The Influence of Source Term Release Parameters on Health Effects

  • The influence of source term release parameters on offsite health effects was examined for the YGN 3&4 nuclear power plants. The release parameters considered in this study are release height, heat content, and release time. The effects of core inventory change as a function of fuel burnup was also examined. The health effects by the change of release parameters are early fatalities, cancer fatalities, and early fatality distance. The results showed that early fatalities and early fatality distance decrease as release height increases, although it does not have significant influence on cancer fatalities. The values of both early and late health effects decrease as heat content increases. As release time increases, health consequence shows maximum value in 2 hours of release time and then decreases rapidly. As fuel burnup increases, early fatalities decrease rapidly, while cancer fatalities increase rapidly. Both cases show little variation afterward. Early fatality distance is almost same in all fuel turnup history. The information obtained through this research is very useful in developing strategies for reducing offsite consequences when combined with the influence of weather conditions on offsite risks.

  • Korea has performed strategies for the third industrial accident prevention in order to minimize industrial accident. However, the occupational fatality rate and industrial accident rate appears to be stagnated for 11 years. Therefore, this paper forecasts the occupational fatality rate and industrial accident rate for 10 years. Also, this paper applies regression method (RA), exponential smoothing method (ESM), double exponential smoothing method (DESM), autoregressive integrated moving average (ARIMA) model and proposed analytical function method (PAFM) for trend of industrial accident. Finally, this paper suggests fundamental strategies for industrial accident prevention by forecasting of industrial accident rate in the long term.

  • For the preparation of KTX operation and electrifying the conventional line, many accidental fatalities were occurred in recent year. In order to improve track worker safety as low as possible, risk assessments are carried out in this study. As an input of risk assessment 5-year accident data were analyzed into frequency and fatality. As a result risk of track worker based on equivalent fatality is derived.

고압산소환경(高壓酸素環境)에서의 산소중독(酸素中毒) 및 내성(耐性)에 관(關)한 실험적(實驗的) 연구(硏究) (Experimental Studies on Oxygen Tolerance and Poisoning under Hyperbaric Oxygen Environment)

  • Experimental studies were performed to observe the difference in tolerance of small animals to oxygen poisoning, and also to examine the effects of certain drug for it. The three experimental groups consisted of mature rat group, immature rat group and mouse group. The animals were exposed to 5 atm. of 100% oxygen using hyperbaric chamber, and they were observed for oxygen poisoning by pulmonary and central nervous system manifestation. The tolerance to oxygen poisoning was represented by half fatality time in each experimental group. The drug applied was ammonium chloride $NH_4Cl$ and it was administered intraperitoneally in various dosages for particular attribution of its prophylactic effect. The following conclusions were made; 1. The immature rat group showed the higher degree of tolerance to oxygen poisoning, as evidenced by a more prolonged half fatality time in the group. No significant difference in the half fatality time between the mature rat and the mouse group was observed. 2. The fact that the immature group showed the higher degree of tolerance as compared with the mature rat group represented by delayed onset of convulsion. 3. There was a remarkable difference in the Lung Weight/Body Weight ratio between the experimental and control group. 4. The animals with a shorter half fatality time uniformally displayed an earlier onset of convulsive seizure as the sign of oxygen poisoning and a significant elevated Lung Weight/Body Weight ratio. 5. Ammonium chloride at the dosage of 450mg per kg body weight had the most pronounced prophylactic effect on oxygen poisoning.

고령운전자 연령구간별 사망사고 발생위험도와 사고비용 분석 연구 (Study on Fatality Risk of Older Driver and Traffic Accident Cost)

  • Korea is facing a surge in the aging population, showing that population aged 65 and above will be accounted for 42.5% of the total population in 2065 with the emphasis on the over-80 population consisting of 19.2%. In response to this abrupt change in population structure, the number of traffic fatality accident referring to older driver as aged 65+ years had been increasing from 605 fatalities in 2011 to 815 fatalities in 2015 resulting in increases in 34.7% in oppose to happening to decreases in 17.2% about non-older driver. With Logit analysis based on Newton-Raphson algorithm utilizing older driver's traffic fatality data for the 2011-2015 years, it was found that the likelihood of an accident resulting in a fatality for super older driver aged 80 years and above considerably increased compared to other older driver with aging classification: 2.24 times for violation of traffic lane, 2.04 times for violation of U-turn, 1.48 times for violation of safety distance, 1.35 times for violation of obstacle of passing; also average annual increase of traffic accident cost related to super older driver was fairly increased rather than other older driver groups. Hence, this study proposes that improving and amending transport safety system and Road Traffic Act for super older driver needs to be urgently in action about license management, safe driving education, etc. when considering the increase of over-80 population in the near future. Also, implementing a social agreement with all ages and social groups to apply with advanced driver assistance system for older driver groups will be able to become a critical factor to enhance safe driving over the face of the country.

