Korean fishery wage system has been evolved with the different titles. However, Since the law of fishing crew was enacted in 1984, the fishery wage system has been established as a rate system, which is a legal term. The present rate system in practice shows various contents and modalities, depending on fisheries and regions, but the fisheries of large trawl cooperative employ a rate system of fixed plus rate wage. However, such change did not transform basically the properties of pure rate scheme. As well known, fishing vessel owners face an awful lot of difficulty in managing and controlling effectively the production process because fishing activities are carried out in the seas remote from the land. Thus, it tend to be inevitable for vessel owners to employ a rate system to induce fishermen's positive motivation for promoting productivity and saving operating costs. However, the rate system has worked out as a driving force, which induce an increase in production more strongly under the expansion of vessel numbers and power and the keener competition of fishing activities. Even though the control mechanism of fishing instruments are well established, fishermen become naturally to have an incentive to increase their fishing effort for maximizing production since they are able to raise their shares by maximizing the quantity harvested. Thus, as far as the rate system exists, fisheries administration may have much difficulty in realizing its fishery management goals only through vessel reduction and fishing gear regulations. Also, under the rate system fishery management authority may be in face of a serious dilemma between the spontaneous rate system and vessel reduction policy. If the realistic aspect of the rate system is recognized and resource restoration and profit promotion are main policy goals, it is necessary to develop effective ways to control vessel owners' and fishermen's production-maximizing motives at an appropriate level. From this point of view, it seems reasonable to introduce TAC system by species or by fisheries into the existing fishery system. The research results suggest that if the fisheries administration could understand clearly the spontaneous fisheries wage system, it would know the norm of TAC and the basic reasons for illegal fishing activities and thus it would be able to develop and implement more realistic resource management policies.
The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.
This study utilizes the IPA (Importance-Performance Analysis) method to assess the importance, possibility, and urgency of using blockchain technology for fisheries sectors and the related policies. Based on a field survey targeting experts and stakeholders in the fisheries and blockchain technology sectors, the following major results and corresponding implications are drawn. First of all, the respondents of our survey have an outlook that the introduction and utilization of blockchain will be required in four major parts. These parts include i) the seafood' information system managed by the government or public institutions, ii) traceability and certification process for domestic and foreign seafoods, iii) meeting the need of seafood safety from consumers, and iv) taking prompt actions to seafood safety related accidents. Next, the seafood information system managed by the government or public institutions has been limited in maintaining information consistency and continuity once the fisheries ministries and departments are integrated, closed or partially transferred. Thus, it is assessed that the technology will be able to improve consistency and continuity of the seafood information in case of applying blockchain to the seafood information management system. This result that blockchain is necessary for the seafood information system have a significant implication in Korea's seafood management which has been independently controlled until now. Lastly, the application of blockchain to seafood traceability and certification systems has the most well-known cases through international and domestic pilot projects, and the results of our survey reflect this reality. Our results contribute to showing an additonal characteristics of blockchain in the fisheries sector, resulting in the possiblity that blockchain can be used for taking swift steps in the event of seafood safety accidents and meeting the need of seafood consumers for safety.
This study is concerned with the identification of the concepts and characteristics of the traditional access of small scale fishery and traditional small scale fishery based on the classification of fisheries under Fisheries Law, As we called, these fisheries are the small scale of artisanal fisheries. These traditional small scale of artisanal fisheries have been developed throughout the most coastal fisheries but have never been included the institutional fishery system and policy since industrial fisheries have been exploited. By this reason there was no studies to understand and identify these fisheries as fisheries under category of institutional fishery system. Recently by the Fisheries Law, my Person who desires to operate these fisheries, shall report to the provincial governor and then these fisheries were incorporated into the category of fisheries to be reported. But this case of the administrative practices should be not consistent with the classification of fisheries under Fisheries Law. The traditional access of small scale fishery is a derivative concept of fishery categories under the institutional fakery system Because this fishery under institutional fishery system can not be establish the right of fishing by fishery right system technically but the right of fishing is supported by the fishing access system only. Therefore, It is a mistake for the provincial fishery governor to adopt such a policy that the fishing right of the traditional access of small scale fishery which is different from the fishing based right is restricted by the factors of fisheries to be reported. On the other hand the traditional small scale fishery is coincident with the traditional access of small scale fishery and the common fishery under the style of utilization of fishing gear and fishing gear and methods. But this fishery has never been included the fishery categories supported by the government subsidy policies and considerations and has been remained with indifference during the last few decades. Anyhow the fishing right of these fisheries have been assured under the institutional fishery system, any person who desires to operate this fishery should have a fishing right against the public or private uses of fishing ground such as land reclamations and other coastal zone development. A deprivation of the fishing right of this fishery by the conflicts of these public and private uses of fishing ground is not regarded as appropriate according to the social welfare policy. Also it is the administrative expediency to support the fishing right of this fishery under the fisheries lobe reported.
This study is an analysis of the Aquaculture Industry Development Act that has recently been passed by the National Assembly. In order to improve the structural problem of Korea's aquaculture, a large revision of aquaculture related laws and regulations is needed. The enactment of Aquaculture Industry Development Act is necessary to that effect. It is adequate to aim for development as aquaculture industry not as aquaculture, to alleviate entry restriction of aquaculture, and to provision diverse promotion and support policies. However, it is a concern whether the current Aquaculture Industry Development Act can achieve its goal of enhancing the competitiveness of aquaculture and sustainability. Rather than to solve the problem, the act holds the possibility of further fixing or exacerbating the problem. So there is concern for side-effects after the enactment. This is due to the fact that it complicates terminologies by unnecessarily differentiating aquaculture related concepts from the existing Fisheries Act, lacks regulations regarding voluntary participation in aquaculture, and has limited methods to alleviate entry restriction. In addition, there are very few measures for the scale improvement of aquaculture along with the unlikeliness of a significant effect of the review and evaluation for re-licensing. Thus, the Aquaculture Industry Development Act should promptly be revised after its enactment.
