Fisheries finance is divided into the policy time of long period of time and low interest and the special financing institutions, such as Fisheries Co-operatives. Union system finance is the system finance, which supports the fisheries system organization. Fisheries Co-operatives in cities, towns and villages are the independent management objects. Prefecture federation of Fisheries Co-operative is in prefecture stage. Norm Chukin Bank is in national stage. This paper focuses on the history of fisheries finance in Korea, especially the role of fisheries finance after the establishments of korean fisheries cooperative. We can say that our fisheries was influenced greatly by the fisheries finance. It may be preyed by the facts that our fisheries experienced a great growth right after the input of big fisheries finance. The products of fisheries has increased from 1962 to now And the structure of the fisheries has improved. But there were unequal development in the each sectors of fisheries. Though the deep sea fishery and farming has developed faster, coastal fishing that are absorbing nearly 90% of fisheries population has stagnated. Of course it was because of unequal financial assistance by Authority. So to improve fisheries evenly, it is very important to overcome various problems that have encountered including the new circumstances like the WTO. For this, lots of steps should be taken. They can be summarized as follows. 1) It may be inevitable to see a rising costs in the deep sea fishery because of the declaration of EEZ by almost every nation. 2) So coastal fishing should be getting more important. It is necessary to improve the structure of coastal fishing and we should be ready to prepare various alternatives far self-sustained growth in coastal fishing. 3) Especially fisheries finance should play more active role. 4) Self-sustainable growth means a fishery with full compatability. For full compatability it is necessary to give financial supports far making fishing ground and equipping anti-pollution system and labour saving apparatus etc. 5) Also to raise the ratio of self-support in fisheries products it is necessary to give financial support to traditional financial system. 6) Moreover it is necessary to guide utilization of finance supplied. For this the committee that is consists of professional people in that field is strongly asked. This committee should be entitled to decide and coordinate the selection of projects, allocation of finance, method of utilization and evaluation of projects etc.
In recent years Korea fisheries have been much more influenced than ever before by domestic and foreign environmental changes such as market liberalization, sustainability, efficiency and effectiveness of domestic fisheries, fisher's welfare etc. Under the wide range of environmental changes, government is carrying out various fisheries policies. However, it seems insufficient to accomplish policy goals under the existing policy instruments. The main focus of the paper is to investigate structural changes and policy directions of fisheries finance in Korea after asian economic crisis. The results of the study are as follows; Fisheries sector in whole economy has been lowering in its proportion. To survive in emerging global competition, fisheries sector is needed structural reformation. In particular the strategy that increases operative efficiency and effectiveness on government financial policy in fisheries sector is much expected. Also, it is necessary to minimize costs, to reform institution and management for increasing efficiency and effectiveness.
This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.
The mutual credit of Fisheries Cooperatives is reciprocal financing bring overs and shorts to settlement themselves by filling each other's needs among feeble fishermen economically. The spread of mutual credit through Fisheries Cooperatives reduces private loan dependence and private loan interest rate at fishery village, and that fills up policy financing being restricted by working scale. The exterior factor is income of fishery household in some measure, interior factors are the high deposits interest rate and the enlargement of facilities organization. As these, they have been in a better factors, also have been a restriction factors. The restriction factors are conflict cancellation between mutual credit and them bring into existence a village vault, mutual savings and finance companies, private finance. For the sake of continuance growth rate in mutual credit as past, we should eliminate restricted factors in growth. On the other hand the better factors in growth should be act upon affirmation side continually. Consequently under circumstances not to an amicable settlement bring the fisheries fund demand as policy financing, we should do continuous and sound development of fisheries financing by means of putting in good order of fisheries cooperatives mutual credit. Surveying a problem from these viewpoints, when we study more deep and a full into a subject about growth project of mutual credit, we think to expect continuous growth in mutual credit of Fisheries Cooperatives.