Review on Need for Introduction of New Legal Framework of Investigation and Criminal Sanctions for OSH Fatal Accidents

  • Current OSH system was analyzed in this paper to explain why high fatal incidents and disasters are continuously repeated for recent years in Korea. It was found that we have Dichotomous Perceptional Misconception of prevention before accident and compensation after accident and there is a significant lack of proper feed­back reward system for OSH performance. It was assumed that no reduction of accident rate and fatality rate have not been achieved recently despite of a great effort and increased resource allocations. Some statistics for proving weak punishment were analyzed. In the current system, the will of administrative agency would have been very limited particularly in the legal aspects. The Industrial Safety and Health Act is not suitable to after-injury punishment for employer and/or corporate since it is based on a framework for enforcement of prevention. Based on these analyses, it was concluded that there was a need to consider a special law for Corporate Accountability for Fatal Accidents. Because it is necessary to consider seriously for introduction of a new legal system for after injury punishment to repair the current system where it was found lack of proper feedback system. Also, there was no proper sanction measures for corporate with the current OSH legal system, and the most urgent problem in OSH area is the high fatality rate. it is necessary to consider seriously for introduction of a new legal system for after injury punishment. 해군함정 화재 위험도 평가에 관한 연구 (A Study on Risk Assessment for Fire Onboard a Naval Vessel)

  • 최근 KDX-III, LPX 등 대형함 건조사업의 진행으로 예전과 달리 함정 규모가 커지고 함정 내 승조원수 및 승조 인원 구성도 다양화 되고 있는 상황을 반영하여 화재로 인한 해군함정의 위험도를 정량적으로 평가 분석하였다. 이를 위해 해군 함정의 복잡한 화재 전파양상을 사건수목분석(ETA)기법으로 모델링하였고, 승조원 침실 내 화재해석을 위해 CFAST 프로그램을 이용하여 화재 전파양상 및 화재구역 내거주가능시간(임계시간)을 예측하였다. 이를 승조원 탈출 시간과 비교하여 상황별 사망자 수를 산출하였으며 FN-curve로 전반적인 위험도를 도식하여 화재 위험도의 수용여부를 판단할 수 있는 방법을 제시하였다. 본 연구에서 제시된 방법론을 바탕으로 새롭게 건조되는 함정 설계단계에서 화재 발생시 함정에서의 인명위험성을 적절하게 평가할 수 있는 도구로 활용이 가능할 것으로 사료된다.

Can We Reduce Workplace Fatalities by Half?

  • Singapore, an island republic of over 5 million inhabitants, has 3.1 million workers. Most are employed in the service, finance and tourist/transport industry. Significant numbers work in manufacturing, construction and heavy industry. Following a series of construction and shipyard accidents with multiple deaths in 2004, the government announced its intention to reduce workplace fatalities from 4.9 to 2.5 per 100,000 by 2015. There was strong political will to achieve this target. The strategic approaches were to build workplace safety and health (WSH) capabilities; implement legislative changes with enforcement; promote benefits of WSH and recognize best practices, and enhance partnership with stakeholders. The anticipated outcomes were to reduce workplace fatality and injury rates; have WSH as an integral part of business; and establish a progressive and pervasive WSH culture. With these measures, the workplace fatality rate declined from 4.9/100,000 in 2004, to 2.2/100,000 in 2010. However, other confounding factors could also account for this decline, and have to be considered. The next target, announced by Singapore's Prime Minister in 2008, is to further reduce the workplace fatality rate to 1.8/100,000 by 2018, and to have "one of the best workplace safety records in the world".

UNCERTAINTY AND SENSITIVITY STUDIES WITH THE PROBABILISTIC ACCIDENT CONSEQUENCE ASSESSMENT CODE OSCAAR

  • This paper addresses two types of uncertainty: stochastic uncertainty and subjective uncertainty in probabilistic accident consequence assessments. The off-site consequence assessment code OSCAAR has been applied to uncertainty and sensitivity analyses on the individual risks of early fatality and latent cancer fatality in the population outside the plant boundary due to a severe accident. A new stratified meteorological sampling scheme was successfully implemented into the trajectory model for atmospheric dispersion and the statistical variability of the probability distributions of the consequence was examined. A total of 65 uncertain input parameters was considered and 128 runs of OSCAAR with 144 meteorological sequences were performed in the parameter uncertainty analysis. The study provided the range of uncertainty for the expected values of individual risks of early and latent cancer fatality close to the site. In the sensitivity analyses, the correlation/regression measures were useful for identifying those input parameters whose uncertainty makes an important contribution to the overall uncertainty for the consequence. This could provide valuable insights into areas for further research aiming at reducing the uncertainties.

Promoting the Quarry Workers' Hazard Identification Through Formal and Informal Safety Training

  • Background: The surface mining industry has one of the highest fatality rates among private industries in the United States. Despite recent decreases in the fatality rates of comparable industries, the fatality rate in the surface mining industry has increased. Meanwhile, a lack of safety research in surface mining has hindered efforts to improve safety strategies in the surface mining workplace. Method: This study examined quarry workers' hazard identification skills by conducting a case study of a surface mining facility in the Mid-Atlantic region of the United States. Semistructured interviews were conducted with eight quarry workers who were employed at the mine facility. In addition to the interviews, data were collected through field notes, notes from an expert meeting with safety managers, and site photographs to explore quarry workers' safety behaviors in the workplace. Results: The results showed that quarry workers identified hazards and improved their safety performance by translating safety knowledge learned from training into practice, acquiring hands-on work experience, learning from coworkers, and sharing responsibilities among team members. Conclusion: This study contributes to understanding quarry workers' safe performance beyond what they have learned in safety training to include their interaction with other workers and hand-on experience in the workplace. This study informs practitioners in the surface mining industry to build a safe work environment as they design effective safety programs for employees.
