The Competitiveness of the Korean Deep-sea Fisheries Firms : A Qualitative Analysis (우리나라 원양업체의 경쟁력 분석 : 정성적 분석을 중심으로)

  • This paper aims to analyze the competitiveness of the Korean Deep-sea Fisheries firms in the firm level. The extant researches on this topic have been done mainly in the macro-or industry-level perspectives and depended on the quantitative analyses using the aggregated data. The results of these researches are useful to figure out the main features of the industy, however, hardly give any implications on the strategic or competitiveness-related problems in the firm level. To accomplish the research purposes this study analyzes the competitiveness of the Korean Fisheries firms on the value chain scheme using qualitative tools. Specifically this paper focuses on the industry competition characteristics, key success factors, the competitiveness, and the supporting systems and policies of the Korean Government. Data are gathered by questionaire and analyzed by factor analysis and Kruska-Wallis one-way ANOVA. The results shows that the competitiveness of the Korean Deep-sea Fisheries firms is not behind the foreign competitors. However the resource securing, the market development, R&D investment are the main obstacles to the firms. The governmental supports are kedined to improve the competitiveness of the Korean Deep-sea Fisheries firms.

  • Well-deviced buyback programs may be detrimental to achieve sustainable fisheries. However, it is not difficult to find undesirable examples that the result of buyback program have no impact on fish stocks or the sustainability of the fishery. This paper discusses the problems and policy directions for successful restructuring of Korean marine fisheries through comparative analysis of selected cases from five main countries including Japan, Norway, Italy, Taiwan and Australia. From the analysis, this study demonstrated that Korean buyback program just pursue the reduction of boat number but passed over alleviation of the real ability in fishing industry. Although there were clear decrease of fishing effort in a certain parts of fisheries and some evidences of advancement in efficiency, it seemed hard to continue these effects because the Korean policy lacks consistency and coherence of systematic restructuring. To summary, four things are recommended for successful application of Korean buyback program; first is to establish the obvious goal of the program, second is to introduce downsizing in both fleet capacity and engine power, third is to conduct other management tools simultaneously to help resource restoration, and last, but not the least is to induce voluntary participation of fishermen providing opportunity to pursue their mutual interest.

  • Sudan is the largest country in Africa with an area of $2,505,810km^2$, of water constitutes $129,810km^2$, and cultivable land is 34%. Sudan has a total land boundary of 7,687 km with 9 border countries. This vast country embraces different vegetation patterns reflecting various climatic zones, grading from tropical rain forests in the south through semi-tropical savannah to arid zone in the extreme north, with annual rainfall ranging from 1,600 mm in the south to 25 mm in the north. The aquaculture industry is not developed as yet. Because of their basic characteristics, the Sudan inland and marine capture fisheries are of a small-scale and semi-industrial nature. The demand for fish and fish preparations is growing steadily. The animal resources sector (which includes fisheries) contributes 21% of Sudan GDP. The contribution of fisheries to Sudanese GDP is currently marginal. The per caput supply is only 1.6 kg/year, which is mostly obtained by capture fish landings. Despite the fact that fisheries GDP is extremely low, fish and fish preparations contribute to the food security of a wide sector of the rural and urban communities. Fisheries also provide work opportunities in the form of secondary employment as a source of income that indirectly contributes to household food security.

Machine Learning SNP for Classification of Korean Abalone Species (Genus Haliotis) (전복류(Genus Haliotis)의 분류를 위한 단일염기변이 기반 기계학습분석)

  • Climate change is affecting the evolutionary trajectories of individual species and ecological communities, partly through the creation of new species groups. As population shift geographically and temporally as a result of climate change, reproductive interactions between previously isolated species are inevitable and it could potentially lead to invasion, speciation, or even extinction. Four species of abalone, genus Haliotis are present along the Korean coastline and these species are important for commercial and fisheries resources management. In this study, genetic markers for fisheries resources management were discovered based on genomic information, as part of the management of endemic species in response to climate change. Two thousand one hundred and sixty one single nucleotide polymorphisms (SNPs) were discovered using genotyping-by-sequencing (GBS) method. Forty-one SNPs were selected based on their features for species classification. Machine learning analysis using these SNPs makes it possible to differentiate four Haliotis species and hybrids. In conclusion, the proposed machine learning method has potentials for species classification of the genus Haliotis. Our results will provide valuable data for biodiversity conservation and management of abalone population in Korea.