This study is an analysis of the growing trend from 1971 to 1980 on the four major fisheries in Korea; large powered purse seine, anchovy drag net, two boats large trawl and one boat large trawl. The main purpose of this study is to find some solutions against the problems which these fisheries are faced with, through the analysis of the growing trend of income, capital structure and main ratios of finance. According to the result of the analysis, the problems are as following: \circled1 Revenues per vessel was decreased when catches per vessel was decreased in 1979, 1980. therefore the increase ratio of the revenues per vessel was weakened from 1979. \circled2 Catches per vessel was decreased from 1979 in spite of the increase of gross cathes in its field. \circled3 Production costs in fishing, such as the cost of wages, fuels and repairs, was steadily up year by year. \circled4 Profitability was deteriorated from 1978. \circled5 productivity was lower from 1978. \circled6 Stability was lower from 1978. The solutions out of the above problems are as follows; \circled1 Fisheries resources must be fostered. \circled2 The numbers of vessels should be reduced according to the fisheries resources. \circled3 The precise amount of resources should be dynamically estimated. \circled4 The fishermen must be educated to reduce fishing cost such as the cost of fuels and repairs, etc. \circled5 The old vessels should be replaced. \circled6 The production efficiency should be promoted. \circled7 The rate of interest should be cut down to reduce financial cost.
After Liberation of Korea, Korean fisheries economy fell into an exhausted conditions because of the damage of Japanese colonization policy and the Korean War, and fisheries organizations of those days established for the improvement of fishermen's welfare could not carry out their primary purposes and functions. Under such circumstances, Fisheries Cooperatives starting on April 1st in 1961 played a great role in settling the socio-economic confusion of those days. Fisheries financing was also more systematic and substantial after establishment of Fisheries Cooperatives. In fact fisheries industry was faced with much more riskiness than any other industry on account of its speciality and such a riskiness induced general financial institutions to be reluctant to lend money to the fishermen. In order to overcome such a capital rationing, it was necessary to establish the reciprocal financing system based on the principle of mutual protection of economic weakers. Credit business in Fisheries Cooperatives beginning in 1963 was mainly dependent on governmental fund as fund sources. But the size of fund was too small to satisfy fishermen's fund demand, therefore Fisheries Cooperatives carried out the movement of raising its own fund. As a result of the movement the ratio of its own fund to total funds amounted to 47.7% in 1980, but external funds still take a greater part of all funds. To settle the weakness of the ratio of its own fund and chronic deficiency of fund, a conclusion can be drawn as follows : 1. The enlargement of Fisheries Cooperatives' raising ability of funds. .The expansion of urban branch to absorb idle funds in urban area. .The diversification of financing service to compete with genetral financial institutions. 2. The enlargement of governmental fund and preferential treatment of fishermen's savings. 3. Vitalization of mutual finance and fixation of Fisheries Cooperatives' two-phase organization. 4. The re-enforcement of supervisory financing and post management system.
The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.
Changes in marketing environment have made it feasible for functions and roles of marketing subjects who participated in marketing routes to be changed. However, there has not been a study to prove it or to deal with newly required functions. Hereupon, this study has specifically investigated and analyzed marketing functions and performance on marketing associates for seafood in Busan in order to identify how marketing functions influenced on marketing performance. Marketing function might differently influence on the performance depending on the difference of business type. Results of verifying the hypothesis are as follows. As for variables that influenced on wholesaler groups, marketing, product development+investment, information-sharing, and trade functions turned out to be influential. Among wholesaler groups, marketing, sorting, collection, market frontier+product development, integral distribution, information-sharing, and finance functions turned out to be influential. In addition to these basic results, another difference industries, restrictive range of activities, the differences in handling goods, such as by correspondence of the results to changes in the distribution environment, from the results of the present study it is possible to guess.

This study analyzes the strategy of determining economic development planning on SME improvement in Indonesia. A qualitative approach was conducted through interview questionnaires with twenty respondents, including sixteen Regional Apparatus Work Unit, Fisheries and Marine Office lecturers, subdistrict heads, and development observers. The method used is Analytical Hierarchy Process (AHP). AHP prioritizes criteria and sub-criteria to increase economic growth, reduce poverty, and increase community participation, while indicating the sub-criteria to optimize resource potential, strengthen micro-economy, develop tourism potential, utilize fishery potential and cultivation, and improve institutional performance. The AHP weighting results based on competitiveness and regional development of Bantaeng Regency is the priority in policy-making for a solution. The research shows that the government strategy, based on the perception of the stakeholders, is: optimizing resources strategy with priority to maximize the resource-carrying capacity that includes agriculture and farm, tourism development potential strategy, self-reliance of community groups and coaching and management. Strategies to strengthen micro economy include: industrial control, SMEs, community cooperatives and infrastructure improvements, strategies to improve institutional performance work capacity and work ethic, and strategies to utilize fisheries and cultivation potential technological development, provision of processed industries of fishery products, and improvement of the quality of the environment.
