농지제도의 문제점: 이원화와 부조화 문제 (The Problems of Dualizing Condition of Farmland Conservation System & Dissonance Problems)

  • Farmland conservation function of 'The Farmland Act' has been being weakened according as farmland conservation system came to the dualizing condition. Overall land use issues including farmland are determined by 'The National Land Planning Act'. In this process, much farmland has been disappeared unilaterally. Above all, 'The National Land Planning Act' recognized farmland as land for development rather than looking in conservation perspective. Formulating with a 'urban(rural) plan', 'The National Land Planning Act' brings means and development methods in a variety of setting. So 'The Farmland Act', the center of farmland conservation system, lose an effect of its conservation functions. Farmland is a kind of facility made with heavy investment for agricultural purpose definitely. Therefore conversion of recognition that farmland must not be undermined indiscriminately in dimension such as urban planning facilities.

  • Farmland transaction prices are affected by various factors such as politics, society, and the economy. The purpose of this study is to identify multiple factors that affect the farmland transaction price due to changes in the actual transaction price of farmland by farmland unit from 2016 to 2020. There are several previous studies analyzed the determinants of farmland transaction prices by considering spatial dependency. However, in the case of land transactions where the time and space of the transaction affect simultaneously, if only spatial dependence is considered, there is a limitation in that it cannot reflect spatial dependence that occurs over time. In order to solve these limitations, To address these limitations, this study builds a spatio-temporal autoregressive model that simultaneously considers spatial and temporal dependencies using farmland transactions in Jinju City as an example. As a result of the analysis, it was confirmed that there was significant spatio-temporal dependence in farmland transactions within the previous 30 days. This means that if the previous farmland transaction was carried out at a high price, it has a spatio-temporal spillover effect that indirectly affects the increase in the price of other nearby farmland transactions. The study also found that various location attributes and socioeconomic attributes have a significant impact on farmland transaction prices. The spatio-temporal autoregressive model of farmland prices constructed in this study can be used to improve the prediction accuracy of farmland prices in the farmland transaction market in the future, and it is expected to be useful in drawing policy implications for stabilizing farmland prices

농지전용 주변지역의 주민인식 분석 - 봉동읍 4개 리를 중심으로 - (Analysis on Local Residents' Recognition of Farmland Conversion - Focused on Four Ris (Villages) of Bongdong Eup -)

  • This study analyzed the recognition of local residents surrounding farmland conversion area. The details of the survey on the residents included recognition of farmland conversion, the usage and reason of farmland conversion in the surrounding area, impacts of farmland conversion on the local region and agricultural production, and change in farmland prices. According to the analysis, the aging of the local residents progressed, and the ratio of farming population was high in the case study area. There were many warehouse facilities and small scale factories in terms of farmland conversion in the case study area, due to the surrounding area characteristics of industrial complex and relatively cheaper land prices. The farmland conversion affected the local area and residents both positively and negatively, and the surrounding area's land prices rose. The policy implications, based on the findings in this study, indicate the following need to be carried out: the consolidation of action on farmland pollution upon farmland conversion, review of planned collective conversion mode, and return of the land price hike profits to the affected local area and residents. Actually, farmland conversion should be conducted, after a comprehensive and systematic review, because it affects the local area and residents in a complex way.

중국의 농지유동에 관한 연구 (Research on China's Farmland Transfer)

  • 중국은 2000년대 들어 '삼농(三?)'문제(농민, 농업, 농촌)를 국가 최우선과제로 추진하고 있다. '삼농'문제 해결책의 하나인 농지유동은 최근 10여 년간 급속히 성장하였다. 특히 농지유동을 추진함에 따라 농촌경제가 발전하였으며 동시에 농가 생활수준도 크게 개선되었다. 그러나 전포방식 위주의 농지유동유형은 농가의 농지유출 의욕을 저해하여 궁극적으로 대규모 농지유동의 저해요인으로 작용하고 있다. 본 논문은 중국 농가의 농지유동유형 영향요인과 농지유동가격 결정요인을 분석하였고, 그 결과를 토대로 다음과 같은 시사점을 찾았다. 첫째, 농가들이 입고방법으로 농지를 유출하도록 지도해야 하고; 둘째, 계약기간을 장기화해야 하며; 셋째, 작물별 농지유동 대응책을 마련해야 하고; 넷째, 농지유출 농가에 대해 교육프로그램을 구축해야 한다.

