The result of a questionnaire survey conducted on fishermen using coastal fish traps shows that fall accidents during trap dropping and pulling constitute the highest proportion of accidents at 42.1 %, whereas slipping accidents on the deck or stricture accidents to the body due to the trap winding device constitute 21.1 % each. In addition, 53.2 % of all surveyed subjects responded that trap pulling is the most dangerous task, followed by fish sorting 33.8 %, and trap dropping 9.1 %. As for the main items requested by fishermen for improving the trap winding device, 36.8 % indicated a method to easily lift the trap from the water to the work deck, and 31.6 % indicated a method to overcome the rope tension and prevent slip when pulling the trap to reduce the accidents. The small trap fishing vessel winding device proposed herein can increase the winding force by strengthening the rope contact area and friction coefficient via an appropriate contact angle between the driving roller of the winding device and the rope. When the contact angles between the driving roller and the rope are 1°, 5°, 9°, 14° and 19°, the rope tension showed a difference according to each contact angle. When the contact angle is 9°, the rope tension is the highest at 392.62 kgf. Based on these experimental results, a prototype winding device is manufactured, and 25 traps are installed on a rope with a total length of 100 m at 4 m intervals in the sea, and then the rope tension is measured during trap pulling. As a result, the rope tension increases rapidly at the initial stage of trap pulling and shows the highest value of 31.89 kgf, which subsequently decreases significantly. Therefore, it is appropriate to design the winding force of a small trap fishing vessel winding device based on the maximum tension value of the rope specified at the beginning of the trap pulling operation.

The auther reported the distribution of fisheries high schools and arrangement of curriculum in Japan in the forward report, and describes on the outer apparance and substantiality of education of fisheries high schools in Japan in the present report. 1. The rate of population to the number of fisheries high school shows 2,350 thousands in Japan, compared with 3,250 thousands in Korea. Then the rate in Korea is 1.4 times as high as that in Japan. 2. The rate of pupil to the whole regular instructors for fundamental subjects and for vocational subjects in the fisheries high schools, and also the rate to the instructors for vocational subjects show 10.4 and 16.3 in Japan, compared with 18.2 and 30.2 in Korea. Then the rate in Korea is 1.8 times as high as that in Japan. In addition to the instructors for vocational subjects. trainer and assistants for technical training-are employed in Japan compared with no such instructors or assistants in Korea. Then the rate of pupil to the whole instructing staffs in Korea is 2.4 times as high as that in Japan. 3. 81 percents of training ships in Japan are larger than 400 gross tons, which is extremely higher to that in Korea. The rate of gross tonnage of the ships to the number of trainees shows 6.2 tons in Japan compared with 1.1 tons in Korea. Also such large dimensioned training ships are newly built every other 12 years. the construction cost per 1 gross ton of such ships are said as 2.5 to 3 million yen, which corresponds to 15 to 18 million wons, and is over 3 times as much as that in Korea. 4. The basic education on the marine field is widely diffused in Japan. For an example, swimming pools are prepared not only in fisheries high schools but also in primary schools although it is rate even in fisheries high schools or colleges in Korea. 5. Almost all provinces which locate on the seashore have at least one fisheries high school and the curriculum is arranged to match the needs of local districts, then the management of school is tightly linked to the local government. 6. Entrance system is also flexible and recommended entrance system for successors of fishermen is settled. 7. Re-education of instructors for the new subjects which should be prepared to match the demands of ages are supported by local government in the aspect of time and budget. 8. The special two-year course for advanced seamen' s education is attached to some fisheries high schools and the graduates are qualified to get the third grade marine officer's or engineer's liscence.

The long line fishing machine is combined with motor and two disc rollers has used on the small size fishing-boat under 1 ton located in near Jeollanam-do seaside. The long line fishing motor is controlled only one direction because the fishing line is loaded heavily at pulling up. On this paper we made the long line fishing 400W power motor controller which it was usually applied under 1 ton fishing boat, and designed the controller using PWM chip, Half bridge driver and MOSFET for one direction motor control. Furthermore some user convenience devices were added like battery indicator and safety protection circuit for battery overdischarge and battery source wire mismatch connection. So we protected the battery from overdicharging when the battery voltage was below 11.5V and fishermen didn't need to worry about source lines misconnection anymore. We confirmed the test version of controller was the good working condition at land and sea.

