Policy Directions for Young Farmers - Case of Chung-nam Province - (청년 농업인 지원 정책 방향에 관한 연구 - 충청남도 사례 -)

  • The study aims to explore the policy directions for young farmers within Korean agricultural context, particularly in Chung-nam Province. In order to accomplish this, young farmers were classified into three categories: successors, new farmers, potential farmers. The importance of young farmers is becoming more of a focus due to decline of population numbers in rural communities as well as the aging of agriculture population. In order to address these two problems, it is necessary to create and implement policy to support each category of young farmer. Rather than the current focus on nurturing young farmers as a labor force, the role of young farmers in maintaining local communities should be expanded in current agricultural system. The local community should provide appropriate conditions for young farmers in Chung-nam Province for the various purposes they have and the roles they fill. In conclusion, it is necessary to provide a 'space' where young farmers can meet base on the community. For this, the role of the community based intermediate support organization for the integrated support system is of great significance.

Determinants of Participation in Environment-Friendly Agricultural Production Organization - Focusing on Chungnam Area - (친환경농업 생산조직 참여결정 요인분석 - 충남지역을 중심으로 -)

  • It has continuously promoted to scale up the agricultural management body in order to cope with the market-opening pressure such as the UR negotiation, the DDA negotiation, and more conclusions of FTAs and to enhance the competitiveness of our agriculture. This study evaluated the factors associated with production organization participation centered on environmentally-friendly agriculture farmers in order to improve the production efficiency of environmentally-friendly agriculture in the aspect of production. In order to achieve this objective, this study evaluated the factors that contributed to participating in an organization using the bivariate probit model focusing on environmentally-friendly agriculture farmers in Chungnam. This study examined the validity and reliability of the study model through exploratory factor analysis. The results of factor analyses identified four factors: "distribution", "production", "organization operation", and "social capital". The results of the bivariate probit model showed that distribution significantly affected production activities and distribution, organization operation, agricultural income, and gender significantly influenced sale activities. Environmentally-friendly production organization had not been able to provide the productive support that was needed for local farmers to produce environmentally-friendly agricultural products in a region. Additionally, farming education did not provide the information needed by the farmers. Although producers had a network within a production organization, it was operated mainly for administrators. Therefore, participants felt somewhat lacking. This study identified the level of organization of producer organizations in Chungnam area, where environmentally-friendly agriculture is well activated. This study suggested implications for future production organization participation by evaluating factors affecting participation quantitatively.

The Promotive Schemes of Linkage Between Consumer Cooperatives and Farmer' Organization (생협과 생산자 조직간의 연계 활성화 방안)

  • This study was carried out to find out promotive schemes of linkage between consumer cooperatives and farmers' organization as an active mean of consumer cooperative movement. The consumer cooperative movement has a role of sovling the environmental problems and the social problems in Korea. According to the questioners and interview involed with consumer, farmers and specialists of consumer cooperative movement, the following findings were resulted. 1. The effective linkage form is the linkage programs controled by leaders of the consumer cooperatives and the farmers' orranization. That's the foundation for effective linkage between the two organization. 2. Enacting the consumer cooperative act and supporting from government and social groups are needed for the linkage form and activating of consumer cooperative movement. 3. The education and the public relation(P.R.) about the perspectives of consumer cooperative movement are needed. 4. The various exchange activities between consumer and farmers are programed and cried out.

  • This study is the research of occupation distribution about citizen members of autonomy organization in Cheongju area. Investigation of autonomy organization members acting as local readers makes it possible to understand direction for community promotion. Result of this study sums up two type occupational categories. First, in urban area independently managers is above participation ratio in public affairs appeared. On the other hand, ratio of private organization, employee, and experts are low. In rural area, it shows the participation ratio of functional representatives and farmers highly. Second, with investigation of detailed occupation, most independent contractors and such as architecture, real-estate, whole and retail sales, restaurant, nursery, and private educational institute. And small number of insurance, news paper, car sales, gas station mangers participate in autonomy organization. Private organization consist of educational organization, social welfare corporate and district head council, as well as some teachers and farmers.

A Study on the Types and Effective Management Schemes of the Cooperative Farmers' Organizations in Korea (작목별 협동조직의 유형과 효율적 운영방안에 관한 연구)

  • The objectives of this study were to 1) classify the cooperative farmers' organizations in Korea according to the development level and institutional aspects through the exploration of its' conceptual and institutional basis, 2) analyze the farmers' needs for organization, 3) identify the problems and situation of organizations, and 4) formulate an effective management model for each cooperative farmers' organization. The study was carried out through a review of literature and using available statistical data collected from various sources and empirical survey. Major findings of the study were: 1) the cooperative farmers' organizations could be classified into four types : crop units, farming cooperative corporation, trust farming companies and joint-stock agri-business. 2) a lot of members of the organization feel that the information is insufficient, the opportunity to suggest their own ideas is hardly given, and the members are not satisfied with the cooperation among the members, 3) the members who have higher level of schooling education showed a higher participation level in the organization, 4) most of members did not recognize the organization they participated in, 5) participation of the organization's members and concerned institutions is an important factor to promote problem solving and better communication within the organization, 6) any type of continuing education for the members is needed to facilitate the transfer of a new agricultural and organizational technology, 7) research and development(R & D) is one of the most important factors of the development of organizations, 8) most organizations are deficient in professional management skills(financial, personal, accounts, etc.), 9) the trust farming companies have difficulties in managing the firm on account of the characteristics of agriculture(especially seasonal), the dispersed trust lands, and the need for more alternative work in the winter season, and 10) in the case of agri-businesses, their organizations are more specialized in marketing and have more structured systems of management. Based on the results of the study the following recommendations were made for further improvement and development of agricultural cooperative organizations : (1) More governmental support should be given to education for improvement of the organizational structure. And more deliberate and differentiated governmental support should be provided for the organizations to be viably managed. (2) For more efficient communication between the members and the organization, more opportunities for discussion are needed. (3) The more research should be committed to this kind of work in order to get more analytic data and strategic plans of cooperative organizations.

