Assessment of Seasonal Variations in the Treatment Efficiency of Constructed Wetlands

  • Unlike conventional treatment technologies, the performance of nature-based facilities were susceptible to seasonal changes and climatological variabilities. This study evaluated the effects of seasonal variables on the treatment performance of constructed wetlands (CWs). Two CWs treating runoff and discharge from agricultural and livestock areas were monitored to determine the efficiency of the systems in reducing particulates, organics, and nutrients in the influent. For all four seasons, the mean effluent suspended solids concentration in the agricultural CW (ACW) increased by -2% to -39%. The occurrence of algal blooms in the system during summer and fall seasons resulted to the greatest increase in the amount of suspended materials in the overlying water. unlike ACW, the livestock CW (LCW) performed efficiently throughout the year, with mean suspended solids removal amounting to 61% to 68%. Algal blooms were still present in LCW seasonally; however, the constant inflow in the system limited the proliferation of phytoplankton through continuous flushing. The total nitrogen (TN) and total phosphorus (TP) removal efficiencies in ACW were higher during the summer (21% to 25%) and fall (8% to 21%) seasons since phytoplankton utilize nitrogen and phosphorus during the early stages of phytoplankton blooms. In the case of LCW, the most efficient reduction in TN (24%) and TP (54%) concentrations were also noted in summer, which can be attributed to the favorable environmental conditions for microbial activities. The mean removal of organics in ACW was lowest during summer season (-52% to 35%), wherein the onset of algal decay triggered a relative increase in organic matter and stimulate bacterial growth. The removal of organics in LCW was highest (54 % to 55%) during the fall and winter seasons since low water temperatures may limit the persistence of various algal species. Variations in environmental conditions due to seasonal changes can greatly affect the performance of CW systems. This study effectively established the contributory factors affecting the feasibility of utilizing CW systems for treating agricultural and livestock discharges and runoff.

The application study of preventive maintenance during normal operation for APR1400 nuclear power plants considering risk

  • Preventive Maintenance(PM) for safety component during power operation at nuclear power plants, On-Line Maintenance(OLM) refers to intentionally entering the Limited Condition of Operation(LCO) specified in the Technical Specification(TS) for safety-related systems and components in order to perform preventive maintenance within the Allowed Outage Time (AOT). This study assessed the feasibility of conducting OLM at the domestic APR1400 nuclear power plant. It focused on preventive maintenance duration and risk perspectives. A total of 78 FEGs were developed for 4450 facilities, considering system functions and preventive maintenance scope during output operation for eight safety-related systems. Additionally, maintenance items included in FEGs were selected, designated as targets for OLM, and their maintenance durations were evaluated and compared with AOT for each maintenance item. As a result, the Auxiliary Feedwater and Essential Chilled Water systems were identified as systems allowing OLM. Furthermore, utilizing the Risk Monitoring System (RIMS), the increased risk value due to the unavailability of target equipment during preventive maintenance was analyzed to determine whether it falls within the acceptable range. Regarding the temporary risk increase caused by OLM, it was observed that in all systems, it falls within Zone III according to NUMARC93-01 standards, allowing for normal equipment arrangement for OLM. However, according to the risk increase standards rate in domestic nuclear power plants, when maintaining the A-train in four systems including Component Cooling Water, they are all evaluated as 'Orange,' indicating that measures for risk mitigation are necessary for OLM to be feasible. When considering extending AOT up to 1.6 times the maintenance time, the risk increase falls within Zone III according to permissible change in risk standards, indicating that AOT extension might be feasible based solely on risk changes. To apply OLM within the permissible risk management scope in domestic nuclear power plants, regulatory policies need to allow voluntary LCO entry for preventive maintenance, necessitating clear determination by regulatory agencies using risk-informed policies. While OLM seems viable concerning maintenance duration and quantitative risk aspects, for inducing regulatory policy changes, comprehensive OLM guidelines are necessary, including risk management strategies.

