A Study on the Insured Perils of fishing Vessel Insurance Clauses (어선보험약관의 담보위험에 관한 연구)

  • Fishing vessel insurance of National Federation of Fisheries Cooperatives indemnifies the assured against marine losses by reason of maritime perils, that is to say, perils of the seas, sinking, stranding, collision, extraordinary action of winds waves and fire, damage, salvage. Therefore this insurance is a rational protective measures for preserving fishermen's property by the exposure to maritime perils. But there may be some problems on the perils covered by fishing vessel insurance clauses bemuse these clauses are not clearly and accurately prescribed in part. Especially where the assured may claim payment from fortuitous accidents or casualties of the seas musing the loss, they used to raise a question in argument about the ambiguity of these clauses. So these problems may need to be reformed for the purpose of preventing or decreasing those of the assured, the fishermen. After drawing out some problems on the perils covered by fishing vessel insurance clauses, this thesis will suggest the improving schemes on the perils covered by these clauses.

  • Marine casualties of vessel are serious problems on social and national aspects, because it results in sacrifice of lives, a great lose of properties and marine pollution. According to recent statistics of marine casualties of vessel, fishing boats are more likely to be ended in the casualty, and especially, small fishing boats cause much more accidents than any other big vessels. Most of marine casualties were caused by the human factors such as poor watch keeping, inadequate manoeuvering and negligent action for engine, etc. This study is intended to provide navigator of small fishing boat with a specific information of necessary to assist both the manoeuvering and the avoidance of capsizing. The manoeuvering characteristics of ship can be adequately judged by the results of typical ship trials manoeuvres. For this purpose, the author measured the roll responses of a small fishing boat in waves using the real sea experimental measuring system, and analyzed the experimental data by the statistical and spectral analyzing methods to get the characteristics of the roll motion responses of the small boat through the wave directions and the ship's speed.

  • Since vessel traffic service system was introduced domestically in 1993, the incidence of vessel collision and grounding accidents has been diminished dramatically. However, recently the non-fishing boat incidents frequently occur outside boundary of vessel traffic control zone. Owing to this fact, before expanding and establishing 11 VTS centers all over the country by 2023, Korea Coast Guard has a plan to launch the nation's first researches on Mobile VTS Operation System utilizing Korea Coast Guard's patrol ships so as to devise practical countermeasures about those incidents.

  • The use of satellite remote sensing in maritime safety and security can aid in the detection of illegal fishing activities and provide more efficient use of limited aircraft or patrol craft resources. In the area of vessel traffic monitoring for commercial vessels, Vessel Traffic Service (VTS) which use the ground-based radar system have some difficulties in detecting moving ships due to the limited detection range. A virtual vessel traffic control system is introduced to contribute to prevent a marine accident such as collision and stranding from happening. Existing VTS has its limit. The virtual vessel traffic control system consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress based on the satellite data, remotely sensed data. And it could be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If environmental stress values are simulated for the ship information derived from satellite data, proper actions can be taken to prevent accidents. Since optical sensor has a high spatial resolution, JERS satellite data are used to track ships and extract their information. We present an algorithm of automatic identification of ship size and velocity. This paper lastly introduce the field testing results of ship detection by RADARSAT SAR imagery, and propose a new approach for a Vessel Monitoring System(VMS), including VTS, and SAR combination service.

A Study on the Present Status and Improving Measure of Sea Charts (해도의 사용실태 조사와 개선방안에 관한 연구)

