현행 민간 시행사에 의한 주택 개발사업의 토지비 차입 구조는 사업자체의 타당성에 의한 진정한 의미의 프로젝트 파이낸싱(project financing)이라기보다는 담보능력이 약한 민간 시행사에 대하여 건설사의 지급보증을 필요로 하는(corporated financing)구도이다. 따라서 정확하지 못한 타당성 분석에 의한 사업진행은 사업 주체에 큰 타격을 줄 수 있으며, 더욱이 건설사의 경우 도급업체로서의 건설대금에 대한 리스크 외에 지급보증에 의한 리스크를 이중으로 부담하게 되어 치명적인 타격을 줄 수 있다 또한, 최근의 $8{\cdot}31$부동산 정책이후 분양시장의 환경 변화로 인해 정밀한 타당성 분석이 요구되어 지고 있다. 따라서 본 연구는, 이러한 상황인식 하에서 타당성 분석의 정밀도와 수지분석 항목과 관련된 사항에 대한 의사결정의 우선순위를 위하여, 지가에 따른 몬테칼로 시뮬레이션을 이용한 주택 개발사업의 사례분석을 통하여, 사업이익에 대한 수지분석 항목의 민감도 분석을 목적으로 한다.

To construct ligh rail transit, many local autonomous entities investigate the feasibility of project. Especially, many studies attempt to find the probability of private inducement and the method. The purpose of this paper is to develop the light rail transit financial analysis system for private sector, based on the procedure and the method of the financial analysis. This system consistes of the income and cost module. As a result, provide the cash flow, income statement and financial profit statement for the result. We hope that it is contributed to analyze the feasibility of the finance conveniently.

In the era of the 4th Industrial Revolution, the importance of information protection is increasing day by day with the advent of the 'hyper-connection society', and related government financial investment is also increasing. The source of the government's fiscal investment projects is taxpayers' money. Therefore, the government needs to evaluate the effectiveness and feasibility of the project by comparing the public benefits created by the financial investment projects with the costs required for it. At present, preliminary feasibility study system which evaluates the feasibility of government financial investment projects in Korea has been implemented since 1994, but most of them have been actively carried out only in some fields such as large SOC projects. In this study, we discuss the feasibility evaluation of public projects for the purpose of information security. we introduce the case study of the personal information protection program of Korean public institutions and propose a cost-effectiveness analysis method that can be applied to the feasibility study of the information protection field. Finally, we presented the feasibility study and criteria applicable in the field of information security.

경제성 분석에 의한 재무타당성 분석은 이론적으로나 실무적으로 그 타당성이 인정되고 있으나, 할인율 추정이 어려운 관계로 경제성 분석과 결과해석이 실무적으로 쉽지 않다. 따라서 본 연구는 신규호텔 건설 시 경제성 분석에 의한 재무타당성 분석의 구체적인 틀과 실무적용방법 및 기술을 제시하는데 근본적인 목적을 두고 연구하였다. 연구의 결과, 첫째, 대용베타방식에 의한 할인율(자본비용)을 실무적으로 추정하는 방식을 제시하여 경제성 분석결과에 대한 신뢰성과 타당성을 증대시킬 수 있었다. 둘째, 할인율과 현금흐름을 이용한 경제성 분석기법(순현가법, 내부수익율법, 수익성지수법 등)에 의한 재무타당성 분석의 전체적인 틀을 설명할 수 있었다. 셋째, 재무타당성 분석의 각 단계에서 요구되는 실무적인 분석기술을 제시할 수 있었다.

인프라 시설에 대한 투자와 같이 대형 프로젝트를 진행하는데 있어서 타당성분석은 프로젝트 전체 투자의 규모, 기간 등을 결정하는 기초자료의 역할을 하게 된다는 점에서 매우 중요하다. 하지만 국내에서 수행된 타당성 분석의 경우 평가 기준이 불분명하고, 평가 방법이 체계적이지 못한 등 많은 문제점들을 가지고 있다. 이에 본 연구에서는 타당성분석의 많은 문제점들 중에서 최근 그 중요성이 더욱 더 커지고 있는 경제적 타당성분석 및 재무적 타당성분석에 따르는 문제점을 정리하고 개선책을 제시하는 한편, 타당성분석 과정에서 예측 가능한 리스크를 식별 이론적, 정책적 관리 방안을 이용한 프로세스 통하여 투자자나 사업주체로 하여금 리스크를 관리 할 수 있는 방안을 제시하였다.