During the last two decades, the rapid increase in aquaculture world wide, particularly in finfish and shellfish culture, is the result of both area expansion and production intensification. Under these conditions, the prevalence and spread of infectious diseases have increased as a result of higher infection pressure and decreased resistance of the aquatic animals. Accordingly, the effective control of infectious diseases has become more and more important to development of aquaculture. Recently the Pathology Team of National Fisheries Research and Development(NFRDI), has played pivotal roles in establishing the national management and control system of aquatic animal health and disease by new legislative works and technical guidelines. Under the national aquatic animal disease control framework, the Pathology Team of NFRDI and MOMAF(Ministry of Maritime Affairs and Fisheries) should also establish effective management and regulations, with the support of enforcement and monitoring policies. In conjunction with effective aquatic disease national management, financial assistance or alternative compensation options for aquaculture should also be available in the event of production losses or eradication system.
This study was developed to investigate the effects of privately owned public space (POPS) on urban streetscape and to find ways to prevent the discontinuation of street continuity on urban landscape when creating POPS in urban space and the surrounding streets. Several case studies and policies and laws related to POPS were reviewed to identify the practical problems as well as current state. An additional analysis was conducted on the different types of POPS to examine spatial connections between them and streetscapes and to find ways to improve POPS on urban streetscape. Our results show that POPS surrounding a building (i.e. frontage space and adjacent sidewalks) should be considered as one space in the integrated perspective. In addition, the type of facilities installed on POPS would be decided according to whether POPS is recognized as the part of public rest area or treated as the part of street. The results of the study will serve as useful data to solve the current problems with city's POPS, which destroys spatial continuity by focusing on increasing the number of POPS and creates high-rise buildings isolated from existing spaces. This study will also contribute to improve the quality of future POPS.
This study attempts to derive measures to improve content claims of free antibiotic livestock products(FLP) through analyzing situations for the FLP market and results of survey for its providers. Recently the number of certified farms has been decreasing, but shipments per farm has been increasing. Furthermore as the COVID-19 has increased health and environmental concern, shipments of FLP have showed a steady increase. The distribution channel of FLP, regardless of varieties, is similar to that of general livestock products(GLP). The major results from survey for providers of FLP are little difference in between content claims of GLP and FLP and low utilization of FLP in production of livestock processed products compared with its shipments. The policies for content claims of FLP suggested by this study are permission of FLP authentication labelling for livestock processed products and permission of those which contain FLP over 70% in the first step.
In order to evaluate the recovery of fishing ground environment after the cessation of aquaculture farming, we examined the variation in sediment quality over time using different geochemical factors and investigated whether these factors are indicators of sediment quality recovery. The study area was an oyster Crassostrea gigas, farm in Tongyeong, Geyongsangnam-do, South Korea, where aquaculture activities had been carried out for 20 years, and the changes in water and sediment environment were monitored for 14 months after the abandonment of the farm. The mean water depth was 14 m, with a tidal range of 3 m, and seawater current velocity ranged from 4.7 to 7.0 cm/s. After the abandonment of the farm, total organic carbon and total nitrogen concentrations in the surface sediments decreased significantly over time compared to those in the control site; in particular, immediately after farm abandonment, acid-volatile sulfide concentrations decreased relatively rapidly. Carbohydrate and protein concentrations in the sediments showed no significant changes; however, lipid concentrations markedly decreased. Further studies on other aquaculture taxa and various aquaculture areas are needed to establish new policies for environmental management of fishing grounds, such as relocation of fishing grounds and determination of optimal fallowing periods.

Groupers (Family Epinephelidae) are commonly caught in data-poor small-scale multi-species fisheries for sale on both export and domestic markets. This study presents data on the species composition and size/life-stage structure of Epinephelus spp. groupers caught by small-scale fishers and sold locally in the Indonesian province of South Sulawesi. Data were collected from fishing ports and local markets at 12 sites representing the three seaways around South Sulawesi (Makassar Strait, Flores Sea, Gulf of Bone). Each specimen (n = 3,398) was photographed alongside an object of known length, and total length (TL) was obtained using the Rapid Scaling on Object (RASIO). Of the 23 species identified, four (Epinephelus areolatus, Epinephelus ongus, Epinephelus quoyanus, and Epinephelus fasciatus) collectively comprised 69% of the catch, while the 13 least abundant species contributed less than 5%. The catch was dominated (67%) by the subadult life-stage, with just under 20% in the adult class. Juveniles dominated the catch of Epinephelus fuscoguttatus, a valuable export commodity. Observations of early maturity as well as the sizeable gap between length at first capture (Lc) and length at first maturity (Lm) indicate recruitment overfishing of most species, with the notable exception of Epinephelus rivulatus. The proportion of adult fish was low (≈5%-30%) for the twelve most abundant species (E. areolatus, E. ongus, Epinephelus quoyanus, E. fasciatus, Epinephelus coioides, Epinephelus faveatus, Epinephelus sexfasciatus, Epinephelus maculatus, Epinephelus bleekeri, Epinephelus corallicola, E. fuscoguttatus, Epinephelus polyphekadion). For two moderately abundant species (E. faveatus and E. malabaricus), TL < Lm for all specimens. The limited data available indicate spawning ratio is lower than reported from deep-water fisheries of E. areolatus and E. coioides. The results call for targeted research to fill knowledge gaps regarding the biology and ecology of groupers exploited mainly for domestic markets; highlight the need for species-level data to inform management policies such as minimum legal size regulations; and can contribute towards species-level status assessments.
