In the Northeast Asian region fisheries agreements of the past regarding high seas as an agreement area were transformed or new agreements were introduced in order to conform to the EEZ regime. However, the existing joint regulatory zone which “open” status is somewhat similar to the high sea not only disappear, but also two new systems were established. To begin with, parties of the agreement claimed their EEZs to be from the territorial sea baselines to the extent set forth, problem of the fishery access of the other party under the agreement is to be solved on the principle of reciprocity and on recognizing of the catch results achieved in the past. In regards to the overlapping zones like neutral zone of the East Sea of Korea(Sea of Japan) and neutral zone to the south of the Cheju Island, provisional measures zones in the Yellow Sea and in the East China Sea, and transitional zone of the Yellow Sea special fisheries management systems reflecting the legal character of the zone involved are applied. Moreover, as fisheries agreements defining open sea as an agreement zone are not able to conform to the EEZ regime, so new fisheries agreements must be taken out from old systems and conceptions, and must be understood and enforced from the new point view. Therefore, countermeasures needed to do so should be developed, and their basic structure is as follows. Firstly, the basic concept of the EEZ regime requires that the coastal states have sovereign rights on their sea zones' natural resources and bear responsibilities appropriate to their allowed jurisdiction. Each Northeast Asian state should adjust the structure of fishing industries and employ advanced fisheries management system, and should make efforts toward such issues of the state policy as increasing fishery resources and preserving ocean environment. Secondly, measures should be developed to solve the international fisheries disputes which are to occur under enforcement of the new fisheries agreements system. In regards to the acts of violation the fisheries laws in the foreign EEZ the principle of jail sentence prohibition is established by the UN Convention on the Law of the Sea, and every fisheries agreement reflects this principle. Therefore, the present question is to consider concrete measures to enable the easy release of the seamen, who violated fisheries laws slightly and well-intently, through establishment and management of the guarantee fund needed to make collateral reasonable. Thirdly, Korean-Russian and Russian-Japanese fisheries relations were formed on the basis of the EEZ regime, since 1992 and 1977 respectively, and are expected to maintain mutually beneficial cooperative character. As for Korean-Chinese-Japanese fisheries relations, the operational problems of overlapping zones, and problem of the permits for EEZ mutual access should be solved on the basis of the principle of reciprocity and equity rather than unilaterally from any side.

This study aimed to analyze the relationship between sea temperatures and anchovy catch of Anchovy drag net fishery using annual time series data from 1970 to 2013. In the analysis, time series data on variables (CPUE, sea surface temperature, and 10m temperature) were estimated to be non-stationary from unit root tests, but one long-term equilibrium relation among variables was found from a cointegration test. From an exclusion test, a 10m temperature would not have relations with CPUE and sea surface temperature. The result of regression analysis on sea surface temperature and anchovy catch indicated that the sea surface temperature would have positive impacts on the anchovy catch. It means that when the sea surface temperature would increase, all other things including the current level of fishing effort being equal, the catch of anchovy was predicted to increase. More specifically, the result showed that when 1% of sea surface temperature increases, CPUE would be increased by 2.81%.
The present study deals with dynamical relationships between variations of common mackerel and horse mackerel catches in the waters adjacent to Korea for the years 1926 to 1969. The materials used here were obtained from Fishery Statistics published by the Bureau of Fisheries and the Fisheries Research and Development Agency of Korea, Secular variations of common mackerel and horse mackerel catches were classified intc five stages from A to E as shown in Fig. 2. As to variations of catch, the two species have alternating cycle trends occurring every ten years. With regard to the long period trend of catch, there is no correlation between annual variations of the species caught. Dynamical relationships between the two species showed a somewhat different pattern of catch as they transferred from one stage to another of the secular variations.
The main propose of this study is to analyze of the Chinese Fisheries Products competitiveness in Korean Market. This study was using a model of working partnerships by James C. Anderson & James A. Narus(1990). That is, Support is found for a number of the hypothesized construct relations and in both manufacture firm and distributor firm model, for the respecification of cooperation as an antecedent rather than a consequence of trust. This study was able to apply this model's intention for the relationship between Chinese fisheries products exporter and Korean importer, because I thought that competitiveness of trade market was based on relationship between the two countries traders. The results of this study are summarized as follows. As the above result, the several hypothesized correlation among the factors were significant. These results was tried to apply the competitiveness degree index as main factors among the countries, The method of measuring competitiveness .degree index was [(outcome + influence + communication + coopration + trust + satisfaction) - conflict, In result, China was 21.5583, USA was 20.2667, East Asia was 18.79126, EU was 18.4723, Russia was 16.3858.

Notwithstanding Korea and P. R.China are located in the neighborhood each other geographically, the break of diplomatic relations of them continued a long term, and the difference of ideology and social structure of two countries was acting as a barrier to understand each other in many fields. Two countries established formal diplomatic relation in 1992, and then the interchange and mutual cooperation between both countries are being performed rapidly, but the field of fisheries education and research system is continuing in the early stage yet. It can be easily expected that the interchange and mutual cooperation in the field of fisheries through the ocean contribute not only to the international friendship, but to the rational management of fisheries resources. In accordence with the necessity mentioned above, the author considered the general situation of fisheries education and research system in P. R. China. P. R. China runs two kinds of fisheries education system which are regular and irregular system. The regular education system is the principal means of cultivating fisheries scientists and technicians. And there are three grade levels in regular education : the tasks of which are undertaken by the fisheries universities, fisheries colleges and fisheries high schools. Adult education system in fisheries are of the following types : fishery cadet training courses, evening schools, correspondence courses and broadcasting or TV programs. The fisheries research in P. R. China is undertaken by the research institutes under the Bureau of Aquatic Products, and the basic research of oceanography is undertaken by the oceanographic institutes under the Chinese Academy of Science.
