The aims of this study are to examine urgent problems for reorganization into future-proof large purse seine fisheries in order to positively cope with rapidly changing domestic and foreign fisheries circumstances. First, this paper provides current situations of the large purse seine fisheries. The current situations of it are composed of fisheries influence such as vessel number, vessel power, and fisher number, use of resource and fishing places, and changes in products and sales of species caught by the large purse seine. Secondly, this paper reviews current problems of the large purse seine fisheries including cost reduction and increase of value added. Thirdly, this paper suggests basic development direction and countermeasures for strengthening competitiveness of the large purse seine fisheries. In conclusion, urgent problems of the larger purse seine fisheries can be summarized as inefficiency of distribution structures and retarded landing system and facilities as well as the worse of profitability according to shrink of fishing places, reduction of products, lack of workers, and increase in oil price. To solve the urgent problems, the large purse seine fisheries should be changed into an industry with low cost and high efficiency, and also need to introduce of new production system, strengthen autonomous management of natural resource, and increase in value added to products.

Samples were collected monthly from coastal water around Tongyeong and Sacheon in Gyeongsangnam-do, Korea, using traps. A total of 748 Octopus vulgaris were sampled from February 2007 to January 2008. Monthly changes of maturity stages and sex ratio of the common octopus were observed. Mean biomass (total wet weight) of the female specimens ranged from 129.8 to 3,381.4 g and that of the male specimens ranged from 128.6 and 2,378.4 g. The spawning periods were May to June and September. The fecundity ranged from 5,715 eggs at 252.0 g to 240,990 eggs at 3,381.4 g of total wet weight. The relationship between total wet weight (TW) and fecundity (F) was F = 26.539 $TW^{1.1548}$ ($r^2=0.8199$) and fecundity increased with total wet weight. Sex ratio was not significantly different from the 1:1 (p > 0.05).
Korean fishery wage system has been evolved with the different titles. However, Since the law of fishing crew was enacted in 1984, the fishery wage system has been established as a rate system, which is a legal term. The present rate system in practice shows various contents and modalities, depending on fisheries and regions, but the fisheries of large trawl cooperative employ a rate system of fixed plus rate wage. However, such change did not transform basically the properties of pure rate scheme. As well known, fishing vessel owners face an awful lot of difficulty in managing and controlling effectively the production process because fishing activities are carried out in the seas remote from the land. Thus, it tend to be inevitable for vessel owners to employ a rate system to induce fishermen's positive motivation for promoting productivity and saving operating costs. However, the rate system has worked out as a driving force, which induce an increase in production more strongly under the expansion of vessel numbers and power and the keener competition of fishing activities. Even though the control mechanism of fishing instruments are well established, fishermen become naturally to have an incentive to increase their fishing effort for maximizing production since they are able to raise their shares by maximizing the quantity harvested. Thus, as far as the rate system exists, fisheries administration may have much difficulty in realizing its fishery management goals only through vessel reduction and fishing gear regulations. Also, under the rate system fishery management authority may be in face of a serious dilemma between the spontaneous rate system and vessel reduction policy. If the realistic aspect of the rate system is recognized and resource restoration and profit promotion are main policy goals, it is necessary to develop effective ways to control vessel owners' and fishermen's production-maximizing motives at an appropriate level. From this point of view, it seems reasonable to introduce TAC system by species or by fisheries into the existing fishery system. The research results suggest that if the fisheries administration could understand clearly the spontaneous fisheries wage system, it would know the norm of TAC and the basic reasons for illegal fishing activities and thus it would be able to develop and implement more realistic resource management policies.
The purpose of this study is to estimate the extent of fisheries resource rebuilding and other economic effects on coastal gill-net fishery as a result of the Korean vessel buy-back program using with-without analysis based on methods estimating sustainable yields for all species caught by coastal gill-net fishery. Based on the results of with-without analysis, maximum sustainable yields (MSY) of all species caught by coastal gill-net fishery have been increased by the Korean vessel buy-back program. In addition, profits per vessel of maximum economic yield (MEY) of the species have been improved by the program. Further, yields and a producer surplus per vessel under an equilibrium of open access (OA) have increased because of the program. In detail, first of all, at the MSY level, the vessel buy-back program has led to about 21% fisheries resource recovery, and at the MEY level, it has led to about a 19% resource recovery. Secondly, at the MEY level and the OA level, the producer surplus per vessel has been increased by about 24% and 22% respectively by the vessel buy-back program.
This study is attempted to serve the fundamental theory for ‘The reorganization of Korean coastal and adjacent water fishery.’ On the Korean coastal and adjacent water fishery where one species stock is catched by multiple fisheries, traditional analysis is not suitable, as analyzing through adjusting the heterogeneous fishing effort among the fisheries to an unit having same fishing strength. Therefore, this study presents the ‘Multi-Variable Model’, adopting fishing effort from each fishery as independent variable, respectively, in order to analyze the quantitative fluctuation of fishery resource not with fishing strength but with amount of fishing effort, measured by the unit of each fishery. For the sake of simplication, this study assumes that one species is catched by two fishery, premise two assumption. 1) Every fishery has not the selectivity in fishing 2) The promotion of fishing efficiency is accomplished in the same speed. Resource equilibrium equation of each fishery is; $$CPUE_1=\frac{Y_1}{E_1}=a_1+ b_1\cdot E_1+c_1\cdot E_1$$$$CPUE_1=\frac{Y_1}{E_1}=a_1+ b_1\cdot E_1+c_1\cdot E_1$$ Sustainable yield equation is; $$SY_1=a_1\cdot E_1+\cdot b_1E{_1}{^2}+c_1\cdot E_1\cdot E_1$$$$SY_1=a_1\cdot E_1+b_1\cdot E_1\cdot E_1+c_1\cdot E{_1}{^2}$$ This study is rudimentary, hereafter, refinemental analysis will be supplemented.

