Distribution Reality and Effectiveness of Distribution Structure of Fisheries in Busan Large Discount Store (부산 대형할인점의 수산물 유통실태 및 구조 효율화)

  • In 2006, the share of fisheries distribution in Busan amounted to 1.9 million ton, which was 41 percent of the whole country. In details, coastal fishery 334 thousand ton(14% of the whole country), deep sea fishery 452 thousand ton(82%), import fishery 964 thousand ton(70%), export fishery 157 thousand ton(43%) were distributed in Busan region, respectively. Recently, the share of fisheries sale through e-commerce is increasing owing to the growth of IT and competitive price of its products. and the sale share of large discount store is also on the 10% more increase owing to the effectiveness of distribution structure. Hereafter these structure changes of fisheries distribution in Busan will be more intensified. Therefore, after reflecting the change in distribution policy of Busan Fisheries, the directions of distribution policy should be established, as follows. Distribution policy to prepare for increasing of sales ratio in large discount store

An Analysis of the Effect of Korea-China Free Trade Agreement on Korea's Fisheries Trade (한.중 FTA 체결 시 관세 철폐가 우리나라 수산물 교역에 미치는 영향)

  • The main purpose of this study is to analyze the effect of Korea-China free trade agreement(FTA) on Korea's fisheries trade using the partial equilibrium analysis model of Feenstra(1995). The study tries to show the impact on trade flows and welfare of the elimination of tariffs Korea-China FTA on Korea's fisheries sector among several scenarios of trade liberalization. The results of the study indicate that the increase of fisheries export to China is lower than that of fisheries import from China. Therefore Korea-China FTA results in the decrease of domestic of fisheries production even though total welfare effect is positive. The study suggest several policy proposals for soft-landing of Korea-China FTA on Korea's fisheries sector. One of them is to lengthen the term of tariff elimination to minimize the impact on domestic fisheries sectors.

A Study on the Reinforcement of the competitive power of Korean Inland Fisheries (우리나라 내수면어업의 경쟁력 강화 방안)

  • Fisheries resources living in inland have continuously reduced due to over-fishing and development thoughtless for the environment. Inland fisheries that target the fisheries resources have been also confronted by several problems such as insufficiency of inland fisheries management systems, inconsistent fisheries management system, inferior infrastructure of inland fisheries, and decreasing fishermen's real income. These problems have demotivated fishermen who want to focus on fishing and farming activation. Therefore, this paper provides alternatives of reorganization for turning to sound and healthy inland fisheries industries by reviewing Korean inland fisheries management systems. The reorganization should be preferentially granted resource management by water system considering geographical conditions, seed release, and establishment of fisheries order for maintenance of sound and healthy inland fisheries. Also, the reorganization should be moved toward the competitive strengthening of "company unit" for inland fisheries, the nourishment of fisher-oriented fisheries management system, strong relationship among inland fishermen, the systematic management of inland fisheries, the strengthening of guidance service for inland fisheries, the extension of infrastructure related to fisheries production, the development of inland fisheries policy including public people, and the improvement of inland fisheries system and law reflecting various users of inland fisheries.

Effect Analysis about Inland Fish Farm for Development of Underground Seawater (육상양식용 지하해수 개발효과 분석)

  • Due to red tide and abnormal currents that take place every year, the damage of inland fish farms that takes sea water is increasing frequently. Also, the households of inland fish farm due to the increase in the cost of fuel and electricity are struggling many hardships economically. In relation to underground seawater for it's farm analyzed economic effect based on the actual conditions for 1,700 inland fish farms, from this I have deduced policy implications for direction this project to be pursued from now on. The saving rate of costs of the fuel and electricity through the development of an underground seawater were approximately analyzed to decline about 3.4~9.7%, if utilizing only about 5% of the undeveloped farms, it was estimated effect of about 61 billion won, if 10%, it was estimated effect of about 122 billion won. Consideration in selecting the developer of underground seawater will be selected an character of farm method. It is expected this study will be helpful for business analysis related government in the fisheries.