A Study on the Demand for Cultural Ecosystem Services in Urban Forests Using Topic Modeling (토픽모델링을 활용한 도시림의 문화서비스 수요 특성 분석)

  • The purpose of this study is to analyze the demand for cultural ecosystem services in urban forests based on user perception and experience value by using Naver blog posts and LDA topic modeling. Bukhansan National Park was used to analyze and review the feasibility of spatial assessments. Based on the results of topic modeling from blog posts, a review process was conducted considering the relevance of Bukhansan National Park's cultural services and its suitability as a spatial assessment case, and finally, an index for the spatial assessment of urban forest's cultural service was derived. Specifically, 21 topics derived through topic analysis were interpreted, and 13 topics related to cultural ecosystem services were derived based on the MA(Millennium Ecosystem Assessment)'s classification system for ecosystem services. 72.7% of all documents reviewed had data deemed useful for this study. The contents of the topic fell into one of the seven types of cultural services related to "mountainous recreation activities" (23.7%), "indirect use value linked to tourism and convenience facilities" (12.4%), "inspirational activities" (11.2%), "seasonal recreation activities" (6.2%), "natural appreciation and static recreation activities" (3.7%). Next, for the 13 cultural service topics derived from data gathered about Bukhansan National Park, the possibility of spatial assessment of the characteristics of cultural ecosystem services provided by urban forests was reviewed, and a total of 8 cultural service indicators were derived. The MA's cultural service classification system for ecosystem services, which was widely used in previous studies, has limitations in that it does not reflect the actual user demand of urban forests, but it is meaningful in that it categorizes cultural service indicators suitable for domestic circumstances. In addition, the study is significant as it presented a methodology to interpret and derive the demand for cultural services using a large amount of user awareness and experience data.

Inclusive Impact Index "Triple I" for Assessing Ocean Utilization Technologies (해양이용기술 평가를 위한 포괄적 영향지수 "트리플 I")

  • World population has increased rapidly following the industrial revolution, reaching 7 billion in 2012. Several forecasts estimate that this number will rise to about 8 billion in 2025. Improvements of living standards in developing nations have also raised resource and energy demands worldwide. In consequences, human beings have faced many global and urgent problems, such as global warming, water and food shortages, resource and energy crises, and so on. Many ocean utilization technologies for avoiding or reducing such big problems have been developed, for examples $CO_2$ ocean sequestration, seawater desalination, artificial upwelling, deepwater mining, and ocean energies. It is important, however, to assess such technologies from the viewpoints of sustainability and public acceptancy, since the aims of those technologies are to develop sustainable social systems rather than conventional ones based on fossil resources. Inclusive Marine Pressure Assessment and Classification Technology Research Committee (generally called IMPACT Research Committee) of Japan Society of Naval Architects and Ocean Engineers, has proposed Inclusive Impact Index "Triple I" as an indicator, which can predict both environmental sustainability and economical feasibility, in order to assess the ocean utilization technologies from the viewpoints of sustainability and public acceptancy. This index was considered by combining Ecological Footprint and Environmental Risk Assessment. The Ecological Footprint and the Environmental Risk Assessment are introduced in the first part of this paper. Then the concept and the structure of the Triple I are explained in the second part of this paper. Finally, the economy-ecology conversion factor in Triple I accounting is considered.

Life Cycle Assessment of Carbon Monoxide Production via Electrochemical CO2 Reduction: Analysis of Greenhouse Gas Reduction Potential (전기화학적 이산화탄소 환원을 통한 일산화탄소 생산 공정의 전과정평가 : 온실가스 저감 잠재량 분석)

  • Electrochemical carbon dioxide (CO2) reduction technology, one of the promising solutions for climate change, can convert CO2, a representative greenhouse gas (GHG), into valuable base chemicals using electric energy. In particular, carbon monoxide (CO), among various candidate products, is attracting much attention from both academia and industry because of its high Faraday efficiency, promising economic feasibility, and relatively large market size. Although numerous previous studies have recently analyzed the GHG reduction potential of this technology, the assumptions made and inventory data used are neither consistent nor transparent. In this study, a comparative life cycle assessment was carried out to analyze the potential for reducing GHG emissions in the electrochemical CO production process in a more transparent way. By defining three different system boundaries, the global warming impact was compared with that of a fossil fuel-based CO production process. The results confirmed that the emission factor of electric energy supplied to CO2-electrolyzers should be much lower than that of the current national power generation sector in order to mitigate GHG emissions by replacing conventional CO production with electrochemical CO production. Also, it is important to disclose transparently inventory data of the conventional CO production process for a more reliable analysis of GHG reduction potential.

