Korea dairy industry has a long and chronic problems to consume raw milk , those are surplus milk and decline the market milk consumption continued about 10 years. This study was aim to propose and to find the solution for dairy industry problems. After WTO system, with the importation of dairy products, domestic milk production has fell into the situation of excess supply and huge inventory of dried milk, the milk powder stocks have increased since 2002. That made a chronic decline milk consumption in Korea. The core of chronic problem of Korea dairy industry is the decreasing in market milk consumption. If they have a settlement of any other way using their raw milk to process and consumption to market milk, there will be a solution to solve the chronic problems in this situation. Especially, that will be a development of small farm scale natural cheese production and consume. This may be lead a situation of increase the raw milk consumption, because natural cheese making needs much of raw milk more than market milk. But there are very low technical level of farmers cheese making status, so they need a cheese making educational program for their commercial level of cheese products. Under these situation, there are needed a way out of educational system for the dairy farmers to obtain the high level of cheese making technology from the trustable and scientific organization. The natural cheese making technique of dairy farmers should be accumulated to get the consumers' solid recognition of high quality of natural cheese as LOHAS(Lifestyle Of Health And Sustainability) foods.
The purposes of this study were (1) to identify the present situation and pending problems of agricultural education in Agricultural Technology & Extension Center (ATEC), (2) to analyze the satisfaction degree and educational needs of agricultural extension education program, and (3) to draw some implications in the direction of the development direction of agricultural extension, based on the analysis aforementioned. Data were collected through questionnaires from 230 farmers. Based on the results of study, the recommendations were as follows. 1. Increase of income could not guarantee the improvement of QOL. So, ATEC should make some efforts to plan and administer diversified agricultural extension and education programs. 2. Agricultural practice was the most effective educational methods. Especially, for return-migrants and young farmers, applicable educational program should be planned and offered. 3. Education program on agricultural information, especially on the internet use, would be the most attractive program of agricultural extension education in the future.
The decrease in the farming rates of agricultural produce importing countries has led to concerns over stable food supply and food safety and this situation demands a change in awareness on agricultural problems arising from the depletion of natural resources and environmental destruction. To preserve agriculture, importing countries are emphasizing the various roles of agriculture in order to revive its multi-functional aspects. It is obvious that differentiated strategies are needed to create values from agricultural production, and a liberal arts education can play an important role in making these strategies. However, training programs for future agricultural CEOs of the Korea National Agricultural College(KNAC) attaches too much importance on production skill and management rather than focusing on a liberal arts education. On the other hand, Poolmoo Ecological Agriculture Course carried out by Poolmoo Agriculture Technical High School located in Hongseong-Gun, Chungnam Province (which puts a high value on ecological fanning) gives more weight on a liberal arts education, taking up more than 50% of the curriculum. Also, the National Farmers Academy in Japan which reformed its whole system in 2008, has started various liberal arts educational programs. The Academy fosters creative agricultural management, attractive rural development enhancing a comfortable rural life and educates on the future of Japanese food and international environment. It is expected that the ecological and cultural roles of farming will grow in the future. So, what the KNAC needs is to increase its liberal arts educational programs and various cultural experiences in its educational curriculum to promote agricultural marketing with cultural knowledge and sensitivity.
Our agricultural extension system with all its success and failures, rewards and punishment was introduced 50 years ago with particular reference from United States. Some of the established principles and policies of effective extension work were shaken off for immediate result. But the results were not praiseworthy. The purpose of this study is to throw some light on the question of systems and approaches on agricultural extension that can adequately meet the challenges of the future. Our extension system is `special government type` which administers a nation-wide network of extension and training services in close collaboration with that of the experiment station. This type, however, has innate weakness which inclined to be standardized, inflexible, and irrelevant to actual needs of farming communities and problems of farmers. In this regard, it is necessary to consider another approaches of agricultural extension: `Government Type`, `Agricultural University`, `Farmers Organization`. The characteristics features, advantages and disadvantages of these models have been discussed. Each model has been found wanting in one way or another to meet the needs and interest of the present Korean situation. In view of the agricultural situation, and considering the expected changes of farmers and technologies in the years ahead, the `modification (especially to the direction of provincial government) of preset system` was expected which would be operationally flexible and organizationally unified and decentralized. The modification of present system should include the following characteristics: 1) universal contact with client system, 2) local planning based on the needs of clients, 3) using multiple method of nonformal education, 4) fitting with both general and specialized farming systems, 5) accommodating variable clients, technologies and educational objects.
