본 연구는 선행연구에서 다뤄지지 않았던 예방소방과 대비소방을 수방수요에 포함시켜 소방예산에 미치는 영향을 실증적으로 분석하고자 수행되었다. 이를 위해 16개 광역자치단체에서 수행된 예방소방행정(건축허가동의, 특정 소방대상물, 다중이용업, 소방특별조사), 대비소방행정(소방교육 및 훈련), 대응소방행정(화재진압출동, 구급출동) 그리고 소방예산에 대한 11년(2008년-2018년)의 패널자료를 이용하여 실증분석을 실시하였다. 분석결과, 예비소방행정의 소방특별조사, 대비소방행정의 소방교육 및 훈련, 그리고 대응소방행정의 화재진압출동은 소방예산에 유의미한 음(-)의 효과가 있는 것으로 나타났다. 한편, 대응소방행정의 구급출동은 0.01%수준에서 소방예산에 유의미한 양(+)의 효과를 미치는 것으로 나타났다. 이는 우리나라 소방행정의 패러다임이 재난수용(복구중심)에서 재난대응(현장대응중심)을 지나 재난대비(대비중심)로 변화되고 있다는 공공정책을 지지하는 연구결과이다.

본 연구는 우리나라 소방조직에서 수행되는 예방소방행정과 대비소방행정이 대응소방행정에 미치는 영향을 실증적으로 분석하고자 수행되었다. 이를 위하여 2008년부터 2018년까지 16개 광역자치단체에서 수행된 예방소방행정과 대비소방행정, 그리고 대응소방행정에 대한 패널자료를 이용하여 통계분석을 실시하였다. 독립변인으로 예방소방행정과 대비소방행정을 사용했으며, 종속변인으로 대응소방행정을 사용하였다. 예비소방행정의 하위 변인으로 특정소방대상물 현황분석, 다중이용업 현황분석, 다중이용업 안전시설 완비 증명 발급, 소방특별조사을, 대비소방행정의 하위 변인으로 소방교육을, 대응소방행정의 하위 변인으로 화재진압출동을 사용하였다. 분석결과, 특정소방대상물 현황분석과 소방교육은 화재진압출동에 유의미한 양(+)의 영향을 미치는 것으로 나타났다. 본 연구결과는 소방행정의 효과성을 분석하는 연구에 기초자료로 사용될 수 있다.

본 연구는 일상에서 사용되고 있는 섬유에 대하여 방염액을 사용한 후처리방법에 의해 방염처리를 진행하였을 때 섬유류의 구성비에 따른 방염성능 및 연소특성을 파악해 보고자 연구를 수행하였으며 화학섬유의 구성비 및 면의 함량에 따라 후처리의 방염성능이 달라짐을 확인할 수 있었다.

Fire is a disaster of uncertainty, but since it is an artificial disaster essentially, this study is to emphasize that prevention and suppression of fire should be done more efficiently to develop the national love and trust of fire fighting. And it examines small neighboring living facilities which can be the typical dead ground of fire fighting based on researcher's experiences, intuition and related materials. The main course of the study defines the concept of fire fighting administration, dead ground and small neighboring living facilities. compares and analyzes fire fighting at small neighboring living facilities and the whole fire fighting cases and divides the causes of dead ground of fire fighting into preventive administration and suppressive administration sides. Those causes were resulted from discrepancies of political and social structures, but some of them can be improved depending on firemen's efforts. In addition, the means available for preventing the dead ground of fire fighting based on analyzed causes are suggested. Institutional approaches should be consulted with related agencies and legalized, but most managerial approaches can be introduced easily. Other means are approached for PR.

건축물에서 방화, 방음, 기밀, 단열 등의 용도로 사용되어지는 방화문은 외관의 단순함과 재질의 제한성 때문에 선택의 폭이 넓지 않았으나 최근에는 외관의 미려함을 고려하면서도 친환경성을 부여한 방화문들이 등장하고 있다. 하지만 방화문으로서 갖추고 있어야 하는 화재발생 시에 일정시간이내로 내화성을 부여해야 하는 측면에서는 어려움이 있다고 하겠는데 특히 목재방화문의 경우에는 경량화되면서도 내화성을 지닐 수 있는 방화문이 더더욱 요구되어지고 있기 때문에 목재방화문에 관한 내화특성을 실험을 통해 측정하였으며 화재안전성을 평가해 보았다.

소방공무원은 한국에서 가장 위험한 직업군중 하나로 분류될 수 있으며, 이들 소방공무원이 현장에서 동료들의 부상이나 사망을 목격하게 되거나, 개인이 견딜 수 없는 조직문화나 불합리한 제도 등 문화적 요인이나 제도적 요인등도 스트레스를 매우 위험한 수준까지 발전시킬 수 있으며, 또한 위험을 유발하는 직간접적인 요인들이 결국 소방공무원의 스트레스를 높이고 조직몰입을 떨어뜨려 조직의 효과성을 저해함으로서 소방공무원의 스트레스는 조직몰입도에 상당한 영향을 미칠 수 있으므로, 보다 효과적으로 소방조직문화를 향상시킬 수 있는 방안에 대해 집중적으로 검토하고 연구하고자 하였다.

화재 발생 시 연소확대 방지 및 이를 지연시켜 재실자의 피난시간을 확보하고자 실시하는 방염처리의 성능평가는 연소시험방법을 통해 잔염시간, 잔신시간, 탄화면적, 탄화길이가 일정기준에 적합하여야만 방염성능을 부여받게 되며 목재나 MDF와 같은 합판은 방염도료나 방염필름을 부착하여 사용하는 현장방염처리방법이 사용되고 있다. 따라서 본 연구에서는 시중에서 일반적으로 사용되고 있는 비방염 접착필름, 방염 필름, 방염 도료 등을 MDF 합판에 적용하여 방염처리 하였을 때의 연소특성 및 방염성능을 측정하였다.

소방공무원은 화재 진압 등 근무 중 다양한 사고에 노출되고 있으며, 이로 인해 소방공무원 개인의 문제 분만 아니라 소방력을 약화시켜 궁극적으로 대 국민 소방서비스의 질적 저하를 가져오고 있다. 따라서 소방공무원의 안전사고 최소화를 궁극적인 목적으로 소방활동의 업무영역별 안전사고 대책개발을 위한 전단계로 최근 국내의 800여건의 안전사고를 분석하여 원인별 Matrix를 작성하였다.

We study on the power of local autonomous fire fighting in Korea. Chapter I which sets out purpose, scope and method, is followed by Chapter Ⅱ , dealing largely with the organization, man-power, equipment, activites of local fire fighting administration and the fire fighting environment. Chapter III made a comparative study on the power of autonomous fire fighting, local budget , fire fighting activities, fire present conditions. It is followed by concluding abservation made in Chapter Ⅳ and Chapter V. We indicated a few disputed points on the power of local autonomous fire fighting and suggested several alternatives to improve our fire fighting administration system. The alternatives suggested are as followes : (1) Reinforcement of the man-power, (2) Regulation of the standard fire fighting power, (3) Improvement of the using on fire fighting facilities tax and state finance, (4) Aplication of the local borrowings, (5) Tax reduction and exemption on the fire fighting equip-ment investment, and so forth.