A Study on the Mountainous Landscape Impact Review-System by the Importance-Performance Analysis (중요도-성취도분석을 통한 산지경관영향검토제도 연구)

  • The purpose of this study was to suggest the improvement of the Mountainous Landscape Impact Review(MLIR) system for the conservation and eco-friendly use of mountain scenery. In order to understand the status of the MLIR system, a comparative analysis was conducted of the MLIR official guidelines and the 100 MLIR reports submitted to the Korea Forest Service from 2011 to 2013. In addition, an Importance-Performance Analysis(IPA) was conducted to take into account stakeholder opinions and to determine the first priorities to be improved upon in operation and functions of the MLIR system. The results of the IPA in evaluating the MLIR system showed that the components in the MLIR system that should be primarily improved are mountainous landscape resource inventory, objective and quantitative selection of viewpoints, and a checklist for examining the damage expected in mountainous lands. To Revitalize the Mountainous Landscape Impact Review system, the professional knowledge and experience of the stakeholders should be enhanced by education and training in the MLIR system over the short-term, while the effective functioning of the MLIR system should be reinforced by differentiation and connectivity of the MLIR system with similar institutions, and by emphasizing the uniqueness and properties of mountainous landscapes over the long-term.

A Study on Public Interest-based Technology Valuation Models in Water Resources Field (수자원 분야 공익형 기술가치평가 시스템에 대한 연구)

  • Recently, as economic property it has become necessary to acquire and utilize the framework for water resource measurement and performance management as the property of water resources changes to hold "public property". To date, the evaluation of water technology has been carried out by feasibility study analysis or technology assessment based on net present value (NPV) or benefit-to-cost (B/C) effect, however it is not yet systemized in terms of valuation models to objectively assess an economic value of technology-based business to receive diffusion and feedback of research outcomes. Therefore, K-water (known as a government-supported public company in Korea) company feels the necessity to establish a technology valuation framework suitable for technical characteristics of water resources fields in charge and verify an exemplified case applied to the technology. The K-water evaluation technology applied to this study, as a public interest goods, can be used as a tool to measure the value and achievement contributed to society and to manage them. Therefore, by calculating the value in which the subject technology contributed to the entire society as a public resource, we make use of it as a basis information for the advertising medium of performance on the influence effect of the benefits or the necessity of cost input, and then secure the legitimacy for large-scale R&D cost input in terms of the characteristics of public technology. Hence, K-water company, one of the public corporation in Korea which deals with public goods of 'water resources', will be able to establish a commercialization strategy for business operation and prepare for a basis for the performance calculation of input R&D cost. In this study, K-water has developed a web-based technology valuation model for public interest type water resources based on the technology evaluation system that is suitable for the characteristics of a technology in water resources fields. In particular, by utilizing the evaluation methodology of the Institute of Advanced Industrial Science and Technology (AIST) in Japan to match the expense items to the expense accounts based on the related benefit items, we proposed the so-called 'K-water's proprietary model' which involves the 'cost-benefit' approach and the FCF (Free Cash Flow), and ultimately led to build a pipeline on the K-water research performance management system and then verify the practical case of a technology related to "desalination". We analyze the embedded design logic and evaluation process of web-based valuation system that reflects characteristics of water resources technology, reference information and database(D/B)-associated logic for each model to calculate public interest-based and profit-based technology values in technology integrated management system. We review the hybrid evaluation module that reflects the quantitative index of the qualitative evaluation indices reflecting the unique characteristics of water resources and the visualized user-interface (UI) of the actual web-based evaluation, which both are appended for calculating the business value based on financial data to the existing web-based technology valuation systems in other fields. K-water's technology valuation model is evaluated by distinguishing between public-interest type and profitable-type water technology. First, evaluation modules in profit-type technology valuation model are designed based on 'profitability of technology'. For example, the technology inventory K-water holds has a number of profit-oriented technologies such as water treatment membranes. On the other hand, the public interest-type technology valuation is designed to evaluate the public-interest oriented technology such as the dam, which reflects the characteristics of public benefits and costs. In order to examine the appropriateness of the cost-benefit based public utility valuation model (i.e. K-water specific technology valuation model) presented in this study, we applied to practical cases from calculation of benefit-to-cost analysis on water resource technology with 20 years of lifetime. In future we will additionally conduct verifying the K-water public utility-based valuation model by each business model which reflects various business environmental characteristics.