History of Instream Flow Incremental Methodology (IFIM) Following the large reservoir and water development era of the mid-twentieth century in North America, resource agencies became concerned over the loss of many miles of riverine fish and wildlife resources in the arid western United States. Consequently, several western states began issuing rules for protecting existing stream resources from future depletions caused by accelerated water development. Many assessment methods appeared during the 1960's and early 1970's. These techniques were based on hydrologic analysis of the water supply and hydraulic considerations of critical stream channel segments, coupled with empirical observations of habitat quality and an understanding of riverine fish ecology. Following enactment of the National Environmental Policy Act (NEPA) of 1970, attention was shifted from minimum flows to the evaluation of alternative designs and operations of federally funded water projects. Methods capable of quantifying the effect of incremental changes in stream flow to evaluate a series of possible alternative development schemes were needed. This need led to the development of habitat versus discharge functions developed from life stage-specific relations for selected species, that is, fish passage, spawning, and rearing habitat versus flow for trout or salmon. During the late 1970's and early 1980's, an era of small hydropower development began. Hundreds of proposed hydropower sites in the Pacific Northwest and New England regions of the United States came under intensive examination by state and federal fishery management interests. During this transition period from evaluating large federal reservoirs to evaluating license applications for small hydropower, the Instream Flow Incremental Methodology (IFIM) was developed under the guidance of the U.S. Fish and Wildlife Service (USFWS).
The construction of Jeju Naval Base was finally completed and donated to the Republic of Korea Navy on February 26th this year. There is no doubt that the new base will contribute to the substantial augmentation of Korea's naval power and maritime security. However, we should note that the new naval base took a long and hard twenty-three years to be completed. In the 21st century, Korea should adopt a new strategy that can fulfill the security requirements of Korea for the new age of international relations. The 21st century is characterized by globalization, and in the world of globalization, a national boarder has become meaningless. In the late 20th century, after the Cold War, trade between countries have greatly increased and so did the importance of the seas. Having transformed from an agricultural country into a commercial country, Korea went from a continental state to a maritime state. Korea has become the 9th largest trading state, and obviously, the importance of the sea has become significant. Korea's national strategic focus needs to be on the sea for national survival. Thus, since the 1990s, the Korean Navy has planned to build the Jeju Naval Base. Jeju, due to its geopolitical characteristics, is extremely important to the 21st century Korea's economy and national security. Jeju is the starting point of the sea route that reaches out to the world, and at the same time, the ending point of the sea route that heads towards Korea. Jeju is located in the center of Northeast Asia and thus, Jeju Naval Base is extremely important for the area's security and order. Jeju Naval Base will be very useful not only for the maritime security of Korea, but also for keeping peace and order in Northeast Asia. Jeju Naval Base was the minimal effort against the six sea route security threats towards Korea. The six sea route threats are: 1) Threat from North Korea; 2) China's Threat towards Korea's sovereignty; 3) China's treat towards Korea's fishery; 4) Threat from Japan; 5) Threat towards Korea's sea routes; 6) Threat from recent phenomena of isolationism of the United States. Jeju Naval Base is built for both warships and civilian ships--such as cruise ships--to use. Just like the United States' Pearl Harbor, Jeju Naval Base will become not only the largest military base, but a beautiful tourist site.
The purpose of this paper is to search for reasonable and fair principles applicable to the delimitation of the Exclusive Economic Zone(which is called the EEZ, hereinafter) around the Korean Peninsula th-rought the comprehensive study of maritime boundary, which is one of the most important issues in the law of the Sea. So far, the sea has been exploited for activities such as fishery, transport and military stratedy, and en-vironmental policy and so on. From this time on, however, it becomes important to us as the major trea-sure-house of various resources which will be developed and used for diversified purposes. For these rea-sons, nowadays, more and more countries of the world are competing to secure waters as much as possible within their jurisdiction. And the regime of the EEZ was created as a result of this international trend. At last, it has been institutionalized as the 200-mile EEZ of a legal notion in the Convention on the Law of the Sea, which was adopted at the Third United Nations Conference on the Law of the Sea, in Jamaica on December 10, 1982. In adapting to this EEZ institution, Korea is faced with several complicated problems as it is bounded on three sides by the sea and all of its neighboring countries such as the PRC, the DPRK, Japan, Russia etc are less than 400 miles away between opposite countries. Therefore, when trying to delimit the boun-dary for the EEZ, it appears necessary to analyze applicable principles and rules of international law for delimitation mainly through the Convention on the Law of the Sea, and studies the trends of actual State practices and recent international precedents. It is hoped that such knowledge will enable Korea to secure sufficient resources and other sovereign rights without conflicting with the neighboring countries concer-ned. For the achievement of the above mentioned object. I analyzed the necessities of the establishment of the EEZ in Korea, the difficulties and practices of Korea's neighbors, and the changes and forthcoming trends in Korea's relations with its neighbors concerned on the basis of the general explanation of the EEZ regime. In conclusion, it is my opinion that for the establishment of the EEZ delimitation which neighbors around the Korean Peninsula should be applied reasonable and equitable principles considering the rele-vant circumstances which characterize the area definitely as well as the UN Convention on the Law of the Sea, 1982.