The Analysis of Sensitivity of Imported Fisheries with Regard to Non-Economic Considerations Using AHP (AHP를 이용한 수입수산물의 비경제적 민감도 분석에 관한 연구)

  • This study is to obtain the order of the sensitivity of importing marine products with regard to non - economic aspects of considerations under the free - trade. Three criteria are extracted considering various aspects of Korean fishery society. They are the socio - economic, resource - environmental, and policy - appropriateness criterion. The Analytic Hierachy Process(AHP) is used to obtain the estimates of weights among these criteria. First of all, the weights between economic and non - economic in the first hierachy of sensitivity criteria turn out to be 83.3% and 16.7%. Second, the weights among three criteria in the non - economic aspect, the second hierachy, are following that the socio - economic criterion is 19.6%, resource - environmental 31.1%, and policy - appropriateness 49.3% respectively. 47 selected fishes are evaluated based on these three non - economic criteria using 9- point scales. The over - all order of sensitivity is a croaker, hairtail, flatfish, sea breams, and so forth in descending order. The least sensitive fish turns out to be an angler. In addition to the over - all order, the sensitivity based on the three specific non - economic aspects is also investigated. The most sensitive fish in terms of the socio - economic criterion is an hairtail while the least one is a filefish. The most sensitive fish in terms of the resource - environmental criterion is an abalone while the least one is an angler. Finally, the most sensitive fish in terms of the policy - appropriateness is a mackerel while the least one is a small octopus.

  • The youth unemployment problem has become a consistent issue with the number recently surpassing 1million. The marine and fisheries sector, being no exception, is having problems attracting outstanding individuals to the sector on the one hand, and in providing high quality jobs on the other, resulting in an imbalance in the supply and demand of the marine and fisheries sector workforce. In order to supply a workforce that meets the future and on the ground demands, addressing of the qualitative rather than the quantitative aspects of the imbalance issue is more important. Thus, the following strategies are recommended: 1) focus on developing a highly skilled workforce that corresponds to future and on the ground demands; 2) improve educational infrastructures such as training equipment, and enhance the professional capacity of school teachers; 3) establish an integrated system for the management of the education and re-education of human resources.

Nutritional Characterization of the Uncooked Skipjack Tuna Katsuwonus pelamis Frame as a Basic Resource for Flavor-enriching Concentrates (향미강화농축물 소재로서 비가열 가다랑어(Katsuwonus pelamis) 프레임의 영양학적 품질 특성)

  • We investigated the nutritional characteristics of the uncooked Skipjack tuna Katsuwonus pelamis frame (U-STF) as a basic resource for preparing flavor-enriching concentrates. The bone rate based on the fish frame (FF) was 53.2% in U-STF, thus lower than those of cooked skipjack tuna frame (C-STF), the uncooked salmon frame (U-SF), and beef leg bone (BLB). The composition of FF had 48.6-58.0% moisture, 18.4-21.3% crude protein, 7.0-15.0% crude lipid, and 12.8-22.1% ash. Compared to the proximate composition of BLB, that of FF was higher moisture and crude protein but lower solids, crude lipids, and ash. The total amino acid contents of FF was 17.6-20.8 g/100 g, which was higher than that of BLB. The levels of calcium and phosphorus of FF were 4.7-8.5 g/100 g and 2.4-4.2 g/100 g, respectively, thus lower than those of BLB. The brix concentration of FF extract was $5.0-8.2^{\circ}$, being highest in U-STF extracts, followed by extracts of U-SF and then extracts of C-STF. Our results indicate that U-STF is an optimal resource for preparing flavor-enriching concentrates.

