  • Everybody may be vulnerable to fires depending on the time, place, and circumstances. Fire statistics show that the occurrence of fire death depends not only on the severity of a fire itself, but also largely on the conditions of occupants such as physical functions, the environment around occupants, and the type of facility where are fire occurs. The review of fire safety from the viewpoint of vulnerable populations does not simply mean additional special attention and care only to high risk groups, but instead it means significant review of fire safety design and systems for all people from a more universal standpoint. Therefore, in order to examine the strategies of a fire death-reduction program, safety measures suitable for the relevant high-risk groups considering the type of vulnerable person, the type of fire, and the type of building in residential occupancies. Solutions will require strenuous multilateral effort and flexibility.

  • Domestic construction industry has seen a negative image in the sense that various accident occurs frequently. Status of construction accidents in the case of domestic workers is reduced. However, if the situation of foreign workers is increasing every year. This study aims to create high-temperature exposure standard table for foreign workers and domestic workers in the analysis through the discomfort index of fatalities and using the WBGT index for reducing fatalities foreign workers to improve the image of the construction industry.

컨베이어용 리모트 비상정지장치 개발 및 특성 (A Development and Characteristics of Remote Emergency Stop Device for Conveyors)

  • Conveyors cause a high serious and fatal injuries in the industry. Every year people are hurt or killed as a result of accidents on conveyors. Most accidents occur during operation and maintenance when employees are working on moving, unguarded conveyors or when the conveyors starts unexpectedly. In 2008 there were 486 reported injures ranging from fatalities to injures. Of these 486 reported accidents, 8 were fatalities, 66.9%(325) of reported accidents occurred in manufacturing company and 43.8%(213) occurred at the belt conveyors. The objective of this study was to invent the remote emergency stop device because industrial accidents mainly occur at blind spots where usually do not have any safety guard or device rather than the normal working places. In principle, this new device will use with the existing safety system. Then, it will be powerful safety system for preventing injuries related with conveyors.

  • This report surveyed the trends of the fatalities related to the drug-toxicant (DT) and the drug abuse(DA), requested to analyze to the Central District Office of National Institute of Scientific Investigation for a year, 2002. The mortality related to DT in men was more common than that in the women. The most common age group of DT intoxication was 30's. (omitted)

  • The most common cause of death in fires is the inhalation of noxious gases rather than thermal injury. Carbon monoxide is well-known toxic component in fire atmospheres. However, the importance of hydrogen cyanide(HCN) as a toxic agent in the fire related fatalities(FRF) is under discussion. HCN is known to be produced in fires involving by the pyrolysis of polyacrylonitril (PAN) and other nitrogen-containing polymer. (omitted)

Fire Safety Labeling System for Household Goods to Prevent House Fires

  • Data released by the National Fire Agency showed that the total incidence of fires from 2014 to 2023 was 410,497, among which 75,215 were house fires, constituting 18% of the total occurrences. The fatalities resulting from house fires numbered 1,435. Fatalities stemming from prior house fires occurred between midnight and 6 am, coinciding with periods of sleep and diminished responsiveness to fire emergencies. A fire safety labeling system is proposed to prevent fire hazards associated with household products. This system primarily entails indicators of thermal energy and inherent fire attributed to household products. Furthermore, the Korea Fire Safety Institute has suggested adopting a risk label as a concrete measure plan for implementing the fire safety labeling system for household products. The results promise to safeguard the public against fires and increase the exports of household commodities by enhancing the corporate reputation through positive association with fire safety measures.

  • In 2014, there were approximately 4,762 fatalities on Korean roads. The fatality rate has decreased by 6.5 %, as compared to that of the previous year. The pedestrian-vehicle fatalities (1,795) have also decreased by 6 % over the previous year. However, the percentage of the pedestrian fatalities has increased from 37.9 % to 38.7 % during the same period. This is why further research is required, even though the KNCAP pedestrian safety assessment and KMVSS for pedestrian protection currently exist. This paper studied the Upper Legform to Bonnet Leading Edge Test at the front of the vehicles, which has not been introduced yet in Korea. The test method and procedure of the new BLE test in the Euro NCAP test protocol have been reviewed, and the physical tests on SUV and sedan with different bonnet leading edge heights have also been conducted and reviewed. In addition, the test results and characteristics have been analyzed via comparison with the former BLE test and each vehicle type.

