Accuracy Analysis of Construction Worker's Protective Equipment Detection Using Computer Vision Technology (컴퓨터 비전 기술을 이용한 건설 작업자 보호구 검출 정확도 분석)

  • According to the 2020 industrial accident reports of the Ministry of Employment and Labor, the number of fatal accidents in the construction industry over the past 5 years has been higher than in other industries. Of these more than 50% of fatal accidents are initially caused by fall accidents. The central government is intensively managing falling/jamming protection device and the use of personal protective equipment to eradicate the inappropriate factors disrupting safety at construction sites. In addition, although efforts have been made to prevent safety accidents with the proposal of the Special Act on Construction Safety, fatalities on construction sites are constantly occurring. Therefore, this study developed a model that automatically detects the wearing state of the worker's safety helmet and belt using computer vision technology. In considerations of conditions occurring at construction sites, we suggest an optimization method, which has been verified in terms of the accuracy and operation speed of the proposed model. As a result, it is possible to improve the efficiency of inspection and patrol by construction site managers, which is expected to contribute to reinforcing competency of safety management.

A Case Study on the Human Error Analysis for the Prevention of Converter Furnace Accidents (전로사고 예방을 위한 인적오류 분석)

  • Occupational fatal injury rate per 10,000 population of Korea is still higher among the OECD member countries. To prevent fatal injuries, the causes of accidents including human error should be analyzed and then appropriate countermeasures should be established. There was an severe converter furnace accident resulting in five people death by chocking in 2013. Although the accident type of the furnace accident was suffocation, many safety problems were included before reaching the death of suffocation. If the safety problems are reviewed throughly, the alternative measures based on the review would be very useful in preventing similar accidents. In this study, we investigated the converter furnace accident by using human error analysis and accident scenario analysis. As a result, it was found that the accident was caused by some human errors, inappropriate task sequence and lack of control in coordinating work by several subordinating companies. From the review of this case, the followings are suggested: First, systematic human error analysis should be included in the investigation of fatal injury accidents. Second, multi man-machine accident scenario analyis is useful in most of coordinating work. Third, the more provision of information on system state will lessen human errors. Fourth, the coordinating control in safety should be performed in the work conducting by several different companies.

Accidents Analysis and Research on Risk of the Actual Conditions in Roof Works (건설업 지붕작업의 재해분석 및 실태조사)

  • This study analyzed the accidents and researched on risk of the actual condition in roof works. This study revealed that 68% of accidents in roof works occurred on small sized construction sites. And 79% of accidents are caused by fall. It is simply because most laborers do not wear the safety harness and the mounted equipment is not properly installed. According to our research, we realize that most of roof works have some risk of the fall accidents. Most of roof working sites have the danger of falling at ladder and temporary walkway. In oder to prevent accidents in roof works, the basic rule such as wearing the safety harness must be followed.

A Study on Analysis of Accident Rate and the Latent Condition of Accident for Helicopters in Korea (국내 회전익 항공기 사고율 분석 및 사고의 잠재적 조건에 관한 연구)

  • There were a total of 65 accidents of helicopers between 1990 and 2013. The overall accidents rate has remained around 8 accidents per 100,000 flight hours, and the fatal rate has stayed at about 8 accidents per 100,000 flight hours. In this study, we conduct a series of statistical analyses to investigate the significance of latent failure of groups that operate the helicopter. Analysis of variance demonstrated significant differences in the latent condition score for the 3 groups, with the lower accidents rate groups reporting better scores of latent condition. Results indicated that there are the significant differences of latent condition in accidents between groups of high accidents rate and groups of low accidents rate.

Review on Need for Introduction of New Legal Framework of Investigation and Criminal Sanctions for OSH Fatal Accidents

