A Study on Estimation of Labor Value of Female Fishermen (여성어업인의 노동가치 추정에 관한 연구)

  • The sustainability of fishing villages is threatened by manpower shortages due to population aging and poor settlement conditions. In the reality of poor fishing villages, the importance of women's labor is more emphasized than that of the past because female workers are key workers in fishing labor, processing and sales of marine products. However, policy support for female fishermen is not sufficient. The reason for this is that policy makers did not properly recognize the labor value of female fishermen. In fact, fishing villages have emphasized the importance of female workforce as a slogan, but there has been no attempt to estimate the labor value. There was not even a review of the methodology for estimating the value of labor that was attempted in similar fields. As a result, the policy importance of female fishermen was underestimated for there was no attempt to evaluate their value even though women had been continuously participating in the fishery from the past. Female fishermen's labor is under the dual labor structure of housework and fishing labor. Therefore, in this study, housework and fishing labor were estimated separately and the total labor value was calculated. The basic data necessary for estimating the labor value of female fishermen were obtained through a survey. The method of estimating the labor value of female fishermen was used in combination with the present income method and the total replacement cost method. As a result of the study, the total labor value of female fishermen was about 4.4 trillion won, which is about half of the total fishery production of 9 trillion won in Korea.

A Study of the Efficiency of the Labor-saving-type, Five-step-drum Net Hauler (생력형 5단 유자망 양망기의 효율성에 관한 연구)

  • As part of a series of studies about improving yellow croaker drift gill net fishing gear and the development of a labor-saving fishing system, we installed a labor-saving-type, five-step-drum net hauler, and a triple-V-type net hauler in 108 Daeheung-ho, a fishing boat which operates drift gill nets for yellow croakers mainly in the sea near Chu-ja Island. Net damage with the labor-saving-type, five-step-drum net hauler is lower than for the triple-V-type net hauler. In addition, there was a reduction in the standard operational crew of two people. The lead time for hauling the labor-saving net was approximately 10% and 19.2% less than for hauling the triple-V-type net hauler and for hauling by hand, respectively. It was found that there were fewer slip in fishing gear and less damage to the wing of the drum as well as less damage to the fish when the labor-saving-type, five-step-drum net hauler was used than when the triple-V-type net hauler was used. In the survey, the lead time for hauling the net was approximately 21.6% and 45.2% more effective than hauling with the triple-V-type net hauler and hauling by hand, respectively. The crew was reduced by approximately 18.2% and 25% than when hauling with the triple-V-type net hauler and hauling by hand, respectively. In addition, cessation of operation and damage to the fish were reduced when compared to the triple-V-type net hauler and hauling by hand.

An Empirical Study to Estimate Fisheries Productivity Using a Statistical Application (어업생산성 추정을 위한 통계적 응용에 관한 실증 연구)

  • It has been one of the critical issues that the researchers properly evaluate the fishing rights foregone by the coastal development activities like wetland reclamation. Particularly, estimating the productivity of concerned fishing rights is known to play a significant role in their monetary compensation. As a result, this paper attempts to develop a statistical model characterized by Cobb-Douglas production function in conjunction with the fisheries' productivity estimation. The primary hypotheses involving their statistical production function are as below : 1. The quantity of fisheries production is hypothesized to be expressed as a function of capital (K) and labor(L) put into fishing activities. 2. The estimated parameters of K and L are hypothesized to satisfy the conventional condition of production function as a form of Cobb-Douglas. These statistical tests reveal that the shellfish farming productivity heavily depends on the acre of mariculture while the input of labor force also considerably affects its productivity. In case of the fixed net fishing productivity, both the factors of capital and labor similarly affect the marginal change in its productivity. En addition, the productivity of shellfish (arming turns out to follow the increasing returns to scale, whereas that of fixed net fishing comes up with the decreasing returns to scale.

A Study on the Institutional Improvement for the Guarantee of Fisher Wage Claims (어선원 임금채권의 보장을 위한 제도적 개선방안)

  • A fisher means any person employed to provide his/her labor in a fishing vessel in exchange for a wage. There is no concept of a fisher in Seafarers Act. This act shall not apply to seafarers who are in service on board a fishing vessel the gross tonnage of which is less than 20 tons. However, of the total 63,112 fishing vessels, only 2,829 fishing vessels have a total tonnage of more than 20 tons. Fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons are not guaranteed to be paid arrears through the Wage Claim Guarantee Fund for Seafarer (Article 56). In addition, fishermen working on a fishing vessel are excluded from the Wage claim Guarantee Act. The Labor Standards Act shall apply to fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons. Fishermen and seafarers are at a higher risk of living security than regular workers. Guaranteeing the payment of wages is essential for fishermen to improve the life and employment stability. In order to guarantee fisher wage claims, the concept of a fisher in the Seafarers Act must be realized by sources such as the Wage Claim Guarantee Fund of Ministry of Oceans and Fisheries, step by step expansion of members in the wage claim guarantee fund for seafarers and interest for delayed payment of wages, etc.