An Analysis of Factors Affecting Intention of Farmers to Participate in Integrated Export Organizations

  • Purpose: The integrated export organization for agricultural products is an export marketing organization established by joint participation of famers, farmer organizations, and exporters. The purpose of this study is to analyze the factors affecting the intention of farmers to participate in integrated export organizations. Research design, data and methodology: The multiple regression analysis was used to identify factors affecting intention of pear and mushroom farms to participate in the integrated export organizations. Results: It is shown that the lower farm age, the higher the need for consolidation of export companies, and the lower the government support for the integrated export organizations, the higher the willingness to participate in integrated export organizations. However, export experience, export scale, awareness level of integrated export organizations, and check price level did not significantly affect the intention to participate in integrated export organizations. Conclusions: It is desirable to promote export organizations of agricultural products among relatively young farmers and to reform their consciousness through emphasizing education for them. In addition, integrated export organizations should avoid disorderly competition by consolidating export companies. Lastly, governmental policies should be pursued in a direction that enables farmers and export companies to strengthen their competitiveness on their own.

An Impact Analysis of Famer's Individual Competency on Agricultural Organization's Performance (농업인의 개인역량과 조직성과간의 연관관계 분석)

  • This study aimed at learning the effect of farmers' individual competency on the performance of agricultural organization, and providing the preliminary data about strengthening the competitiveness of agriculture of the country by showing the effect of farmers' individual competency on the performance of agricultural organization. According to the results of our study, among 11 individual competencies, the ability to manage, customer satisfaction, marketing, and getting information have the positive relationship with the performance of agricultural organization, but strategic thinking has the negative relationship with the performance. The relationship between the performance and abstract competencies like teamwork, creativity, innovation, feasibility, and flexibility is not statistically significant. However, the abstract competencies are the core competencies within farmers, so farmers should be educated continuously in the long run in order to raise the performance.

Review of Danish Agricultural Advisory Service and Its Implications (덴마크 농촌지도사업의 현황과 시사점)

  • The purpose of this study is to look at the development and status of Danish Agricultural Advisory Service (DAAS) and to find some implications on Korean agricultural and rural extension. Agriculture is main industry contributed to economic growth in Denmark. Main factors of this success would be strong farmers' organizations, commercial co-operatives, farmers' active participation in training and education, and independent advisory service owned and managed by farmers. DAAS has unique developmental history. First service was started by local farmer's organization in 1871. Farmers themselves wanted to start advisory service in order to improve the quality of butter. National center of DAAS was established in 1971 in order to disseminate knowledge to local centers, to develop new activities and computer programs, and to deliver in-service training of local advisors. In 2010, one national center with 550 employees and 32 local centers with 2,900 employes are serving for 48,000 farms. The service covers almost all farmers' needs such as production, finance, tax, buildings, crops, livestock, organic production, environment, legal matter. DAAS Academy tries to offer relevant, just-in-time training activities in order to develop the competences of advisors effectively.

Development Strategies for Sustainability of Environment-Friendly Agriculture Based on Farm Awareness Analysis (친환경농업 실천농가들의 의식실태 분석 및 지속가능기반 구축방향)

  • The Purpose of this paper is to establish development strategies for sustainability of environment-Friendly agriculture based on farm awareness analysis. To analysis farm management, a series of farm household surveys were conducted on farmers residing in Embong-Myun. The sample size of the survey is 108 respectively. As a survey result, satisfaction level about market stability and understanding of upper organization is high, on the contrary, awareness of related organization is low in a relative sense. Most of farmers reveal their intention to sustain environment-Friendly agriculture but future agriculturalist and an ageing society that one face as well. In order to establish development strategies for sustainability of environment-Friendly agriculture, an infrastructure should be consistently expanded. On the other hand, self-supporting ability of farmer's organization and education system attempt to expand for sustainability.

An Analysis of Purchasing and Using Fertilizer by Farmers (농업인의 비료 구매 및 사용 실태에 관한 연구)

  • Recently, environmental-friendly agriculture (EFA) has been pointed out as an alternative for the change of our agricultural conditions. But the excessive amount of nutrients have been used to farmland since 1960s, when the intensive farming method called "High-Input, High-Yield" was expanded in earnest. This study was conducted to examine and compare farmers' purchasing and using fertilizer. For these purpose, data were gathered from a total of 326 farmers of the nation wide (greenhouse horticulture 60, upland cultivating 177, fruit-growing 89). The findings were as follows: First, 70.6% of greenhouse horticulture farmers, 89% of upland-cultivating farmers, 76.3% of fruit-growing farmers purchased fertilizer in Nong-hyup (farmers' cooperative organization). Second, only 54.2% of the greenhouse horticulture farmers, 60.2% of the upland cultivating farmers and 70.4% of the fruit-growing farmers recognized the optimum level of fertilizer. So, governmental organizations and agricultural technology center should carry out various programs for informing the farmers of the right way to use fertilizer and to practice EFA.