  • Current OSH system was analyzed in this paper to explain why high fatal incidents and disasters are continuously repeated for recent years in Korea. It was found that we have Dichotomous Perceptional Misconception of prevention before accident and compensation after accident and there is a significant lack of proper feed­back reward system for OSH performance. It was assumed that no reduction of accident rate and fatality rate have not been achieved recently despite of a great effort and increased resource allocations. Some statistics for proving weak punishment were analyzed. In the current system, the will of administrative agency would have been very limited particularly in the legal aspects. The Industrial Safety and Health Act is not suitable to after-injury punishment for employer and/or corporate since it is based on a framework for enforcement of prevention. Based on these analyses, it was concluded that there was a need to consider a special law for Corporate Accountability for Fatal Accidents. Because it is necessary to consider seriously for introduction of a new legal system for after injury punishment to repair the current system where it was found lack of proper feedback system. Also, there was no proper sanction measures for corporate with the current OSH legal system, and the most urgent problem in OSH area is the high fatality rate. it is necessary to consider seriously for introduction of a new legal system for after injury punishment.   • Construction fall accidents have been investigated by many researchers. Construction workers are prone to fall when elevations of the construction site is high. And falls are the most fatal accidents: it can be directly linked to the death. Construction fall accidents might be reduced by predetermining several areas which are highly probable to have fall accidents and by controlling such areas until the completion of the building construction. In this paper, a fall prevention system is suggested which can identify the areas where the focus on fall protection is perhaps most needed from the process characteristics. Main methodologies for this research are summarized as follows: 1. A data base on elements and types of falls is constructed from the data analysis of last 10 years fall accidents history. 2. Guideline is derived by identifying the highly probable areas of fall accidents with respect to the specific construction process. 3. Developed system is verified by applying the system to construction sites. 4. Finally a fall prevention system is suggested by utilizing the fall accidents data.

Study on Fall Protection from Scaffolds by Plastic Sheets

  • In Japan, protective measures to reduce falls from scaffolds have been strictly applied within industry safety guidelines, and such measures have significantly decreased fatal accidents due to falls from scaffolds. However, the rate of fatal accidents from falls is still high in the construction industries. In order to examine further countermeasures to reduce such falls, the Japan Ministry of Health, Labour and Welfare established a committee in our institute. That committee$\acute{i}$s work experimentally confirmed the effectiveness of using plastic sheets as a covering around scaffolds to protect against falls of construction materials (a method widely used in Japan). However, the workers fell from the space between the work platform and the plastic sheets very occasionally. Based on those results, the plastic sheets were improved for fall protection from the space, and the effect of the improved sheets was confirmed experimentally.

Construction Workers' Sensation-Seeking and Inattentiveness to Warning Alarms from Construction Vehicles

  • In road work zones, pedestrian workers' habituated inattention to warning alarms from construction vehicles can lead to fatal accidents. Previous studies have theorized that human factors such as personality traits may affect workers' inattentiveness to workplace hazards. However, there has been no study that directly examined how road construction workers' personality traits affect their attention to warning alarms within a work zone and the likelihood of engagement in a struck-by accident. This study examines how workers' sensation-seeking (especially boredom susceptibility) is related to inattention to warning alarms while performing a task in road work zones. An experiment with actual road construction workers was conducted using a virtual road construction environment. Workers' attention to repeatedly presented warning alarms was measured using eye-tracking sensors. In response to workers' frequent inattentive behaviors, a virtual accident was simulated. Results revealed a significant association between boredom susceptibility and workers' engagement in the virtual accident, a consequence of inattentiveness to warning alarms. The findings suggest that workers' personality traits predispose them to tune out warning alarms and become vulnerable to accidents in road work zones. The findings of this study can be used to develop targeted interventions aimed at preventing workers' inattention to repeatedly exposed workplace hazards, thereby contributing to reducing fatal accidents in road work zones.

Construction Equipment Accidents by Time

  • This paper investigates the construction equipment accidents by time. Construction sites are unique with many different hazardous conditions which cause accidents. According to the Occupational Safety and Health Administration (OSHA), accidents related to construction equipment are one of the most leading causes of fatal injuries in the construction industry. While there have been many studies investigating the equipment-related accidents, few research studies provided in-depth analyses about the time that accidents frequently occurred. By using the OSHA accidents data collected between 1997 and 2012, this paper analyzed the accidents data by time, equipment type including excavator, backhoe, dozer, and crane, accident cause, and injury class. The analyses revealed that the time window with most accidents was between 13:00 and 13:59. In terms of the injury class, the time windows with the highest numbers of equipment accidents were between 13:00 and 13:59 and between 11:00 and 11:59 for fatality and hospitalization, respectively. For the accident causes, equipment operator's error was the highest number of accident causes. It is expected that findings from the analyses can be used to more strategically develop management plans and guidelines to prevent accidents related to construction equipment to practitioners.

PRACTICE SPECIFIC TRAINING FOR APPLICATION OF IONIZING RADIATION IN INDUSTRIES

  • Industrial radiography practice is usually employed in public domain. Over the years there are several radiation accidents reported in this practice. The accidents often result in severe or fatal exposures to occupational workers and public. The number of radiation accidents is also significant when compared with other industrial accidents. This paper describes practice specific training as one of the measures to the improve radiation safety and reduce the accidents. The efforts by International Atomic Energy Agency (IAEA) to disseminate information and to improve the radiation safety status in industrial radiography are also discussed.