To advance fisheries, we set developmental directions of fishery information by grasping present situations and analyzing maritime & fisheries issues. We promote various policies through effective systematical information data bases, based on both control and utilization of oceanic resources. For these puposes, it is imperative that we set up fisheries communication networks. There are satellite assisted informational networks to assist fishing vessels with their marine based movements. However, there's no hope for poorly equipped fishermen to adopt this network because of extravagant network call charges. So we think that using existing SSB communication system is the best plan. We organize fishery communication network by HF SSB communication which doesn't have operational costs. We build wireless transmitting and receiving stations that are basic systems of informnation, and equip wireless data communication systems by the use of wireless communication network protocols in coastal stations. It is necessary that a fish boat has a terminal device for wireless data communication. In this research we can conclude that if we transmit the location of a fishing boat in-real time through GPS channels then we propose that some methods be formulated to able terminal devices on fishing boats to collect various types of information, such as meteorological and oceanic conditions.
The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.
The sustainable operation and development of ports is a key industry for Korea's national economy. It is increasingly more important to resolve conflicts with local communities due to port environmental problems such as air pollution, water pollution, noise and ecosystem destruction while securing port competitiveness through infrastructure expansion. In case of the Busan New Port development project in Korea, construction has been temporally suspended due to conflict with local fishermen over marine sand mining for construction. A primary reason for this is the absence and limitation of qualitative port environmental impact assessment methodologies in Korea. This includes the current investigation of fisheries damaged by ports. Therefore, the main purpose of this study is to propose economic valuation methods for assessing environmental impacts that are essential for efficient port environmental management and for sustainable port operation and development in Korea. To do this, this study examines the overall port environmental problems and their effects (damages) through the analysis of environmental policies and case studies of domestic and overseas ports. Then economic valuation methods are suggested for total economic values (TEV) of damaged environmental goods and services. Among the proposed methods, Habitat Equivalency Analysis (HEA), as a more scientific data based method, was applied to estimate marine ecosystem service damages from the designation of Busan New Port Anchorages. Finally, based on the study results, more efficient port environmental management will be achieved through the institutional adoption of the proposed economic impact assessment methods for port environmental damages.
Olive flounder Paralichthys olivaceus production has increased gradually in recent years, but prices have fallen. Thus, the development of a variety of processed foods incorporating olive flounder would help to increase the income of fishermen. This study was conducted to investigate the best method for olive flounder ball processing. Clean olive flounder were divided into five portions. Olive flounder meat (100 g with added egg white 39 g) was chopped and then mixed with 10 mL fresh cream and ingredients. The dough was molded into the shape of a ball. The olive flounder balls were then processed by two different methods. In the first method, the flounder ball was boiled in water for 3 min then vacuum-packed in polyethylene film and stored at $-20^{\circ}C$ for 7 days. After 7 days, the ball was thawed and heated in a microwave for 2 min (Sample-1). In the second method, the ball was vacuum-packed in polyethylene film without boiling and then stored at $-20^{\circ}C$ for 7 days before thawing and boiling in water for 3 min (Sample-2). After heating, both types of olive flounder balls were evaluated. Various factors (including the viable bacterial count, chemical composition, pH, hardness, thiobarbituric acid level, salinity, and free amino acid content) were measured, and a sensory evaluation was conducted. Based on the results of the sensory and hardness evaluations, Sample-1 was deemed to be superior to Sample-2.

