A Condition Success for Development of Policy Organic Agricultural (친환경유기농업 육성정책의 성공조건)

  • The paper describes condition success for the development and policy environment of organic farming in Korea. policy measures concerning area-based financial support for conversion to and continuation of organic farming, officially-recognized standards and support for market and regional development, advice and research are considered. This indicates that individual measures can also work against each other. In some region, good experiences habe been made with integrated action plan, an approach that is also being discussed at the national level and which could achieve a good basis for the development of Bio-farming in future.

  • The EU recently adopted the policy for organic food and farming, Even though the EU enacted a regulation for organic farming in 1991, there has been no formal policy for supporting organic farming in the EU. This may mean that the EU regards the organic food and farming as an important sector for the future of European farming. Therefore, this study firstly explores the development processes and current situation of the EU organic food and farming policy, and then summaries the priorities of the EU organic food and farming sector. These were reflected to make up an action plan and a new regulation for the EU organic food and farming. The main features of the recent change in the EU policy would be the application of comprehensive perspective for dealing with organic food and farming issues.

  • The purpose of this research is to suggest improved storage spaces for each room after taking POE survey of a selected twelve houses which were built according to the standard plan for houses in farming and fishing areas by the government from '94 This research was promoted to suggest suitable storage spaces for each room. The focus being on shoe chest storage in the entrance TV and audio set storage decorated shelves in the living room fixed furniture and storage in the bed room cupboard in the kitchen and storage space in multiple purpose room, Based on the number type NONGJIN-95-25-D which is the most popular type in the standard plan for houses in the farming and fishing areas during 1995. According to the survey those 12 points wee of discomfort and the people preferred fixed and modular furniture based on movable shelves. moveable self-assemblable modular furnishings, The survey can be the fundamental data to make that kind of plan for the farming and fishing and fishing people according to their taste.

  • This focuses on the Cultivation Plan Service at the preliminary production phase is critical in that it supports agricultural producers' decision by providing related information such as predicted crop production or expected profits for consulting or other agricultural information when they plan to cultivate. This paper describes the reference architecture of the farming sector will benefit immensely from the implementation of farming data in farming contents repository which will serve as the knowledge base for the Cultivation Plan Service at the pre-production stage based on Big data analysis.

  • With a view to creating beautiful farm villages, this study aims to exploit space syntax and thereby establish a systematic plan for refurbishing common farming facilities in farm villages by expanding a remodeling plan that has so far been focused on farm houses to cover different villages as well as in spatial scope. For this purpose, the study has extracted a system of categories for common ownership facilities in farm villages and applicable elements needed for collaboration in the space of joint production by performing a comprehensive analysis of related literature for the purpose of researching the distribution of common farming facilities. Based on such categorization of applicable elements, the study conducted a field survey of the four types of farm villages such as suburban area (Hwaseong), inland farming-centered area (Jeungpyeong), coastal & plain area (Goheung), and mid-mountain area (Gangneung), through group discussions by participating researchers and field pilot surveys. Also, space analysis has come up with measurements based on the five criteria of integration, local integration, control, connectivity, and spatial depth. And a plan for type-specific remodelling of common farming facilities has been drawn up through standardization based on the values in integration for different villages and spatial depth for common farming facilities. The significance of the current study consists in identifying how the location of common farming facilities influences the characteristics of different villages in terms of spatial structure and then drawing up guidelines for planning their placement.

  • In recent years, the population structure has been changed by the progresses of 6th-industrialization and transportation in farming areas. This study aims to suggest a regional development plan of farming areas in accordance with the demographic changes. Population structure indicators were derived from previous studies and literature review in order to identify the types of farming areas. Demographic indicators separated to depopulation and population growth in farming areas through a standardized scoring method. This research found that the division of economy is not only the most important division in any other regional development divisions but also necessary to develop new sources of non-farm income through traditional culture, natural environment. In the social division, it is necessary to secure the facilities for the formation of a sense of community to multicultural families and existing residents in farming areas. In the environmental division, it is desirable to improve the quality and satisfaction of life for residents such as the sidewalk and park that utilize ecological environment, culture, history for both depopulation and population region. In the physical division, there is a need for improvement of the facilities of basic living infrastructure service such as roads, water supply and sewerage systems. In the institution division, sustainable financial support of the central government policy for farming areas is crucial for the improvement of residential environment in the farming areas of depopulation and population region.