A Study on the Optimal Production Using Discrete Time Bio-economic Model: A Case of the Large Purse Seine Fisheries in Korea (바이오경제모형을 이용한 최적 생산량 분석: 수산업을 중심으로)

  • This paper estimates optimal production of fish stock using discrete time bio-economic model to make zero profits or to maximize economic profits with maintaining sustainable resource levels under an open access and a sole owner. Particularly, this study generates optimal yields and efforts of large purse seine fisheries which catch mackerel and jack mackerel by using the logistic growth function, Cobb-Douglas production function, fisheries cost and profit functions. As a result, optimal yields of mackerel and jack mackerel under ecological equilibrium of a sole owner were approximately 172,512 tons and 16,937 tons respectively. Also, optimal fishing efforts of mackerel and jack mackerel under the same situation were about 8,508 hauls and 4,915 hauls respectively. In conclusion, the paper suggests that the large purse seine should reduce fishing efforts and increase fish stock to generate higher net present value in optimally managed fishery than that of the present large purse seine.

  • The purpose of this study is to investigate priority of cultural-environmental resource using the Analytic Hierarchy Process. Based on survey of expertise, a series of pairwise comparison judgements is performed to evaluate the relative strength or intensity of impact among the elements in the Hierarchy. This Study are applied three kinds of evaluation criteria and 40 kinds of cultural environmental resource. The results of this study are as follows. First, Traditional culture, landscapes, rural community vitality of Agriculture and Rural culture of environmental resources by establishing the concept of a comprehensive classification scheme are defined by the United Nations Food and Agriculture Organization (FAO) and the Rural Amenity Resources Multifunctionality in Agriculture. Second, Experts was considered important to "Continuity of history (43%),"> "Global importance (37%)"> "Notable characteristic (20%)" the order of the ratings on the importance of culture with rural agricultural and environmental resources. This is deemed the most important part of Continuity of history Third, The importance of the cultural and environmental resources comprehensive evaluation of the results, a strong tradition of building traditional sense or a landscape resource most highly were evaluated. and Vinyl greenhouse and warehouse such as agriculture, the current facilities required the relatively compared to other resources very low importance were evaluated. Resources, the importance of this study is judged to be able to be utilized as basic data in the selection criteria for the evaluation of the agricultural heritage.

A Study on the transition of Korean-China Fisheries Agreement and improvement of fisheries-relation issues between two countries (한중 어업질서의 진단 및 양국 어업관계의 개선 방향)

  • This study is to focus on the status of implementation of bilateral-fishery order based on the Korea-China fisheries agreement and aims to improve fisheries relationship between two countries. Korea-China Fisheries Agreement entered into force in 2001, and serves as a basic framework of the bilateral fisheries order. However, the fishing order between Korea and China has the following limitations. First, it is standstill of joint response for a practical resource management. Second, there are still gaps between the quotas of mutual accord fishing and fishing operation work performance. Third, China's illegal fishing is taking place consistently. Fourth, the effective cooperation between two countries in fisheries is not carried out. Finally, the Korea has faced difficult situations to adhere to a balanced position in the fishery negotiations due to conflicting positions on China and Japan. In order to solve these problems, the fishing order between Korea and China will be able to maintain the competitiveness of Korean fishery sector by reinforcing Korea's fishing sovereignty, Korea and China, based on trust and cooperation, will make efforts to improve bilateral fisheries relations to maximize mutual benefit in fishery sector. Specifically, first, the two countries should strengthen the resources management based on the scientific research and the improvement of imbalance of the mutual agreed fishing in EEZ. Second, Korea has to achieve our targeted performance of fishing operation and establish a joint resources management system between two countries in the provisional measure zone. Third, Korea should implement to collect fisheries information about China fishing vessels which are operating in the EEZ of Korea. Finally, Korea and China should be building up effective governance framework for the establishment of fishing order.