Since 1997, Korean government changed the status of extension educators from central government staff to county/city government staff for the sake of democratization and localization, regardless of opposition of academic society of extension professionals. Localization of extension educators followed by government restructuring in Korea, resulted various problems, such as 1) Decreased morale and number of extension educators, thus weakening the extension educational function, 2) Weakened linkages between national and local extension offices, 3) Less opportunity for in-service edition of extension educators, 4) Weakened linkages between agricultural research and extension, etc. During the last 30 years, extension services have helped Korean farmers in achieving self sufficiency of rice and year around supply of green vegetables by diffusion of vinyl house technology. Various problems after three years of localization of extension educators were discussed between announcer of radio KBS and a professor of extension in an interview format, and it was concluded that national efforts should be needed to restore morale of extension educators to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers.
A random study of 574 dairy farms in Gyeongnam area was designed to determine 1) management factors that may be associated with the occurrence of drug residues; 2) the dairy farmer's attitudes and knowledge about residues; 3) how these variables influence the occurrence of residues in dairy cattle. Management factors perceived as having the greatest influence on drug residues in milk were insufficient knowledge about withdrawal periods, errors due to hired help, insufficient identification and record of animals treated for mastitis, dry cow treatment for mastitis, and metritis treatment. Seventy-one percent of farms with residues problem used mixed own feeds compared with twenty-nine percent of farms with premedicated feeds. Factors significantly associated with the occurrence of residues were herd size, increased number of hired persons, increased frequency of use of mixed-own feeds, category of medicated feed, and producer's attitude toward the public health significance of residues. Our findings suggest that residue occurrence was mainly associated with errors due to hired help, insufficient knowledge about withdrawal periods, poor animal identification and records of treatment animals and use of medicated feeds. Any residue avodiance educational program needs to stress how to deal with these factors. This educational program should be directed to dairy farmers and employees, especially temporary employees. In addition, Dairy farmer's attitudes and knowledge about drug residues need to be improved. More evidence on the public healths significance of residues should be available to them. Because belife in importance of public healths concerns was related to successful residue avidance and because 81.3% of the dairy farmers with residue problem thought public healths concerns were less important than economic ones, it would be helpful to provide educational programs specifically directed to this issue. it may be useful to provide programs not only for the dairy farmers but also change of their concerns about on the public healths.
There are many opportunities for Agricultural Technology Centers and for local communities to benefit from the computer and internet and compete in the information age. However, many rural communities appeared to lack human and financial resources required to enable access to the computer and internet. A case of implementation process of establishing agricultural information system at Asan Agricultural Technology Center during the last 10 years were presented. Extension educators took leadership role in facilitating the educational needs of farmers in terms of related resources for the computer and internet extension. To better prepare communities for the information age, community access was critical for promoting the technology and improving proficiency of local community members in its use, extension educators need to take leadership role in assessing community ability to provide internet access points for people without computers. Extension educators at city/county Agricultural Technology Centers may initiate to attract people with internet needs. computer resources, technological experience, and know-how for setting up internet access points in community locations.