농지실거래가격을 활용한 필지 단위 농지가격 결정요인 분석 (Analysis of Farmland Price Determinants in Parcel-level Using Real Transaction Price of Farmland)

  • The primary purpose of this study is to identify various factors that affect farmland prices according to changes in the actual transaction price of farmland over the past decade, and to use this to derive policy implications for price stabilization. To this end, the farmland price model are constructed at the parcel level in the case area (Namwon-si, Jinju-si). The analysis method is based on the Hedonic price function, and the OLS and the quantile regression are used for the parcel level model. As a result of estimating the parcel level farmland price model in the case area, the larger the parcel area, the lower the farmland price, and the higher the farmland price outside the agricultural promotion area. It was found that there was a price difference according to the type of special purpose areas, and the location characteristics showed some differences across the cities. The farmland price models presented in this study are suitable for identifying the factors affecting farmland prices, and are expected to be highly utilized in that it is possible to construct flexible variables suitable for regional characteristics.

농지확보의 어려움과 농지정보 수요간의 관계 분석 (Relationship between the Difficulty of Securing Farmland and Demand for Farmland Information)

  • 본 연구에서는 농촌지역으로 귀농한 새로운 농업경영체들이 안정적으로 영농에 정착할 수 있는 방안을 모색하기 위해 '농지'를 중심으로 이주 후 정착단계에서의 애로사항과 정보제공 방안을 모색하였다. 이를 위해 본 연구에서는 이변량 프로빗 모델을 활용하였다. 연구결과, 첫째, 귀농인이 이주 후 정착단계에서 농지확보의 어려움과 농지정보 제공 수요는 강한 양(+)의 상관관계가 있다. 따라서 정착단계에서 농지확보의 어려움을 겪고 있는 귀농인들에게 농지정보제공을 통해 이들의 농지수요에 적극적으로 대응할 필요가 있다. 둘째, 젊은 귀농인의 경우 정착단계에서 농지확보의 어려움을 겪을 확률이 증가한다. 셋째, 청년농업인이 농업발전가능성을 보고 귀농한 경우 정착단계에서 농지확보의 어려움을 겪을 가능성은 감소하고, 비록 통계적 유의성은 없지만 농지정보수요 역시 감소하는 것으로 분석되었다. 넷째, 향후 영농규모 확대 의향이 있는 경우 정착단계에서 농지확보의 어려움이 있고, 농지정보 수요 역시 증가하는 것으로 나타났다.

유휴농지 활용을 위한 정책사업 모델개발 (Development of Policies and Business Models of Utilizing Idle Farmlands)

  • Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, Korea experienced a rapid change in the international price of grain due to changes in amount of grain production and food weaponization. It also started to reinforce the appropriateness of maintenance of farmland above certain standard. As one of policy means for this situation, this study selected "the use of idle farmland" as a subject, and started to consider the way to suggest the policy projects using idle farmland. The result of this study is summarized as follows. Firstly, this study defined the meaning of idle farmland, and set up the scope of idle farmland needed to this study. Secondly, this study analyzed the domestic major policy projects with prevention function of idle farmland as well as the policy projects related to idle farmland. It also investigated "recycling measures of idle farmland" that is recently promoted in Japan, and deducted the direction for developing a new model. Lastly, It suggested 9 policy project models that are finally able to use idle farmland. Suggested models are designed to access from various directions. This study suggested contents, entity, target and characteristics of projects in order to set up proper directions in promoting policy projects using idle farmland.

