term 'cultural properties', which denotes the meaning of 'goods', we need to devise an new categorization that separates such properties into cultural heritage and natural heritage under the national heritage framework. Second, the designation criteria for natural monuments should be divided into the individual realm for animals and plants respectively, since they are not divided in the current Act. Third, the guidelines for naming of natural monuments should be established with the following new categories in accordance with the clear standards. Fourth, such imbalances require us to give priority to the relatively neglected types and areas. Fifth, as the big and old trees account for more than a half of the designated plants, it is necessary to search out new resources(wet plant communities, seashores, sand dune plant communities, etc.) such as geological resources, mineral springs, hot springs, and fossils that are in danger of completely being exploited and exhausted. While most of the designated animals are protected nationally, the existing designation system is required to protect habitats and breeding places for the systematic and efficient conservation. Sixth, as long as we need to preserve those historical and cultural resources for the future generations from national and global perspectives, we should enhance their values by designating them as natural monuments even though they are protected by other regulations such as the natural environment area. Seventh, as a result of the survey, we found that more budgets and experts in the local governments, more empowered organizations, more active public participation should be provided for the better Natural Monument management in Korea. Eighth, the Lap of Natural Heritage in the National Research Institute of Cultural Heritage needs to be developed to the Natural Heritage Institute to conduct the diverse activities such as researches, restoration, exhibition and education programs in a systematic and efficient way. Ninth and the last, major damages to natural monuments can be generally categorized into the artificial one and natural one, respectively. The artificial damages include toxics, soil covering, excessive humidity, fire, construction and management works, unlawful damages, fishing, oil spillage, etc, and the natural ones include lightning, storms(typhoons), heavy snowfalls, damage by insects and diseases, lack of prey, etc. This study will become meaningful in that it proposes specific measures for the improvement of the institutions, designation, and management of natural monuments on the basis of the comprehensive analysis on natural monuments. We wish to leave the other subjects related with this study to the future researches.

A Study on the Cultural Landscapes of Scenic Sites on 『Joseon myeongseungsiseon(朝鮮名勝詩選)』 at the Japanese Colonial Period - A Case of Cheonan, Chungnam Province - (일제강점기 『조선명승시선(朝鮮名勝詩選)』에 나타나는 명승고적의 문화경관 연구 - 충청남도 천안을 사례로 -)

  • This study was conducted to investigate the changes in Scenic Spots by utilizing the "Sinjeungdonggukyeojiseungram(新增東國輿地勝覽)" and "Joseonhwanyeoseungnam(朝鮮?與勝覽)" to interpret "Joseonmyeongseungsiseon(朝鮮名勝詩選, 1915)". By examining the historical context when "Joseonmyeongseungsiseon" was published, it documented the Japanese's memories of 'Sino-Japanese War(淸日戰爭)' in 1894, which implies the 'policy of assimilation' by the Japanese Government-General of Korea after the Japanese annexation of Korea(1910). Detailed information about the author 'Narushima Sagimura(成島鷺村)' can be found in preface. In the "Joseonmyeongseungsiseon", it dedicates most of the part in describing the Scenic Spot especially in 'Anseong Do (15 lines)', where has the memories of war such as the 'First Sino-Japanese War'. The number of Scenic Spots, commonly mentioned in both "Sinjeungdonggukyeoji seungram" and "Joseonhwanyeoseungnam" in Cheonan province are 13 in total. Most of the content contains a similar structure. But 'Honggyeongwon(弘慶院)' and 'Seonghwanyeok(成歡驛)' has both the common Joseon Dynasty landscape point of view, and the additional historical context which are about the 'Jeongyujaeran(丁酉再亂)' or 'First Sino-Japanese War' consequently enlightens the 'placeness' of the Scenic Spots. Among the newly described Scenic Spots, 'Anseongdo(安城渡)' is the part that focuses on the memory of the 'Anseongcheon Battle' that gave Japan its first defeat in the Sino-Japanese War. Especially, by introducing the poetry of 'Sinobu Shunpei' it maximizes the appreciation through emphasizing the direct correlation between placeness and the poem itself. While the Joseon Dynasty poems are 10 pieces in total and their title and the subject matters are all related to historical spots, and the appreciation also maximizes when fully interpreted with understanding the historical context. However, it's contextual meanings are neglected by dividing the actual structures into separate pages. When looking at the location of famous historic sites, they come in many different types, considering the location, meaning, size, and conditions surrounding them. It appears as a service space for travelers, a place for sightseeing, relaxation or return, a temple space for paying respects or memorial services, a fortress facility for defense and protection, or a fishing area for wages, and an old battlefield. Especially, it is noted that the area is diverse as the cultural landscape of Cheonan, given that the battle space between the hermitage and the Donghangnongmin(東學農民) is shared with each other. It is necessary to establish policies for the preservation and restoration of local cultural assets based on these points in the future.
