Japan is a representative state where the volunteer fire brigade consisting of private citizens is well developed although it has an advanced fire fighting system established by local governments. Japan realized the limitation of response by governmental fire fighting system when large-scale natural disasters such as earthquake or typhoon and has developed and promoted several policies to activate the volunteer fire brigade. This study analyzes the policies of the volunteer fire brigade in Japan in detail and suggests policies which can be introduced to activate the volunteer fire brigade in Korea.

This study seeks to find ways to improve the volunteer fire brigade as the role and importance of the voluntary fire brigade, which can prevent various disasters including fire at all times and respond most quickly in case of disaster, increases. As a result of analyzing and deducing the problems of the current legal, administrative, and financial aspects of the volunteer fire brigade for this study, first, as a legal improvement method, it is necessary to raise the status of the volunteer fire brigade mission, flexible operation of the garden, and increase the professionalism of education and training. should be improved Second, as an administrative improvement plan, it is necessary to reorganize the character of the volunteer fire brigade, expand its role as a regional disaster prevention leader, enhance the professionalism of the volunteer fire brigade selection process, and expand the number of volunteer fire brigade members through group membership rather than individuals. Third, as a financial improvement plan, it is necessary to introduce appropriate remuneration and severance pay for volunteer firefighters, and insurance to be covered in case of injury or injury.

Japan has a very advanced volunteer fire brigade system as an interdependent organization by local residents due to frequent natural disasters. Japan has fostered and developed the volunteer fire brigade in the national level to response rapidly and appropriately to earthquake or natural disasters even in the urban area that has sufficient fire stations and fire officers. This study analyzes the situation of operating the volunteer fire brigade in Japan in detail and compares the result with Korean situation. Finally, this study suggests policies which can be introduced to activate the volunteer fire brigade in Korea.

The system of The Volunteer Fire Brigade is the Civil autonomic one which was set up from The Chosun Dynasty and has been active. Having suffered from several dificulties from Japanese control in the Chosun Dynasty, The Volunteer Fire Brigade was established by the enactment 1958 Fire Law and we have had it up to this time. The Volunteer Fire brigade played an important role in the period of the past Fire fighting personnel and equipment which we did not have. It has carried out the assistance of the Fire extinction, the early extinction of a fire in the rural region, the extinction of the forest fire, and lots of social volunteering actions etc. but, today's Fire fighting system has made the surprising developments, such as the improvement of national economic power, the increase of knowledge about the safety of the people, the openness of The Fire Fighting Department of Korea. I will try to check out the role of The Volunteer Fire Brigade which filled up the lacking part the fire fighting in the past and make the measures which can activate in these days, looking for the new field of the movement.

It is essential that the operational system of volunteer fire brigade (VFB) playing a important role in the local disaster prevention should be effectively improved to live in safety by protecting life and property of inhabitants from a disaster. The results of this research showed that most of volunteering members of fire brigade was highly satisfied with their works and thus they voluntarily did volunteer activities. It was also found that the development of the professional education program and training course about disaster prevention should be required because members of the volunteer fire brigade lacked expertise about the disaster prevention. Moreover, in order to activate and expand VFB, the establishment of the fundamental ideology about the activities of VFB, the introduction of effective selection examination system for the VFB and the creation of department fully responsible for the management of the VFBs should be necessary as well.

A Volunteer Fire Brigade is a voluntary social services organization that performs various assistance works in fire fighting activities such as fire fighting and rescue of human lives on a part-time basis. Recently, it has also assumed an important role in the creation of security culture of local society. Besides, it provides diverse service activities related to security of local society. However, as this kind of volunteer fire brigade organization is not in a vigorous state, research for an improvement is being carried out in earnest. As part of a vitalization plan of the volunteer fire brigade, an attempt was made in this research to present an activation plan of the volunteer fire brigade through formation of social capital. Accordingly, efforts were made in this research to investigate and analyze an awareness of social capital among the volunteers and to present on this basis a plan for formation of social capital for the volunteer fire brigade of local society. As a result of the research, it turned out that social norm has the major effect on the formation of social capital for volunteer fire brigade. Therefore, it is our belief that an independent statute should be established to nurture and develop volunteer fire brigades. And when strong mutual trust among the volunteers are formed and efforts for devotion to local society are made on this basis, the security level of local society will be enhanced further.