건축개발사업은 목적물을 완성시킴으로써 이윤을 창출하는 사업이고, 프로젝트의 성공을 좌우하는 것은 프로젝트 초기에 사업타당성을 정확히 분석하고 예측하는 것에 달려있다. 사업타당성 분실은 본질적으로 현재시점에서 미래예측이라는 불확실성을 내포하고 있으므로 불확실한 상황 하에서 의사결정을 할 수밖에 없다. 이러한 불확실성 하에서의 의사결정방법은 통계학의 확률이론에 기초하고 있지만, 지금까지 사업 타당성 분석은 확률론적 결정방법에 의한 타당성 분석이 아니라 결정론적 방법에 의한 타당성분석을 적용하여 왔다. 따라서 본 연구에서는 초기 사업 타당성 분석 시 프로젝트의 성공을 위해 확률론적 방법에 의한 의사결정을 함으로써, 의사결정 자에게 좀 더 정확하고 신뢰성 있는 자료를 제공할 수 있는 시뮬레이션을 이용한 확률론적 분석방법을 제시한다. 본 연구 결과 확률론적 시뮬레이션 기 법은 건축개발사업의 재무적 타당성 분석 기법으로 적합하다. 중요한 사업 또는 신중한 의사결정시 이 방법을 활용함으로서 정확성과 신뢰성에 근거하여 효율적인 판단이 가능해 질 것이므로 그 활용성이 기대된다.

This paper want to do the feasibility analysis that it uses financial statements in order to attract foreign investment to enter in the Busan area. And this paper would be presented the plan about foreign investment revitalization. To that end, this paper would be deployed the following methods and scope. First, It defines to the concept of foreign investment, foreign investment region, and foreign-invested enterprises, I wish to loot at the economic effects of positive and negative effects through foreign investment. Second, this study's scope would be set up foreign investment area of Busan, and investigate the land development cost of invested enterprises, construction cost of enterprises burden, expected revenues, etc. Third, it classified three industry for the feasibility analysis of entered enterprises, so would be yield industry-specific analysis using financial statements to be pre-research. Forth, this paper is suggested a revitalization plan for efforts to attract foreign investment, for the future through economic effective analysis of foreign invested-enterprises.

This paper investigates whether the use of Rainwater Harvesting Systems (RWHSs) to provide water for washing machines in Hong Kong residential buildings would be financially attractive. In such systems, rainwater is accumulated and reused for doing laundry, garden irrigation, flushing toilets, and even drinking. Thus, the analysis of RWHSs' financial feasibility is essential for construction projects. RainCycle is used to validate financial feasibility, considering particular circumstances and data relevant to the Hong Kong context. A range of different scenarios by adjusting three factors are evaluated: catchment area, water demand, and discount rate. It is suggested that $2,000m^2$ would be a suitable catchment area in a typical Hong Kong residential building and it is demonstrated how water demand and discount rate influence the financial performance of RWHSs. In particular, the financial performance of RWHSs is sensitive to discount rates. The results suggest that the RWH system would be worthwhile for buildings with a lower number of floors, but would barely achieve financial validation in Hong Kong's super high-rise residential buildings.

The operation of the Seat-type Express Electric railway (SEE) has been watched for an alternative plan according to the increase of competition among the vehicle in metropolitan city. The purpose of this study was to examine a feasibility for the adoption of the SEE by analysis of various condition in the double tracked Souel-Chuncheon line. Fare estimate, station selection for SEE, managerial plan, demanding forecasting and analysis were performed to compute financial efficiency. The results showed financial validity on Revenue Cost Ratio (R/C), Financial Net Present Value (FNPV), Financial Internal Rate of Return (FIRR). This results indicate the evidence that SEE is a new means which is able to complement for finance, transportation capacity in metropolitan city.

본 연구는 중소·벤처기업에 대한 기술평가 및 기술금융 지원사업이 기업의 경영성과를 향상시키고 성장기반을 확보하는데 유용한 수단인지 여부를 검증하기 위해 기술보증기금이 직접 기술평가 및 보증을 지원한 3,688개 기업을 표본기업으로 분석하였다. 먼저 대표적 경영성과 지표로서 재무건전성이 우수한 기업과 취약한 기업 간에 기술평가지표 세부 항목별로 유의미한 차이가 있는지 t검증을 실시한 결과, 총 33개 기술평가 세부항목 중 25개항목 (75.8%)에서 재무건전성이 우수한 기업집단과 그렇지 못한 기업집단 간에 기술평가의 유의미한 차이가 있는 것으로 나타나 기술평가지표의 유의성이 비교적 높은 것으로 확인되었다. 그리고 대표자역량, 경영진팀웍, 기술집약도, 시장경쟁력 및 투자타당성 등 5개 구성개념 속성들은 모두 기술사업성에 정(+)의 유의한 영향을 미치고, 기술사업성은 기업의 성장성, 노동생산성 및 재무건전성 등 경영성과에 모두 정(+)의 유의한 영향을 미치는 것으로 나타났다.
