Korea has rapidly increased R&D investment over the last few decades and the intensity of R&D investment is among the highest in the world; however, there are serious concerns about R&D performance and R&D efficiency. This study is to improve the economic assessment methodology regarding a feasibility study for national R&D programs that are thought to be one of the most prominent ways to enhance R&D efficiency. In order to improve the methodology of economic assessment, a few of important factors such as technical or market uncertainty, spillover effect, and R&D contribution ratio should be covered in the model. The focus of this article is technological and market uncertainty that has a close relation with strategic flexibility and utilization potential to increase the value of R&D programs. To improve the current linear and definitive R&D process, a new framework with strategic flexibility is suggested, in which the result of economic assessment that considers technological and market uncertainty is reflected in planning. That kind of feedback process is expected to enhance the value of the program/project as well as R&D efficiency.

Assessment of program achievement is an essential item to analyze and improve the engineering education program. Program achievements are the abilities to be obtained after finishing the 4 year engineering program, and the program achievements should be evaluated for the quality improvement of program. There are two important considerations to determine the assessment method. the first one is reliability and the second one is the feasibility. In this paper, we propose a assessment tools and introduce the assessment methods of program outcomes. The proposed method is designed to enhance the reliability and feasibility of assessment in engineering education.
This study purports to develop a quality assessment tool for the process of health promotion programs at public health centers(PHC). The draft of the assessment tool developed by the literature was distributed to 242 staffs who were in charge of the health promotion programs at PHCs for evaluating the feasibility of the tool on September and October 2002. The major results of the study were as follows; The quality assessment tool developed in the study consisted of four domains: strategic planning, program management, monitoring and evaluation, and resources and information. The strategic planning dealt with the function of the planning staff and committees, community data analysis, the feasibility of the program, and the approach methods for attaining the goal of the program. The program management included the items on the qualification and power of the program staff. The monitoring and evaluation included the items on the reporting and communication among program units, and feed back after monitoring. Finally, the resources and information dealt with community networking, clients' response, and consulting activity of the staff. The validity of the tools was tested and partly supported by both formative and criterion-related methods. The assessment tools developed in this study could be used by health promotion workers in the self-evaluation of the program quality. In conclusion, the quality assessment tool developed in the study will be a good safeguard for assuring the quality of the process of health promotion programs.

Purpose: The planning of medical facilities involves formulating a comprehensive medical basic plan, translating it into spatial dimensions through a space program. Feasibility assessment often relies on empirical methods like floor area per bed. However, with the shift towards specialized medical concepts, proportional scaling to bed numbers is challenging. This study proposes scale planning improvements during the feasibility assessment stage for comprehensive hospitals, analyzing cases using area determination factors and standard areas based on medical resources. Methods: The Korean Development Institute's Public Investment Management Center (KDI) identified issues in the scale determination of medical facilities in the Preliminary Feasibility Study Guidelines and investigated alternative approaches for determining the scale of a case that passed the preliminary feasibility study in 2019. The study assessed the feasibility of applying individual factors to determine not only the number of beds but also the scale at the sector and department levels. Additionally, a statistical analysis was conducted to examine the correlation between the total number of beds and various area determination factors. Results: Results suggest a strong correlation between total beds and major equipment needs, but in hospitals with <500 beds, this correlation weakens. Ward section scale is better calculated per ward type, not just total beds. Outpatient department scale depends on specialists, influencing treatment room numbers. Medical personnel play a crucial role in determining the scale of sections like rehabilitation therapy rooms, operating rooms, dialysis rooms, and overall facility scale.

The purpose of this study was to evaluate the area adjustment criteria and methods of the feasibility study of national park plans by applying them to Hallyeohaesang National Park. As a result of the ecological-based assessment used to identify the adjustment target areas, the ecological-based assessment Grades I and II that can be considered for inclusion were analyzed as 10.0% and 40.4%, respectively. Grade V, which can be considered for release, was 9.9%. As a result of the inclusion and release suitability assessment, the area subject to inclusion was 35.150 km2 (3.669 km2 on land and 31.481 km2 at sea), and the area subject to release was 0.071 km2 on land. When local governments and residents request the release of a park area for public interest or convenience, the release can be considered as long as the total area does not change, which is called a mutual exchange. The release area determined by mutual exchange was 10.386 km2. It was 146 times the area determined by the suitability assessment for release. Matching the areas released by the mutual exchange with the ecological-based assessment, 70.6% (7.321 km2) was in Grades I and II, which can never be released. As a result, it was determined that the area adjustment of the feasibility study of Hallyeohaesang National Park was based on a very limited application of the results of the ecological-based assessment or the release suitability assessment. Also, mutual exchange was the key to area adjustment of the feasibility studies of national parks.
The present study aims to investigate the feasibility of using a simple nonlinear acoustic method for the assessment of bone status and osteoporosis in trabecular bone. Correlations of linear and nonlinear ultrasound parameters with the apparent bone density were obtained in 32 bovine femoral trabecular bone samples. Highly significant positive correlations were observed between the apparent bone density and the two linear ultrasound parameters, the speed of sound (SOS) and the normalized broadband ultrasound attenuation (nBUA), with Spearman's correlation coefficients of r = 0.85 and 0.77. In contrast, the apparent bone density was found to be negatively correlated with the nonlinear ultrasound parameter introduced in the present study, the logarithmic difference between the power spectrum levels of the fundamental frequency and the second harmonic (PSL1-PSL2), with the highest correlation coefficient of r = -0.92. These results suggest that the PSL1-PSL2, in addition to the SOS and the nBUA, may be useful for the assessment of bone status and osteoporosis.
Purpose: The purposes of this study were to develop a nursing assessment tool for senior center nurses, and to test its feasibility and content validity. Methods: The study utilized a psychometric test design. Preliminary items were developed based on geriatric health needs and Gordon's 11 domains of functioning health. Initially, the tool was evaluated for content validity and feasibility. Then, it was administered among 195 older adults in a senior center by a gerontological nurse practitioner. Data were analyzed to describe the nursing problems of the senior center older adults. Results: The final version of the nursing assessment tool consisted of 27 items. The internal consistency, measured with the Cronbach's ${\alpha}$, was .74. The result of the assessment showed that senior center older adults had high nursing needs in the area of management of chronic diseases (hypertension, diabetes, and lipids), dental care, community relations, safety, elder abuse, health behaviors (such as drinking), mental health (depression, suicide, and cognitive function), and health consultations. Conclusion: The new tool was feasible for use with senior center participants, and it was evaluated as having high content validity by senior center nurses.