농지연금 도입에 따른 지역별 농지가격의 변동형태 분석 -경기도와 경상북도 지역을 대상으로- (Regional Patterns of Farmland Price Changes for the Farmland Reverse Mortgage System)

  • 본 연구의 목적은 경제변수가 경기도와 경상북도 지역의 농지가격에 어떤 영향을 미치는지 분석하며, 이를 통해 지역별 농지가격의 변동형태를 분석하여 농지연금 가입에 대한 시사점을 제시한다. 농지연금은 농촌의 고령농이 소유한 농지를 담보로 하여 연금형식으로 수령하는 제도로서 연금의 수령액은 농지의 담보가치가 높을수록 더 많이 받게 된다. 분석방법으로는 기초통계량, 그랜저 인과관계검정, 충격반응분석, GARCH 모형 등의 순으로 살펴보았다. 분석결과에 의하면 Granger 인과관계와 충격반응분석 및 GARCH 모형을 통한 분석에서 실물경기 지표인 산업생산지수의 동향이 농지가격의 변동에 직접적으로 가장 유의한 영향을 미치는 반면, 금리와 물가 등의 영향은 미미한 것으로 나타났다. 또한 경기도 지역의 농지가격은 산업생산지수에 의한 영향이 경상북도 지역보다 큰 것으로 분석되었다. 이에 따라 경기도의 농지가격은 향후에 경상북도 보다 높게 상승할 것으로 예측되어 경기도의 농지연금 가입률은 경상북도 지역보다 낮을 것으로 보이며, 반면에 경상북도 지역의 농지연금 가입률은 경기도 보다 높을 것으로 판단된다.

1930~40년대 경지정리사업의 특징과 사회⋅경제적 배경 (Features and Socio-Economic Background of Farmland Consolidation Project during the 1930s and 1940s in Korea)

  • The study is aimed to investigate the features and socio-economic background of farmland consolidation project with medium-sized paddy plot at irrigation associations during the Japanese colonial period in Korea. Most of farmland consolidation works in the 1940s was composed of independent irrigation and drainage ditches along the short side of field plot. However, the number of farm roads at farmland consolidation zone was much smaller than number of irrigation ditches to decrease reduction in farmland area. The standard field plot was medium-sized (about 20-40 ares) in Korea but small-sized (about 10 ares) in Japan in this period. As the result of farmland consolidation works, the unit water requirement was increased to 0.0035 m3/s/ha, and the unit area drainage discharge was over 2.0 m3/s/km2 in many cases. The farmland consolidation with medium-sized plot have been spread under the colonial landlord system, where major landlords occupied a large share of farmland and managed corporate farming to gain more benefit. The reasons for spread of farmland consolidation with medium-sized plot may be as follows: high net profit ratio, an increase in land price, and labor savings in rice farming. The farmland consolidation with medium-sized plot in the colonial period showed intermediate features between the farm consolidation with small-sized plot for an increase in land productivity in Japan and the farm consolidation with medium-sized plot for an increase in labor productivity after the 1960s.

농지시장 추세 파악을 위한 가격지수 개발 (A Study on Building a Farmland Price Index)

  • The change in farmland price has almost always been focused on not only farmers but policy-decision makers; for farmers to get information before purchasing farmland; for policy-decision makers to use appropriate policy tools to stabilize the market. So far the change in farmland price has been calculated as a form of average change on a year-to-year base. Such calculations have become one of the causes which lead to misunderstanding of the farmland market because the year-to-year average change includes changes in price as well as changes in the number of trades and sizes of traded farmland. This paper is designed to suggest a proper method of building a price index for farmland as a tool to review the price change. We considered the applicability of several types of price indices and concluded that a Laspeyres-type price index is the most reasonable choice. A Laspeyres-type price index, however, has a shortcoming in which a reference year's weight may affect the whole period of an index. Thus, we also suggest two other weights, a three-year average including a reference year and a share of farmland. All indices show that farmland prices have risen significantly in recent 10 years. We hope that the indices will be developed into one of the government's formal statistics.