Asymmetric Transmission between Producer and Wholesale Prices in Farmed Olive Flounder Market (양식넙치 산지-도매가격간 비대칭적 가격전이 분석)

  • The purpose of this paper is to empirically investigate whether asymmetric price transmission exists in the distribution stage of farmed olive flounder market. For the analysis, time series data were used for the producer prices of Jeju and Wando, and the wholesale prices of Incheon, Hanam and Busan. Through the Granger causality test, the causal relationship from the producer price to the wholesale price was derived and the asymmetric price transmission was analyzed using the autoregressive distributed lag model (ARDL). As a result of the analysis, it was found that there is a phenomenon of 'positive asymmetric price transmission' from the producer price to the wholesale price. This result can be one evidence that excess profits are received in the intermediate distribution stage, and can be said to be a result showing the incompleteness and inefficiency of the distribution structure of the farmed olive flounder. In the future, it is required to establish an information-sharing system in all stages of production, distribution, and consumption that can create a competitive environment for distribution participants and resolve information asymmetry. Also, it is necessary to review the distribution center specializing in live fish from the viewpoint of the establishment of new distribution channels and sales diversification strategy under the rapidly changing fisheries environment.

An Overview of the Total Allowable Catch Policy and Fish Stock Assessments in Korea (총허용어획량제도 유래 및 국내 수산자원평가의 전반적 개요)

  • Since 2019, Korea Ministry of Oceans and Fisheries has set the annual total allowable catch (TAC) by fish species, and has allocated the annual TAC into each fishery vessel. Also the Korea government plans to adopt the individual transferrable quota system in time. The TAC allocation is similar to the individual fishermen/fishing quota, which the US National Oceanic and Atmospheric Administration has implemented. However, the TAC based management faced fishermen's complaints and a debate is still underway about how to allocate TAC. Because the ideas of the Korea policy are from those in the foreign countries, I intended to provide the Korea fisheries community with an overview about how the TAC has been developed, what problem it caused, and foreign examples of how to allocate it. Furthermore, I pointed out a substantial room for improvement in their current practice of stock assessments, because, otherwise, their current methods for estimation of TAC by species cannot be trusted. Finally I made specific suggestions about what they need to do to reform their current stock assessments.

A Study on the Distribution Channel of Fishery Products Exported to the United States (대미 수출 수산물의 유통경로 분석 연구)

  • The United States is Korea's important trading partner, ranking third (13.7%) in exports of fishery products in Korea. The impact on exports to the United States is expected to be significant if the seafood import provisions under the MMPA are implemented in 2024 accordingly. It is expected that documents proving production information will be required for all items when exporting to the U.S. Therefore, this study attempted to examine the current status of exports and exporters in order to understand the actual conditions of major fishery products exported to the United States. Besides, there are currently no official system and procedures in Korea to prove production information for all fishery items, so we tried to suggest implications by examining distribution channels for major export items to the U.S. In this study, five items including seaweed and halibut as domestic aquaculture items, tuna and squid as deep-sea fishing items, and fish cake using imported raw materials were selected as the target items for distribution channel investigation. In addition, this study is meaningful in that it investigated the routes from production to processing, distribution, and export of each item and identified detailed distribution channel for major items exported to the U.S.

  • This study is an experimental study that examines the policy attributes that local governments should choose to manage the quality of life of rural residents. The analysis data used raw materials for the survey of the welfare status of farmers and fishermen surveyed by the Rural Development Administration. The analysis method used Quantile Regression. The policy attributes of public services were interpreted on the basis of Peterson (1981)'s theory of policy types and the discussion of Holland (2015). According to the analysis results, the higher the quality of life, the greater the importance of the relationship between the safety sector and the neighbors. The effective policy attributes for improving quality of life in rural areas are the policies of local governments where policy benefits can directly go to individuals, or lead to social improvement. It shows that the higher the level of safety and the quality of life of our neighbors, the greater its importance.

A Study on the Transition Situation of Korean-Japan Fisheries Agreement and Improvement Issue of Bilateral Fisheries Relations (한일 어업질서의 이행 실태와 어업관계의 개선 과제)

  • This study aims to evaluate the status of implementation of bilateral-fishery order since the Korea-Japan Fisheries Agreement came into effect in 1999 in order to improve fisheries relationships between two countries. The agreement regulates bilateral-fishery order by the principle of the EEZ regime and mutual benefits among countries. (e.g. the mutual agreed fishing in EEZ and cooperation for resource management). However, the Korea-Japan Fisheries Agreement has some limitations such as reducing quotas of the mutual agreed fishing in EEZ, strengthening Japanese fisheries regulation, insufficient cooperation for fisheries management and joint countermeasures. In order to improve fisheries relationships between the two countries, it is imperative to rebalance quotas for the mutual agreed fishing in EEZ, to establish effective resource management systems in the Intermediate zone, to invigorate fisheries cooperation in the private sector, and to introduce new management systems by species over the all waters around East Asia. To accomplish such measures, it is necessary for Korean and Japanese governments to improve fisheries relationships based on trust and cooperation, achieving a win-win situation. Additionally, it is required to incorporate fisheries management among Korea, China, and Japan.