Reviewing the Operation of the Navy Safety Management System and Its Direction (해군 안전관리체계 운영에 대한 검토 및 발전 방향 고찰)

  • Purpose: In order to enhance safety, the Korea Navy is making efforts to introduce a safety and health management system and to develop a risk assessment system, while safety accidents keeps occurring. A development plan was proposed through an inspection of the Safety Management System(SMS). Method: To diagnose the Korea Navy's safety management system, changes in the safety environment, documentation system, and safety and health management system operation were reviewed, points to be improved were found, and improvement directions were derived. Result: There is a need for an SMS standard that can present the Korea Navy's safety policy and safety management direction, and a safety program that provides guidelines for implementing it in a standardized manner. To this end, we were able to confirm the feasibility of linking the requirements of the US Navy's SMS and the international standard ISO 45001 standard together with the Korea Navy's safety management system. Conclusion: The Korea Navy's safety management system needs to clearly present safety policies and standards, and have public confidence and effectiveness in safety work through a standard program that can implement them, and for this, the development of a Navy SMS is necessary.

  • Cyber security in the automobile sector is a key factor in the life cycle of automobiles, and cyber security evaluation standards are being strengthened worldwide. In addition, not only manufacturers who design and produce automobiles, but also due to the nature of automobiles consisting of complex components and various parts, the safety of cybersecurity can be secured only when the implementation level of the cybersecurity management system of companies participating in the entire supply chain is evaluated and managed. In this study, I analyzed the requirements of ISO/SAE 21434 and TISAX, which are representative standards for evaluating automotive cybersecurity. Through a survey conducted on domestic/overseas company security officers and related experts, suitability and feasibility were reviewed according to priorities and industries, so 6 areas and 45 evaluation criteria were derived and presented as final evaluation items. This study is meaningful as a study in that it presented a model that allows companies participating in the automotive supply chain to evaluate the current cybersecurity management level of the company by first applying ISO/SAE 21434 and TISAX overall control processes before uniformly introducing them.

Economic and Environmental Assessment of a Renewable Stand-Alone Energy Supply System Using Multi-objective Optimization (다목적 최적화 기법을 이용한 신재생에너지 기반 자립 에너지공급 시스템 설계 및 평가)

  • This study aims to propose a new optimization-based approach for design and analysis of the stand-alone hybrid energy supply system using renewable energy sources (RES). In the energy supply system, we include multiple energy production technologies such as Photovoltaics (PV), Wind turbine, and fossil-fuel-based AC generator along with different types of energy storage and conversion technologies such as battery and inverter. We then select six different regions of Korea to represent various characteristics of different RES potentials and demand profiles. We finally designed and analyzed the optimal RES stand-alone energy supply system in the selected regions using multiobjective optimization (MOOP) technique, which includes two objective functions: the minimum cost and the minimum $CO_2$ emission. In addition, we discussed the feasibility and expecting benefits of the systems by comparing to conventional systems of Korea. As a result, the region of the highest RES potential showed the possibility to remarkably reduce $CO_2$ emissions compared to the conventional system. Besides, the levelized cost of electricity (LCOE) of the RES-based energy system is identified to be slightly higher than conventional energy system: 0.35 and 0.46 $/kWh, respectively. However, the total life-cycle emission of $CO_2$ ($LCE_{CO2}$) can be reduced up to 470 g$CO_2$/kWh from 490 g$CO_2$/kWh of the conventional systems.