Background: The black-chinned tilapia, Sarotherodon melanotheron, is the most abundant fish species in the Nakwa (an open lagoon) and Brenu (a closed lagoon) in the Central Region of Ghana. Aspects of the life history characteristics and the ecology of the fish populations in both lagoons were studied to assess the bio-ecological status of this important resource. Methods: Fish samples were obtained from fishermen that fish on the Nakwa and Brenu lagoons using cast, drag and gill nets. The age of the fish was assessed from otoliths analysis and its growth modelled following the von Bertalanffy growth function. Morphometric characteristics of the fish populations were analysed using power regression and ANOVA for parameters comparisons, and Student's t test to determine whether species grew isometrically. The percentage occurrence method was used to analyse the stomach contents of the fish. Results: A total of 382 fish samples from both lagoons were measured, comprising 209 from Nakwa lagoon and 176 from Brenu lagoon. The size and weight of fish samples ranged between 3.9-11.5 cm total length and 1.0-27.3 g for Nakwa Lagoon and 5.6-12.8 cm total length and 3.2-29.8 g for the Brenu Lagoon. The estimated von Bertalanffy growth parameters were L∞ = 12.04 cm and K = 2.76/year for the Nakwa Lagoon samples and L∞ = 13.44 cm and K = 3.27/year for Brenu Lagoon samples. Daily otolith incremental rate ranged from 0.01-0.03 mm per day to 0.01-0.02 mm per day for Nakwa and Brenu lagoons, respectively. Stomach content analysis of the fish samples revealed that the species are planktivorous and the range of food varied between the lagoons. Green algae were the most prevalent food item in the stomachs of the fish samples from Nakwa with the frequency of 69% whilst diatoms (80.5%) were most prevalent phytoplanktonic food item for the fish in Brenu lagoon. Conclusions: The estimates of asymptotic length for the species in both lagoons are close to known values of the species length at first sexual maturity and points to intensive fishing pressure. As a consequence, a comprehensive sample-based survey is required in both lagoons to derive estimates of management reference points. The results of the stomach content analysis are beneficial to the construction of diet matrix for ecosystem models of the two systems.
Oxygen isotopic composition(${\delta}^{18}O$) of walleye pollock, Theragra chalcogramma, otoliths were measured to investigate interannual and regional correlation with habitat temperature. Specimens were collected from fishermen in Korea and Japan between $1997{\sim}1999$, while seawater temperatures were obtained from Korean and Japanese Oceanographic Data Centers. Seawater temperature was generally lower off the eastern Korean Peninsula than off eastern Hokkaido(Japan). Sagittal otoliths were removed for measurement of ${\delta}^{18}O$ using a micro-drilling technique. In most cases, ${\delta}^{18}O$ and habitat temperature exhibited negative relationship in Korean and Japanese waters. Higher ${\delta}^{18}O$ was observed in Korean pollock compared to Japanese pollock. The marginal parts of otoliths exhibited higher ${\delta}^{18}O$ than cores from both regions. This is an indication that somatic growth of walleye pollock occurs in deeper and cooler waters. Interannual variation in ${\delta}^{18}O$ was also observed. Mean ${\delta}^{18}O$ values acquired from 1997 otoliths were lower(2.15%) than those of 1998(2.67%) and 1999 (2.65%) in Korean pollock. These measurements coincided with changes in observed temperature in Korean waters, in which mean seawater temperature was warmer in 1997 than in 1998 and 1999. In Japanese waters, mean seawater temperature was lowest in 1997, which coincided with highest ${\delta}^{18}O$ values in the same year.
To improve support for damages due to FTA and competitive power to overcome it, direct damages to farming and fisheries are compensated through Direct Payment Policy and Business Cessation Support System. Support plans will be developed to enhance competitive power in industries and income base in rural areas. This study carried an AHP to decide Priority and Evaluation Criteria in respect to domestic support measures according to FTA. For the AHP, the classes were categorized into direct damage conservation, higher competitive power and expansion of income. For the direct damage preservation measures, the classes were categorized into farmers, fishermen, manufactures, service business managers, and workers. In respect to reinforcement of competitive power of each industry, the classes were categorized into farming, fisheries, manufacturing, the drug industry, and service business. In respect to expansion of income, the classes were categorized into farming and fishing. Then 27 national support measures were presented for sub-classes. As a result of the analysis, it was discovered that more weight was given to measures to reinforce competitive power of each industry and expand income than those on direct damage conservation. In respect to higher competitive power in industries, more weight was given to support for farming and manufacturing. In respect to expansion of income, more weight was given on measures on farming than fisheries. For the direct damage preservation measures, more weight was given on support measures on farmers and workers.