The fire brigade non-suppression probability model is a major factor that should be considered in evaluating fire-induced risk through fire probabilistic risk assessment (PRA), and also uncertainty is a critical consideration in support of risk-informed performance-based (RIPB) fire protection decision-making. This study developed an optimal integrated probabilistic fire brigade non-suppression model considering uncertainty of parameters based on the Bayesian Markov Chain Monte Carlo (MCMC) approach on electrical fire which is one of the most risk significant contributors. The result shows that the log-normal probability model with a location parameter (µ) of 2.063 and a scale parameter (σ) of 1.879 is best fitting to the actual fire experience data. It gives optimal model adequacy performance with Bayesian information criterion (BIC) of -1601.766, residual sum of squares (RSS) of 2.51E-04, and mean squared error (MSE) of 2.08E-06. This optimal log-normal model shows the better performance of the model adequacy than the exponential probability model suggested in the current fire PRA methodology, with a decrease of 17.3% in BIC, 85.3% in RSS, and 85.3% in MSE. The outcomes of this study are expected to contribute to the improvement and securement of fire PRA realism in the support of decision-making for RIPB fire protection programs.

The purpose of this study is to discuss an academic concept transition of volunteer firefighting after implementation of the "Volunteer Fire Brigade Establishment & Operation Act". For that, the definition, function, and support of member for the volunteer fire brigade and the quasi-public organization were compared and analyzed using laws and its implementing ordinances, local ordinances, references, etc. In results, we can consider the definition of the volunteer fire brigade in relation to that of the quasi-public organization. In addition, it showed that the volunteer fire brigade have the function of the sub-administrative organization in the quasi-public organization. The support of volunteer firefighting was very similar to that of the village foreman as example of the sub-administrative organization. In conclusion, an academic concept of the volunteer firefighting was translated from the general volunteer organization to the sub-administrative organization in the quasi-public organization. The result in this paper is expected to serve as a basis for the research of the volunteer fire department in Korea.

This study analyzed a gas explosion accident. A gas smell from a underground coffee shop in the two-story building was reported to 119. A fire brigade was turned out, turned off the main valve of LPG gas cylinder on the roof, and checked the turning off of middle valve in the coffee shop. The fire brigade required a gas supplier and gas installer who arrived at the spot to take safety actions. Gas explosion occurred seven minutes after the fire brigade was withdrawn and two people died and 21 people were injured. A court decided that because the causes for gas explosion were not found, compensation responsibility could not be charged with the gas supplier, the gas installer, or Korea Gas Safety Corporation. In this reason, the court judged that only the fire brigade who was withdrawn without taking safety actions shall compensate victims or bereaved families. Therefore, fire brigades who turn out after a 119 report of a gas leak should take safety actions such as escaping people or preventing people's access and ventilating and be withdrawn when there is no possibility of fire or explosion.

This paper was dealing with the change of academic meaning for activities of volunteer firefighter by enforcement of "Act on Volunteer Fire Brigade Establishment & Operation". For that, we checked the references including definition, origin, history, activities, and characteristics of volunteer firefighter. In addition, we confirmed the differentiating activity characteristics between the volunteer firefighter and the general volunteer. In result, the characteristics of the volunteer firefighter activities did not have with the spontaneity of the general volunteer activities due to Article 3 (appointment of volunteer firefighter), Article 4 (dismissal of volunteer firefighter), and Article 9 (working conditions of volunteer firefighter, etc) of "Act on Volunteer Fire Brigade Establishment & Operation". Finally, we could not interpret that the characteristics of the activities of volunteer firefither is same with the general volunteer activities. The result in this paper is expected to serve as a basis for the research of the volunteer fire department in Korea.