It is said that anchovy of 6 to 7 em in body length is the most suitable for the live bait in skipjack pole and line fishing, and it must be held in a creel for more than 7 days so as to be transported from the holding ground to the fishing ground, kept in the small bait hold in a fishing boat. To hold the live bait anchovy, holding creel should be settled in calm waters, and then it is necessary to investigate the appearance of the available resource in the south-eastern coastal waters of Korea where the creel can be settled. The authors investigated the app~arance of the available resource in the waters, and the following results are found. 1. The available resource appears more and the fishing season is longer than in the offshore, rather than in the inshore. 2. The available resource arc caught in the offshore with the passing of time into winter, and they are caught merely in the offshore side in December. 3. The available resource could be secured from July to December, somewhere in the south-eastern coastal waiers of Korea, if the holding ground were removed appropriately.
This study discusses the development structure of China's Marine Fisheries in the East China Sea. China's marine fisheries have developed since the 1980s along with it's economic expansion. The total catch in the East China Sea has increased especially during the 1990s. The Chinese fishery has developed remarkably through individual management, expansion of their fishing grounds from inshore to off-shore, and increase of the catch in both pelagic and bottom species. In other words, the trawl fishery in China has led to higher production. We can say that the progress in Chinese fisheries is the result of their expansion policy. Their boats have been coming closer and closer to the Japanese and Korea fishing grounds during the 1990s. Chinese fisheries is exploiting the low cost and thus strengthening its quantity. Based on rising fish price, expanding domestic fish markets as well as expels, China is enjoying the high income. However, in trawl fishery, productivity is stagnant and profit is going down due to the rising cost. In accordance with the new 200 mile EEZ system in the East China Sea, China's fisheries will be restricted mostly by the new regulation which requires the reduction of fishing efforts and the application of resource management.

Acoustic target strength (TS) measurement and theoretical acoustic scattering models were applied to estimate the TS for assessing the fish biomass. TS measurement was made of ex situ sailfin sandfish Arctoscopus japonicus at 70 and 120 kHz, and then compared to backscatter model prediction. The live sandfish was tethered in seawater using monofilament lines. Measurements were made versus incidence angle, $-50^{\circ}$ to $50^{\circ}$ relative to dorsal aspect directions. Distorted wave Born approximation (DWBA) model was used to calculated TS pattern. The TS values of sandfish (body length: 16.2 cm) at 70 and 120 kHz were -66.94 dB and -64.45 dB, respectively, and were about 20 dB lower than TS of other fishes in Korea waters. These TS levels were distributed within the range of the theoretical TS. Ex situ measurement and theoretical TS may be applied to improve acoustical detection and biomass estimation of the sandfish, and is necessary to measure with various lengths.
This study examines, from an economic perspective, the reasons for introducing a resource taxe system into the Korean off-shore fisheries and the type of charges that can be introduced. Following a review of the charging systems in other advanced fisheries, we consider the types of charging scheme and some implications for the Korean off-shore fishing industry. Charges could be used for recovering part of fisheries management cost from the industry(i.e. administration, enforcement, research, etc). This can be justified on the grounds that the fishing industry is the main beneficiary of management and that it should therefore bear at least part of the cost involved. It is arguable that publicly-funded management is in effect a subsidy to the industry. Using charges to raise revenue in excess of the cost of management would represent the extraction of a public rent from the fishery resource, but the short-run financial consqquences for the industry would be significant. Results from a qualtitative analysis suggest that while any new charge will have a significant financial impact on the industry in the short run, a landings tax would have a lesser impact on fleet structure in the long run. The study also considers the possibility of a capital gains tax on license sales in order to recover some rent from the industry. Despite any short run-financial consequences, making the fishing industry pay for at least some of the cost of management could benefit the industry as a whole if there were more cooperation between industry and managers as a result. It is acknowledged, however, that there could be disputes over the relative management costs of different sectors of the industry. Even though this study makes few specific recommendations about charging the Korean off-shore fishing industry, it does advise that the issue be reviewed on the basis of the entire Korea fisheries. Finally, the study notes that insufficient data are available on the economic performance of the Korean off-shore fishing vessels and it recommands that a comprehensive system for the collection of costs and earnings data be put in place. It also suggests that MOMAF pay much attention to the permit right market and its transactions.

A self-regulatory community fisheries management program in Korea is designed to enhance fisheries resources, to protect fishing grounds of self-regulatory communities, and to manage their fisheries resources by their own regulations and knowledge. This study explored an applicable ecosystem-based management plan based on the scientific investigation and analysis. This study suggested objectives, indicators and reference points of the ecosystem-based resource management system which are applicable to selfregulatory community fisheries. The objectives of the management system are to maintain sustainable fisheries production, to maintain optimum fishing intensity, to reduce by-catch, to conserve spawning ground and habitat, to maintain optimum habitat environment, to increase/maintain abundance of prey species, to increase/maintain stock biomass, and to conduct stock enhancement on the basis of scientific assessment. The improved methods for the assessment and management are introduced by demonstrating a self-regulatory fishery which targets on hen clam in Dong-li fishing village in Busan.