The purposes of the study were to; 1) examine the diffusion and adoption of new agricultural technology in rice farming, 2) survey the status of agricultural education institutions on technology transfer, and 3) explore the linkages between agricultural education and extension for more effective reinforcement strategies to further the diffusion and adoption of new agricultural technology in Korea. Literature review, field survey and panel discussions were employed to strengthen the linkages among agricultural education, research and extension in Korea. As the results of analysis of the diffusion and adoption of new agricultural technology in rice farming following recommendations were offered; 1. Extension services have helped Korean farmers in achieving self-sufficiency in rice and year-round supply of green vegetables as well as upbringing rural youth, however, government changed the status of extension educators from central government staff to county/city government staff since 1997. This brought about various problems such as: decreased morale and number of extension educators, thus weakening the extension education function, weakened linkages between national and local extension offices, less opportunity for in-service education of extension educators, and weakened linkages between agricultural research and extension, etc. 2. In order to insure that extension educators are high caliber professional individuals, it is crucial to establish a system that nationally recognizes these individuals as such, and that provides a professional development path. It is important to restore the morale of extension educators to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers. 3. Because of the critical importance of diffusing innovations to agricultural producers in order to ensure quality and steady food supply, it is crucial that these issues be addressed before the extension service further deteriorates. Further research activities on agricultural extension should be conducted for more effective agricultural extension system in Korea to achieve a greater rural, national and regional development. 4. Research and implementation activities should be emphasized and encouraged to improve the cooperation and collaboration among agricultural education research and extension to better serve farmers' educational and information needs. National level research activities should be encouraged to improve the effectiveness of agricultural technology transfer including internet education programs for farmers in Korea.
The aim of this study is to investigate to which degree farmers did the crop switching and cultivar renewal as a confrontational strategy to climate change, and which problems they had in that process, and then to provide the supporting plans for them. We conducted a questionnaire survey of 15 citrus farmers of the KNCAP graduates in Jeju Island. Most of the survey respondents agreed to the climate change of Jeju Island and the subtropical climate of its coastal area. The farmers have experienced irregular weather such as abnormal high temperature, frequent rain, and droughts, resulting in the harmful insects and new weeds attack. As the climate change strategies, they are adopting a greenhouse culture system, improving a soil drainage using reorganization of planting space, making a new pest management program, and trying to switch a crop to subtropical fruits. It is expected that 50% of the survey respondents have changed their crops or will do; and 73 % of them have changed cultivar or have a plan to do. Only a few farmers directly pointed to a reason for their efforts to change the crops or to renew the cultivars as the anti-climate change strategy, however, most farmers answered the reason was to increase profitability by meeting their consumers' tastes. Presently, it is not the anti-climate change strategy but increase of profitability by meeting the consumers' needs the reason why most of the survey respondents have changed their crops or renewed the cultivars, while a few of them switched their crops to a subtropical fruit trees due to climate change. On the crop switching, they had some difficulties such as a labor shortage, availability of land, operating costs and instable income. On the cultivar renewal, also, they encountered the lack of cultivating techniques for new cultivars and the dim future for the new market. In long-term perspective, Jeju's farmers need new information and educational programs about the effect of climate change on agriculture of Jeju, and cultivation techniques for new crops and new cultivars.
Ecological restoration aims to reverse the degradation of ecosystems that occurred as humans have affected landscapes. This study was conducted in part of a larger project to develop participatory ecological restoration procedures for disturbed areas in Baigdoodaegahn which is a major mountain range in the Korean Peninsula. The case of alpine farmland at Kangwon-do was selected to apply the theoretical framework of participatory restoration since the nutrient contents in alpine solid under vegetable cultivation degrade water quality in the watershed while farmers in the region are economically struggling due to imports of vegetables from China. The reciprocal model of restoration was applied to cope with interactions between human and ecosystem needs in ecological restoration. A series of environmental education and eco-tourism programs were developed and incorporated into the participatory restoration project to rebuild social-cultural aspects of the community as well as to restore the biophysically disturbed area while meeting both ecological needs and human needs. This study suggests that participatory projects will be more successful when experts support the local residents and citizens in restoration process, when leadership are developed through social learning, and when ecological, financial and social factors of restoration are integratedly considered.