건설현장 물체에 맞음 사고 저감을 위한 줄걸이 작업 전문 자격제도 도입에 관한 연구 (A Study on the Introduction of a Rigging and Slinging Certificate System to Reduce a Struck by Object Accidents)

  • According to 'The Analysis of Industrial Accidents in 2016' by Ministry of Employment and Labor, the number of deaths caused by accidents in the construction field is 391, accounting for 47% of 826 industrial fatalities in all industries. The breakdown of the 391 fatalities of the construction industry shows that 'struck by an object' accident had 30 fatalities, the 3rd in frequency following falling (235) and crashing (32) accidents. This study aims to explore ways to reduce the 'struck by an object' accident with emphasis on safety education and certificate system for rigging and slinging works. This study reviews literature on rigging and slinging works and analyzes 'struck by an object' accidents. The rules and regulation on the rigging and slinging works are also reviewed both for Korea and other countries with best practices in construction safety such as Singapore, Japan, U.K., and U.S. The rigging and slinging certificate systems of those countries are also reviewed to find any advantage in the construction safety management. In addition, a pilot rigging and slinging certificate system was executed in one of domestic construction site followed by two surveys: one on the riggers who participated in the pilot operation and the other on general managers in domestic construction sites. Based on the analysis of the 'struck by an object' accidents and pilot operation, this study proposes a rigging and slinging certificate system to reduce accidents, enhancing safety condition of construction sites. The certificate system was proposed in a way to accommodate working practice of construction sites. Depending on rigging careers and a crane load capacity, riggers are eligible to apply either basic or master certificate which makes difference in the level of rigging works. The safety condition of rigging and slinging work could be substantially enhanced if workers, managers, supervisors, administrators, and policy makers work together consistently.

전적색신호시간 운영에 따른 교통사고 감소효과 (Traffic Accident Reduction Effects of the All-Red Clearance Interval (ARCI) Operation)

  • 이 연구는 신호교차로의 신호운영과 교통사고의 관계를 다루고 있다. 연구의 목적은 전적색신호시간(ARCI) 운영에 따른 교통사고 감소효과를 분석하는데 있다. 이를 위해 이 연구는 청주시 37개 신호교차로를 대상으로 비교그룹 방법을 사용하여 ARCI의 교통사고 감소효과를 평가하는데 중점을 두고 있다. 주요 결과는 다음과 같다. 첫째, 교통사고 건수와 사상자 수는 ARCI 도입 전 후가 다른 것으로 평가되었다. 둘째, 교통사고 감소효과를 비교그룹방법으로 분석한 결과, 사고건수는 20.0%, 그리고 사상자 수는 28.0% 감소한 것으로 분석되었다. 마지막으로, 전적색신호시간 운영에 따른 사고건수의 감소 효과는 6.0~35.0%, 사상자 수의 감소 효과는 18.0~37.0%로 평가되었다.

잠재 심각도 평가 기반의 조선업 재해 분석 활동에 관한 사례 연구 (A Case Study on the Potential Severity Assessment for Incident Investigation in the Shipbuilding Industry)

  • Korean shipbuilding companies have taken many efforts for safety over the years by developing Health, Safety & Environment (HSE) Management Systems, Procedures, Training, and studying Programs for prevention of incidents. As a result, the shipbuilding industry has succeeded in reducing overall injury rates. Nevertheless, the industry also noticed that incident rates are still not at zero and more importantly, serious injuries and fatalities are still occurring. One factor that may be attributing to this is the lack of managing potential severity during incident investigations, most incident investigations are implemented based on the actual result. Generally, each shipbuilding company develops their customized incident investigation programs and these are also commonly being focused on actual result. This study aimed to develop a shift in strategy toward safety to classify the criteria of potential severity from any incidents and manage that to prevent any recurrence or causing any serious injuries or fatalities in the shipbuilding industry. Several global energy companies have already developed potential severity management tools and applied them in their incident investigations. In order to verify the necessity of improvement for current systems, a case study and comparative analysis between a domestic shipbuilding company and several global energy companies from foreign countries was implemented and comparison of two incident investigation cases from specific offshore projects was conducted to measure the value of a potential severity system. Also, a checklist was established from the data of fatalities and serious injuries in recent 5 years that occurred in Korea shipbuilding industry and a proposal to verify high potential incidents in the incident investigation process and comparative analysis between the assessment by appling proposed checklist and the assessment from a global energy company by using their own system was implemented. As a measure to prevent any incidents, it is required to focus on potential severity assessment during the incident investigation rather than to only control actual result. Hence, this study aims to propose a realistic plan which enables to improve the existing practices of incident investigation and control in the shipbuilding industry.