An Estimation of production Function in the Coastal Fishing (연안어선어업의 생산함수추정)

  • The purpose of this paper is to estimate production function in the coastal fishing, especially long bag set net fishing and trap fishing using Cobb-Douglas production function with the three main variables: fishing quantity per tonage(WQFP), the number of working persons per tonage(WEMP), and the number of utilized fishing equipments per tonage(WEQU). The statistical results of such estimation reveal that fishing quantity per tonage can be expressed as a function of the number of working persons per tonage and the number of utilized fishing equipments per tonage. The estimated coefficients of WEMP and WEQU are statistically significant and also satisfy the requirements of Cobb-Douglas production function. This study also estimates marginal rate of technical substitution of labor in terms of capital (MRT $S_{LK}$ )in each long bag set net fishing and trap fishing. The resuits of this study show us that trap fishing has the technical characteristic of constant returns to scale(CRS) but long bag net fishing has that of decreassing returns to scale(DRS).

A Study on Development direction for the Fishing Village Community according to Its Environmental Changes (어촌환경 변화에 대응한 어촌공동체 발전방향)

  • The purpose of this study is to identify challenges related to social, economic and environmental change for fishing villages and suggest the developmental direction of fishing village to actively respond to new changes. This study mainly focuses on fishing village fraternities. Its current problems are summarized as follows: shortage of labor, population aging, entry barrier against newcomers, insufficient guidance and supervision functions, lack of funds of new projects and inadequate statistics and data. The fishing village community in the modern meaning of the term can be understood as an economic and flexible social-cultural community based on openness, cooperation instead of exclusiveness and closeness, which aligns fisheries with local industries. Thus, in order for the fishing village community to improve, the followings areas required. First, strengthening capacity of the fishing village community. Second, establishing the database system and the third, reorganizing the fishing village community into a sea village community.

The Status and Improvement of the Fishing Boat Market in Korea Coastal Fishery (연안어업 어업허가 거래 실태와 개선 필요성에 대한 연구)

  • The permit system is the most typical regulation system in Korean fishery. Even now, it has caused resource management failure, it has also invited economic inefficiency and inequity. Accordingly, the Korean government has recently introduced the fishing boats market, it would be improve entry barrier for new capital and labor in fishing industry. This study aims to survey and to analyze the status of coastal fishing boat market using the executive documents on permit system in Gyongnam province. And also, this study put focus on improve fishing permit trade take advantage of the fishing boat trading. The survey results indicated that the number of fishing boats trading is estimated about 5,000 per year, however, fishing boat market is very narrow. An analysis on fishing permit trading showed that policy support is essential to reduce transaction cost. Therefore, it is necessary to explore corresponding policy tasks, this will be reduce transaction costs and sunk cost.

Economic Analysis of the Coastal Fisheries Business with Emphasis on Fishery Right Fisheries (연안어업경영의 경제성 평가 -어업권어업을 중심으로-)

  • The paper attempts to analize the economic situations of the coastal fishing business contering on the fishery right fisheries. Fisheries in Korea are usally divided in to three categories according to the distance fishing grounds; namely, coastal fisheries, off -shore fisheries and deep-sea fisheries. The fishery right fisheries fall into the category of the coastal fisheries, and include five typs of fisheries: 1. Class 1 common fishing 2. Class 2 common fishing 3. Class 3 common fishing. 4. Set-net fishing. 5. Aquarculture fishing. These fisheries have been stagnated mainly due to traditional fishing methods, unskilled labor forces, shortage of capital, and lack of the technological improvements. Owing to these factors their profitabilities of the fishing businesses have been steadly lowered. The main purpose of this paper is to point out the measures required in developing the fishery right fisheries. Economic performances were estimated for 1976 with data collected in the late 1977.

A study on improvement of legislation for the safety fishing operation of the coastal and offshore fishing vessels (연근해어선의 안전조업을 위한 법제 개선방안)

  • Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.

Substitution analysis among production factors of distant longline fisheries in IATTC waters using a translog cost function (초월대수 비용함수 추정을 통한 IATTC 해역 원양연승어업의 생산요소 간 대체성 분석)

  • The purpose of this study is to analyze the substitution among production factors of Korean distant water longline fisheries in IATTC waters. In the analysis, the translog function which have one output variable of total cost and input variables of labor, fuel, fishing gear, and capital was established and it was transformed into simultaneous equations by each cost. Then, variables of equations were estimated by SUR (seemingly unrelated regression) model. Since distant water longline fisheries is a fishing type with high fuel usage, substitution of fuel with other factors was mainly analyzed. Results showed a substitute relation between fuel and labor as well as fuel and fishing gear, while a complementary relation between fuel and capital. In addition, it was analyzed that magnitude of fuel elasticity with other factors would be inelastic.