  • The ships over the certain navigation area or her length are required to carry charts under the relevant laws. Charts are indispensible to the ships and fishing vessel, because their crew should know the water depth and location of obstacle in order to avoid danger in the navigation and fishing area. But it was found that many ships do not carry proper charts onboard according to the research marine accidents files of marine accident inquiry agency, and questionnaire survey. Consequently, many ships run aground on the coast and port. This study examined the present status of the coastal ship and the fishing vessels, and explained some problems in the aspect of the covering area, the place, the number of the selling agent and adjoining chart, as well as the geographical and traffic density, the crew on board the ship's characteristics, and so on. In this study we propose the way to solve the problem. firstly, the category of the fishing vessel which should carry the chart on bard under the related laws are required to be lowered to 10 gross tons. Besides a ship inspector should examine if the charts covering the area where to navigate even when the temporary inspection is done are carried on board property. Secondly, the inspection body or the controlling office of ship's entry and departure should check throughly whether the ships concerned carry the chart on board. Thirdly the fishing vessels should used the fishing charts, and the body concerned should train the offices about how to use chart, especiany the difference between Tokyo datum and WGS-84 datum. Fourthly the customized chart such as an atlas like a map, a calenda-type chart, a small chart, as a coated chart needs to be publish for the safety of small ship and fishing vessel. Fifthly, it is advisable to draw a recommended course in the route where the coastal navigate mainly and in the narrow channel, The adjoining area should be improved, as well as the qualify of the chart paper. Sixthly, publication of additional new chart in the southern part of East Sea, the eastern part of South Sea, the western part of South Sea and middle part of Yellow Sea near Incheon port should be thought over. Seventhly, the number of chart selling agent should be increased for the sake of purchaser in proportion to the number of port, and small correction of charts in selling agent must be carried out completely.

  • Now it is said that the insufficency of the designated anchorage for ships in approaching waters of Wan-do port is the one of reasons for marine safety accidents, when vessels encounter rough weather near the port. This research examined geographical feature in approaching areas of Wan-do port and suggested appropriate weather anchorage. The situations of fishing nets areas were investigated Marine vessel traffic flow was also examined. Through these research the optimal anchorage was suggested in the approaching waters of Wan-do port.

A Study on the Stability Criteria of Small Vessels (소형선박의 복원성기준 연구)

  • In order to ensure safety of small vessels, the amended Ship Safety Act will come into force on 4th. Nov. 2007. This study is performed to suggest the stability criteria of fishing vessels and cargo ships of 12m in length and over but less than 24m in length which will be new object of amended Ship Safety Act. We have analyze the dimensions of domestic small vessels and the casualty reports of capsizing accidents. According to the analyzed result, 58 ships that are in the range of the dimension are modeled and the stability calculation has been carried out. The Stability for the 58 ships has been analyzed by comparing the result that applied the selected standard in the national standard to the stability calculation. Based on the regression analysis of the model ship's allowable transverse metacentric-heights under several stability requirements, stability criteria for small fishing vessels and cargo ships are proposed.

  • The main object of Maritime Safety Network is to prevent Marine Accidents in advance and avoid the loss of live and property efficiently. Our country's Marine Safety Network was widely changed with its concerned rules and the operation methods through the complete operation of GMDSS system. Thus, compared with the past, maritime safety equipment and its systems were enforced, but the loss of lives from marine accidents tends to increase against the general expectation. 80 percent of the total marine accidents in Korea is caused by small fishing boats that are capsized immediately from accidents. To minimize the loss of lives they are to require the help of rescue. Lately imported GMDSS communication equipment is operated very fast automatically to issue the rescue and inform the distress, but most general small fishing boats are under 5 ton vessel and excluded from the administration of GMDSS system. In this paper is to propose the proper solution for the efficient improvement of maritime safety network suitable for the our practical circumstance.

Study on Small Vessel′s Pseudo-AIS Interoperable with Universal AIS

  • Universal AIS, which has been adopted officially for automatic identification systems among regulated ships by SOLAS, should be installed, for example, on all passenger ships over 300 tons engaged in international voyage and over 500 tons in domestic voyage, sequentially from 2002 to 2004. We must not overlook the fact than-ruled regions by regional authorities in the case of VTS. Actually a major portion of accidents have happened in small vessels like fishing vessels. However, they are not equipped with automatic identification tools, due to the high costs of the equipment for identifying purposes, as well as the absence of regulation In this paper, we researched the alternative of automatic identification for small vessel instead of universal AIS. We analyzed the requirement of automatic identification for small vessel about wireless communication method, traffic volume, etc. We proposed the identification system for small vessels in local areas and developed the Local Vessel Identification System (LVIS) interoperable with universal AIS using a PDA platform and wireless network.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.