  • This study presents the methods to improve the urban farming in Korea by analysing the current circumstances of urban farming in Korea. Specifically, the legal system in association with urban farming, current status of the act on the urban farming, the present situation of the Korean urban farming, and the comprehensive plans for urban farming have been analysed in order to grasp the present situations and seek for solutions. Based on these, the research provides effective supporting methods for sustainable urban farming in Korea. As a result, the essentials to improved urban farming can be summarized with two factors; securing more space for urban farming and improving the supporting system for the urban farmers. Enthusiastic attitudes of local governments, security of budget, and cooperation with the citizens are vital to expand the urban farming in addition to the institutional and systematic urban farming improving methods mentioned above.

  • The purpose of this study is to introduce issues on agricultural policy of participatory government and to suggest some implications for national consensus. According to the finance and investment plan, 119 trillion won in total will be invested in the farming industry for improving the welfare system and development of the sector over the next 10 years. It is very important that this plan will make Korean farmers competitive and income per capita increased more and more. By the way, the plan has been argued by farmer’s organization(NGO) and some people of academic circles because there is a fair question as to how effective these investment aids will be. Therefore, the finance and investment plan must be established on the basis of effective execution system as well as additional discussion for national agreement. In addition, the 'Special Plan Committee for agriculture-fishery and farming-fishing communities' will work out an ideal framework for succeeding this plan.

  • The purpose of the study was to search for the developmental plan of the environmental agriculture by investigating the farming consciousness and the actual condition of farmers engaged in environmental agriculture. A case study along with personal interviews were carried out to investigate the farming consciousness and actual conditions of environmental agriculture in Hongsung area. The results of the study were as follow; 1) Farmers engaged in environmental agriculture had higher educational level and was generally younger in age than that of farmers in general. There were many Christians among the farmers engaged in environmental agriculture, however, there was no significant difference in terms of religion and farming career between the groups of practicing and non-practicing environmental agriculture. 2) Farmers practicing environmental agriculture were more interested in preservation of agricultural environment than the higher prices of agricultural products. 3) Most of the farmers practicing environmental agriculture wanted to take technical education on environmental agriculture and were highly interested in the preserving traditional agricultural style. 4) Farmers practicing environmental agriculture were more satisfied with a present farming life as well as government's agricultural policy than non-practicing farmers, and had plan for increasing scale of farm.

A Comparative Study on the Policy of Korea and Japan for Improving Upland Farming Mechanization (밭농업 기계화 지원정책 개선을 위한 한·일 정책 비교 연구)

  • This is a comparative study on the policy of Korea and Japan for improving upland farming mechanization. Purpose of the study is to set a policy direction of improving efficiency of farm management by using agricultural machinery. Research topic is the agricultural mechanization policy at the national level. The research attempts to classify mechanization policies into framework plan, R&D, rent and lease program, upland farm promotion policies. Major features of the comparative analysis are followed. First, there is a similarity between policies of Korea and Japan in terms of the aim of framework plan and other policies settings. However, Japanese policies focus more on the joint management of farming than Korean policies. Japanese policies take an entire system covering from farm to market into account. Second, Japanese policies have much attention to the agricultural organizations such as corporate, cooperatives that are eligible for using agricultural machinery. This is different from Korean policy. Thus, upland farming mechanization policy needs to set priority, and to have systemic approach. Also, upland farming mechanization policy has to be facilitated in accordance with producer organizations and their marketing strategies.
